Strategy ACFIN 2015: Pilier 2: RESPOND AND ANTICIPATE HUMANITARIAN CRISES, FIGHT AGAINST VULNERABILITY AND INCREASE RESILIENCE OF THE POPULATIONS THAT LIVE IN CRISES.Indicators: -A decision will be made within 24 hours on whether to intervene or not in a rapid onset emergency -A team to be dispatched within 48 hours to do an evaluation-Emergency activities to be implemented within 7 to 15 days

What is an Emergency?

A massive displacement of populations

Geographical localisation of the Emergency

2 situations depending on the localization of the emergency

ACF Mission whether ACF is present in the affected zone or not. Triggering of Canal Urgence by the ACF Mission/HQ and also triggering of the EMS (by HQ Director) if need of some support by the ACF network

No ACF mission in the affected country

Triggering of the EMS by the HQ Directors for the ACF network (rota system + principle of managing HQ versus the supporting HQ)

The Emergency Cell

Constituted by the Pool Desk and directed by the geographical desk designated by the Director of Operations

In the first 24 hours, support from the Emergency Pool Coordinator and designation of contact persons for HR (CRPE), SAE, HQ Communication, CFO (cash needs) + ad hoc support from the Pool Desks (RP, ADP, tech., log…). After 24 hours, the composition is reviewed according to evolving needs.

Takes full time care of the emergency and insures permanent duty:• The emergency cell takes care of all aspects concerning the emergency: strategy of the

mission, sending of expats + admin procedures, purchases, logistics, availability of cash, crisis communication

• The emergency cell relies on each department when needed

Demands from the emergency cells have priority over those of other missions

Demands from the emergency cell are treated according to emergency “light” process of Canal Urgence.
