The publiccorruption trial of formerstate treasurer Tim Cahill isexpected to begin this week.Chaill, of Quincy, was indictedearlier this year on charges ofviolating the state ethics law,conspiracy to violate the stateethics law, procurementfraud and conspiracy to com-mit procurement fraud. He isaccused of using about 75percent of the lottery’s $2million budget to run ads inthe final months before the2010 election that promotedthe lottery as a well-managedorganization that gives fundsback to cities and towns.Cahill, who as treasurer over-saw the state lottery, ran asan independent candidate forgovernor in 2010. mph were expected tobreeze through the regionstarting at 8 a.m. today.The worst of the storm isexpected to hit the Bostonarea this afternoon intotonight. “Because it’s such a largestorm it has a large wind fieldand its impacts will be felt farfrom the center of the storm,”said Lance Franck, a meteorolo-gist with the National WeatherService in Taunton.

The expectation of severeweather led to the cancelationof dozens of schools, meetingsand events yesterday as peopleprepared for the worst.

Boston Mayor Thomas Meni-no urged non-essential cityworkers to stay home and can-celed Boston Public Schools forMonday.

Lynn officials also canceledschool, and other coastal townsmade storm supplies such assandbags available to residents.

“We’re going to get throughthis. We are as well prepared aswe possibly can be,” Gov. DevalPatrick said yesterday from theMassachusetts Emergency Man-agement Agency headquartersin Framingham. He declared astate of emergency on Saturdayahead of the storm.

Forecasters predicted thatSandy, once a Category 2 hurri-cane with winds reaching 110mph, would bring strong windsto the Boston area. Wind gusts

could peak between 60 and 80mph and Boston could seeabout an inch of rain. Forecast-ers said that areas west ofBoston would see more rain —up to 3 inches — and slightlyweaker wind speeds.

Bike theft suspect arrested BOSTON. Transit police arresteda 36-year-old Taunton man Fri-day night for allegedly trying todisassemble a bicycle racked atthe Sullivan Square station inCharlestown.

David Deandrade wasreportedly seen trying toremove a bicycle wheel therewhile carrying a duffle bag thathad “a set of heavy-duty wirecutters and various needle nosepliers, all instruments whichcould facilitate the removal ofbicycles and/or its parts.”

Deandrade was chargedwith attempted larceny andpossession of burglarious tools.

Transit police have said thatbike thefts are one of the mostcommon crimes on the MBTA,with Alewife Station being hitthe hardest. METRO

Complaints target‘stealth super PAC’MASSACHUSETTS. A union-backed super PAC targeting Re-publican state lawmakers hasraised the hackles of a right-leaning group that claims thesuper PAC is a “super anony-mous, super special interest, su-per PAC.”

The Mass Values Independ-ent Expenditure PAC will file itsfinancial disclosures today, andthey will show that it received$75,000 each from the Massa-chusetts Teachers Associationand the Service Employees In-ternational Union Local 1199,the organization’s spokesmansaid. The Massachusetts FiscalAlliance, a right-leaning non-profit group, has filed acomplaint with the Office ofCampaign and Political Finance,claiming Mass Values’ incorpo-ration date of Sept. 28 — late inthe election cycle — raised sus-picions and made it a “stealthSuper PAC.” SHNS

News in briefMenino hospitalizedwith virus followingreturn from Italy visitBoston’s Mayor Thomas M.Menino is being treated for avirus following his recent tripto Italy.

Menino was admitted toBrigham and Women’s Hospi-tal with a “flu-like virus” onFriday evening, according to aspokesman. He returned fromhis vacation in Italy late lastweek and saw his doctor onFriday when he wasn’t feelingwell.

His doctor said he shouldgo to the hospital as a precau-tion.

“He’s doing very well, andhe’s very actively involved inplanning and dealing withpreparations for the comingstorm,” said John Guilfoil, themayor’s deputy press secre-tary, on Sunday.

When asked for details onthe 69-year-old’s condition, aspokeswoman for Brigham

and Women’s told Metro that“per privacy laws, no informa-tion is being released by thehospital.”

Menino left for the vacationon Oct. 14. The trip was sup-posed to include stops in Romeand Sicily as well as a Mediter-ranean cruise, according to re-ports.

“It’s Angela’s trip,” Meninotold the Boston Globe earlierthis month. “It’s our 46th wed-ding anni versary, and she hasbeen wanting to do this. She fi-nally found the trip she want-ed, and I acquiesced.”

This is not the first time themayor has returned from atrip to Italy with a medical ail-ment.

Chinese premier’sfamily deny ‘hiddenriches’ claim Lawyers representing thefamily of Chinese Premier WenJiabao have rejected claimsmade by the New York Times

on Friday that they haveaccumulated at least $2.7billion in “hidden riches,”Hong Kong media reportedyesterday.

The New York Times, citingcorporate and regulatoryrecords, reported that Wen’smother, siblings and childrenhad amassed the majority oftheir wealth since Wen wasnamed Vice Premier in 1998.

In a statement, Bai Tao of

the Junhe Law Office andWang Weidong of theGrandall Law Firm said thewealth “does not exist.”

THE POWERSOF THE PRESIDENT“This is the worst economic recovery America has everhad,” “CBS Evening News’” Scott Pelley reported in July.And this past Friday’s Gross Domestic Product reportfrom the Commerce Department, showing the U.S.economy grew at an anemic 2 percent in the thirdquarter, confirmed Pelley’s conclusion. Since the Obamarecovery began more than three years ago, theeconomy has grown at the slowest rate of any recoverysince World War II.

There are many reasons why President Obama’s poli-cies have failed to create an adequate environmentfor even an average economic recovery. But one ofthe most important was his decision to embrace agoverning blueprint published by a progressive think

tank, the Center for American Progress.Published just days after Obama suffered a historic defeat atthe polls in 2010, the CAP’s “The Power of the President” re-port outlined how Obama could keep moving the ball on hisprogressive agenda without congressional approval.

“In the aftermath of this month’s midterm congressionalelections, pundits and politicians across the ideological spec-trum are focusing on how difficult it will be for PresidentBarack Obama to advance his policy priorities through Con-gress,” CAP President John Podesta wrote in his preface.

Some debate whether the administration should tackto the center and compromise with the new Houseleadership. As a former White House chief of staff, Ibelieve those to be the wrong preoccupations. Presi-dent Obama’s ability to govern the country as chief

executive presents an opportunity to demonstrate strength,resolve, and a capacity to get things done,” Podesta conclud-ed.

And “get things done” without Congress is exactly whatObama has done. This week, House Majority Leader Eric Can-tor, R-Va., released a new report, titled “The ImperialPresidency,” detailing more than 40 separate occasions whereObama has written, rewritten or ignored federal law withoutany input from Congress.

For example, the Regulatory Flexibility Act of 1980requires all federal agencies to produce semiannual regulato-ry agendas in April and October every year. But after business-es freaked out over last year’s Environmental ProtectionAgency agenda -- an agenda that self-reported more than $130billion in annual regulatory costs -- Obama’s EPA failed to is-sue either of the required regulatory plans this year. As a re-sult of this illegal omission, businesses now lack the informa-tion necessary to make investment decisions. Regulatory un-certainty translates to less business investment. Less businessinvestment means fewer jobs. That’s a major reason why Oba-ma is still a net job-killer as president. U.S. businesses employ61,000 fewer Americans today than they did when Obamatook office, even though the working-age population has in-creased by 9 million.

As the Supreme Court reevalu-ates Affirmative Action in theFisher v. University of Texascase, high school and collegestudents are left to wonder howthis could affect their lives inthe coming years. The case —brought on by Abigail Fisher, awhite student denied admis-sion to the University of Texasat Austin — challenges Grutterv. Bollinger, a landmark 2003case that upheld affirmative ac-tion in the college admissionsprocess.

The most drastic possiblechange would occur if the courtoverturned Grutter v. Bollinger,

thereby eliminating Affirma-tive Action as we know it. Thiswould make it unlawful forschools to take race into consid-eration at all in the admissions

process. Currently, collegesmay use race as “one of manyfactors” in creating a diversestudent body. With a decisionlikely in May or June, this couldcause some upheaval in the ad-missions process for 2013, asschools adjust to the new law.

“If the court overrules Grut-ter, I think you’re going to see ashift to a very explicit focus onsocioeconomic diversity as thekey factor in admission,” saysDaryl Lapp, a Boston-based at-torney who filed a brief on be-half of Northeastern Universityin the Grutter case.

The result would have no

bearing on the status of currentcollege students, though somethink it could affect them indi-rectly. “If the court overturnsGrutter, I believe that studentsare going to see a more uni-form — less diverse — studentbody coming up behind them,”says Allan Van Fleet, a Houston-based attorney, who filed afriend of the court brief in theFisher case.

Another possibility is for thecourt to uphold Affirmative Ac-tion in a general sense, but findUT at fault in the way they ap-plied it. It’s hard to say how thiswould affect students, but itwould likely cause a few nar-row changes in the way appli-cations are processed.

And still yet, the court coulduphold Grutter and, further,find the UT method lawful,

which could encourage schoolsto more actively consider racein constructing a student body.

Many experts are predictinga split decision; a tie would up-hold the current law. But, saysLapp, “with this court, I would-n’t bet money on any out-come.”

So I wantedto play that guy who enjoysthat, but at the same time, heharbors a lot of pain,” Butlersays. “There’s the person youexperience, but he also nowknows the stories being toldabout him.” It was an effortthat mirrored his last film, “Ma-chine Gun Preacher,” alsoabout a real, larger-than-lifepersonality. “I experienced thesame with Sam Childers,” But-ler explains. “They becomeused to telling their story topeople who are interested intelling their story, rather thanthe person who was living thestory.”

The number of U.S. womenemployed full-time grew afterthe worst recession in sevendecades even as the male work-force shrank. The number ofdollars in their paychecks rela-tive to men’s hardly rose at all.

Women earned about 79cents for every $1 made bymen, according to the 2009-11American Community Survey,a poll of 9 million householdsconducted by the U.S. CensusBureau. That was up from 78cents in the 2007-09 survey.The data, released last week,showed 680,300 more womenand 1.9 million fewer menwere working than during theprevious three-year period.

The report underscores thepersistent gender pay gap, in-dependent of occupation, ex-perience and education, an is-sue highlighted in the race forthe White House. PresidentBarack Obama has touted hissupport for pay-equity laws,and Republican Mitt Romneyhas tried to cut into Obama’slead among female voters by

blaming his policies for pover-ty among women. “Assump-tions about women’s roles andmen’s roles are stubborn andpernicious,” Lisa Maatz, direc-tor of public policy and gov-ernment relations for theWashington-based AmericanAssociation of UniversityWomen, said in a telephone in-terview. “There is still ab-solutely a sense that womenare the caretakers and so theyare less-valuable employees.”

At the current rate ofchange, the average year-round, full-time female em-ployee would reach pay paritywith the typical male workerin about 2063.

Author and teacher DougLemov made quite a splashwith his 2010 book, “TeachLike a Champion: 49 Tech-niques That Put Students onthe Path to College.” While re-searching it, Lemov spent thou-sands of hours observing effec-tive teachers as they practicedtheir craft. He soon discoveredrecurring techniques thatevery effective teacher he ob-served seemed to use in someshape or form.

In March of that year, Lemovwas featured on the cover ofthe New York Times Magazine.His calendar has been jam-packed ever since, as he leads“Champion” workshops across

the country. But now he wants to bring

his strategies to a wider audi-ence. In his latest, “PracticePerfect: 42 Rules for GettingBetter at Getting Better,” Lemovand co-authors Erica Woolwayand Katie Yezzi examine thescience behind getting better atvirtually any aspect of work.

“In working with teachers,we discovered an immense dif-

ference between get it and doit. It’s all about practice,” ex-plains Lemov. “Just because youunderstand what to do, doesn’tmean you’re able to do it. Butthen we discovered that this ap-plied to almost every profes-sion, so we decided to try to fig-ure out what it is about practicethat makes us better.”

And the results may sur-prise you. As Lemov found,practice doesn’t always im-prove performance. In fact, itsometimes diminishes it.

“All through our society areexamples of people who prac-tice things all the time, whodon’t get better. Practice is dif-ferent from doing something

over and over,” he says. “Prac-tice is doing it over and over, in-tentionally, breaking it downinto pieces, pulling out aspectsthat you want to get better at,and integrating feedback andmodeling. You’ve got to engi-neer a plan to make that timevaluable.” BRUCE WALSH

Rondo the MVP?Everything pointing to 2012-13 being the Celtics point guard’s breakout

individual season Voters may be getting tired of voting for LeBronThree reasons why Rajon Rondocould win the 2012-13 NBA MVPaward:

Voters are sick of LeBronVoter fatigue in MVP races arealways a factor in sports, and inthe NBA there is a track recordfor this sort of thing.

Unlike baseball, where anew batch of MVP candidatespop up almost every season,basketball has a set list of fiveor six guys year-in and year-outwho are eligible in the minds ofvoters. In today’s era, it’s Le-Bron and a handful of other su-perstars at the start of everyseason when talking MVP op-tions.

For the first time, Rondo isone of those other options.

Michael Jordan was famous-ly denied MVP three-peats in1993 (to Charles Barkley) and

1997 (to Karl Malone) becausemost voters were tired of bow-ing at the altar of No. 23. Jameshas won three MVP awards infour seasons (Derrick Rose wonin 2011), and any sort of slip-page in team or individualnumbers this year will yield tovoters looking elsewhere.

Rondo is uniqueLike it or not, in the NBA, flashcounts for something.

Rondo will be able to get outin transition like never beforethis season, with young gunslike Avery Bradley (when he re-turns from injury), CourtneyLee and Jeff Green filling thelanes and heading straight tothe rim. As we saw at times lastyear, Chris Wilcox is anotherplayer who can finish off Rondoalley-oops.

Nash won back-to-back MVPs inthe middle part of the lastdecade, first because he wasthat good (11.0 assists pergame, 17.1 points per game inthose years). Second, becausehe was such a damn joy towatch.

Basketball purists will droolover what Rondo will do thisseason if any of these glowingpreseason stories about his im-provement come to fruition.

Regular season wondersThe Celtics are built to win 60games in this regular season.

Whether or not a team thatcan go 12-deep will be able tothrive in the playoffs, whenbenches shorten dramatically,remains to be seen.

But typically, the best playeron the team that wins the mostregular-season games has a
