Military Adaptation in AfghanistanEdited by Theo Farrell, Frans Osinga and James A. RussellWhen NATO took charge of the International Security Assistance Force (ISAF) for Afghanistan in 2003, ISAF conceptualized its mission largely as a stabilization and reconstruction deployment. However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures.

This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who’s troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.368 pp., 20139780804785891 Paper $35.00 $28.00 sale9780804785884 Cloth $105.00 $84.00 sale

Contractors and WarThe Transformation of United States’ Expeditionary OperationsEdited by Christopher Kinsey and Malcolm Hugh PattersonToday’s armed forces are a third smaller than they were during the Cold War, and yet are expected to do as much if not more than they did during those years. As a result, a transformation is occurring in the way the U.S. government expects the military to conduct operations. Con-tractors and War explains the reasons behind this transformation and evalu-ates how the private sector will shape and be shaped by future operations.

“This book brings together several relevant views on a very important contemporary issue. It provides a foun-dation for the development of new theory by offering a way to ‘see’ the challenges associated with the con-temporary use of contractors in sup-port of U.S. expeditionary operations.”

New and Old WarsOrganized Violence in a Global Era, Third EditionMary KaldorThis third edition has been fully revised and updated. Kaldor has added an afterword answering the critics of the New Wars argument and, in a new chapter, Kaldor shows how old war thinking in Afghanistan and Iraq greatly exacerbated what turned out to be, in many ways, archetypal new wars—characterized by identity politics, a criminalized war economy and civilians as the main victims. Like its predecessors, the third edition of New and Old Wars will be essential reading for students of international relations, politics and conflict studies as well as to all those interested in the changing nature and prospect of warfare.

“A timely and important book. Putting the so-called revolution in military affairs firmly to one side, Mary Kaldor has provided us with a window into the future of war.”

Global Security UpheavalArmed Nonstate Groups Usurping State Stability FunctionsRobert MandelThis book calls into question the commonly held contentions that central governments are the most important or even the sole sources of a nation’s stability, and that subnational and transnational nonstate forces are a major source of global instability. By assessing recent real-world trends, Mandel reveals that areas exist where it makes little sense to rely on state governments for stability, and that attempts to bolster such governments to promote stability often prove futile. He demonstrates how armed nonstate groups can sometimes provide local stability better than states, and how power-sharing arrangements between states and armed nonstate groups may sometimes be viable. He concludes that these trends in the international setting call for major shifts in our un-derstanding of what constitutes stable governance—proposing that we adopt a fluid “emergent actor” approach.

“An unusually important contribution to the study of governance in the context of conflict.”

Competitive Strategies for the 21st CenturyTheory, History, and PracticeEdited by Thomas G. MahnkenThis book uses the theory and practice of peacetime great-power strategic competition to derive rec-ommendations for the U.S. to adopt a long-term strategy for dealing with China; one that includes but is not limited to military means, and that fully includes U.S. allies in the region. After examining the theory of peace-time strategic competition, it assesses the U.S.-China military balance in depth, considers the role of America's allies in the region, and explores strategies that the U.S could adopt to improve its strategic position relative to China over the long term.

“This book makes an enormous contribution to the strategic studies literature. It is mandatory reading for anyone interested in grand strategy, the end of the Cold War, the emer-gence of China as a great power, and the influence of the Pentagon’s leg-endary Andrew Marshall on the study of strategy.”

Diversionary WarDomestic Unrest and International ConflictAmy OakesNo book has so far tackled the key questions of whether leaders deliberately provoke conflicts abroad to distract the public from problems at home, or whether such gambles offer a more effective response to domestic discontent than appeasing opposition groups with political or economic concessions. Diversionary War addresses these questions by reinterpreting key historical ex-amples of diversionary war—such as Argentina’s 1982 Falklands Islands invasion and U.S. President James Buchanan’s decision to send troops to Mormon Utah in 1857. It breaks new ground by demonstrating that the use of diversionary tactics is, at best, an ineffectual strategy for man-aging civil unrest, and draws impor-tant conclusions for policymakers.

“Oakes presents an innovative theoretical synthesis that has real explanatory power.”

NATO in AfghanistanThe Liberal DisconnectSten RynningThe war in Afghanistan has run for more than a decade, and NATO has become increasingly central to it. In this book, Sten Rynning examines NATO’s role in the campaign and the difficult diplomacy involved in fighting a war by alliance. He explores the history of the war and its changing momentum, and explains how NATO at first faltered but then improved its operations to become a critical enabler for the U.S. surge of 2009.

“One of the world’s leading experts on NATO, Sten Rynning provides the most detailed account to date of the alliance’s involvement in Afghanistan. With the combat mis-sion coming to an end, Rynning’s analysis will be indispensable for those thinking about NATO’s future.”

Beyond Great Powers and HegemonsWhy Secondary States Support, Follow, or ChallengeEdited by Kristen P. Williams, Steven E. Lobell, and Neal G. JesseBeyond Great Powers and Hegemons seeks to explain why weaker states follow more powerful global or re-gional states or tacitly or openly resist their goals, and how they navigate their relationships with the hegemon. The authors explore the interests, motivations, objectives, and strate-gies of these ‘followers’—including whether they can and do challenge the policies and strategies or the core position of the hegemon.

“This book examines how secondary and tertiary states respond to the policies of primary states, a still understudied topic of immense contemporary importance. Drawing on diverse historical and re-gional cases, the authors provide com-pelling insights for the management of America’s international power.”

Foreign Powers and Intervention in Armed ConflictsAysegul AydinIntervention in armed conflicts is full of riddles that await attention from scholars and policymakers. This book argues that rethinking intervention—redefining what it is and why foreign powers take an interest in others’ conflicts—is of critical importance to understanding how conflicts evolve over time with the entry and exit of external actors.

“In a decade that includes the wars in Iraq and Afghanistan and the NATO action in Libya it behooves us to understand when interventions are likely, when they make sense, and when they might work. This book puts on firmer foundation answers to those questions and should inform policy and future scholarship alike.”

Eating GrassThe Making of the Pakistani BombFeroz KhanWritten by a 30-year professional in the Pakistani Army who played a se-nior role formulating and advocating Pakistan’s security policy on nuclear and conventional arms control, Eating Grass tells the compelling story of how and why Pakistan’s government, scientists, and military persevered in the face of a wide array of obstacles to acquire nuclear weapons. It lays out the conditions that sparked the shift from a peace-ful quest to acquire nuclear energy into a full-fledged weapons program, details how the nuclear program was organized, reveals the role played by outside powers in nuclear deci-sions, and explains how Pakistani scientists overcame the many technical hurdles they encountered.

“Going beyond the headlines, Khan provides unique insights into the political, technical and strategic issues behind the untold story of Pakistan’s bomb. Essential reading for anyone interested in nuclear history, prolifera-tion, or South Asian security.”

The Nuclear Renaissance and International SecurityEdited by Adam N. Stulberg and Matthew FuhrmannInterest in nuclear energy has surged in recent years, yet there are risks that accompany the global diffu-sion of nuclear power—especially the possibility that the spread of nuclear energy will facilitate nuclear weapons proliferation. In this book, leading experts analyze the tradeoffs associated with nuclear energy and put the nuclear renaissance in historical context, evaluating both the causes and the strategic effects of nuclear energy development.

“This insightful volume asks all of the big questions raised by the future of nuclear power and brings together leading experts to shed light on them. The carefully researched chapters avoid overly simple answers, instead providing analysis that sup-ports nuanced conclusions. Beyond advancing the scholarly debate, this excellent volume offers valuable guidance to policy makers.”

Preventing a Biochemical Arms RaceAlexander Kelle, Kathryn Nixdorff, and Malcolm DandoPreventing a Biochemical Arms Race responds to a growing concern that changes in the life sciences and the nature of warfare could lead to a resurgent interest in chemical and biological weapons (CBW) capabilities. By bringing together a wide range of historical material and current literature in the field of CBW arms control, the book reveals how these two disparate fields might be integrated to precipitate a biochemical arms race among major powers, rogue states, or even non-state actors.

“This excellent book by top experts links in-depth analysis of the CBW prohibition regimes with recent scholarship on new wars, gives a criti-cal assessment of biodefense policies and is based on a thorough review of the revolution in the life sciences.”

7Proliferation and WMD

Over the Horizon Proliferation ThreatsEdited by James J. Wirtz and Peter R. LavoyThis volume brings together top inter-national security experts to examine the issues affecting a dozen or so countries’ nuclear weapons policies over the next decade. In Part I, National Decisions in Perspective, the work describes the domestic political consideration and international pressures that shape na-tional nuclear policies of several key states. In Part II, Fostering Nonproliferation, the contributors discuss the factors that shape the future motivations and capabilities of various states to acquire nuclear weapons, and assess what the world community can do to counter this process.

“Anyone seriously interested in the prob-lem of proliferation—practitioners in the world’s defense and arms control estab-lishments, participants in the NGO world, senior scholars, and newcomers to these questions—will want and need to keep a copy at hand.”

Security Assurances and Nuclear NonproliferationEdited by Jeffrey W. KnopfWhile policy makers and scholars have long devoted considerable attention to strategies like deterrence, which threaten others with unac-ceptable consequences, such threat-based strategies are not always the best option. In some cases, a state may be better off seeking to give others a greater sense of security, rather than by holding their security at risk. The most prominent use of these security assurances has been in conjunction with efforts to prevent the spread of nuclear weapons. This book represents the first study to explore the overall utility of assur-ance strategies, to evaluate their effectiveness as a tool for preventing nuclear proliferation, and to identify conditions under which they are more or less likely to be effective.

“This sophisticated and detailed study of security assurances provides new insights into the dynamics of nuclear proliferation and non-proliferation.”

8 Counterinsurgency and Terrorism

Learning to ForgetUS Army Counter-insurgency Doctrine and Practice from Vietnam to IraqDavid FitzgeraldLearning to Forget analyzes the evolu-tion of US counterinsurgency (COIN) doctrine over the last five decades. Beginning with an extensive section on the lessons of Vietnam, it traces the decline of COIN in the 1970s, then the rebirth of low intensity conflict through the Reagan years and the conflict in Bosnia, culminating in the campaigns in Iraq and Afghanistan. It explains how the lessons of Vietnam led the Army to Iraq and the way in which their confronting and reimagining of these lessons offered them a way out of that war. In the process it provides an illustration of how military leaders make use of history and demonstrates the difficulties of drawing lessons from the past that can usefully be applied to contemporary circumstances.

“An excellent study that takes a hard look at America’s longest and possibly dark-est military shadow.”—Antulio J. Echevarria II, US Army War College

Deterring TerrorismTheory and PracticeEdited by Andreas Wenger and Alex WilnerDuring the Cold War, deterrence theory was the cornerstone of U.S. foreign policy. Following the 9/11 terrorist attacks, however, popular wisdom dictated that terrorist organizations and radical fanatics could not be deterred—and govern-ments shifted their attention to combating terrorism rather than deterring it. This book challenges that prevailing assumption and offers insight as to when and where terrorism can be deterred. It pro-vides a foundation for developing effective counterterrorism policies to help states contain or curtail the terrorism challenges they face.

“Represents the state of the art in the influencing of terrorist behavior. With contributions from leading research-ers in the field, it integrates the most advanced thinking on deterrence with rich empirical studies of the handling of contemporary terrorist problems.”

Fighting BackWhat Governments Can Do About TerrorismEdited by Paul ShemellaSince terrorism became a global national security issue in the new millennium, all governments have wrestled with its effects. Yet strong measures against terrorism have often made the root causes of the problem worse, while weak responses have invited further attack. In response, Fighting Back explains how governments can construct and execute the most effective strategies to combat terrorism—and how they can manage the consequences of those acts of terrorism they cannot prevent. Written by a team of experts, the book offers a concise but complete course on the most important national security challenge of our time.

“Terrorism is a devilish problem be-cause it ranges across so many per-spectives. Paul Shemella and his fel-low authors put a range of the pieces together in a way that advances understanding for policymakers and provides a comprehensive guide for students.”

Reducing UncertaintyIntelligence Analysis and National SecurityThomas FingarWritten by a 35-year intelligence professional, Reducing Uncertainty describes what Intelligence Com-munity analysts do, how they do it, and how they are affected by the political context that shapes, uses, and sometimes abuses their output. This book sheds new light on the growth of economic regionalism in East Asia by comparing the current era with the recent past in the region, by drawing some comparisons with evidence from the European experi-ence, and by addressing the increas-ingly prominent role of China. It explores a variety of security issues linked with regional economic developments, and discusses and evaluates leading theories that offer explanations for the connection between economic and security affairs in international politics.

“This is a first-rate volume with distin-guished contributors writing on an important subject. East Asia is the world’s most important region for strategic and economic stability, but the nexus between economic and security affairs is poorly understood.”
