Responsible for administration of the QC program and resolution of quality issues related to the work assigned. Liaise with Developer managers to define and prioritize inspection-test strategy.
(DECEMBER 2014 TO PRESENT) QC PAVING MANAGER (CORRIDOR-WIDE)Responsible for corridor wide coordination of quality activities related to the pavement section including cement stabilized subgrade, cement treated base, CRCP, CPCD and asphalt pavements. The first Design-Build project in Texas to utilize subgrade resilient modulus (Mr) for acceptance. Implemented foreign acceptance methodologies and managed intense testing frequencies within aggressive schedule constraints to verify subgrade support strength with approved design. Successfully complied with testing requirements and coordinated design changes within schedule restraints dealing with challenging and highly variable soils.

Managed and directed 15 inspectors, technicians and surveyors overseeing the D & C Contractor construction operations. Performed plan, specification and constructability review; provided field support during ROW acquisition. Liaised with Developer managers to define and prioritize inspection-test strategy. Blue Diamond Materials produced 3 million tons of HMAC per annum utilizing 3 drum plants and 7 batch plants. United Rock Products produced 3 million tons of aggregates per annum from 1 quarry mined with a dredge. Sully-Miller Contracting Co. placed HMAC on numerous Caltrans, POLA, POLB, City of LA, FAA and other projects. Monitored 2 million tons of outsourced materials per annum used for HMAC production. Conducted forensic investigations dealing directly with clients and customers. Improved proactive production control by initiating computerized blending tools to accurately make plant adjustments improving consistency and reducing potential rework liabilities.

QA PAVING MANAGER - PRINCIPAL ENGINEERManaged inspection and testing for installation of 2.5 million tons of HMACP on the first pavement warranty project in the USA. The project utilized the first “Euro” Superpave© mix design with the most rigorous testing frequencies ever attempted, reporting quality metrics of over 20,000 samples. Liaised with other managers to define and prioritize inspection-test strategy. Observed crushing, mixing and laydown operations of 4 contractors. Interacted daily with Developer paving experts and contractors analyzing test results and troubleshooting construction processes. Trained and supervised 30 QA staff performing inspection, testing, document control and office engineering. Monitored activities of 25 QC inspector-technicians utilizing 7 site testing laboratories. Analyzed smoothness testing on 480 lane miles of riding surfaces. Directed development of a MS Access data management program that automated PWL calculations, f & t analysis, testing frequency verification and empowered logical management decisions while streamlining audit processes. Designed an inspection checklist system optimizing observation time. Developed and managed a random sampling program that resulted in virtually no missed samples.

(JUNE 1997 TO JUNE 1999) QA PAVING MANAGER - PRINCIPAL ENGINEERThe massive initiative was the second design-build in California and the largest ongoing highway project in the USA. The 4 to 6 lane road winds through mountainous, environmentally sensitive terrain and urban areas where bridges span 12 active highway lanes. Managed inspection and testing for the DB contractor overseeing installation of 1.5 million tons of HMACP. Trained and supervised 16 QA staff performing inspection, testing, document control and office engineering. Monitored activities of 9 QC inspectors and technicians. Liaised with other managers to define and prioritize inspection-test strategy. Construction involved 2 aggregate crushing plants, 3 drum plants and multiple paving crews both day and night. Managed smoothness testing and surface correction of 69 bridges and 160-lane miles of pavement. Processed RFIs, CDRs and NCRs related to HMAC and other pavement layer activities. Drafted and championed RFIs permitting performance vs. method specifications allowing paving operations 24hrs/day facilitating project completion 14-months ahead of schedule and profits in excess of $100 Million. Directed development of a MS Access data management program that afforded quick turn-a-round of test data, automated testing frequency verification and streamlined audit processes. Designed an inspection checklist system optimizing observation time.
