Minutes of the Friday, March 3, 2017, Board of Trustees meeting in Hutchinson: Governor Cynthia requested a motion for the approval of the minutes from the 3 March board meeting. Rusty Thomas stated that she had a correction for item 13 of the minutes. She stated that she made the motion on item 13 and that Duane seconded the motion and they had discussed it and cannot believe that they would have voted against it. Secretary Jim Germann stated that after he had received her email on the subject, he had reviewed the recording of the meeting and that there were two negative votes and since there was not a voice vote, but a vote by show of hands, it was hard to determine the negative votes from the recording. But he indicated that his notes reflected that Rusty and Duane had voted in the negative. He did admit that his notes could be in error and requested if anyone from the board could remember who had voted against the motion or if they wanted to change it to a unanimous vote. Rusty recommended just stating that the motion passed 13- 2 and leave it that way. Warren stated that Rusty and maybe Duane had raised their hand as part of the motion process and perhaps that is why there was confusion, he also stated that she had voted yes on the motion. Governor Cynthia asked if there were any other additions or corrections to the minutes. Dave Hurrelbrink motioned that the minutes be approved with the before mentioned corrections. Tom Sirridge 2nded the motion. No further discussion. Motion unanimously approved. Motion carried. Board Minutes approved.

1. Call to Order – Governor Cynthia Bender called the meeting to order at 2:35 pm. She asked Robert Maxwell to provide the invocation. Rusty Thomas asked if the board meetings were being recorded. Secretary Jim Germann responded that yes the meetings were being recorded. Rusty stated that she thinks that it is appropriate to notify people that they are being recorded because some people may not appreciate being recorded. Jim apologized for the oversight and stated the reason for the recording was to help in the preparation of the minutes. He stated that he had spoken with Past Secretary Dot Leaky that she recorded the meetings and still had the tapes if he wanted them. Jim apologized for not informing the board of the recording since he assumed that it was standard procedure. Governor Cynthia informed everyone that the meeting was being recorded. 5. District Treasurer’s Report – Doug Clark presented the district balance sheet, profit and loss statement, profit & loss detail, profit and loss budget vs. actual (Kiwanis Only), and officer travel budget vs. actual statements as of 31 July 2017 to the board (Attached). He stated that there was nothing exciting in the report, but he was asked why we had less money this than we had a year ago. He stated that if you look at the bank account, we are down about $4000.00. Part of that he explained was because the Key Club has spent more money this year than they did last year. He also reported that if they look at line 31000, Kiwanis is down about $8,000.00 and a part of that was that we had to put a $15,000.00 deposit down on the hotel for the convention and we didn’t have to do that last year. Rusty Thomas asked why we did not have an open account with the hotel. Secretary Jim Germann explained that because we did not have a previous working relationship with the hotel, their policy required that we have a deposit on file with them. Rusty stated that normally the hotels would allow for an open account with the district and that this was unusual. Governor Cynthia stated that even if it was unusual, it was the way that it had to be. Doug Clark asked if there were any other questions. Hearing none, Governor Cynthia asked for a motion to approve the Treasurer’s report. John Shields motioned to accept the Treasurer’s report as presented. Dave Hurrelbrink 2nded the motion. No further discussion. Motion unanimously approved. Motion carried. 6. District Secretary’s Report – Jim Germann reported that we have lost two Kiwanis clubs this year, although not official until approved by the KI board, Council Grove closed in June, and the Garden City club has informed the district of their intention to close. Efforts are underway to resurrect the club before they are officially closed by KI. He reported that all clubs in the district have paid their dues to Kiwanis International and the only income coming into the district will be new member dues. Governor Cynthia asked for a motion to approve the secretary’s report. Dave Hurrelbrink motioned that the report be approved as presented. Shirley McLoughlin 2nded the motion. No further discussion. Motion unanimously approved. Motion carried. 7. Reports:

a. Kansas Kiwanis Foundation – Kenton Krehbeil, Secretary-Treasurer, presented on behalf of the foundation. He reported that they finished their board meeting prior to this meeting. He noticed that we do not have a Division 5 Lt Governor, and the foundation does not have a Division 5 representative either. He stated that Governor- Elect Jan Maxwell had a possible member, but if anyone knew someone from Division 5 who would like to serve as a representative, please let him know. He stated that thanks to an anonymous donors, the foundation has half price life memberships available this weekend. If you get your living

recognition balance to $400.00, they will put in the remaining $100.00 for a Putnam award. He asked members to check with him at his table to determine their balance. The foundation is selling raffle tickets this weekend. All proceeds will go to the 50th Anniversary Scholarship fund. They will have four gift card winners this year instead of two. He reminded the clubs to submit their annual gifts to the foundation if they have not done so. He stated there were a few clubs that still have not submitted their donations. He stated that the proceeds from the silent auction will be split, half with Rock Springs and half with the 50th anniversary scholarship fund. The foundation has been working on a policy and procedures manual to document what all the foundation does and specifically the role of the secretary-treasurer does for the foundation so that the foundation can go on forever. They are going to meet in October at their annual meeting and review the policy manual for corrections. He reported that hopefully it will be approved at the foundation board meeting at the District Convention in 2018. He invited everyone to stop by the foundation table and thanking everyone for all that they do for the foundation.

Before proceeding to the next report, Governor Cynthia acknowledged the arrival of District CKI Governor Emily Vue and District Key Club Governor Chloe Lubbers and thanked them for attending the meeting.

b. Kiwanis Children’s Fund – Bill Donegan provided reports of the status of the district children’s fund for the board. (Attached). He explained the President’s goal to the board and said that it increased by 10% this year. He stated that this year the district receives 5% of the donated amount as a grant. This year the money was used to provide dessert at the governor’s banquet. He informed the board that next year, the district would receive 15% of the donated amount. He will have to report back to KCF by 1 September if we intend to keep the monies. He stated that as of 30 June, the district was at $10,837.00 of the $16,422.00 goal. He explained that there is about a 15 day lag in his ability to receive updates from KCF about donations. He said that he has all new Children’s Fund information handouts for members to pick up and take back to their clubs. He reported that the Kansas District is currently 8th on the per-member giving list at $5.94 per member. He encouraged members to give individual gifts to the Children’s Fund. He stated that this year is the 78th year of the foundation. If members give $78, they will receive a 78th anniversary pin. HE reported that the information that he was reporting was public knowledge and available on the Kiwanis Children’s Fund web site. He explained the Today club levels and information provided on the handout. HE encouraged the Lt Governors to talk to the clubs that have not given and urge them to give since much of the moneys determine the amount of grants and scholarships available to the district. He reported that he received a packet with five Zellar awards that are available for purchase. The Zellar awards are no longer available except to clubs working to fulfill their Model Club pledge, but these five awards are available to anyone who would like to purchase one. If anyone is interested, please get with him about them. He stated that the first trait of a good leader is to lead by example and he encouraged all current and past district leaders to make an individual donation to the Children’s Fund.

c. Lt Governor’s Committee – Jo Schwartz reported that she will be stepping down as the chair of

the committee and we will be looking for a new chair at the Past Lt. Governors breakfast on Sunday morning.

d. Past Governor’s Committee – Robert Maxwell reported that the Past Governors will meet for

breakfast tomorrow morning at 7:00 am in the Hawthorne I room. They may have a few items to discuss during the meeting including increasing membership to increase service. He encouraged Past Governors to attend.

e. Aktion Club – Governor Cynthia reported that Sumer Whitaker was unable to attend, but that the Aktion club had a district conference in Hutchinson earlier this summer. She stated that the conference was hosted by the Hutchinson Kiwanis Club at the Cosmosphere. She reported that they did an excellent job and that there were 54 Aktion club members in attendance. Secretary Jim Germann reported that there were also five Aktion club members from Wellington present at this convention.

f. Builders Club - Kurt Rickert reported that there was nothing new to report since the last meeting.

He also announced that he would be stepping down as the Builders Club Administrator next year and would be willing to help answer any questions the incoming administrator might have. He reported that the dates of the 2017-2018 Administrator Conference has not been set. Governor Cynthia thanked him for his many years of service as the Co-Administrator, his service was greatly appreciated by the district.

g. Bylaws and Policies - Robert Maxwell reported that there were no major changes to the by-laws and policies during the international convention this year. There were a few minor housekeeping changes that were approved, but nothing that affected the district.

h. Circle K – Governor Cynthia reported that Ron Jackson was unable to attend the meeting and

asked District CKI Governor Emily Vue if she had anything for the meeting. Governor Emily reported that last year was a successful year for CKI and they were able to pass the 2022 plan at the last CKI district convention. CKI will be on growth, membership development, image, investment, and meaningful service as part of the plan.

i. District Convention - Jim Germann reported that the mid-year 2018 conference would be in

Pittsburg in early march. The Pittsburg Noon club has requested to be the host club for the conference. More information will be coming out as soon as it is finalized. He reported that the district convention in 2018 will be held in Salina at the new Holiday Garden Inn conference center that is being built south of town. The district is in negotiations with the hotel and will be entering into a contract for the convention shortly. The Salina Kiwanis club will be the host club for the convention. Vice Governor Rick has contacted the Hays Kiwanis club about having the mid-year 2019 conference in Hays Kansas. The club has yet to confirm that they are willing to be the host club for the event.

j. Finance – Doug Clark had nothing to report. k. The Formula Coordinator – Carolyn Dwire reported that we have some new clubs and she

couldn’t think of anything that would make anyone happier than that. She reported that 23 individuals were trained in Salina during Past International President Don Canaday’s visit, which resulted in a new club in Salina. He had such a good time during the effect activity in Salina that he has returned to the District this weekend. She reported that there has been a lot of activity in the past few days in Edgerton vicinity, and

there is more news about that coming in the future. She said that there was nothing but good news from the Formula except clubs that call us in desperation needing help. She stated that there are members of the district, trained and willing to assist clubs with club strengthening. If Lt Governors identify clubs in need of assistance, please let the formula team know so they can assist the clubs. She informed everyone that on Sunday afternoon, following the convention, that Don Canaday would be presenting a club strengthening workshop. She reported that the workshop was open to anyone and that it was not necessary to registered at the convention to attend. Discussion was held about the status of the Garden City club and the districts efforts to keep that club active in the community.

l. Human and Spiritual Values – Governor Cynthia reported that Ron Williams was not present,

but he informed the secretary that he had nothing to report. She reminded everyone about the Memorial service scheduled for Sunday morning.

m. Kiwanis International Convention - Dave Hurrelbrink reported that the International Convention

in highly entertaining. He stated that our newest Trustee Dick Olmstead was elected at the convention and he congratulated him again. He reported that one item at the convention that was brought up again this year was the issue of on line voting by delegates. He reported that the issue was defeated, but not by the margin that it was defeated the year before, so he believes that perhaps in the next five years the issue of on line voting for delegates will be passed at the international convention. He reported that the next international convention will be held in Las Vegas Nevada next June. He said he would like to see a lot more Kiwanians attend in Las Vegas.

n. Key Club - Chuck Sack reported that 32 clubs in Kansas with over 1100 members, but that all

begins to change in September with the start of the new school year. He reported that Chloe Clubbers was elected as the Key Club Governor during the Key Club District Convention in March. He turned the floor over to her. Governor Chloe thanked the Kiwanis members and clubs for their support of the Key club during the year. Chuck Sack reported that he feels that it is getting harder and harder to schedule the Key Club District convention due to other activities for student to participate in. He stated that traditionally, if was the state basketball tournaments that were the issue, but more recently, it is the feeling among students that they needed to attend spring break in various locations other than home. He reported that he has a different make up of board members this year. He has three seniors, eight juniors and two sophomores on the board this year and that it is by far the youngest board that he has worked with since he has been administrator. He reported that last year’s secretary, Luke Gilmore, was selected to serve on the Key Club International board this year. He also noted that three Lt Governors, including Chloe, were selected as outstanding Lt Governors as well. He asked that members of the district if they see Bob Hottman during the convention this weekend, thank him for all that he has done for the Key Club over the years. Bob donated a sizable amount of money to allow the Key ICON trip be affordable to the members. Chuck reported that in his opinion, Key club has the best start to a year that he has experienced. With the continued growth of Key club in the district Kiwanis clubs will need to step up their support for the programs. He also stated that when we are looking to start a new club in a Kansas community, we should also be looking to start a Key club or other SLP program as part of our efforts.

o. Key Leader – Linda Keller distributed a report to the board members and thanks to coordination with Chuck Sack and the Key club, the district had 65 students attend Key Leader this year. She reported that Austin Kruse one of the student facilitators was selected as Key club student ambassador to Key Leader. She thank the members of the district who supported Key Leader and the clubs who contacted their local high schools to get students to attend.

p. Kiwanis Kids - Jo Schwartz reported that she had it good authority that the district needs to be

looking for a new advisor for next year. She did touch on what Linda had just reported. She stated that Abilene does not have a Key Club, but has been sending students to Key Leader and they have been coming back to Abilene requesting to start a Key Club in the high school. They will be getting with Chuck Sack to get one established.

q. Leadership Development Coordinator - Jim Mitchell reported that leadership education went

well this morning. He stated that many of the leadership sessions that he has attended this year are poorly attended. He reminded the Lt Governors are the one who should be ensuring that the clubs hold their elections and that the new leaders attend training. He does not mind doing the training in august, but he would prefer that it not be done on a Friday morning. He feels that they should be incorporated into the breakout sessions to avoid having people miss work to attend the sessions.

r. Partnership Coordinator – Governor Cynthia reported that Robert Ross was not present to present

a report, but that he would be conducting a breakout session on partnerships this weekend. She encouraged members to attend.

s. Political Action Committee – Warren Eckelman reported that he was not in Paris, and he asked

Dave Hurrelbrink to listen for any new information while in Paris and has heard of nothing new to report. t. Public Relations Coordinator - Governor Cynthia reported that Mary Hammond, PR Chair, was

unable to attend the convention, but had emailed a report to be presented to the board on her behalf. (Attached)

u. Resolutions - Robert Maxwell reported that there were three resolutions that were scheduled to be

approved by the board and then by the House of Delegates tomorrow. v. Risk Manager - Marc Potter was not present, no report provided. w. Service – Greg Bender was not present, no report provided. x. Youth Protection Manager - Tomi Foust reported that as of June 28th, out of the 35 background

checks needed, 18 of the schools are without advisors. She reported that she has conducted one youth protection program training in her first year. She reported that there are 27 clubs who still need to complete the annual youth protection training. John Shields reminded everyone that there is a great PowerPoint presentation available on line for clubs to conduct the training themselves. Tomi state that was correct and

that she was also available to come out to present with enough notice. Governor Cynthia asked if she had emailed the clubs in need of training, and she stated that she was not sure of exactly who to contact, but she assumed it was the club secretaries and that she was having in the process of contacting them.

y. Rock Springs Project – Dave Hurrelbrink reported that there was a ribbon cutting held at Rock

Springs during the Key Leader session at Rock Springs this year. He reported that to date we have given $167,000.00 to the project and that they have an additional $13,000.00 in hand and are expecting an additional $2,500.00 to $3,500.00 coming in this weekend. That will put the project well over $180,000.00 of the $250,000.00 that was pledged for the project. Doug Clark asked with the pledge was to be completed, and Dave responded that we have one more year remaining.

z. Eliminate Project – Dot Leakey stated that she was honored to be a part of this project. It has been

6 years since she has been a part of the project. She reported that the district has helped save over 481,000 lives through their donations. She presented a written report to the board (Attached). She provided a general review of the papers and reported that the district still has 21 Model club still working to fulfill their pledges and she will continue to work with them on fulfilling their pledges. She reported that the District is at 103% of our pledge and has contributed and pledged over $855,000.00 to the Eliminate Project. She asked that if anyone had any questions, to please contact her. 8. Old Business: None 9. New Business:

a. Appointment of Bob Carson as the Division 5 Lt Governor: Governor Cynthia reported that Bob Carson has approached her about being appointed as the Lt Governor for Division 5. She stated that he has made arrangements to assist him with transportation to the meetings since he is unable to drive at night. Rusty Thomas asked that if this appointment was for the remainder of this year or would the appointment carry forward. Jan Maxwell stated that there were procedures that needed to be followed before he could be appointed for the next year. Governor Cynthia agreed and stated that the appointment would only be for the remainder of this year. Rusty Thomas motioned that Bob Carson be appointed as the Division 5 Lt Governor for the remainder of this Kiwanis year. Dave Hurrelbrink 2nded the motion. No further discussion. Motion unanimously approved. Motion carried. b. Approval of resolutions for presentation to the House of Delegates for Don Canaday, Richard “Dick” Olmstead Jr., and the Overland Park Kiwanis club: Governor Cynthia asked for a motion to approve the resolutions to present to the House of Delegates for approval. Rusty Thomas moved to approve the resolutions. Dave Hurrelbrink 2nded the motion. No further discussion. Motion unanimously approved. Motion carried. Resolutions to be presented to the House of Delegates. c. Discussion of the Kiwanis Children’s Fund grant of $656.00 : Secretary Jim Germann explained that at the last board meeting, the board approved to donate the $656.00 grant received

from the Kiwanis Children’s Fund be donated to the Rock Springs project. However when Bill Donegan submitted the grant paperwork to the Fund, he was informed that the monies could not be used as a donation to the project and must be used for a promotional event to recognize the Children’s Fund. Bill explained that we receive these monies as a 5% rebate on the amount donated to the Fund by the district. Bill recommended that we use the money to provide dessert at the Governor’s Banquet. John Shields asked what the district has done in the past and was informed by numerous board members that we had used the monies to promote the Fund by providing dessert to district members at the Governor’s Banquet. Rusty motioned that we rescind the previous action from mid-year and use the $656.00 to provide an Honors Banquet dessert at the Governor’s Banquet on Saturday night. Duane Oestmann 2nded the motion. No further discussion. Motion approved on a 16 – 1 vote. (Dave Hurrelbrink apposed the motion.)

Dave Hurrelbrink asked to present an item to the Governor. Dave presented the Governor with the official items received during the Kiwanis International Convention for the Kansas City West Club’s Bicycle Rodeo signature project which was one of ten finalists for the Kiwanis International Signature Project award. 15. Comments:

a. Vice-Governor – Richard Dickman had nothing to report other than this year has been a whirlwind and he expects the winds to get stronger in the coming year and that he is looking forward to it and is looking forward to helping in every way that he can.

b. Governor–Elect – Jan Maxwell mentioned the Dave had mentioned the International Convention in was in Las Vegas next year and that flights from Kansas to Las Vegas are rather less expensive than the flights to Paris and that she would encourage everyone to start planning now to attend the convention. She reported that the CalNeva district would be our hosts and that Kiwanis International is attempting to keep registration at $100.00. She pointed out a few items of the breakout sessions available during the convention. She asked that if you have suggestions for breakout sessions for the mid-year conference, please get them to Jim or herself. She stated that we are still looking for members to become Lt Governors in the District. She informed everyone that we will be working on building clubs in Edgerton, Holton, Derby and Wellington, but the exciting thing to her is that people are coming to her and reporting that they know people who are saying they know people with Kiwanis connections and they are wanting to start Kiwanis clubs in their communities. She thanked everyone for the opportunity that they have given her to lead the district.

c. Governor – Cynthia Bender stated that it has been a whirlwind 10 months, but that she still has

58 days remaining in her year as Governor. She wanted to thank everyone for the support they have given her this year. She thank Vice Governor Rick for the support and assistance he has provided her this year. She said that she want to especially thank Governor-Elect Jan for her support this year and that she has become a dear friend.

RRESOLUTION OF APPRECIATION WHEREAS, ON AUGUST 4th, 5th & 6th, 2017, the 67th Annual KansasDistrict Kiwanis International Convention was held in Overland Park, Kansas.

AND, WHEREAS, Past Kiwanis International President, Don Canaday, of theKiwanis Club of Meridian Hills, Indiana was asked to return to the Kansas Districtof Kiwanis International.

AND, WHEREAS, Past Kiwanis International President, Don Canaday, of theKiwanis Club of Meridian Hills, Indiana of the Indiana Kiwanis District, did soand attended.

AND, WHEREAS, Don shared his knowledge and love for Kiwanis with themembers and guests attending.

THEREFORE, BE IT RESOLVED THAT the Kansas District of KiwanisInternational does hereby recognize the participation of Past Kiwanis International President Don Canaday in making the Kiwanis Experience felt by all those in attendance.

AND BE IT FURTHER RESOLVED THAT the Kansas District ofKiwanis International does hereby extend its thanks and gratitude to Past Kiwanis International President Don Canaday and that he continues to be an HonoraryMember of the Kansas District.

RRESOLUTION OF RECOGNITION WHEREAS, ON AUGUST 4th, 5th & 6th, 2017, the 67th Annual KansasDistrict Kiwanis International Convention was held in Overland Park, Kansas.The convention was hosted by the Kiwanis Club of Overland Park. Frank Reichart of the Overland Park Kiwanis Club severed as the convention planning chair. The Kiwanis Club and Chair’s efforts resulted in a well-organized and professionally conducted convention. The participants had an enjoyable, educational and memorable experience.

THEREFORE, BE IT RESOLVED THAT the Kansas District of KiwanisInternational does hereby recognize the participation of the Kiwanis Club of Overland Park and the Convention Chair Frank Reichart, Kiwanis Club of Overland Park.
