Dear Friends,

I am pleased to share Born Free USA’s 2017 Annual Report with you. With all of the positive changes we have accomplished for wildlife this year, it is evident that our hard work is paying off. We are committed to rescuing/caring for animals, advancing legislation, educating the public about issues facing wild animals, and collaborating with other organizations through coalitions, workshops, and meetings to ensure a brighter future for animals worldwide.

Animal rescue remains a crucial part of our mission to help individual animals in need. This spring, our Primate Sanctuary welcomed a new resident – and changed her life forever. Betsy, a 34-year-old Guinea baboon, was kept as a pet for more than 30 years in a tiny cage in someone’s backyard. At only 18 months old, she had her tail and part of her foot amputated due to self-injury. Until her rescue by Born Free USA, Betsy had never seen another baboon. Now, she socializes with an elderly hamadryas baboon named Bruce! This beautiful animal enjoys greater space, a varied and healthy diet, and the more natural life that she has always deserved.

In the Fall, we released our 2017 Trapping Report, which concludes that most state laws are inadequate for protecting animals from trapping. Its accompanying Trapping Report Card assigns a letter grade to each of the 50 U.S. states based on the existence and effectiveness of the state’s animal trapping regulations on animal welfare, wildlife conservation, and public safety. Sadly, only four states – California, Colorado, Hawaii, and Washington – received an “A” grade or higher; we need to continue working at the legislative level to ban trapping across the country.

This year also has been marked by significant steps to end the use of fur in fashion. Our Fur for the Animals campaign aims to bring fur back where it belongs: with the animals. We spent 2017 sending out more than $4 million worth of donated furs to wildlife rehabilitation centers nationwide to comfort injured, orphaned, and rescued wildlife.

And when the new Administration announced policy decisions that would make it easier for hunters to bring imported trophies from certain African countries (i.e., the heads and other body parts of endangered and threatened species), we took steps to investigate the various actions taken by the Administration, setting up multiple lawsuits against the Administration to prevent the barbaric act of trophy hunting.

On the global front, Born Free USA participated in the 69th meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Standing Committee. We advocated for increased protection of pangolins and African lions, and supported measures to fight wildlife crime and stop the trafficking of species like cheetahs and gray parrots.

We could not have had such an impact for wildlife this year without our valued Members and supporters. I am sincerely thankful for their dedication to helping wild animals with us – and I look forward to the life-changing progress we will continue to achieve for wildlife together.

ANTI-FUR CAMPAIGN

Compassion is Always in Fashion2017 was a great year for luxury designers to say no to fur. Born Free USA is a leader in the international Fur Free Retailer program, which urges retailers and fashion designers to go fur free in their collections. This year, several new members have taken the fur free pledge, including Gucci, YOOX Net-A-Porter, and Michael Kors Limited. We hope that this signals a shift away from fur in fashion, and we are beginning to see more designers and other industries (e.g., banks) refuse to do business with retailers that continue to promote the use of fur.

Fur for the AnimalsLaunched in the Spring of 2014, Born Free USA’s Fur for the Animals campaign continues to provide fur items to animals in need. Fur for the Animals is an annual donation drive to collect coats, hats, and other accessories made from animal fur. After the drive ends, we send the donated furs to wildlife rehabilitation centers and animal sanctuaries across the country, where they provide familiar comfort, warmth, and enrichment to injured, orphaned, and rescued wildlife. Our 2016 drive resulted in thousands of donated fur items (valued at more than $4 million), which we spent much of 2017 sending to facilities nationwide.

Give it Back!In January, Born Free USA and the Ian Somerhalder Foundation collaborated for our first joint animal welfare event: a youth initiative called “Give it Back!” at Noah’s Ark Animal Sanctuary in Locust Grove, Georgia. The program is part of Born Free USA’s successful Fur for the Animals campaign. At the “Give it Back!” event, nearly 20 children, ages five to 17, learned the truth behind fur fashion. Then, with the help of adult volunteers, the children sewed and crafted cushions and pillows from donated fur coats, hats, and more for the resident wildlife at Noah’s Ark Animal Sanctuary. The children were then able to witness professional animal caretakers deliver the furs to the foxes, primates, tigers, lions, and bears.

Educating the Public About FurBorn Free USA worked with the Fur Free Alliance to raise awareness about Canada Goose: a company that notoriously uses real coyote fur for its coats. We utilized footage from our Victims of Vanity II investigation to educate the public about the cruelty of fur in fashion. We also have partnered with other advocacy groups to utilize footage from this investigation in their efforts to educate the public about fur.

Baboon RescuedIn April, we rescued Betsy, a 34-year-old female Guinea baboon, from a 10’ x 4’ x 6’ cage, where she was kept as a pet for her entire life. At the Sanctuary, Betsy lives a more natural life, eating a varied and healthy diet, and socializing with an elderly hamadryas baboon named Bruce. This is just one of the successful primate pairings that the Sanctuary orchestrated throughout the year. These pairings are a main emphasis in our quest to improve the quality of life and social wellness of the primates.

“Gilligan’s Island” CompletedWe finished building a new 1,600 square foot enclosure for Professor and Mary Ann, two Rhesus macaques who were retired from a medical research facility last December. The enclosure features three sections connected by shifting doors, climbing structures, and a misting system for hot summer days.

Enriching Lives of PrimatesWe renovated our enrichment program for the primates with an eye towards increasing the number and variety of items offered. We held our first “Enrichment Build-Off” and volunteers constructed numerous items for the monkeys. With a large stock of puzzle feeders, rope ladders, and forage items, we are able to provide the monkeys with ever-changing enrichment that keeps them engaged and allows them to express their natural curiosity.

(Pri)mate CampaignFrom November 21 – January 2, Born Free USA spotlighted 20 primates from the Born Free USA Primate Sanctuary via the fictional (Pri)mate “adoption service,” providing information, insight, and background on each monkey to help our supporters find their perfect adoptable primate matches. We asked animal lovers and compassionate conservationists to “make a holiday love connection” by “adopting” one (or more) of the Sanctuary’s primates.

ANTI-TRAPPING CAMPAIGN

Born Free USA Championed Three Important Federal Bills:• The Public Safety and Wildlife Protection Act

targets violent, body-crushing traps that kill count-less wild animals every year, and recently caught an unsuspecting boy’s arm. More than 100 na-tions have banned steel-jaw leghold traps and this bill would finally add the United States to that list.

• The Refuge from Cruel Trapping Act fights to make the National Wildlife Refuge System (NWRS) a haven of safety for animals and visitors alike. The NWRS is home to more than 240 endangered species, but permits the use of body-gripping traps – in utter defiance of its stated mission.

• The Limiting Inhumane Federal Trapping Act would prohibit federal agencies and personnel from using traps to inhumanely kill animals as part of “wildlife control” measures, sparing at least 54,000 animals each year.

State Trapping BillsBorn Free USA continued its effort to work with local and state legislatures, in conjunction with local advocacy group, to pass anti-trapping laws. For example, Born Free USA prepared testimony in opposition to three Massachusetts bills, which collectively would weaken key aspects of the 1996 Massachusetts Wildlife Protection Act’s (WPA) regulations on barbaric traps:

H.421, An Act Relative to Beavers, which repeals the WPA’s ban on the use of cruel body-gripping traps; H.442, An Act Conserving Our Natural Resources, and H.470, An Act Authorizing Permitting by the Massachusetts Department of Fish and Game, both of which weaken the WPA’s restrictions on conibear traps.

State Trapping Report ReleasedOur 2017 Trapping Report includes an extensive analysis of state laws and regulations, showing that, despite the savage and ubiquitous nature of trapping, existing state laws do not provide adequate safeguards for wild animals. This report is a valuable tool to raise awareness and support for change. We look forward to working with state and local welfare groups in their anti-trapping campaigns and providing important resources to fight this heinous practice.

Anti-Trapping CoalitionBorn Free USA re-engaged a coalition of 14 different animal welfare and wildlife conservation organizations, called the Anti-Trapping Coalition, who work together to end the trapping industry. The coalition’s efforts focus on local and state practices, and seek to implement change via public education and lobbying for better laws.

ANIMALS IN CAPTIVITY CAMPAIGN

Born Free USA Championed Two Important Federal Bills:• The Big Cat Public Safety Act would amend the

Captive Wildlife Safety Act to prohibit the private possession and breeding of big cats (with exemp-tions for larger facilities, such as zoos, that meet certain requirements, sanctuaries, and universi-ties). Anyone who currently owns big cats would be allowed to keep the animals, but would need to register them with the government.

• The Traveling Exotic Animal and Public Safety Protection Act amends the Animal Welfare Act by prohibiting the use of exotic animals in traveling shows (with some exemptions).

New York City Bans Wild Animals in CircusesBorn Free USA was part of a coalition that fought for the passage of Intro 1233, a Bill banning wild animals from all circuses coming to New York City. The Bill was signed into law by Governor Andrew Cuomo in July. The Bill’s cosponsor, Councilmember Rosie Mendez, noted that this law “will ensure that animals are in their natural state, not confined in small boxcars and/or treated in other inhumane ways.”

A Win in the City of TorontoToronto Animal Control bylaws were amended to prevent a range of exotic animals from being displayed in the city. This will take away a major source of income from entities that warehouse animals who are taken into schools, malls, and other facilities for so-called educational purposes. The precedent will have positive ramifications throughout Canada.

Law to End Captivity of Whales and DolphinsCanadian Senate Bill S-203 was introduced to Parliament. If enacted, this law would prohibit importing cetaceans into and exporting them out of Canada and could end the cruel captivity of these intelligent marine mammals across the country.

Restricting Exotic Pet OwnershipBorn Free USA’s Canadian office convinced Toronto to produce a “positive species list” of species that can be kept as pets, with all other species deemed illegal – as opposed to its prior “negative species list,” which only listed illegal species and therefore allowed all other species, by default, to be kept. This will greatly reduce the number of species that can be kept as pets in Toronto.

DEFENDING THE ENDANGERED SPECIES ACT

WILDLIFE TRADE

Challenging Efforts to Gut the Endangered Species ActThe Endangered Species Act (ESA) is the most important U.S. law safeguarding animal rights, and we have pushed hard against repeated efforts to undermine its vital protections, despite the law being supported by 90% of American voters and positively impacting 99% of species. Congress has introduced countless legislative attacks on the ESA, many of which seek to remove protections for endangered species, and some of which seek to weaken the law itself. Born Free USA, working with various stakeholders, successfully fought many of these attempts, leaving in place vital protections for endangered species in the United States.

Victory for Gray WolvesIn August, a Washington, D.C. appeals court ruled in Born Free USA’s favor, striking down the Government’s attempt to remove ESA protections from gray wolves in the Great Lakes region. This victory for wolves makes it clear that the ESA is as important today as it was when it was first enacted nearly 45 years ago.

Investigation into Exemptions under the Endangered Species ActBorn Free USA began an investigation into efforts by circuses and others to export animals previously used for entertainment in the United States to Europe for use in exhibits, an act that potentially violates the ESA. The investigation began its focus on one particular former circus owner, which publicly claimed that all animals were being retired to “sanctuaries,” when in fact some were being sent to Europe for financial gain.

Reaching Millions Through Social MediaThroughout 2017, Born Free USA participated in more than 20 social media “days of action” in conjunction with numerous other advocacy organizations. On these days, we used the Twitter hashtag #StopExtinction to urge Congress to keep the ESA strong (or to defend the ESA from legislative and regulatory attacks, defeat all anti-ESA and anti-wildlife budget riders, and more). These social media days have consistently reached between 1 million and 2 million people!

Elephant Ivory LegislationBorn Free USA has supported numerous state and federal bills to fight the United States ivory trade. This legislation prohibits any person from selling, offering to sell, purchasing, possessing, bartering, or trading any ivory or rhinoceros horn.

State Wildlife Trade BillsBorn Free USA continued its effort to work with local and state legislatures, in conjunction with local advocacy group, to pass favourable anti-wildlife trade laws. For example, Born Free USA provided testimony to the State of Maryland in support of a bill that would ban the sale, purchase, and trade of parts and products of twelve of the most endangered and imperilled species targeted by wildlife traffickers and hunters, including elephants, lions, rhino, and leopards.

Ending Trophy HuntingBorn Free USA launched an expansive effort to limit and, hopefully, end the practice of trophy hunting, where hunters from the United States travel to Africa to kill endangered species and bring back “trophies.” Following an announcement by the Trump Administration in November that it would ease the rules on importing such trophies, Born Free

USA began working with other advocacy groups on different ways to challenge the Government’s decision, including suing the Administration over any policy changes.

Investigation into International Wildlife Conservation Council In November, the Department of the Interior established a taxpayer-funded, pro-trophy hunting council, entitled the International Wildlife Conservation Council (IWCC), which was created to advise the Secretary of the Interior on the benefits of trophy hunting. Fearing that the Council was created solely to change public perception about trophy hunting, Born Free USA launched a multi-faceted investigation into the IWCC, including its purpose, members, and meetings. Among other aspects of this investigation, Born Free USA submitted a Freedom of Information Act (FOIA) request to uncover information regarding the creation of the IWCC, submitted comments into the Federal Register opposing the establishment of the IWCC, and attended the first meeting in protest of its stated purpose.

WEST & CENTRAL AFRICAN PROJECTS

CITES Identification GuidesBorn Free USA is helping to develop 14 country-specific guides to identify species listed in the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These guides help law enforcement officers identify the species traded and determine what legislation should be applied.

Shark Fin Awareness The illegal shark fin trade is responsible for the killing of 73 million sharks each year. Born Free USA distributed hundreds of posters in 13 West African countries, in both English and French, to raise awareness of the illegal shark fin trade and to encourage the public to report any suspicious activities regarding illegal shark fishing, finning, and trafficking to their national authorities.

Listing of Lion, Giraffe, Chimpanzee, and Leopard Species in CMSWorking with West African government represen-tatives, Born Free USA successfully advocated for the adoption of the proposals to list lions, giraffes, chimpanzees, and leopards in Appendix II of the

Convention on the Conservation of Migratory Spe-cies (CMS). The adoption of these listings gives CMS the mandate to protect these vulnerable species.

Threat Assessment MissionsBorn Free USA led fact-finding missions in collaboration with the governments of Burkina Faso, Togo, Ghana, Guinea, Sierra Leone, Nigeria, and Liberia to evaluate the impact of wildlife crime on biodiversity. We are expanding these missions to 13 West African countries with the goal of developing recommendations to help tackle wildlife crime in the region.

Protecting Species with the CITES Standing CommitteeBorn Free USA participated in the 69th meeting of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) Standing Committee in Geneva, Switzerland. Working with West African governments, we strongly advocated for the protection of pangolins. We also supported decisions to strengthen the protection of African lions, as well as measures that would fight against wildlife crime and stop the trafficking of threatened species (especially cheetahs and grey parrots).

Wolf and Coyote ProtectionAs a member of the Ontario Ministry of Natural Resources and Forestry’s human/wildlife conflict resolution panel, Born Free USA’s Canadian representative has helped to prevent a reduction of the protected zone for Eastern (Algonquin) wolves in central Ontario, and to protect all Eastern wolves, gray wolves, and coyotes from hunting and trapping. This committee work has been instrumental in supporting non-lethal wildlife conflict resolution.

Stopping Wildlife CullsBorn Free USA was part of successful efforts to prevent or stop culls (mass killings) of numerous species in Canada. We stopped the culling of wild horses in Alberta; prevented the culling of horses and grey seals on Sable Island in Nova Scotia; and prevented culls of mute swans, Canada geese, and double-crested cormorants. We also have prevented several culls of mule deer in various communities in British Columbia, reducing the practice to only about two remaining culls involving a relatively small number of deer. Additionally, we helped edit and distribute a report that assesses the effectiveness of deer culling. It concludes that the mandated protocols are not followed, and that the culling itself does not solve the urban human/deer conflict issues.

Saving Snapping TurtlesFor years, Born Free USA and several other organizations worked together to stop the legal hunting of snapping turtles in Ontario, Canada – and it finally happened. In March, the Ontario Minister of Natural Resources and Forestry, the Honorable Kathryn McGarry, announced that, after decades of concern from citizens, the legal hunt of snapping turtles would end. Hunters will no longer be able to hook or trap this harmless species. This is a major animal welfare and conservation victory!
