Following are several information MISPERCEPTIONS in the community that have been repeated in recent Town Hall Meetings and Forums alongside corresponding FACTS to help make informed voting decisions. If you step beyond misperceptions and review the facts, you will discover that in his most recent term Greg has helped advance town finances from deficit spending to a surplus that can be invested in safety and community infrastructure, has restored fair and equal enforcement of codes to restore historic and cultural integrity of the town, and has reinvigorated economic and tourism impact in the community. Take a look and learn the FACTS! MISPERCEPTION: Harpers Ferry needs to engage a CPA firm to prevent fiscal mismanagement. FACT: Harpers Ferry currently hires, and has hired for years in accordance with West Virginia State code, a WV approved CPA Firm that conducts routine advisory functions and review and a separate WV approved firm for the required annual audit. Harpers Ferry has completed ALL CPA certified audits with no indication of any mismanagement. All audits are available for online review by the public. MISPERCEPTION: Harpers Ferry has inadequate police due to mismanagement of the current Town Council with inferences this has led to crime spikes in adjacent municipal jurisdictions. FACT: Harpers Ferry approaches a ratio of one police officer per 100 residents, a higher ratio than most US cities. Any increased crime in the area results from multiple influences including addiction in the region and fiscal challenges to co-municipalities that resulted in temporary cessation of police coverage in adjacent (non- Harpers Ferry) jurisdictions. The Town Council has worked diligently to generate new funding streams for Harpers Ferry and expects that anticipated surpluses will allow for additional police

MISPERCEPTION:HarpersFerryresidentswillhavetopaycapacity,infrastructure,andsupplycostsforadditionalwaterusagegeneratedbyanewHilltopHotel.FACT:TherecentlyapprovedHotelOverlayOrdinancerequiresANYANDALLCOSTSthatmightresultfromcapacity,infrastructure,andsupplyneedsbeyond2008levelsTOBEBORNSOLELYbythehoteldeveloper.

MISPERCEPTION:WaterandSewerCostIncreasesforresidentsareoccurringduetoTownCouncilmismanagementandfailuretoreachouttopotentialfundingpartnersforthe$6.5millionHarpersFerryWaterSystemUpgrade.FACT:Costincreasestoresidentsaretheresultofdeferredmaintenanceoverthepastdecades.Thecurrentcouncilisaddressinginfrastructureissuesthathavenotbeenattendedtoforyearsduetolackoffunding.HarpersFerryTownCouncilandCommunityadvocateshaveworkedalongsidecommunityadvocatesandfundingprofessionalstocraftthemostcost-effectiveapproachtoprojectfinancingforwaterservicesessentialtopreventinghigherlongtermcosts.SewerServicesarenotadministeredbythetownandtheTownCouncilDOESNOTcontrolsewerfees.

MISPERCEPTION:HarpersFerryparkingrestrictionsarepunitivetoresidentsandadeterrenttotourism.FACT:Theimplementedparkingplanaddressesresidentsafety,tourismtraffic,andparkingmanagementwhilegeneratinganewrevenuestreamthatcanbedirectedtocommunitysafetyandinfrastructureenhancements.Thecurrentcosttoanytownresidentis$5peryear/pervehicle(coveringthecostofprintingtheresidentdecal)andanyresidentcanrequestawaverforconsiderationif$5ayearisabarrier.Residentdecalshelppoliceidentifynon-residentautosforresidentprotection.Thepermitsalsohelpsassurethatresidentswillhaveadequateparkingintheirneighborhoodastourismtrafficincreasesthroughouttheseason.

TheParkingApp(researchedandrecommendedbyaresident)hasallowedHarpersFerrytoavoidcostsassociatedwithtraditionalparkingmeters.AllreportsforthecurrenttouristseasonindicatenodeclineintourismandwhilegeneratingthousandsofdollarsinnewrevenueforHarpersFerry.

MISPERCEPTION:ThecurrentHilltopHotelOverlayallowsforunrestrictedgrowthofaprojectbeyondthescaleofthesiteandhascompromisedpublicandregulatoryoversight.FACT:TheapprovedHotelOverlayOrdinanceprescribesahotelfootprintthatfallswithintheoriginalsizeparametersofthesite.TheapprovedHotelOverlayplancontainsstrictandenforceablezoningandregulatoryprocesseswithcommunityinputscheduledintoeachdesignphase.
