SPECIAL MEETING OF THE CITY COUNCIL THURSDAY, DECEMBER 21,2017 10:00 A.M. 207 BE IT REMEMBERED that a Special Meeting of the City Council of Jackson, Mississippi, was convened in the Council Chambers in City Hall at 10:00 a.m. on December 21, 2017, being the third Thursday of said month, when and where the following things were had and done to wit: Present: Absent: Council Members: Melvin Priester, Jr., Vice-President, Ward 2; Ashby Foote, Ward 1; Kenneth Stokes, Ward 3; De'Keither Stamps, Ward 4; Aaron Banks, Ward 6 and Virgi Lindsay, Ward 7. Directors: Chokwe Antar Lumumba, Mayor; Kristi Moore, City Clerk; Angela Harris, Deputy City Clerk and James Anderson, Interim City Attorney . Charles Tillman, Council President, Ward 5. ************** The meeting was called to order by Vice President Melvin Priester, Jr. ************** There came on for consideration Agenda Item No.1 : CLAIMS: Said item was pulled from the Agenda. ************** ORDER CONFIRMING THE MAYOR'S APPOINTMENT OF ALI SHAMSIDDEEN, ESQ. AS MUNICIPAL COURT JUDGE FOR THE CITY OF JACKSON, MISSISSIPPI. WHEREAS, the Mayor has appointed Ali ShamsidDeen, as Municipal Court Judge for the City of Jackson to be effective December 21,2017; and WHEREAS, this appointment is made pursuant to Section 21-23-3, Mississippi Code of 1972, as amended, and is now before the City Council for confirmation; and WHEREAS, the City Council has considered the appointment and a majority of the Council present and voting has determined that the appointment should be confirmed. IT IS, THEREFORE, ORDERED by the City Council of Jackson, Mississippi, that Ali ShamsidDeen is appointed as Municipal Court Judge for the City of Jackson, Mississippi. Council Member Stamps moved adoption; Vice President Priester seconded. Vice President Priester recognized Mayor Chokwe Antar Lumumba who provided a brief presentation on the qualifications of Ali ShamsidDeen for consideration as Municipal Court Judge for the City of Jackson, Mississippi. Ali ShamsidDeen read his personal statement and answered questions posed to him by Council Members. Thereafter, Vice President Priester called for a vote: Yeas- Banks, Foote, Lindsay, Priester, Stamps and Stokes. Nays- None. Absent- Tillman. ************** MINUTE BOOK 6M

**************ORDER CONFIRMING THE MAYOR'S APPOINTMENT OF ALISHAMSIDDEEN, ESQ. AS MUNICIPAL COURT JUDGE FOR THE CITY OFJACKSON, MISSISSIPPI.

WHEREAS, the Mayor has appointed Ali ShamsidDeen, as Municipal Court Judge for theCity of Jackson to be effective December 21,2017; and

WHEREAS, this appointment is made pursuant to Section 21-23-3, Mississippi Code of1972, as amended, and is now before the City Council for confirmation; and

WHEREAS, the City Council has considered the appointment and a majority ofthe Councilpresent and voting has determined that the appointment should be confirmed.

IT IS, THEREFORE, ORDERED by the City Council of Jackson, Mississippi, that AliShamsidDeen is appointed as Municipal Court Judge for the City ofJackson, Mississippi.

Council Member Stamps moved adoption; Vice President Priester seconded.

Vice President Priester requested that Agenda Item No.4 be moved up on the Agenda. Hearingno objections, the Clerk read the following:

RESOLUTION DECLARING THE INTENT OF THE CITY OF JACKSON,MISSISSIPPI TO LEVY A TOURIST AND CONVENTION TAX IN THEAMOUNT OF TWO PERCENT (2%) ON THE GROSS PROCEEDS OF SALES OFRESTAURANTS, HOTELS AND MOTELS FOR THE PURPOSE OF PROVIDINGFUNDS FOR THE JACKSON CONVENTION AND VISITORS BUREAU,EFFECTIVE JULY 1, 2018.

WHEREAS, the 2015 Mississippi Legislature passed Senate Bill 2910 which provides forthe creation of the Jackson Convention and Visitors Bureau and the levying of a tourist andconvention tax; and

WHEREAS, said Bill was signed by the Governor on April 14, 2015, and became effectivefrom and after said date; and

WHEREAS, this Resolution is being adopted pursuant to the procedure prescribed in saidBill for the implementation of the tourist and convention tax for the purpose of providing fundsfor the Jackson Convention and Visitors Bureau.

NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OFJACKSON, MISSISSIPPI:

SECTION 1. That a Tourist and Convention Tax in the amount of two percent (2%) belevied and collected on the gross proceeds of sales of restaurants, hotels and motels in the City ofJackson, Mississippi as defined in Senate Bill No. 2910 adopted in the 2018 regular session of theMississippi Legislature, effective July 1, 2018.

SECTION 2. That said tax shall be collected by and paid to Mississippi Department ofRevenue on the form prescribed by the Mississippi Department ofRevenue and in the same mannerthat state sales taxes are computed, collected and paid.

SECTION 3. That this Resolution shall be published in a local newspaper for at least two(2) consecutive weeks prior to the effective date of the tax levy, the last publication being madeno later than ten (10) days prior to July 1,2018.

SECTION 4. That this Resolution shall be in force and in effect from and after its passage.

Council Member Stokes moved adoption; Council Member Banks seconded.

Vice President Priester recognized Council Member Stamps who moved to change the twopercent (2%) to one percent (1%) in the heading and Section 1 ofsaid order. The motion prevailedby the following vote:

Yeas- Banks, Foote, Lindsay, Priester, Stamps and Stokes.Nays- None.Absent- Tillman.

Vice President Priester recognized Council Member Stamps who inquired whether additionallanguage should be added to show support of reauthorization. James Anderson, Interim CityAttorney stated that additional language would be advisable in next to the last paragraph.

Council Member Stokes moved, seconded by Council Member Stamps to add the City ofJackson supports reauthorization of the Jackson Convention Visitors Bureau. The motionprevailed by the following vote:

Yeas- Banks, Foote, Lindsay, Priester, Stamps and Stokes.Nays- None.Absent- Tillman.

Thereafter, Vice President Priester called for a vote on said item as amended:

RESOLUTION OF THE CITY OF JACKSON, MISSISSIPPI TO PASS RED­LIGHT CAMERA LEGISLATION TO BE CONSIDERED DURING THE 2018LEGISLATIVE SESSION OF THE MISSISSIPPI LEGISLATURE.

WHEREAS, the City Council of the City of Jackson, Mississippi ("City of Jackson") hasmet to consider support for proposed legislation during the 2018 Mississippi Legislative Session;and

WHEREAS, City Council resolves to support certain legislation deemed worthy by theCity of Jackson; and

WHEREAS, the Red-Light Camera Legislation is a needed improvement to ensureequitable public safety to the citizens and visitors in the City of Jackson ; and

WHEREAS, the passage of the legislation has the potential to increase goodwill towardsthe City of Jackson; and

WHEREAS, the governing authorities of the City of Jackson acknowledge the need toendorse the Red-Light Camera Resolution.

THEREFORE, BE IT RESOLVED that the City Council of the City ofJackson supportsthe proposed legislative initiative to be considered during the 2018 Session of the MississippiLegislature for the passage of the Red-Light Camera Resolution.

IT IS FURTHER RESOLVED that the City Clerk is directed to provide a certified copyof this Resolution to each committee of the Mississippi Legislature to which such proposedlegislation has been assigned, as well as a copy to each member of the Hinds County delegation.

Council Member Stokes moved adoption; Council Member Banks seconded.

Yeas- Banks, Foote, Lindsay and Stokes.Nays- None.Abstention- Priester.Absent- Stamps and Tillman.

**************There being no further business to come before the City Council, it was unanimously voted toadjourn until the next Special Council Meeting to be held at 10:00 a.m. on Wednesday, January 3,2018 and at 11:25 a.m., the Council stood adjourned.
