Importance of the Issue The Commonwealth of Virginia has a dedicated interest in assisting its employees with charitable giving through the provision of an annual single state employee campaign, the Commonwealth of Virginia Campaign (CVC). This vital campaign offers an opportunity for employees to maximize contributions to a wide range of organizations, while minimizing the disruption to the workplace. Employees of the Commonwealth have demonstrated that they share civic responsibility and generosity with other members of their communities, the Commonwealth, and the United States by contributing more than $3.6 million for the 2013 campaign and over $41 million since 1998.

By viBy virtue of the authority vested in me as Governor under Article V of the Constitution of Virginia and under the laws of the Commonwealth, including but not limited to Section 2.2¬103A and 2.2-104 of the Code of Virginia and subject to my continuing and ultimate authority and responsibility to act in such matters, I hereby authorize the continuation of an annual Commonwealth of Virginia Campaign.

The Commonwealth of Virginia Campaign will provide a responsive and convenient system to facilitate charitable giving. The goals of this campaign will be to:

1. Provide assistance to non-profit organizations in serving the needs of the community;2. Facilitate an efficient and cost-effective vehicle by which state employees can voluntarily contribute to charity;3. Recognize the generosity of the state workforce;4. Ensure fiscal accountability;5. Consolidate all fundraising solicitations into one campaign, and prohibit interruptions in the state workplace from outside fundraising.6.6. Encourage employees to volunteer their time and share their talents in their schools and communities.

Effective Date of the Executive Order

The Director of Human Resources Management shall serve as the chairperson of the Advisory Council and will lead the development and implementation of operating procedures for the program's organization and administration. These pro-cedures shall be in concert with the goals of the program as set forth in this Executive Order.

This Executive Order replaces Executive Order Number 26 (2010), issued by Governor Robert F. McDonnell. This Executive Order shall be effective upon its signing and shall remain in full force and effect until rescinded by further executive order.

The Commonwealth of Virginia Campaign will be conducted annually in all state agencies through the participation and leadership of two groups of state employees.

The CVC Advisory Council (CVCAC): the state employee committee that oversees, articulates, and reviews the general campaign's goals and procedures. This committee, whose members serve three-year terms, includes one representative from each cabinet secretariat, the legislative branch, the judicial branch, seven regional representatives, and three state employees chosen at-large.

Agency Coordinators: appointed by their agency head and tasked with organizing the campaign within the workplace.

year to a worthy cause. Perhaps there is a particular cause you are passionate about. And I, like you, want to make the Commonwealth a better place for everyone.

I’m writing you today because the 2019 Commonwealth of Virginia Campaign launched today, October 2. This year state employees may choose from 995 trusted charities to designate their gifts. In 2018, state employees raised a total of $2.7 million for local and national charities. All of the charities that participate in the campaign are 501(c)(3) registered nonprofit organizations, so your donations are tax exempt.

Let’s help each other give back in meaningful ways. Virginia is for Givers! Pledge online at cvcgives.org. Don’t forget to share your acts of giving by using the hashtag #VAGives on social media and follow CVC on Facebook.

The 2019 campaign offers some major changes that I hope will make it easier for you to give generously.

A newly-designed CVC website now contains everything you need to support charities, including online pledges using ePledge at cvcgives.org. Pledging to CVC is no longer available on EmployeeDirect.

Using the website, not only can you donate online, you can also create fundraisers and events, view our directory of charities, register for educational webinars, read frequently asked questions, and learn more about our programs and how you can get involved.

Be sure to register for the October 15 webinar on cvcgives.org to learn how to start a fundraiser or champion an event. The webinar is open to all state employees.

We have proven that Virginia employees have a giant heart for giving with your overwhelming support of successfully raised funds for deserving local and global charities year after year. Raising $2.8 million last year is an awe-inspiring feat for all of us. Your valuable contribution made this collective success possible.

This year, a total of 995 charities have been proven eligible for inclusion in our eve roster. Each of us is duty-bound to contribute or co-create innovative fundraising campaigns to help these charities continue their advocacy for our commonwealth, our country, and our world. The agencies with the highest total gift and the highest percentage of employees' donating will receive recognition at eVC's Annual Recognition Event. As a state employee, you can donate, start a fundraiser, or boost a fundraising campaign thereby promoting the continuity of the programs of selected charities for their worthy beneficiaries.

At eve, we are humbly propelled and fueled by your drive and determination to make this campaign the best one yet. Create a Fundraising Event Champion a Public Event

Open to everyone, where you can count on fundraisers/ champions to promote your event to their friends, and their friends can promote it to their friends, and so on. Expect exponential growth for this type of campaign especially if you take advantage of the power of social media. Create a Special Event

Internal Fundraising events at your Agency is also a great way to make an impact. Over the years, state employees have come together to raise funds using the hidden talents of state employees from bake sales, arts & crafts, talent shows, and much more. To get started, go to cvcgives.org to Register a Special Event and let us know the details of your event. Be creative! By registering your event, CVC can contact your designated charity on your behalf with details about your Special Event to provide you with fundraising posters, presentations, speakers, flyers, leaflets, or other resources you could use to make your event an even greater success.

Make Your Annual Pledge

Making an Impact

State employees have raised $45 million since 1997! This year, you can leverage your personal and professional network for peer to peer fundraising, and organizing and promoting events to achieve our 2019 goal of $5 million. Such a feat is possible with our collective effort. All the 995 charities listed in the CVC roster serve Virginia - the state that you call home.

Acknowledgments

All employees who give are acknowledged by CVC. To receive CVC acknowledgment, please be sure to provide your email on your pledge form. Donors may also choose to be acknowledged by their designated charities or remain anonymous. At the end of the campaign, you will receive a thank you letter with your charity's Tax ID.

Ease of Giving

Giving has never been this convenient. You can donate online using a credit card or payroll deduction. Donating cash, check, money order, or stock gift is also easy. Eighty-percent of state employees choose payroll deduction for ease and pre-tax benefits. All monetary donations are 100% tax-deductible to the extent allowed by law.

Finding a Charity

At CVC, we let you freely choose the charity that has a profound significance in your life. Presented here is the list of the 995 approved charities for the 2019 campaign. To search our comprehensive Charity Directory, go to cvcgives.org now on your pc or mobile device and click on "Find a Charity." If you are not sure which charity to donate to, you may select the Undesignated Fund where your donation will be distributed equally among local charities across Virginia. After selecting your charities, you may ePledge your donation on cvcgives.org or fill out a paper pledge and submit to your Agency Coordinator.

Your Role as Department Head 1. Nominate Volunteer Agency Coordinators

Choose proactive, passionate, and purposeful Coordinators Work harmoniously with them in achieving fundraisinggoals.

2. Create an Agency Communication PlanProvide Agency Coordinators access to an all staff email list or access to someone who can assist in campaign emailcommunications. With a solid communication plan, CVC and Agency Coordinators can have a direct impact on thecampaign by contacting department employees with pledge forms, events, and news.

3. Set a Fundraising GoalIf you have multiple Agency Coordinators and Divisions, divide this amount among Agency Coordinators for a fast andefficient approach. Post a countdown and goal tracking thermometer in a public area of your department to motivateemployees.

4. Host a CVC Kickoff Event at your DepartmentInform all Agency Coordinators and employees of the event using the most effective communication channel for youragency.Distribute the 2019 Giving Guide.Motivate employees to give.

5. Show your SupportSend a kick-off e-mail to employees containing a link to ePledge (CVC's online donation platform)Attend fundraising events created by your department's employeesCollaborate with other department heads to promote competitions amongst other departments or divisions within yourdepartment.

6. Monitor Fundraising Campaign ProgressWatch the overall CVC progress via cvcgives.org

7. Support Agency CoordinatorsIdentify challenges and encourage Agency Coordinators to follow up on pledges

8. Craft a Gratitude Plan for Volunteers and DonorsFigure out a creative way to thank volunteers and donors. (Examples: Send thank you e-mails, freebies, badges, etc.)

Your Roles as Agency Coordinator

1. Collaborate with CVCLet's make it official! Register as an Agency Coordinator by visiting the Resources page on cvcgives.org.

Reach out to CVC for training, campaign reports, updates, and if you need assistance tap into the resources of CVC. Visit

the CVC homepage to register for CVC Open Office hours held bi-weekly on Tuesdays at 11 am.

2. Collaborate with Your Department HeadCreate an Agency Communication Plan & Craft fundraising plan to achieve your agency's goal.Monitor progress with Agency Head & follow up on pledges to reach goals and meet deadlinesCraft a gratitute plan. Send thank you notes or newsletters to donors/volunteers/fundraisers.

3. Monitor Campaign ProgressMonitor campaign progress on cvcgives.org.CVC emails a weekly report to Agency Coordinators at 9:00am each Friday through January 17th. This option is byrequest. To receive weekly reports, sends us a message on the contact form of cvcgives.org.

4. Serve as the CVC Point of Contact for your AgencyEquip yourself with Agency Coordinator tools available on the Resources page of cvcgives.org.Forward questions or campaign feedback from agency donors to CVC.

5. Coordinate Special EventsRegister events with CVC using the Special Event Form on the Resources page of the CVC website.Promote the use of credit cards donations. Learn more by visiting the Special Events page on cvcgives.org.Be creative! Brainstorm new event ideas with agency employees. Hold an internal Special Event or an event Open to thePublic.

6. Coordinate GivingDonors may complete a paper pledge form or submit an ePledge on cvcgives.org. ePledge is a valuable tool not only fordonors, but Agency Coordinators. ePledge allows Agency Coordinators to email pledge requests to agency employeesand then track whether the pledge was fulfilled. That's right! With ePledge, you maintain a global live view ofemployees who did or did not complete their annual pledge which is a powerful to in reaching your agency's goal. Touse this feature, you must have approved access to your agency's email list and work in collaboration with CVC for setup.

Tips to Amplify Your Agency Fundraising

1. Organize charity fairs in your agency for CVC-eligible charities. Charity representatives can talk to state employees

about their causes.

2. Promote fundraising on various social media like Facebook and Twitter.

3. Submit compelling photos and stories to [email protected] to be featured

on the CVC website.

4. Attract more donors and volunteer fund raisers by posting infographics, posters, and other resources provided by CVC

in areas frequented by employees (break rooms).

5. Create and distribute flyers and fundraising posters in your agency.

6. Promote the use of ePledge vs. paper pledges.

7. Distribute the Giving Guide 2019.

8. Serve as the CVC contact for your Agency.

9. Give donors a thank you item such as a button, sticker, pin, etc.

10. Organize team competitions or contests within divisions to promote fun in giving.

7. Report Direct GivingWhen a state employees makes a donation directly to a charity such as canned good or clothing, those items can counttowards your agency’s total giving. Please report direct giving at cvcgives.org.

Agency Coordinator 'Reporting Guidelines CVC requires Agency Coordinators to use of the Transmittal Report Form for convenient, efficient, and accurate reporting of paper pledges.

Please do not include online donations in the Transmittal Report. You can access the Transmittal Report Form in the Resources page of cvcgives.org. Please comply with these reporting requirements:

How to Submit Paper Pledges

1. Receive paper pledges using Paper Pledge Form submitted by employees/donors. Double check forms submitted and

make sure contents are complete including employee ID, e-mail, and signature.

2. Receive paper pledges using Special Events Form submitted by volunteer employee fundraisers. Be sure fundraisers

are registering their event with CVC at least 2 weeks prior to the date of their event.

3. Batch Paper Pledge Forms and Special Events Forms and total by cash/ check, credit card, and payroll deduction.

4. Submit these paper pledges electronically to CVC using the Paper Pledge Transmittal Report on the Resources

page of cvcgives.org. Submit to CVC weekly. Do not mail paper pledge forms to CVC. Retain at your agency

according to the Library of Virginia retention schedule.

5. Mail funds to CVC's payment address: Commonwealth of Virginia Campaign, PO Box 91750, Alexandria, VA

23291-1750. Convert all cash to money order or check before mailing. Include a lockbox Cover Sheet available on

cvcgives.org when mailing funds collected.
