(0.) oetermination of BombLoad.

(1) Because of the h1gh degree of in,..flamm~bllity of the Kobe urban areo., an incendio.ry o.tto.ck was con-Sidered most effect1ve. The E-28. 500 poundincend1ary (Haster(o.ctuo.l weight. 3.50 Ibs.)' WaS selected bac euse it is the best o.vo.ll-able incendl(\ry weapon. The T4.E4, 500 pound fragmentation. cluster

(actual weight. 42.0, Ibs.) WaSused as an anti-personnel we!l.pontohinder potential fire fighters. thus increasing the effectiveness

of the incendi!l.ry attack.

(2) Incendiaries were fused to open

o.t. SOQ ! ! ) feet becouse the best po.tterns are obtained .from tho.t 0;1-

titude. Fragmentation olusters were fused to open 1000 feet below

the o.ircraft for the eo.mereasons.

(3) Intervo.lometer settings of 500

feet (or mllXlmumpossible under pred.icted winds) were used to give

proper spread to individulll incendic.ry bombs in each te.q;eto.reo..

Prop'sr density of bombs Was obt~lned through number of aircrnft bomb-

ing in eueh f ormo.tion.

(4) A mixed lond insured even d1s-tribatlon of' f'ro.gment~tion olusters and inccmdinrles on the target.

The fro.gmentlltlon olusters were loaded to drop last bac::l.USShe &0-

tu~l range for the f'ro.gmento.tlon· bombs Was less than tb.nt for In-

cend Iary bombs o.ml it W!LS desirable tha.t the fro.gmento.tion banb

.pattern coincide with the incendiary bomb pattern.

NOTE: The entire mission was planned in ace rdo.nee with

the AhF Boara Report 'Incendiary Attack on Jnpanese

Cities~' dated 1 Sept. 1944. Only devintioDS In pl~lng

were those necessito.ted by opero.tiono.l l1mlto.tions nnd

o.Vo.ilability of nircraf't.

(b)' Bombo.rdiert s Planning;

(1' Tako.tuski was originally selected

0.8 on initial paint, but enchange in foreCast wind direction from o .n

cwere.ge of 260 degrees to 292 degrees necessito.ted a change to Otau

1n order to cut down excessive drift on the bomb run. The upwind

approach Wo.sused because the lower ground speed. n8 contrasted with

0. downwind run, ~llowed the bombardier more time in the 1mmedio.te

target vicinity for Qcc~rate synchronization.

(2)' Since the objective was ILno.reameo.sured. in miles, vulnerable nreo.s a'OO~by 4.000 teet ~re selec-

ted. The designnted approaoh, QXis of attack of 318 degrees. w n sused so that the formo.tion would be on the longtltudlno.l o.x1s of the

selected areas. Four aiming pOints, clenrly discernible to the

bombardiers on the 316 degree nxis of attaok, were designated so as

to cover four vulnerable areo.s, indico.ted on XXI Bomber COJIIIIandLitho-Mosaio No. 90.25 as 0 56 11 5, 0 71 12 3, 09213& and 119188.
