    The Democratic Republic of the Congo:indifference or powerlessness of the International Community ?

    For 10 year, the United Nations Organisation has been deploying the most important force of its history in the

    Democratic Republic of the Congo, the MONUC. Following the terrible civil war which has devastated this

    country at the end of the 90's, the International Community has mobilized itself to try to reestablish peace. Whatis the result of those efforts? Can the Congo find back the road to development and durable peace ? Should the

    International Community do more ?

    To discuss those issues, panelists will be:

    Serge Blais is currently responsible for Development and Peace program for the Congo. He has a profound knowledge ofthis country which he has been visiting for 25 years and where he has worked twice as an international cooperant. He is a

    specialist of the role of civil society in international development and peace building process and has been regularly

    consulted on these matters by the public authorities in Canada.

    Brigadier-GeneralGaston Ct, OMM, CD is retired from the Canadian Arm Forces. He has commanded le Secteur duQubec de la Force terrestre. He knows well the Congo since he was the Director of Peacekeeping Policy, Department of

    National Defense and has since served in the Congo as Chief of Staff, Operations and Plans for the United Nations mission

    (MONUC).

    Michel Duval is a former Deputy Permanent representative at Canada UN Mission in New-York. He has an intimateknowledge of peace keeping operations, He has been Director of International Security and Peace keeping at the Canadian

    Department of Foreign Affairs and, from 1997 to 2002, he has chaired in New York, the working Group of the Panel onUN Peace Operations.

    The Round-table will be chaired by Franois Bugingo a journalist and analyst from Radio-Canada and RCI. He has avast experience covering both international issues and conflicts and has reported on many conflicts in the past 15 years,

    notably on Rwanda, Algeria, Columbia, Irak, Afghanistan and the Congo. He is the founder of Reporter Without Borders

    Canada and is currently Vice-president of Reporters Without Borders International.
