Draft Minutes of the 2nd Meeting of ISO/IEC JTC 1/SC 23 Joint Working Group 1 (JWG 1) with ISO/TC 42

Date & time: February 24th, 2010, 9:00 - 17:00 Venue: J. Paul Getty Museum, Los Angeles, California, USA 1. Opening of Meeting

Mr. Yamashita, JWG1 Co-convener, opened the meeting and welcomed the participants. He also expressed special thanks to Dr. Terry Nelson, Mr. Henry Wilhelm and Mr. Stanley Smith for hosting and arranging this meeting.

2. Roll Call of Delegates

18 people were present. The attendance list is attached to the minutes. Dr. M. Mizen, Prof. K. Tanaka and Mr. R. Blatt were appointed to resolution drafting committee members and Dr. T. Nelson as secretary of this meeting.

3. Adoption of Agenda

Mr. Yamashita proposed the agenda of this meeting and it was approved. (Document JWG1N13) 4. Review of the 1st Meeting Minutes

Minutes of the last JWG1 meeting were approved as proposed with no modification. (Document JWG 1 N 11)

5. Discussions 5.1. Results of Action Item

Dr. Sebestyen, Ecma International Secretary General and Switzerland HoD, explained the Ecma/TC31 response to Action Item 1 in JWG 1 N 10, Resolutions of the 1st JTC 1/SC 23 JWG 1 Meeting. (Document JWG 1 N 14).The answer was that Ecma understood the both standards, ECMA-379 and ISO/IEC 10995, have to kept in synchronization, however, it is not possible to transfer the maintenance of ECMA-379 because of the agreement between JTC1 and Ecma as a Category A Liaison for JTC1, which (i.e. the agreement) recognizes that it is more practical to leave the maintenance of own standards in the hand of each organization. It was understood by all the members that JWG1 should follow the JTC1 rule and could handle the procedure to realize the request under the rule. Mr. Yamashita commented JWG1 could submit a project proposal to JTC1 if we find suitable work for the collaboration among SC23, TC42 and TC171. The scope of JWG1 was reconfirmed by the attendants to develop a new standard with combined conditions of ISO 18927 and ISO/IEC 10995 including both of CD and DVD writable media. The TC42 and TC171 members requested that Ecma and JTC1/SC23 formally recognize their (TC42 and TC171) opportunity to make comments on Ecma's fast-track submissions assigned to SC23 and within the scope of JWG1. The TC42 members also proposed that SC23 assign related Ecma fast-track items normally to this JWG1. There was then further discussion of ways to make more effective communications among the related bodies. After these discussions, Mr. Yamashita, Co-convener, proposed a procedure for the maintenance of ECMA-379 and creation of a new Ecma standard showing the flow chart (Figure 1). The procedure flow was agreed by all the attendants. Ecma Secretary assured that some new interesting work was in process by Ecma and if TC31 gives authorization such documents would be submitted the JWG 1 for information as soon as possible.

Dr. Sugaya presented JNB opinions including the background of the standard ISO/IEC 10995. He also explained main issues to be discussed in JWG1 meeting based on the discussions at the last meeting on October 9th, 2009 at Tokyo with comments of SC23 JNB. (Document JWG1 N15) Dr. Weijenbergh reported on the status of discussions in Ecma/TC31. He reported that it was agreed in TC31 to make an editorial update ECMA-379 because it is being used already. TC31 also decided to remove the bootstrap method from ECMA-379. Furthermore TC31 decided to create a new standard with the same test conditions as in 10995 but including CD-R and CD-RW without the bootstrap method. There were some discussions on Annex D and test conditions especially for the accelerated storage environment of temperature and humidity compared with the actual storage conditions. TC42 and TC171 were requested to submit a document containing their proposals and comments on those conditions.

5.3. Discussions on Project Development Schedule

It was agreed to exchange comments on the Ecma/TC31 output through the JWG1 e-mail reflector. The draft will be updated and confirmed in JWG1 and put into the Ecma procedure and the fast-track procedure in JTC1/SC23 as described in the flow chart.

6. Future Meetings

The next JWG1 meeting was not fixed at this meeting but would be scheduled before Ecma/TC31 meeting in September. Mr. Yamashita mentioned that the Ecma draft would be submitted to JWG1 meeting as soon as it became available.

There were some requests to include Blu-ray disc into the standard. Dr. Weijenbergh mentioned Blu-ray is not available as an international standard today. The Blu-ray Disc Association may discuss international standardization internally. It was mentioned that some formal letter to BDA might be effective to accelerate it.
