14h00 Think Again: Early WarningThe notion of doing ‘early warning’ within Africa’s peace and security architecture conjures images of an effi cient system being able to forecast violent confl ict. To date, no such system exists in Africa, primarily because too much emphasis has (and is) been placed on developing key ‘indicators’ of confl ict. This presentation will attempt to highlight that early warning is much more than
looking at indicators. Instead, by providing an overview of the CSIR’s experience in the fi eld of monitoring and evaluation within the South African context, the presenters will argue that an entire supply-chain of critical systems, including indicators, are needed to turn the ‘myth’ of early warning into reality. Workshop A : DESIGNING AND IMPLEMENTING DISARMAMENT, DEMOBILISATION & REINTEGRATION (DDR) WITHIN A WIDER SECURITY SECTOR REFORM (SSR) AND SOCIAL ECONOMIC REFORM STRATEGY
Peace support operations in the new post Cold War security environment are increasingly more diffi cult and dangerous than those conducted during the Cold War. Failed states, continued violence, an every present media, and a myriad of “players” (which include host country military, politicians, security forces, as well as the civilian population; in addition to other coalition forces, UN and international agencies, other government departments and NGOs) have made operations extremely complex. Success in this often ambiguous and chaotic environment is no longer the domain of any one single discipline or organization. Success now depends on an integrated approach that includes defence, diplomacy and development. However, as important as all three are to the desired outcome – they often compete, or worse yet, simply ignore one another.The workshop will address:• The integrated security environment• Doctrine on integrated operations on Peace Support Operations;• Lessons Learned• The clash of expectations (military vs NGO, OGD, etc...)• Strategy to promulgate cooperation and an integrated approachWorkshop participants will gain a better understanding of the inherent tension, confl ict of expectations and cultural variance between military practitioners and their civilian counterparts concerned with humanitarian and development agendas. Participants will also work at developing a strategy for overcoming barriers that presently exist and creating a program that will enhance education, cooperation and coordination between individuals and organizations involved in peace support operations.Cedric de Coning, Research Fellow, AFRICAN CENTRE FOR THE CONSTRUCTIVE RESOLUTION OF DISPUTES (ACCORD)ABOUT YOUR WORKSHOP LEADER
Cedric de Coning is a Research Fellow at ACCORD. He started his career in the South African Foreign Ministry and was posted to Washington D.C. and Addis Ababa (1988-1997). Whilst in Addis Ababa he served on OAU election observer missions to Ethiopia, Algeria and Sudan. On his return to South Africa he joined ACCORD as Programme Manager of the Training for Peace Programme and later as Assistant Director (1997-2000). He served with the United Nations Transitional Administration in East Timor (UNTAET) in 2001 and with the UN Department of Peacekeeping Operations (DPKO) in New York in 2002. Cedric holds a MA degree (Cum Laude) in Confl ict Management and Peace
Studies from the University of KwaZulu-Natal and is a DPhil candidate at the University of Stellenbosch. He is the Secretary-General of the United Nations Association of South Africa and a Senior Research Associate with the Center for International Political Studies at the University of Pretoria. Cedric’s research focus is on civil-military coordination and the nexus between the political, security, humanitarian and development dimensions of post-confl ict peacebuilding.
DDR alone cannot be expected to restore stability or prevent further confl ict. Therefore DDR must be designed and implemented within a wider security sector- and social/economic reform strategy. What lessons can be learned from earlier DDR/SSR processes?The workshop will address the following:• The objectives of DDR in the context of security sector reform and
national reconciliation• Defi ning the contents of a DDR process and its sustainability • The environment in which DDR could be launched either in the context of
a peace operation and/or a government-run DDR process• The organisational set-up of a DDR process: national ownership and
capacity, participatory planning and implementation, partnerships with local-and international NGO’s, transition from demobilisation to reintegration

ABOUT YOUR WORKSHOP LEADER- Henny J. van der Graaf served in a variety of staff - and command
functions in the Dutch army in the Netherlands and abroad. - 1997: Mission to Mindanao, on demand of the UN, to advise
on practical ways and means for the implementation of the September 1996 peace agreement between the Philippines government and the Moro National Liberation Front (MNLF) in the Mindanao region.
- April/May1998: UN advisor on a reintegration programme of ex-rebels in the Chittagong Hill Tracts in the context of the
implementation of the Peace Agreement between the Government of Bangladesh and the Parbattya Chattagram Jana Samhati Samiti rebel movement.- October 1998: on demand of the UN, investigation of the feasibility of a Development
for Weapons project in Albania ( Gramsh district) - April 1999: Leading an UNDP team evaluating the reintegration progress of the 1996
peace agreement in Mindanao between the Moro National Liberation Front and the Philippine government.

Workshop C: THE IMPORTANCE OF REGIONAL COOPERATION FOR POST CONFLICT STABILISATION AND PEACE BUILDING:
LESSONS TO BE LEARNT FROM THE BALKANS
Regional coordination performs a critical function in peace operations, post confl ict stabilisation and peace building and can be understood as the eff ort to ensure that the peace, security and development dimensions of the peace operation are directed towards a common objective. The workshop will discuss regional cooperation to facilitate liaison and coordination by making use of the lessons learnt from the Balkans. The workshop will explore how regional cooperation can make a positive contribution to the overall peace process.• The workshop will introduce the initiatives regarding regional security
cooperation• It will discuss the importance of a holistic approach to security and reform
of the security sector• It will explore in some detail the inter connections between internal and
external security problems• It will create an opportunity for participants to familiarise themselves with
the challenges and opportunities of regional cooperation• The workshop will explore the strategies for developing regional
cooperation for post confl ict stabilisation • It will create an opportunity to discuss how the positive role of regional
cooperation can potentially play in complex peace building operations• The social and economic consequences of defence reform and defence
conversion• The need for increased cooperation between countries linking security
sector reform to economic growth, social cohesion, regional stability and cross border cooperation will be discussed

ABOUT YOUR WORKSHOP LEADER
Mr Verbeek is a senior Dutch career diplomat with 28 years professional experience, mostly in multilateral diplomacy, both within the Foreign Ministry and during postings in Vienna, Sarajevo and New York. He was also posted as deputy chief of mission in Lagos/Abuja. His professional experience also includes being the Head of European Community Monitoring Mission in BiH in the fi rst half of 1997, where he was in charge of EU Monitoring of the situation in BiH across the board. During his latest diplomatic aboard at the Netherlands Permanent Mission to the UN in New York, he held the rank of Minister Plenipotentiary.
He left New York in September 2001, took sabbatical leave and did a number of special assignments. He has been director of Working Table III on Security Issues since October 2003. Before joining the Foreign Ministry, he studied philosophy, philosophical anthropology, philosophy of science and logic and working at the faculty as a junior lecturer for four years. He has published several articles on international aff airs.
