Labor Market Trends

Non-Farm Wage & Salary Employment Numbers

Non-farm wage and salary employment increased fourth quarter 2010, up 1.5

percent from third quarter 2010 and down 0.3 percent from fourth quarter 2009

(see Table 1 for current data by industry).

Unemployment Rate

4th Qtr: stands at 8 percent; 0.3 percentage points lower than third quarter 2010

and 0.1 percentage point lower than fourth quarter 2009.

Average Hours Worked per Week in Manufacturing

4th Qtr: stands at 42.6; up 3.4 percent from third quarter 2010; up 1.4 percent

from fourth quarter 2009.

Average Hourly Earnings in Manufacturing

4th Qtr: stands at $18.14; up 1 percent from third quarter 2010; down 5.5 percent

from fourth quarter 2009.

Industry News

The construction industry in the Wichita area will benefit from the 2008 USD 259

bond issue, which is expected to release about $250 million into the economy this

year and next. This amount will help counter the decrease in nonresidential

construction that Wichita has experienced during the economic downturn.

The Wichita Boathouse was converted into a home for the Kansas Sports Hall of

Fame. This $600,000 project was completed in the summer of 2010.

The Wichita Fire Department named Conco Construction Corp. the general

contractor for a new fire training center at 31st Street South and Oliver. The base

price for this facility is $3.1 million.

In May, a groundbreaking ceremony began another 2008 Bond Issue project – the

construction of an $8.1 million replacement for the Dodge Literacy Magnet

School. The school is scheduled to open in fall 2011.

In May, Gov. Mark Parkinson signed a bill to establish the 10-year, $8.2 billion

Transportation Works for Kansas program, which is known as T-Works.

According to the Kansas Department of Transportation, the program will create or

sustain 175,000 jobs during the next 10 years and will provide some type of

preservation work on every mile of highway on the state system. Bridge work will

be done statewide, as well.

In August, Key Construction secured five new projects worth a total of $50

million. One project involves $8.2 million worth of renovations to Kansas Air

National Guard buildings at McConnell Air Force Base, and the other projects are

located in Oklahoma, Texas and Louisiana.

Mark Cox, owner of Vintage Construction LLC, broke ground in November for a

$1.7 million project known as the 10th Street Apartments. The apartments are

designed for people with developmental disabilities who are being served by

KETCH.

Construction Activity

4th Qtr: value of new residential construction permits totaled $12.2 million; down

17.5 percent from third quarter 2010; down 28.9 percent from fourth quarter

2009.

4th Qtr: value of new non-residential construction permits totaled $23.2 million;

down 59.5 percent from third quarter 2010; up 121 percent from fourth quarter

2009.

4th Qtr: value of construction permits for remodels, repairs and additions totaled

$70.4 million; down 8.5 percent from third quarter 2010; up 115.4 percent from

fourth quarter 2009.

Employment Numbers

4th Qtr: employment stands at 14,100; down 4.1 percent from third quarter 2010;

down 6.8 percent from fourth quarter 2009.

Industry News

In January, Bombardier Learjet announced 100 employees would be laid off over

a 90-day period; Hawker Beechcraft issued 85 layoff notices; and Boeing issued

seven.

In April, Cessna Aircraft Co. announced it had delivered its first Citation CJ4

aircraft.

Hawker Beechcraft flew its Premier II business jet for the first time on May 15.

The plane has a higher cruising speed, a 20 percent longer range and a larger

payload than the Premier I.

Spartech Plastics will expand its 60,000-square-foot plant by 10,000 square feet

and will hire 18 new employees over the next two years.

Early this year, Cargill planned a $14 million upgrade to its soybean processing

plant in north Wichita, intending to have improvements completed by 2010’s fall

soybean harvest.

Case New Holland LLC began work on a $160 million contract for the U.S.

Army. This 10-year project will supply the Army with 3,400 pieces of

construction equipment and provide more than 140,000 hours of employment.

Spirit AeroSystems reported second quarter 2010 revenues of $1.056 billion,

operating income of $86 million, cash and cash equivalents of $118 million and a

total backlog of approximately $27.2 billion.

Cargill Inc. announced it would build a $14.7 million Cargill Innovation Center in

downtown Wichita. This research and development facility is expected to be

completed in June 2011.

Martin Interconnect Services Inc. has expanded its customer base and has

purchased the former Keystone Automotive building at 1801 S. Mead to

accommodate its growth. The company makes wiring systems and harnesses for

the manufacturing industry.

The Spartanburg, S.C.-based Tindall Corp. plans to purchase about 228 acres in

the Kansas Logistics Park in Newton, Kan., to build a $66 million plant to

manufacture concrete bases for wind turbines. By the end of its third year of

operations, it expects to employ 400 people.

On July 1, Hawker Beechcraft sent out 130 60-day layoff notices.

Spirit AeroSystems workers, represented by the International Association of

Machinists and Aerospace Workers, have a 10-year labor contract. After the

union voted down the 10-year contract in June, the contract went into effect

anyway because the union did not have enough votes for a strike. This is the first

time Wichita has had a labor contract of this duration.

Bombardier Aerospace plans to expand its facility to accommodate Learjet 85

production work in Wichita. Final assembly of the plane will require 600

employees, 300 of whom will be newly hired. The first Learjet 85 is expected to

be delivered in 2013. These plans are backed by $27 million in bond financing

from the state.

Legendary Games Inc., the manufacturer of family games, including the Original

Pocket Farkel game, has moved into an 8,000-square-foot building in downtown

Wichita. This site will house its wholesale office, warehouse, production and

shipping operations.

This summer Cox Machine entered into a seven-year agreement with Spirit

AeroSystems to build aluminum and titanium parts for the Boeing 787

Dreamliner.

TECT Power, which builds turbine engines and aircraft parts, plans to invest $2.7

million to renovate existing space and add machinery at its Wichita plant at 2019

Southwest Blvd. On Sept. 14, Cessna Aircraft Co. offered the International Association of

Machinists and Aerospace Worker’s Local Lodge 774 a new seven-year contract.

Union leaders were unhappy with the contract and encouraged union members to

reject the contract offer and vote to strike on Sept. 18. The union did reject

Cessna’s seven-year contract, but did not have the two-thirds vote required for a

strike. Without the strike vote, members accepted the contract by default.

On September 21, Cessna CEO Jack Pelton announced the need to adjust

production schedules and reduce Cessna’s workforce by 700 employees.

On September 24, Hawker Beechcraft announced that it would lay off 350

salaried employees.

Boeing Wichita was awarded an $11.9 million eight-year contract by the U.S.

Department of Defense to support B-52 weapon system modernization.

The U.S. Air Force awarded a $24.3 million contract to Boeing Wichita for

modifications to the C-130.

On Oct. 8 Cessna Aircraft distributed 700 layoff notices, which represented the

job cuts announced on Sept. 21.

In October, Hawker Beechcraft Corp. announced the launch of a new business jet,

which evolved from the Premier II program. This light jet will be known as the

Hawker 200.

In October, Cessna Aircraft Co. announced plans to build a larger, more advanced

version of the Citation X. First flight of the new business jet is expected in late

2011, with the first delivery in 2013.

In October, 350 salaried employees were laid off from Hawker Beechcraft. Plans

were announced to lay off approximately 800 hourly workers in 2011.

In November, Bombardier Aerospace announced plans to hire 60 engineers for its

Learjet 85 program in Wichita.

In December, Wichita State University established the Center of Innovation and

Enterprise Engagement to help manufacturing companies conceive, develop and

produce new technologies.

In late December, Hawker Beechcraft and state and local officials announced that

an agreement had been made for Hawker to keep 4,000 jobs and most of its

operations in Wichita until at least 2020. In return the company would receive a

$45 million incentive package from state and local government.

Aviation Deliveries

General aviation shipments manufactured worldwide decreased 11.4 percent from

2009 to 2010; however, total billings increased 1.2 percent.

The Boeing Company delivered 462 commercial airplanes in 2010, a decrease of

19 deliveries, or 4 percent from 2009. Fourth quarter, the company delivered 116

commercial airplanes, a 5 percent decrease from fourth quarter 2009. Boeing

received 530 net orders for commercial planes in 2010; and at the end of

December 2010, Boeing’s total contractual backlog of commercial airplanes was

valued at $255.6 billion.

Airbus delivered 510 aircraft in 2010, while total net orders totaled 574 aircraft.

At the end of 2010, Airbus had a backlog of 3,552 aircraft.

Retail Trade

Industry News

Yoder Meats, which already has a west Wichita presence, will open a second

store in the former YB Meats space in Normandie Center at Central and

Woodlawn.

In 2009, the Suzuki of Wichita dealership on east Kellogg sold 1,215 new

Suzukis, the largest number for any Suzuki dealership in the nation.

Menards, a Wisconsin-based home improvement chain, is building two stores in

Wichita, one on the east and the other on the west side of town.

Two Wal-Mart Neighborhood Markets are planned for west Wichita and are

expected to open in 2012. These smaller markets will carry about 20 percent of

the number of items found in Wal-Mart Supercenters.

The Nomar International Market on 21st Street between Broadway and North

Market opened on June 25. As part of the redevelopment and revitalization of the

Nomar community, this open air market features vendors selling goods from a

variety of cultures.

The former Pep Boys Auto building on East Kellogg will become the location of a

second Bosley’s Tire & Wheel Superstore. The first Bosley’s store at Broadway

and MacArthur will be remodeled.

Sephora, an international beauty supplier owned by Louis Vuitton Moet Hennessy

in Paris, will move into Bradley Fair in the spring. Sephora has its own private

label of products and carries more than 200 other brands of skin and hair care

products, bath and body products, makeup and fragrances.

down 1.7 percent from fourth quarter 2009.

Taxable Retail Sales

3rd Qtr 2010: nominal taxable retail sales stand at $2 billion; down 2.7 percent

from second quarter 2010; down 3.3 percent from third quarter 2009.

3rd Qtr 2010: real taxable retail sales stand at $909.8 million; down 2.8 percent

from second quarter 2010; down 4.4 percent from third quarter 2009.

3rd Qtr 2010: nominal tax collections stand at $125.1 million; up 15.6 percent

from second quarter 2010; up 15 percent from third quarter 2009.

Industry News

Delta Airlines started new nonstop service from Wichita to Detroit on May 1. It

will add a second daily flight beginning June 1. In addition, the airline added a

third daily flight to Memphis on May 1 and will add a third daily flight to

Minneapolis starting June 10.

A new FedEx Freight distribution center is being built in the Skyway Industrial

Park at 3560 S. Maize Road. The facility will include a 68,000-square-foot, 96-

door distribution center and a 10,000-square-foot maintenance facility.

Fourth quarter, Integrated Freight Corp. purchased the Wichita-based Bruenger

Trucking Co. and its subsidiary, M. Bruenger & Co., for $11 million.

In December, Westar Energy, Inc. announced it would add 369 megawatts of

wind energy, from Kansas wind farms, to its renewable energy resource portfolio.

Coventry Health Care completed its acquisition of Preferred Health Systems, a

subsidiary of Via Christi Health.

J.P. Weigand & Sons Inc. reported an 18.9 percent market share for residential

sales volume, which positions the company as the top-selling residential

brokerage in Wichita.

The Bank of America call center on East 47th Street South, which employs 310

people, will close in July.

In November, the Sedgwick County Commission voted affirmatively to rezone

216 acres near West 31st Street South and 119th Street West as an industrial park.

FlightSafety International and Hawker Beechcraft teamed up to build the 44,000-

square-foot FlightSafety International Hawker Beechcraft Maintenance Learning

Center on north Greenwich Road.

Larksfield Place is building an 88,000-square-foot assisted living facility on the

west side of Rock Road, south of 29th Street North.

This summer, Via Christi Health began construction on a $9 million surgical

cancer institute, which will occupy 40,700 square feet on the seventh floor of the

St. Francis Street hospital in Wichita.

On June 14, Wesley Medical Center began construction of a $4.5 million

endoscopy unit on the second floor of Building 4. This unit will allow the hospital

to increase the volume of its current procedures, as well as add new services to the

Wichita area.

On August 11, the new Via Christi Hospital near 21st Street North and 151st

Street West opened its doors to the public.

A ribbon cutting ceremony was held at the new National Center for Aviation

Training on Oct. 27. The $52 million facility opened for classes in August. The University of Kansas School of Medicine will expand its Wichita and Salina

schools from two-year to four-year programs.

Via Christi Health announced in November that it had purchased the Wichita

Clinic PA.

In December, the parent company of Wesley Medical Center announced its

intentions to purchase the Galichia Heart Hospital. The deal is expected to be

finalized in first quarter 2011.

Industry News

Panda Express, a national restaurant chain specializing in Chinese food, is

planning to expand into the Wichita market with four to six restaurants in the next

two to three years.

The new INTRUST bank arena opened its doors to the public on Jan. 2, 2010.

First quarter the arena held 17 performances, for a total attendance of 85,660.

Gross ticket sales equaled $3,598,961, and net building income equaled $973,878.

Construction has begun on a new IMAX theatre at the Warren Theatres at 21st

and Tyler. This $7.2 million project also includes an upgrade to the 17 existing

auditoriums.

Drury Southwest Inc., owner of the Broadview Hotel, has closed the facility for a

$20 million renovation.

A $2.5 million Holiday Inn Express Hotel will be built in Maize, Kan. The 73-

room hotel is expected to open in April 2011.

A new stadium complex is planned for El Dorado, Kan. The complex will serve

as the home football field for Butler Community College and El Dorado public

schools, as well as a venue for concerts and other community activities.

Construction is expected to begin in 2011.

In late September, the Wichita Country Club hosted the 2010 United States Golf

Association Women’s Mid-Amateur Championship. This was the club’s first

USGA championship event in 40 years.

A new 601-seat IMAX theater opened at the 21st Street Warren Theatre complex

on Dec. 17.

The American Association of Independent Baseball named the Wichita Wingnuts

the 2010 Organization of the Year.

A new hamburger and fries restaurant, known as Five Guys, opened Nov. 15 near

29th Street North and Rock Road.

In a December vote, the state casino review board voted in favor of Peninsula

Gaming’s proposal to build its Kansas Star casino near Mulvane.

In March, the U.S. Postal Service submitted a cost-cutting proposal that could

eliminate Saturday mail delivery to homes and businesses and cut the equivalent

of 49,000 full- and part-time jobs.

In June, the draft of a 20-year master downtown development plan was presented

to more than 350 people by Goody Clancy, the consultants hired by the city of

Wichita to develop this plan. The presentation was followed by a number of

community meetings in July to gather additional input toward the process of

finalizing the plan in September. On Sept. 28, city officials held an open house to

present downtown revitalization plans to Wichita residents and a few developers.

Over the first 12 to 18 months, the plan will focus on retail, entertainment and

housing growth along the Douglas corridor, Union Station and the Naftzger Park

area, the Commerce Street arts district and the St. Francis corridor.

On July 1, the Kansas state sales tax rate increased 1 percent, bringing the

Sedgwick County sales tax rate to 7.3 percent. This increase will be used to help

close a $400 million deficit in the state budget. After three years, 0.6 percent of

the tax will be retired, while the other 0.4 percent will remain to fund road

projects.
