the United States Educational SystemThe higher education system in the United States includes:

Community Colleges (also known as technical or junior colleges) that offer the first two years of a university degree at lower tuition costs and focus on student learning. Students can earn an Associate of Arts (A.A.) or Associate of Science (A.S.) degree.

Four-year Colleges and Universities that offer bachelor's, master's and doctoral degrees. Most four-year institutions will accept course credits earned by community college students.

An associate degree allows students to transfer into a four-year college or university as a third-year student. Upon completing another two years of study, students can earn a Bachelor of Arts (B.A.) or Bachelor of Science (B.S.) degree.

Grade Point Average (GPA)

Students in the American educational

system are evaluated by their grade point average (GPA).

Grades are assigned as letters (A,B,C,D,F) as well as in a number scale (4.0 – 0.0), with A and 4.0 being the best.

Community college students transferring

to four-year colleges or universities are required to

meet the GPA requirements of the institution where they

plan to transfer.

A GPA is the average of grades on the number scale

during a quarter, semester, or cumulatively.

1. existing Transfer agreementsOver 2,000 of the most well known universities and 4-year col-leges in the United States such as USC, UC Berkeley and New York University, already have transfer agreements with 2 year community colleges. Transfer Agreements define how commu-nity college courses satisfy the degree requirements at a 4-year college or university. Transfer agreements simplify a students transition into 4-year colleges and universities which is why every year thousands of international students earn Bachelors degrees, Masters degrees and PhDs by first attending commu-nity colleges.

2. lower Tuition CostInternational students can save almost 50% on tuition cost for their first 2 years of a full university education. Average annual tuition fee for international students 2-year Community College $5,000 to $9,000 State University $12,000 to $28,000

Private University $30,000 to $45,000 4-year Colleges $20,000 to $40,000

3. Flexible ToeFl/IelTs Test score requirements means easy entryMany U.S. community colleges accept lower scores for the Test of English as a Foreign Language (TOEFL) and/or International English Language Testing System (IELTS). Some colleges com-pletely waive English proficiency requirements, instead guiding students through excellent Intensive English Programs (IEP) and English as Second Language courses (ESL).

4. World-Class International student serviceCommunity College Academic Advisors for International Students provide detailed, step-by-step assistance in academic advising, career planning, counseling, study skills and tutoring, ensuring international students reach their degree goals.

5. Work experience - optional Practical Training (oPT)You can gain a full year of paid, practical, relevant work experi-ence in your field of study by completing 2 years at a commu-

nity college and earning an Associate degree. The OPT program makes it happen! OPT makes your resume, and you, highly valued when competing for jobs here or in your home country.

6. Immerse Yourself Into The american lifeWould you like to surf? Or maybe explore Hollywood? Learn oil panting? Or go to a Dodgers Game? Through Community col-leges you can participate in a wide range of cultural, recreational and social activities - art exhibits, concerts, educational field trips, multi-cultural occasions, sport events, theatrical performances and student organization.

7. Greater Focus on Teaching - Greater education For YouYou’ll see the benefit right away. Professors at community col-leges focus on teaching so you’ll receive more personalized and one on one attention. They have extensive experience in their field of study, travelled and/or studied outside the U.S. and pro-vide a real life perspective.

8. smaller, lively Class sizesInternational students enjoy smaller class size where it’s easy to ask questions and have lively discussions with professors and students. Grasping concepts becomes easier, and you’ll gain new friends and lasting relationships.

9. Hands-on Use of The latest TechnologiesCommunity Colleges are tightly networked with technology-based business and industry. Therefore they use the hottest, state-of-the-art technologies in cutting-edge fields, such as biomedical engineering, biotechnology, Internet and computer technologies, geographic information systems, and so many more.

10. a Full Catalogue of Degree PreparationCommunity colleges offer English programs, Certificate Pro-grams, the 2+2 Program, and a complete range of degree pro-grams, such as; Business and Management, Engineering, Physical and Life Science, Math and Computer Science, Social Sciences, Fine and Applied Arts and Multimedia.

The 2+2 Path“2+2” is a process in which students complete two years of education at a community college and then transfer to a four-year college or university to obtain a bachelor’s degree.

for a smooth and efficient 2+2 transfer process.

Many community colleges have transfer agreements with public and private four-year institutions. These transfer partnerships help students make smooth transitions into four-year institutions.

Students that transfer to four-year universities should be aware that universities and colleges differ widely in courses they accept for transfer as well as GPA requirements. It is important to understand each institution’s respective transfer policies.

2+2 is successful if the transfer path and requirements of universities are followed. Otherwise, it will take longer than 4 years to obtain a Bachelor’s degree.

state UniversitiesState universities offer both bachelor’s

and master’s degrees, as well as some

doctorate degree programs. These

institutions are part of the U.S. public

education system and receive funding

from the state in which they reside.

Tuition costs are generally lower than

those of private universities.

Tuition fees on the average range: $12,000 to $28,000

Examples: California State University System, State University of New York, University of California System or State University of Florida

Private UniversitiesPrivate universities provide both

undergraduate and graduate

programs with a significant focus on master’s and doctoral programs. Funding support comes from tuition, investments and private donors, not from the state. Tuition fees tend to be higher at private universities than at state universities, but are the same price for both U.S. residents and international students.

Tuition fees on the average range: $30,000 - $45,000

Examples: Duke, Harvard, Stanford, USC or Yale

4-Year CollegesThese institutions are predominantly private (without state funding) and provide students with the opportunity to earn a bachelor’s degree with a liberal arts focus. Tuition fees are the same for both U.S. residents and international students.

Tuition fees on the average range: $20,000 - $40,000

Examples: Boston College, Claremont Colleges, Cooper Union, Harvey Mudd, Oberlin and Tuskegee.

Community CollegesOver 1,200 community colleges in the U.S. provide the first two years of a four-year college or university education leading to an associate degree. Community college courses are transferable toward a bachelor’s degree at more than 2,000 4-year colleges or universities in the United States. Students can save $15,000 to $37,000 in tuition costs by going to a community college first.

Tuition fees on the average range: $5,000 to $9,000

Transfer Agreements

It is the student’s responsibility to meet with an academic advisor to ensure that all transfer agreement requirements are met.

Transfer agreements and requirements are unique to and vary between institutions.

Terminology for transfer agreements may vary from state to state.

Transfer agreements (or articulation agreements) are formal agreements between a two-year institution

and a four-year institution. They define how courses taken at a community college can be used to satisfy the

subject matter requirements at a four-year college or university.

For Example:

California uses the term “Articulation Agreement.”

virginia uses the term “Guaranteed Transfer.”

Washington State uses the term “Direct Transfer” in reference to transfer agreements.

Although the terminology can be different, the process is generally the same.

Advice for Transfer Students

maintain focus. Losing sight of goals may

prolong the academic process.

Get involved and make friends. This is one of the

best ways to have a smooth and stress-free transition into a

new institution.

Utilize the help of academic advisors and any

materials provided to assist in the transfer process.

make sure to start at a regionally-

accredited community college and

transfer to a regionally-accredited

university.

Be mindful of deadlines. A

missed deadline will prolong the

transfer process and length of time at

a community college or university.

Be aware of housing options and scholarship opportunities that

the university offers before deciding

where to transfer.

Do research! Make sure you are familiar with all aspects of the institution to

which you are transferring.

make academic success the highest priority to fulfill transfer goals. Study hard to ensure GPA

requirements are being met.

Page 15: 2plus2 Guide Book

12 www.2plus2.org www.2plus2.org 1312 www.2plus2.org

Transfer institutions should

be identified based on factors

such as cost, location, size, services, and

academics.

University applications should

be submitted in a thorough and prompt manner.

A four-year transfer guide will help the student

to select courses needed to

complete the transfer to the

selected institution.

Once admitted, housing and

scholarships applications

need to be completed.

Upon arrival, students should

meet with academic advisors at their new

institution.

Students should be mindful of academic

calendars and deadlines

for potential institutions.

New student orientation sessions should be

attended to familiarize

students with their new

institutions.

It is important to set goals and

make decisions early in the

academic process in order to

transfer and graduate quickly and efficiently.

Intent to transfer should be

declared after earning the first 15 credits.

A major should be declared

at the mid-point of the community college program and possible

transfer universities identified.
