    their study after 7 years at school and 2 more yearsat college (900 hours)

    2. Self study and LLL need cultivation

    3. Classrooms are over crowded (45 or 50 sts/class)

    4. Teaching & learning are geared toward exams withmain focus on vocabulary, grammar and translation

    5. Teachers need further training in languageproficiency and methodologies

    6. Teachers salary is low, especially for English teachers7. Digital gap exist between rural and urban areas

    Decision 1400/Q-TTg dated 30 September, 2008 of the Prime Ministeron the Approval of the Project entitled Teaching and Learning ForeignLanguages in the National Education System, Period 2008-2020

    Goal:

    ... by 2020 most Vietnamese students

    graduating from secondary, vocationalschools, colleges and universities will be ableto use a foreign language confidently in theirdaily communication, their study and work inan integrated, multi-cultural and multi-lingual

    environment, making foreign languages acomparative advantage of development forVietnamese people in the cause ofindustrialization and modernization for thecountry.

    1. Establish language proficiency frameworkcompatible with CEFR (6 levels)

    2. BeginEnglish at Grade 33. Students at Primary: A1, lower secondary: A2,
