Philippine Statistics Authority (PSA) has always been aiming for the best; to deliver its service with integrity, transparency, and adaptability. In its fifth year in 2018 with the theme “Happy PSA, Healthy PSA”, which promotes work-life balance, we strived and continued to perform our mandate as the primary statistical arm of the government while we nurture the body, mind, heart, and spirit of our people, the greatest asset of our organization.
Year 2018 is marked as a year when the PSA nourished holistically its human resource. It equipped its people with learning and development opportunities to enrich their career and also their personal lives with knowledge and skills. Various trainings in statistical, administrative, managerial, leadership and psychological were given to many of the personnel. The office has become very encouraging to its people to engage in the socio-civic endeavors that further strengthen the social responsibility of the organization.
With all of those capacity building activities, the men and women of our organization became ready to face the challenges of the demands of our job. We are more engaged because we are confident that we all could keep up with inno-vations.
As an institution, our pursuit for the continual improvement of the quality management system despite all the hard work and challenges has been a success. Passing the re-certification of ISO 9001:2015 concluded last 7 December 2018, as a result of the Third-Party Audit conducted by TUV Rheinland last 23 November 2018, was one of the testaments of our unfailing dedication and commitment to strive for the best in bringing its service to the public.
At this point, in behalf of the people who invested their time and effort with dedication, determination and inspiration in carrying out the mandates of the institution, it is my pleasure to present the 2018 Annual Report of PSA-Albay. This encapsulates the accomplishments of the provincial office in 2018 encompassing civil registration, financial service, administrative service, human resource service, information dissemination, and partnership and linkages.
As we go aboard 2019, PSA will incorporate more innova-tion in its operation; thus, we are confident that PSA-Albay is prepared to take a leap on the next challenging phase.

PSA-Albay gives its utmost service every year. We strive for the best to supplement the needs of our clients and stakeholders. With such, the provincial office received recognitions because of the efforts made in 2018 and we humbly pre-sent these to you:
• ISO 9001:2015 recertified, officially announced in Manila on 23 November 2018;
• 2nd Place in Region V; and • Top Performer of Region V in Partnership and Linkages. These achievements were made possible with the team work and dedication of PSA-Albay.
Awards and Recognitions

PSA Albay maintained its ISO 9001:2015 certification in 2018. Being one of the surveillance sites for the 2018 Third Party Audit conducted by TUV Rheinland, the provincial office successfully passed the review and assessment of the implementation of Quality Management System (QMS) which included documentation, process effectiveness, and continual improvement. Ms. Jean Laguitao of TUV Rheinland conducted the audit last 20 November 2018. She also looked into the key processes such as management review, internal audit, corrective actions and other standard mandatory requirement.
In 2017, PSA Albay took part in the organization-wide quest for ISO 2015:9001 certification. It would be noted that the provincial office was one of the five provincial offices, including five regional offices which were the pilot offices/sites for the said endeavor.
Since then, PSA Albay has lived its way towards quality management system. To maintain the certification, the provincial office headed by the Chief Statistical Specialist, Ms. Cecil G. Brondial, achieved the following accomplishments:

On 31 January 2018, PSA-Albay convened an Orientation on Procurement
Process at the Conference Room of the provincial office to echo the new
procurement process as presented during the 2018 RBAC Consultative Meeting. It
was also the month when PSA-Albay warmly welcomed its first ever Senior High
School OJTs who had their Work Immersion for 10 days. On the other hand, the
provincial office made use of various means such as publications, radio programs, and
TV plugs to extend its public service and disseminate accurate information on
statistics and civil registration. Indeed, the provincial office made the month so
informational in which both personnel, the clients and stakeholders benefited from
the updates.

FEBRUARY
PSA-Albay highly emphasized the vital role of Civil Registration to its clients and stakeholders during the celebration of 2018 Civil Registration month with the theme, “#napapanahong CRVS”. With the initiative of the provincial office in coordination with Local Government Units (LGUs), various programs and activities were organized, co-organized, and even participated in by the provincial office to give awareness on civil registration services. As a summary, the provincial office participated in the following activities: seven (7) Mobile Registrations; 12 symposia/fora (all of which were attended by selected PSA personnel and some of them served as Resource Speaker/s); two (2) Civil Registration Quiz; two (2) CR-related trainings, and one (1) poster making contest.

In celebration of Women’s Month, the
provincial office organized a gift-giving activity
to The Haven for Women and Girls in Nasisi,
Ligao City on 23 March 2019. Learning and
interactive materials such as books, board
games, and sports materials were turned over
to the institution for the girls residing in the
substitute home care. On the other hand,
Basic Techniques on Self-defense for Women,
was organized for PSA personnel of the
provincial office on 12 March 2018. Both male
and female employees joined in the activity
and were taught with the basic techniques in
Aikido, a modern Japanese martial art that
requires less force and effort to defend
oneself from any heinous act/crime. In
addition, the month paved way for the office
to conduct Basic First Aid and Rescue Training,
conducted by BFP personnel on the same
day. This gave knowledge on first aid
management and basic life support to the
participants.
MARCH
APRIL A two-day training dubbed as “Death Registration and ANACONDA Training for Health Workers and LCRO Staff” was organized by PSA-Albay at Casa Lorenzo, Daraga, Albay on 12– 13 April 2019. Presented in the training were the Highlights of the Result of the Quality Assessment of Causes of Death Data of Albay in 2015 and overview of the PhilCRIS system. About 45 participants from the LCRO staff, medical professionals, and medical clerks attended in the said training. On 30 April 2018, the provincial office widely disseminated the 2015 ASPBI survey result during the 2017 Annual Survey on Philippine Business and Industry (ASPBI) and 2017 Survey on Information and Communication Technology (SICT) Respondent’s Forum at La Piazza Hotel and Convention Center, Legazpi City. Brief background and objectives of the survey were presented together with the result of the 2015 ASPBI. A total of 46 participated in the said forum.

PSA-Albay actively participated in the celebration of Philippine Environment Month with the theme “Beat Plastic Pollution through ME (Management and Engagement)”. The activity dubbed as Fun Run for Earth “Running for our Lives, Running for the Earth,” was held at Legazpi Boulevard, Puro, Legazpi City, on 05 June 2018. On 12 June 2018, there was a Civic Military Parade from Vel-Am or Subdivision, Legazpi City to Peñaranda Park, Legazpi City which was participated by the PSA-Albay together with the other agencies and participants to cele-brate the 120th Independence Day and the 59th Legazpi City Charter Day.

AUGUST
On 23 July 2018, PSA Albay organized a forum for PWD entitled “Information
Dissemination and Forum on Civil Registration for PWD” at Fishermen of Christ Learning
Center, Batang, Ligao City. Forty-four (44) students together with the faculty attended the
forum and were given a lecture on overview of civil registration and presentation of the
highlights of the 2015 POPCEN Results which includes Population of Bicol Region and
Population of Albay.
Two trainings on a single day were organized by the office on 07 August 2018 for its personnel. Gender and Development (GAD) Training was conducted in the morning while Basic Occupational Safety and Health (BOSH) Training in the afternoon. The former gave the participants deeper understanding on GAD concepts while the latter promoted responsive health system in attaining health, safety and well-being of workers in the working environment. Abareta served as lecturers, respectively. On 29 August 2018, (4) newly appointed and promoted personnel of Albay took oath of service at PSA RSSO Conference Room, Legazpi City, together with the other thirteen (13) newly appointed and promoted personnel throughout Bicol region. Meanwhile, the provincial office participated in the motorcade in celebration of the feast of St. Gregory the Great on 28 August 2018 .

On 12 September 2019, the Philippine Statistics Authority happily celebrated its 5th Year Anniversary with the theme, “Healthy PSA, Happy PSA”. In the morning, the provincial office organized a Coastal Clean-up Drive in Puro, Legazpi City and then attended a Thanksgiving Mass at Albay Cathedral and in the afternoon, conducted a PSA Quiz for its personnel. In addition, PSA-Albay organized two trainings for the month CRVS 101- Training on the Basic Civil Registration and Vital Statistics Concepts and Procedures (Modules 1 to 4) at A and A Bed and Breakfast Inn, Legazpi City, on 21 September 2019, and Responsible Parenthood and Family Planning at PSA-Albay Conference Room on 20 September 2018.
SEPTEMBER

OCTOBER In celebration of the 29th National Statistics Month (NSM) with the theme, “Exploring Philippine Wonders in Numbers toward Sustainable Tourism Development”, PSA-Albay organized/ co-organized/ participated in various activities in coordination with the LGUs and other institutions. These activities include, the following 12 symposia, one (1) mobile registration, tree planting, feeding program, gift-giving, and information dissemination forum. In addition, the provincial office organized an echo-training entitled, “Lecture on Data Presentation Using MS Excel and Basics on Estimation and Forecasting” for its personnel on 26 October 2018.

Before the year came to end, PSA-Albay conducted its 2019 Provincial Planning Workshop (PPW) on 14- 15 December 2018 at Coastal View Beach Resort, Sto Domingo, Albay. The PSA-Albay’s PW Form 1 (Major Accomplishments) for the 2nd semester of 2018 and PW Form 2 (Work Program) for 2019 were discussed and accomplished during the activity. Thus, on 19-21 December 2018, the provincial office attended in the Regional Planning Workshop (RPW) at Hotel St. Ellis, Legazpi City. A Training on Basic Life Support and Emergency First Aid was organized at PSA-Albay Conference Room, Legazpi City on 28 December 2018. Participants were presented with guidelines of CPR for Lay Rescuers Through demonstration and execution of prop-er evacuation lifts and carries, and proper first-aid bandaging of fractures, burns, and open wounds were also given during the training.

Household-based Survey
The PSA continually conducts the Labor force Survey to provide a quantitative framework for the preparation of plans and formulation of policies affecting the labor market. This survey is conducted every quarter nationwide to gather data on demographic and socio-economic characteristics of the population.

For the province of Albay, a total of 3,121 samples
were covered for enumeration for the four quarters
of year 2018. The highest response rate recorded
was on July round with 98.45% followed by October
round (98.35%) while in its lowest during the
January 2018 round at 96.78%.
The FIES is the main source of data on family income and expenditure in the Philippines.
The 2018 FIES is the 18th survey conducted from the time it started in 1957.

Household-based Survey
The 2018 Family Income and Expenditure Survey (FIES) marked the history to cover a total of 16 replicates for the first time to gather data on family income and expenditure. Thus, the province of Albay had a total workload of 1,786 households. This survey was conducted in the month of July 2018 until the first week of August 2018 in Albay. Of the total workload for Albay, 1,486 are eligible respondents with response rate of
98.45 percent. Five team supervisors and 56 statistical researchers were hired for this operation
to augment the total workforce requirement for the survey operation.
The 2018 Survey of Overseas Filipinos (SOF) was also conducted as a rider-survey in the conduct of October 2018 Labor Force Survey (LFS). Information on the Filipinos who left abroad during the period October 2013 to September 2018 were gathered to provide data on overseas Filipinos particularly the OCWs and their contribution to the economy.

CONSUMER EXPECTATION SURVEY (CES)
In collaboration with the Bangko Sentral ng Pilipinas (BSP), the Consumer Expectation Survey is conducted every quarter. It is designed to gather inputs on the consumer’s assessment of their family income, financial situation, and the economic condition of the country. In Albay, 48 sample households were
interviewed every quarter by one hired
statistical researcher. The average response
rate for the year was posted at 95%.

National Migration Survey (NMS)
Household-based Survey
The National Migration Survey is the first survey on migration in the Philippines. It aims to provide information on the mobility of the population in order to assist policymakers and pro-gram managers in evaluating and designing strategies for improving services and assistance to people going abroad or moving within the country. The field operation was conducted by hired statistical researchers of University of the Philippines System (UP System) through the University of the Philippines Population Institute (UPPI). The PSA provincial offices assisted the field operation by coordinating with Local Government Units to facilitate the conduct of survey in sample barangays. The survey commended on 28 May 2018. The FIs used a Computer Assisted Personal Interviewing (CAPI) data collection. A total of 384 sample households from 26 enumeration areas/barangays in the province was covered by the survey.

The Farm Prices Survey (FPS) is a nationwide household-based survey designed to gather data on prices received by farmers for their produce and prices paid for the pesticides they used in their farms. It is a quarterly survey conducted during the months of January, April, July, and October. In Albay, 1,704 sample households were
interviewed. The highest response rate recorded
was 94.83% during the April round, while the
lowest was during the October round at 82.07%.

PALAY AND CORN STOCK SURVEY (PCSS) I
The Palay and Corn Stocks Survey (PCSS1) is designed to generate estimates of the current stock of rice and corn in farm and non-farm households. It is conducted monthly during the first four days of the month using the first day of the month as the reference period. It uses one replicate of the Palay and Corn Production Survey samples where the
barangay is the primary sampling unit (PSU) and the household as the secondary sampling unit
(SSU). The information being collected are the palay, rice, corn grain, and corn grits stocks held
in the households as of 6:00 in the morning of the first day of the month. The estimates of rice
and corn stocks, palay and corn grits are converted into rice and corn grain equivalents,
respectively.

In Albay, there were 10 palay and corn farming barangays visited for the field operations. A total of 160 farming households and 100 non farming households were interviewed. In 2018, the highest response rate was
recorded in February with 100% while the lowest
was 96.15% which was registered in January.

In 2018, Albay’s palay stock totaled to 118,722. 2748 metric tons. During the month of May, 15.6293 metric tons of palay was recorded to be the available stock in Albay, the highest among the 12 months in year 2018. On the other hand, March had the least number of palay stocks with 4.9282 metric tons.

Household-based Survey
Corn stock in 2018, was noted to reach 126.67.37 metric tons. The highest corn stock of 73.0656 metric tons was posted in October 2018. However, the months of February, March, April, and September had no recorded corn stocks.
PALAY AND CORN PRODUCTION SURVEY (PCPS)
One of the major agricultural surveys conducted regularly by PSA is the Palay Production Survey (PPS). It is aimed to generate estimates and forecast on palay production, area, yield and other production-related data that serve as inputs for policy making and programs on palay/rice. Together with the survey is the module for corn production which is called Corn Production Survey (CPS), and together they comprised the Palay and Corn Production Survey (PCPS). The PPS and CPS are conducted simultaneously every quarter. Field personnel involved in the survey covered and interviewed 20 palay barangays or 204 sample households and 20 corn barangay or 172 sample households every quarter. In 2018, the highest response rate was 99.42% which was registered on the first
quarter while the lowest with 97.45% was during the second quarter.

Household-based Survey
Figure 3 shows the production of palay and corn in Albay for 2018. For palay production, first quarter of 2018 recorded 42,475 metric tons which increased to 61,597 metric tons in the next quarter. This translated to 45.02% increase. The production dropped by the 3rd quarter of about 36.06% or 21,212 metric tons. Towards the end of the year, in the 4th quarter, palay production once again rose to 62,562 metric tons with 58.85% increase rate. Corn production, on the other hand, also posted the same trend as that of palay
production. With 7,062 metric tons of palay during the first quarter, it went up to 26,917
metric tons which was about 281.15% increase. Corn production slumped by third quarter
with 7,623 metric tons and gradually increased by the fourth quarter with 10,293 metric tons.
MONTHLY PALAY AND CORN SITUATION REPORTING SYSTEM
(MPCSRS)
The Monthly Palay and Corn Situation Reporting System (MPCSRS) is a monitoring
activity conducted monthly in between Palay and Corn Production Survey (PCPS) rounds to
provide updated on production and harvest area forecasts of palay and corn. It is undertaken
in February, March, May, June, August, September, and November. In Albay, 160 households
from 10 palay farming and 10 corn farming barangays were sampled every round of the
activity.

CROPS PRODUCTION SURVEY (CRPS)
Household-based Survey
The Crops Production Survey (CrPS) is a quarterly survey undertaken on the last ten days of the reference quarter. The survey is aimed at generating basic production statistics for crops other than palay and corn such as area, number of bearing trees for fruits, vegetables and root crops, non-food/commercial, and industrial crops. For the province of Albay, a total of 121 crops were included in the list produced available in the province . It targets the five producing municipalities, 25 farmers-producers and five large farms/plantations per crop. Forty-nine (49) vegetables, thirty (30) fruits, and thirty-nine Non-food and Industrial Crops were covered in 2018.

BACKYARD LIVESTOCK AND POULTRY SURVEY (BLPS)
The Backyard Livestock and Poultry Survey (BLPS) is a survey that is designed to produce data on the supply and disposition of livestock and poultry commodities from backyard farms. A total of 260 sample households with 160 farming and 100 non-farming households were covered in Albay every round of the survey. For all the quarters of the year 2018, 100% of the sample households were interviewed thereby generating 100% response rate. BLPS data collection for swine and chicken is conducted quarterly, while for carabao,
goat, duck, and other animals/birds data collection is done semi-annually. It is conducted on
the first 10 days of the month after the reference quarter.

QUARTERLY INLAND FISHERIES SURVEY (QIFS)
Household-based Survey
The Quarterly Inland Fisheries Survey (QIFS) is carried out to come with data on volume and value of species caught from rivers, lakes, swamps, creeks, dams, reservoirs, and other bodies of water. They are gathered from household where there is one or more household members is or are engaged in inland fishing. Conducted quarterly during the third week of March, June, September, and November, the province’s workload in 2018 was composed of one sample barangay with 10 respondents.
QUARTERLY MUNICIPAL FISHERIES SURVEY (QMFS)
The Quarterly Municipal Fisheries Survey (QMFS) is conducted simultaneous with all
other fisheries related surveys. It is designed to gather information from fishing operation
carried out with or without coat or the use of boat of three gross tons or less. In Albay, 10
sample barangays were part of the survey and each has 10 respondents. A total of 100
respondents was interviewed every survey visit.
AGRICULTURAL WAGE RATE SURVEY (AWRS)
The Agricultural Labor Survey (ALS) is a semi-annual household-based survey which generates estimates of the daily wage rates of workers in agriculture, particularly in palay, corn, coconut and sugarcane farms. In Albay, the survey was administered to 110household which covered the number of
samples for the two rounds of ALS. A response rate of 100% was recorded for the first two
visits. Four Statistical Researchers were hired for 1st round and three for the second round.

provide information on levels, structure,
performance and trends of the economic
activities of the formal sector in the entire
country. The results of the survey is being used
in: constructing the national and regional
accounts of the Philippine economy;
formulating and monitoring plans/policies in
the attainment of the national and regional
economic goals; determining and comparing
regional growth performances; analyzing the
performance and contribution of the Micro
Small Medium Enterprise (MSME) to the total
economy; conducting market research and
feasibility study among others; and updating
the frame of the establishments.
Prior to the conduct of the survey, the 2017 ASPBI and SICT Respondent’s Forum was held in La Piazza Hotel and Convention Center on 30 April 2018. It was participated in by 30 respondents from the different economic sectors. For this survey round, the province had a total workload of 260 establishments. As of 31
December 2018, there were 242 questionnaires collected or 93.1 percent of the total workload.
All the collected questionnaires were manually and machined processed before its transmittal
to the central office.
2017 SURVEY ON INFORMATION AND COMMUNICATION
TECHNOLOGY (SICT)
The 2017 SICT is the seventh 7th in the series of survey conducted as a rider to the 2017
ASPBI. The data gathered from the SICT are very useful in measuring the progress
country’s information and communication technology. Some indicators which can be generated
from the survey includes: proportions of establishment using computers; employees using
computers; establishment with internet connections; employees using internet at work;
establishment with Web presence; establishments with intranet; establishments placing and
receiving orders over the internet; establishments using the internet by type of access and
activity; establishment with local area network (LAN) and Extranet; and establishments on
method of disposal of ICT equipment.
The province had a total of 69 sample establishments. It attained 81.2 percent collection
as of the end of December 2018. Like the ASPBI, collected questionnaire were manually and
machine processed prior to its transmittal to central office.

2018 MONTHLY INTERGRATED SURVEY OF
SELECTED INSDUSTRIES (MISSI)
The MISSI generates and disseminate industrial indices derived from the value of pro-duction and net sales. It aims to provide planners and policy makers, both in the government and private sector, the timely flash indicators on the performance of growth-oriented industries in the manufacturing sector. The survey gathers monthly data on employment, compensation, production, net sales, inventories and capacity utilization. In 2018, the total workload of the province was four (4) establishments monthly. Col-
lected data were processed manually and encoded before submission of monthly datafiles to
the central office within 30 days after the reference month.
2018 PRODUCER PRICE SURVEY (PPS)
The PPS collects monthly producer’s prices of key commodities in the manufacturing sector. The results of the survey are used in the computation of Producer Price Index (PPI) which is used as deflator of the monthly MISSI to derive indices for volume of production and volume of net sales and national account estimation of production in the manufacturing sector. The samples for the PPS were the same and conducted monthly with the MISSI. Data processing was also done prior to the submission of data files to the central office.

The QSPBI is a quarterly survey which gathers data on revenue, employment and com-pensation from establishments with Total Employment (TE) of 20 and over. It aims to provide information on trends and economic performance for all sectors except for agriculture, forestry and fishing. More specifically, the quarterly data were used as inputs in the estimation of the Quarterly National Accounts and in the construction of the Quarterly Economic Indices (QEI). A total of 226 sample establishment comprised the workload of the province for the 4th
quarter of 2017 to 3rd quarter of 2018. A response rate of 94.6 percent was recorded for all the
quarterly survey conducted within the year 2018, as shown in Table 10.

SURVEY OF RETAIL PRICES OF COMMODITIES /SERVICES
FOR THE GENERATION OF CONSUMER PRICE INDEX (CPI)
The CPI is used as an indicator of the change in the average prices of a fixed basket of goods and services commonly purchased by an average Filipino household for their daily consumption relative to a base-year. In addition, it is also used to compute for the inflation rate and purchasing power of the peso (PPP). The inflation rate shows the changes in the CPI. On the other hand, PPP indicates how much is the Philippine peso is worth in a given period relative to tits value in base period. In order to generate the Monthly CPI for All Income Households and CPI for the Bottom 30 percent Income Household, price collection was being conducted in bi-monthly basis. For the province of Albay, it is conducted monthly for six (6) outlets and bi-monthly for two (2) outlets. A total of 7,208 price quotations were collected monthly, of which 3,440 and 4,392 were from the 2000 and2012 based CPI, respectively. Gathered data were consolidated, validated and submitted to the central office for
further processing and generation of statistical tables. For this year, seven (7) CPI Special
Releases were prepared and disseminated to stakeholders and data users. The table below
shows the year-on-year inflation rate for the Province of Albay.
WEEKLY SURVEY REPORT OF PETROLEUM PRODUCTS (WSRPP)
The survey gathers data on the retail prices of petroleum products on a weekly basis. It aims to monitor the weekly trend and changes of price of selected petroleum products included in the market basket of commodities/services. Data gathered is used as input in the computation of CPI. The frequency of collection is every Friday of the week. For the 1st two weeks of the 42
price quotations were collected from six (6) outlets. While for the 3rd to 5th week, only 14 price
quotations were gathered from only two (2) outlets.

WEEKLY CEREALS AND FERTILIZERS PRICE
MONITORING (WCFPM)
The survey collects more frequent monitoring of prices of palay/rice, corn, and four
grade of fertilizers. Data gathered is used as indicator for the weekly trend on prices of cereals
and the source of the official data for fertilizer. Results were disseminated through the Weekly
Cereals and Fertilizer Bulletin. It contains prevailing prices and price ranges for the week for all
provinces in the country.
WEEKLY PRICE WATCH
Data on Weekly Price Watch is used as an indicator for the weekly trend on prices of selected agricultural commodities in major trading centers throughout the country. Both the wholesale selling and retail selling prices are collected for cereals, vegetables, roots and tubers, meat products and fishery products.
WHOLESALE PRICE SURVEY (WPS)
The Wholesale Price Survey gathers data on wholesale prices of agricultural commodi-ties based on the market basket at various frequencies at pre-selected major trading centers in the country. Data generated is used in the estimation of average monthly wholes sale prices of agricultural commodities. The survey is conducted twice a week in sample markets in the province. The generation of wholesale selling price is done in the province covering 17 commodities of cereals, roots and tubers, condiments, fruit vegetables, beans and legumes, leafy vegetables, and fruits. This year the province come up with 12 reports submitted monthly to central office.
The survey collects retail price of agricultural commodities based on the market basket of the province. Like the Wholesale Price Survey, the data is used in the estimation of average retail selling price of selected agricultural commodities. The result served as guide to farmers decision related to the number of volume of production. The output of the survey is the Monthly Provincial Summary of Selected Agricultural
Commodities and Average. The said report is submitted monthly to the central office.
COMMERCIAL LIVESTOCK AND POULTRY SURVEY (CLPS)
The survey provides primary data on the supply and disposition of livestock and poultry animals from commercial farms. The survey is conducted quarterly for swine, chicken and chicken egg ad semi-annually for carabao, cattle, goat duck and duck eggs. This province covered 35 establishments
quarterly and 54 semi-annually.

QUARLERLY COMMERCIAL FISHERIES SURVEY (QCFS)
The QCFS gathers information on the volume and price of fish unloaded at the commercial landing center. The survey generates data on the quarterly volume and value of commercial fisheries production by species, by province and by region. The result of the survey serves as input in the compilation of national accounts and estimation of performance of agriculture. In 2018, four (4) sample barangays with five (5) respondents and one (1) LGU managed fish landing were enumerated quarterly in the province. The statistical tables by region and province are available in the PSA website.
The Occupational Wages Survey (OWS) is conducted simultaneously with the Integrated Survey on Labor and Employment (ISLE) in 2018 being both of the surveys are conducted nationwide survey of establishments. The OWS aims to monitor the wage rates of 22 low paid occupations in 21 non-agricultural industries while the ISLE covers the establishments with at least 20 workers which gathers information on employment, conditions of work and industrial relations. As of 31 December 2018, of the 111 sample establishments for both surveys, 103 were collected and field edited. This translated to 92.79% collection rate.
LABOR TURN-OVER SURVEY (LTS)
In Albay, 48 establishments every quarter were selected as samples for 2018 Labor Turnover Survey. Forty-five out of 48 samples are existing establishments while there were three (3) reported permanently closed. Status report and narrative report of the quarterly operation was submitted to RSSO on or before the set deadline. The Labor Turnover Survey (LTS) is one of
the regular surveys of Philippine Statistics Authority
conducted quarterly. It provides the government
and private sector a complete picture of labor
demand and job turnover as inputs to decision making and policy formulation. A total of
37,166 establishment with employment size of at least 20 workers extracted from 2017 List of
Establishments in the country were samples for this survey nationwide.

GENERATION OF FOREIGN TRADE STATISTICS (FTS)
Establishment and Administrative-based Survey
The data generated from FTS aims to provide inputs in economic planning especially in the formulation of trade policies and computation of balance of payment, national accounts and net terms of trade; monitoring of importation of taxable and duty-exempt items; and for inputs in bilateral and multilateral trade negotiation. The administrative data were collected monthly from the Bureau of Customs
specifically from the Foreign Vessel Manifest and Export Documents. Reports were submitted
to central office for consolidation and tabulation. The province collected a total 89 Foreign
Vessel Manifest and 36 Export documents for the year 2018. Tabulated statistical tables are
available in the form of publication and special releases prepared by the central office.
COMMODITY FLOW STATISTICS IN THE PHILIPPINES
(DOMESTRIC TRADE STATISTICS)
Domestic Trade Statistics (DOMSTAT) is an administrative-based survey which aims to compile data on the inflow and outflow of commodities in the different regions in the country shipped out through water, air and rail transport system. The result of the survey is used as bases in the formulation and implementation of various regional development programs like countryside development and port planning. In 2018, the total documents processed in the province were: 2,023 for Air; 2,563 for
Coastwise; and 1,411 Passenger. All documents were manually processed and then trans-
mitted to Central Office.
CONSTRUCTION STATISTICS FROM APPORVED BUILDING PERMITS
The Construction Statistics was gathered from the approved building permits issued by the LGU and collected monthly. It provides estimates on the level of construction activity which is useful in the computation of national accounts and provides indicators on the level of investment in the country. The statistics generated from this survey are: number of units/building constructed, floor area of the building; type of construction; and value of construction. The construction statistics for Albay is available in the “Albay QuickStat” updated every quarter. For the year, 655 approved building permits were processed and submitted to the
Central Office. Details of documents processed is presented in the table below.

2018 COMPILATION OD DATA FROM SLAUGHTERHOUSES
AND POULTRY DRESSING PLANTS (CDSPDP)
Establishment and Administrative-based Survey
The survey aims to compile data on the inventory of animals slaughtered and birds dressed in slaughterhouses and poultry dressing plants, respectively, licenses to operate by the National Meat Inspection Service (NMIS) and the locally registered meat establishments (LRMEs) by the LGUS. The data generated served as data check in the validation of livestock and poultry production. In the province of Albay, the data is collected monthly from 14 operational slaughter houses and three (3) poultry dressing plants. It recorded a 94.2 percent response rate for 2018.
The statistical tables generated in the province were sent to central office for
validation and final tabulation. Results are made available in the PSA website. The table below
shows the total inventory of livestock animal and poultry slaughtered in the province for the

2018 GEOTAGGING OF BUILDING STRUCTURES
The Geotagging of Building Structures is conducted to update the existing digitized maps to come up with a more accurate and reliable maps for use in data collection census and survey operations, information dissemination activities, spatial analysis, and in the development of sampling frame.
For the province of Albay, the activity
covered all the selected sample primary sampling
units (PSUs) for the year 2020 to 2021 with a
total of 332 EAS. The activity was completed and
data files were submitted on the end of October
2018. As a result, 111,414 building structures were
geotagged.

2018 CENSUS OF PHILIPPINE BUSINESS
AND INDUSTRY (CPBI)- PHASE 1
The conduct of the CPBI has two (2) major phases: 1. 2018 CPBI Phase 1 or the comprehensive 2018 ULE which involved inquiry on the basic characteristics of the establishment to update the Statistical Business Register (SBR) for the preparation of the sample census frame conducted in April to July 2018; and 2. 2018 CPBI Phase 2 or the actual 2018 CPBI which will be conducted in 2019 , to collect detailed information on employment, income, expenses, capital expenditure, assets, enterprises links and other data relevant to the establishments’ operation in 2018 as the reference year. The ULE operations are undertaken primarily to provide an updated and reliable frame for the establishments and enterprise-based surveys and censuses.
The activity used the tablet-based Establishment Inquiry Application in data collection. In Albay, the ULE covered all the 720 barangays in province of which, 549 are identified as 2018 ULE Barangays with 8,688 listed establishments. While, two (2) barangays were not covered due to security reasons. As result, a total of 15,426 establishments were listed – 8,685 were updated and 6,747 were new establishments.

Statistical Planning and Coordination
Every month of October for each year is declared as the “National Statistics Month” pursuant to Presidential Proclamation No. 647 issued on 20 September 1990. The NSM aims to: promote, enhance an instill nationwide awareness and appreciation of the importance and value of statistics to the different sector of the society; and, elicit the cooperation and support of the general public in upgrading the quality and standards of statistics in the country. This year celebrated the 29th NSM with the theme
“Exploring Philippine Wonders in Number: Statistics
Towards Tourism Development.” Enjoined to support the
said activity, PSA Albay organized, co-organized and
participated in various undertakings in coordination with
the LGUs and other institution for the month-long

DECENTRALIZED SOLEMNIZING OFFICER INFORMATION SYSTEM
The provincial office released a total of fifty-six (56) Certificate of Registration of Authority to Solemnize Marriage CRASM) for the year 2018. All submitted application forms of five (5) new and fifty-one (51) for renewal were evaluated and screened as to the requirements and supporting documents. The said documents were submitted to the PSA- RSSO V for pro-cessing and issuance of CRASM.

registration were conducted in the municipali-
ties of Daraga, Jovellar, and Polangui. These ac-
tivities were participated by selected PSA Albay
and LCRO staffs.

CIVIL REGISTRATION MONTH
Civil Registration
Every February of the year, PSA celebrates the Civil Registration Month. The theme for 2018 celebration was “#napapanahong CRVS”. Various activities were conducted and attended by the office in collaboration with the Local Civil Registrar’s Offices to celebrate this meaningful event.
A. Act as a Lecturer in Conduct of Fora/Symposia Fora/Symposia is an effective medium to a widespread advocacy of civil registration in the different sectors of the society. The conduct of these activities will strengthen and increase awareness on the importance of civil registration. The PSA Albay staff served as a lecturer/resource speaker in 12 fora/symposia in conducted in schools, colleges, university, barangays in different municipalities during the month-long celebration.

PERSONNEL COMPLEMENT
For the year 2018, the full staffing pattern of PSA Albay was finally filled-up. Thus, the
province manpower was composed of 15 regular employees, seven (7) Job Order Workers
(JOW), and 202 Service Contractuals as of December 31, 2018. The services of the Job Order
Workers (JOW) were still availed and service contractuals were hired per project to augment the
required manpower to finish a particular project as per time table. Each hired JOWs and service
contractual went through selection process.
PERSONNEL DEPLOYMENT BY PROJECT
PSA Albay hired the services contractors for 16 activities/projects. The number of hired service contractuals are based on the number of workload and mandays required to meet the target schedule.

PSA Albay personnel is comprised of varying age group. Majority of hired employees
belonged to the age between 31-40 years old or 35% of the total 224 employees as of Decem-
ber 31, 2018. It was followed by employees who are within 20-25 years old or 25 percent.
While, the least number of employees (3%) belongs to age group 51-60.

AGE AND SEX DISTRIBUTION
Majority of PSA Albay regular employees were female in 2018. About 60% were females
while 40 % were males. With the additional JOW still, the female employees outnumbered the
males, with 71% and 29 % distribution , respectively.

increase competency of each employee, the
province organized a total of seven (7) in-house
training; participated is 25 trainings/seminar
conducted by PSA Central Office/Regional
Office; and two (2) conducted by other
agencies. Trainings in by staff covered cover sta-
tistics, civil registration, management of re-
sources, information technology, internal audit,
administrative, financial and personnel devel-
opment. These activities were able to equipped
both the regular employees and JOWs in refer-
ring their tasks.

PSA Albay received a total budget of Php 16,582,629.53. The office strongly practiced its
good stewardship in budgeting and careful disbursement of allotted funds to
implement and conduct the projected/planned projects for the year 2018. Funds were utilized
to their respective targeted activities, schedule of procurement and bidding process, and
corresponding financial accounting reports. Timely and prescribed date of submission were
observed as reflected in the work and Financial Plan for the year.

RESEARCHERS/COMPLIMENTARY DATA REQUESTS SERVED
As part of its mission to deliver reliable statistics, PSA Albay was able to provide
statistics data requests from walk-in clients, letters and e-mails received for the year 2018.
Requests primarily came from the academe, private sector, other government agencies and
public institutions. Data on population and prices were the most requested statistics.

DATA DISSEMINATION ACTIVITIES
The PSA is committed to continuously provide relevant and accurate information to the public through different channels of communication. It envisions to increase awareness and appreciation of the statistical products and civil registration services offered by the office. • Data Dissemination Forum on the Results of
censuses, surveys, administrative-based statistics, and vital statistics.
One effective way of sharing information is
through a forum conducted to different groups of people in the society. For the year 2018, the provincial office was able to conduct/participate in the following fora:
2017 Annual Survey of Philippine Business and Industry and 2017 Survey on Information and Communication Technology Respondent’s Forum conducted by this office last 30 April 2018 at La Piazza Hotel and Convention Center.
Forum and Information Dissemination on Civil Registration and Bicol Highlights for Senior Citizens in Barangay 35-Tinago, Legazpi City last 05 October 2018. It was organized by the provincial office in connection with the Filipino Elderly Week and 29th National Statistics Month
2017 National Demographic and Health Survey Regional Data Dissemination Forum conducted by the PSA Regional Statistical Service Office V at Ninong’s Hotel Legazpi City. CSS Cecil G. Brondial was one of the presenters of the sur-vey result.

• Data Dissemination through Print/Broadcast Media
Another effective way of disseminating
PSA products and services is through broadcast media. PSA Albay and DWAY FM (CARE 104.3 ) continues its tie-up for free air time in the radio program ‘Aranduyog sa Pag-uswag” every Monday, 10:30 to 11:30 am. CSS Cecil G. Brondial, SSS Cross Doreh L. Lee and SS II Diosdado B. Basquiñas took turns in these regular radio program. It features the different events, projects, statistical activities conducted by the office and giving updates and information related to civil registration. A total of 34 airings were broadcasted in 2018.
Also, a total of seven (7) interviews for ABS-CBN TV Patrol Bicol was made when AOI Betty M. Narra appeared during interviews reporting the updates of prices on different agricultural commodities in the provincial market basket.
• Maintenance of website
In 2018, PSA Albay revived the provincial office’s website. It was lodged in the PSA RSSO V webpage as a link together with other provin-cial offices of PSA V. The webpage is updated
monthly to feature latest surveys and
censuses results, special releases on
population, Consumer Price Index,
vital statistics and the like. It also
contains newsletters and annual re-
ports to disseminate the office
activities and share the office accom-
plishments.

MAINTENANCE OF PSA LIBRARY
The PSA Libray is also an essential and important part of information dissemination. Here, the clients can easily access hardcopies of generated statistical data from PSA in the form of publications, releases and primers. An up-to-date inventory of the said library materials annually is prepared. This year, the inventory reports were submitted to Central Office on 01 March 2018.
From January to December of 2018, served a total of 25 researchers the PSA Albay
Library and PSA Accredited Library in Bicol University, Legazpi City. Mostly, data on population
and price statistics were requested.

A. SOCIAL RESPONSIBILITY
Social responsibility is part of the office‘s commitment to extend beyond its mandate by taking responsibility for the impact of their activities on its stakeholders and environment. In line with this, the provincial office conducted several activi-ties for the year 2018. Adopt a marginalized institution/community/barangay/school
In the effort to its commitment to social responsibility, the office was able to conduct gift-giving activities to the following beneficiary: • The Haven -National Shelter for Women in
Nasisi, Ligao City was a recipient of sporting goods and educational materials distributed last 23 March 2018 in line with the Women’s Month Celebration.
• Basud Elementary School, Tabaco City received school supplies during the Brigada Eskwela held on 24 May 2018.
• Senior Citizen Association in Tinago, Legazpi City received toiletries during the celebration of Sen-
Environment related activities
In support to the preservation and conservation of our natural resources, the office conducted two costal clean-up activities in the shoreline of Puro, Legazpi City on 24 February 2018 and 12 September 2018 respectively. These activi-ties formed part of the celebration of Civil Registra-tion Month and the PSA 5th Anniversary, respective-ly. In another environmental related activity
participated by the office was Tree Planting
Activity in Misibis, Bacacay, Albay. It was
conducted as part of the 29th NSM Celebration or-
ganized by Regional Statistical Council.

• Deployment of additional Manpower to PSA
The office accepted one (1) personnel, through the Government Internship Pro-gram (GIP) of the DOLE, deployed as addi-tional manpower. The duration of deploy-ment lasted for 3 months.
• Hanging of streamers during the CRM cel-
ebration All LCROs in the province of Albay
were enjoined to hang streamers for the entire month of February 2018 in their respec-tive offices as one of the activities for the celebration of the Civil Registration Month. The theme for this year was dubbed “#napapanahong CRVS”.
