April 2019 Labor Force Survey was successfully administered in the province of Catanduanes covering thirty (30) Enumeration Areas (EAs) with three

hundred eighty-nine (389) sample households. Eight (8) Statistical Researchers (SRs) were hired for this survey resulting in a 44-49 sample house-

holds per statistical researchers. Supervision was made closely and meticulously to ensure the quality of data being collected will be at par with the

standards of the office.

The total number of sample household with completed interviews for the whole province is 338 out of the 389 total sample households. The discrep-

ancy in the total number of completed interview vis a vis total number of sampled households despite having replacement mechanism can be attrib-

uted due in fact to non-response questionnaires for reasons of housing unitsthat areVHU, VRH, demolished, household permanently moved-out, and

household temporarily away.

Additional questions for this round includes questions on own-use production of goods that seeks to ascertain who among the house-

hold members are own-use producers of goods and subsistence food stuff producers.

Manual and machine processing were completed in seven days. Raw data files were uploaded from April 30 – May 1, 2019 while clean data files were

submitted on 3 May 2019 via e-mail.

Manual and machine processing of SSU list was done on 24 April - 2 May 2019. Updated SSU lists were transmitted via e-mail on

f,[email protected] cc: [email protected] & [email protected] on 3 March 2019. Some minor problems encountered includes time

unavailability for working respondents, refusals on first visits due to bad timing, and weather inclement that all resulted in cases of survey callbacks by

the SRs.

AGRICULTURAL SURVEYS CORNER

FARM PRICE SURVEY (FPS)

Farm Price Survey (FPS) is a nationwide household-

based survey design to gather data on prices of agricul-

tural commodities received by farmers for their produce

and prices paid for the pesticides used in their farms. The

provincial office monitors agricultural commodities for the

last 10 days of the month to 5 key informants per sample

commodity in 10 municipalities in the province using pur-

posive sampling.

PALAY AND CORN STOCK SURVEY (PCSS1)

Palay and Corn Stock Survey (PCSS1) is a survey

used to generate estimate of current stocks of rice and

corn in farming and non-farming products in the coun-

try. This survey serves as an input in the analysis of

the seasonal trends and variations in the supply, de-

mand and prices of palay and corn. This survey guides

both the farmers, policy makers, and the stake- hold-

ers in the formulation of programs, policies, and strate-

gic agricultural activities as this survey forecasts the

future scenario of palay and corn which are the most

considered staple products in the country. Monitoring

is done every first 4 days of the month with day 1, 6:00

AM as the reference day and time.. A total of 169 sam-

ple households is covered in 19 sample barangays.

PALAY AND CORN PRODUCTION SURVEY (PCPS)

The Palay and Corn Production Survey (PCPS) consist of two

(2) national quarterly surveys which are conducted simultane-

ously. These are the Palay Production Survey (PPS) and

Corn Production Survey (CPS). The main objective of the

PCPS is to generate estimates and forecasts of palay/corn area, production and

yield. PCPS is a survey that aims to generate estimates and forecasts on palay

and corn production, area and yield, and other production-related statistics. This

survey is important since it provides current estimates of palay and corn standing in

the Philippines and other significant information critical in the production of palay

and corn. The PCPS is one of the three cereal based survey or system monitoring

of the PSA. The other two surveys are Monthly Palay and Corn Situation Reporting

System (MPCSRS) and Palay and Corn Stocks Survey (PCSS1). This survey is

conducted quarterly across the nation done on the 1st 10 days after the reference

quarter. PSA Catanduanes has 19 sample barangays with 86 sample households

for PCS and 58 sample households for CPS.

CROPS PRODUCTION SURVEY (CrPS)

The Crops Production Survey (CrPS) aims to generate basic production statistics for crops other than palay and

corn at the national, regional and provincial levels. It covers more than 200 crops of which 19 are considered

major crops. The CrPS is a quarterly survey of quantity produced and actual harvest of a particular crop in a

given locality. The data normally gathered in this survey includes the volume of production of crops, the extent of

area harvested or planted, and the number of bearing trees, vines, or hills. This survey seeks to gather critical

information on production of crops other than Palay and Corn which accounts for roughly 60% of the total crop production in the coun-

try. Other crops that are normally included in this survey are coconut, sugarcane, banana, pineapple, coffee, mango, tobacco, abaca,

etc. Catanduanes has a total workload of 376 respondents for 2nd quarter of 2019.

MONTHLY PALAY AND CORN SITUATION REPORTING

SYSTEM (MPCSRS)

The Monthly Palay and Corn Situation Reporting System (MPCSRS)

is a system monitoring of standing Palay and Corn Situation in the

country and the actual plantings made during the survey period. This

monitoring system is conducted monthly to generate an estimated

amount of standing staple products in the country used in forecasting

supply of the basic staple needs in the country.

BACKYARD AND COMMERCIAL LIVESTOCK AND POULTRY SURVEY

The Backyard and Livestock and Poultry Survey (BLPS) is one of the livestock and poultry survey conducted quarterly to take into

account information or data on livestock and poultry supply and disposition including the current egg production for chicken and

ducks. BLPS is conducted simultaneously with the Commercial and Livestock & Poultry Survey (CLPS) which is also conducted quar-

terly . To distinguish the former from the latter, backyard survey are those raising livestock and poultry not for commercial purposes

meaning the number of heads per species does not meet the minimum number of heads considered as commercial operation.

FISHERIES SURVEY

The fisheries survey of the PSA covers four major areas of fish-

ing sectors and these are: commercial fisheries, marine munici-

pal fisheries, inland municipal fisheries, and aquaculture fisher-

ies. To distinguish one from the other, the commercial fisheries

survey covers fishing operations that uses a boat of more than

3 gross tons, while the marine municipal fisheries survey covers

fishing operations carried out without the use of boat or the use

of boat with gross tonnage not exceeding three tons; the inland

municipal fishery survey on the other hand covers catching of

fish , crustaceans, molluscs, and all other aquatic animals and

plants in inland like rivers, lakes, dams, marshes, etc.; lastly the

aquaculture fisheries survey on the other hand covers opera-

tions involving all forms of raising and culturing fish and other

fishery species in marine, brackish, and freshwater under con-

trolled conditions. All these fishery surveys are held quarterly

across the province. These surveys are important because it

measures the volume of production per marine species and the

value of production. The data generated in these surveys are

used to create projections for better monitoring and implemen-

tations of programs and policies.

Quarterly Inland Fishery Survey

This survey is conducted quarterly in sample traditional landing

centers in 57 provinces nationwide. It is an alternative method

in case of unavailability of funds. The POC staff undertake the

data collection. Data on catch from rivers, lakes, swamps,

creeks, dams, reservoirs, and other bodies of water are col-

lected from households where there is one or more member/s

engaged in inland fishing. Catanduanes has 10 sample inland

fishing households for this survey for 2nd quarter 2019.

Quarterly Commercial Fishery Survey

Data on unloadings from PFDA, LGU and privately managed

landing centers are gathered by POC staff using a collection

form prepared at the Central Office (Monthly Fish Catch Report

at Government and Private Fishing Ports) This activity is con-

ducted quarterly covering three month - records of unloadings

in the landing centers. Catanduanes has only 1 commercial

landing center with 5 sample respondents for 2nd quarter of

2019 for commercial fishery survey.

Quarterly Aquaculture Survey

Aquaculture is defined as fishery operation involving all forms of raising and culturing of fish and other fishery species in fresh,

brackish and marine water areas. Catanduanes has 24 sample respondents for quarterly aquaculture survey for 2nd quarter

2019.

Quarterly Municipal Fishery Survey

Municipal fishing is fishing within municipal waters using fishing vessels of three (3) gross tons or less, or fishing not requiring the

use of fishing vessels. The two (2) sub-sectors of municipal fisheries are Marine Municipal and Inland Municipal. Catanduanes

has 13 sample barangays with 65 sample respondents for 2nd quarter 2019.

Labor Force Survey (LFS) is a nationwide quarterly survey of households to gather data on the demographic and socio-economic

characteristics of the population. The LFS aims to provide a quantitative framework for the prepreparation of plans and formulation of

policies affecting the labor market.
