Institute (EPRI) décembre 2009

• Etat des lieux de la situation des expositions aux faibles doses aux USA

• Constat des progrès réalisés par l’industrie nucléaire américaine malgré le maintien d’une limite à 50 mSv/an pour les travailleurs. – pour l’ensemble des réacteurs à eau légère, le nombr e

de personnes exposées à une dose supérieure à 20 mSvest passé de 8489 en 1983 à 84 en 2006.

• Au-delà d’une évolution différente des normes d’un continent à l’autre, c’est bien la même politique de progrès continu et de réduction des doses qui est appliquée , démontrant ainsi que la culture de radioprotection est universelle.

The initial proposal

• At the IRPA12 Associate Societies Forum in Buenos Aires in October 2008, the French Society for Radiation Protection (SFRP) proposed to launch an IRPA initiative for enhancing Radiation Protection (RP) culture among the RP professionals worldwide.

• This proposal was very favourably welcomed by the participating Associate Societies and the IRPA Executive Council decided to actively support this initiative.

• The World Health Organisation (WHO) and the European ALARA Network (EAN) also expressed later on their interest and support

Premières propositions pour une définition « culture de RP »

1. Le terme "culture de RP" se définit comme la manière dont la RP a été fondée, est réglementée, contrôlée, exécutée, préservée, et perçue sur le lieu de travail, dans le milieu médical et industriel, et dans la vie de tous les jours et reflète les attitudes, la croyance, les perceptions, les buts, et les valeurs partagée par toutes les parties prenantes. (Réunion de Strasbourg, mai 2009)

2. Le terme "culture de RP" signifie la manière dont la RP a été fondée, est aujourd’hui réglementée , contrôlée, exécutée et préservée par les professionnels mais reflète également les attitudes, la croyance, les perceptions et les valeurs qu'elles partagent. (Réunion IRPA de Paris, décembre 2009)

L’Inter-Agency Committee on Radiation Safety

(IACRS)

• En 1990, une nouvelle étape importante vers l'harmonisation internationale de la radioprotection et de la sûreté nucléaire a étéfranchie avec la création d’un comité de médiation inter agences (IACRS). • Ce comité est un forum de consultation , de

discussion et de collaboration entre organismes internationaux . L'objectif de l'ACRS est de favoriser l'uniformité et la coordination des politiques. Il aborde donc les thèmes suivant :– l’application des principes, des

critères et des normes de Sureté et de radioprotection et leur traduction dans des limites de la normalisation ,

– l’éducation, la promotion des échanges d'information

– la facilitation du transfert de technologie.

• Dans ce cadre, les organismes ont établi un secrétariat commun coordonné par l'AIEA.
