You should have received your Founder’s Day invitation postcard in the mail. Since 2012 we have hosted this celebration every year and it has grown to the biggest and best event in the township. “It is so refreshing to see residents, young and old, get out and enjoy our park and each other” said Chairman Raith. Vice Chairman. JP Kelly adds “Let us all take pride in our hometown, and encourage our family, friends and neighbors to be good stewards of Thornbury Township.” And Supervisor Sheri Perkins observes, “Not only is it fun—but also important to celebrate our community’s founders and present residents.”
STATE SENATOR-ELECTTOM KILLION (R-9)
State Senator-Elect Tom Killion (R-9)
was formally sworn into office during
a ceremony Wednesday, May 11, in the
Senate Chamber of the Pennsylvania
State Capitol in Harrisburg. Killion was
sworn in by The Honorable Chad F. Kenney,
President Judge of the Delaware County
Court of Common Pleas. Killion was
elected to the State Senate on April 26,
winning a special election to represent
the citizens of the 9th Senatorial District,
which includes portions of Chester and
Delaware counties. Prior to his election
to the Senate, Killion served as a State
Representative for the 168th Legislative
District and was Chairman of the
Delaware County Council. He also founded
two local small businesses. A graduate of
Penn State University, Senator-Elect Killion
and his wife, Eileen, live in Middletown
and have two adult daughters.

Township Manager LetterHello fellow residents. We hope this issue of our newsletter finds you healthy and enjoying the start of summer. We received a lot of good feedback on the last edition of the newsletter as many residents contacted us regarding the recycling program and information provided in the spring newsletter. Please refer to www.recyclestuff.org to get additional notes on recycling.
We are looking forward to another summer filled with events sponsored by the Board of Supervisors. We will kick of the activities with our annual Founder’s Day to be held on Saturday June 4th, 2016 from 5–9pm. Hope to see you there enjoying games, good food, entertainment and the fireworks finale. Next on the agenda is the Annual
Fourth of July Parade. This is always a great opportunity to catch up with some neighbors that were hibernating for the winter, or show off your strut and join the parade.
The Thornbury Township Summer Arts and Recreation camp will start on June 20th and ends on August 5th. You can’t beat the price at $10.00 for half day and $20.00 for a full day. Hours of camp are 9am to 3pm, Monday through Friday. Details are still being worked out for the Tennis clinics, so check our web site at www.thornbury.org. We are adding another opportunity for Township youth this year as the Township Supervisors
have partnered with The Glen Mills School and are offering a partial scholarship to the first ten township residents that sign of the golf clinic at the Golf Course at Glen Mills.
As always, we will offer our Friday night movies. This year the dates are June 24th, August 5th, and September 9th. Our annual Crab fest is scheduled for July 22nd. Again, check the website for details.
We hope to see you at one of or many events. Please contact us with suggestions, new ideas or ways to improve the opportunities that we currently offer.

My fellow Supervisors and I would like to take this opportunity to share with you some information and comments.
We have been very fortunate to have Kelly Daudert appointed as our fourth Junior Supervisor for the Township. Kelly has done a fantastic job with all of her participation and has relayed all Rustin student activities very well. We wish Kelly the best as she moves on to West Chester University in the fall. We will be continuing with this program next year and look forward to another Rustin Student from the Township joining our team.
We held our 10th Annual Local Government Day on April 15th. Every year we invite seniors from Rustin High School to learn about their government in a program called Local Government Day. The goal is to educate the students and encourage them to get involved, volunteer, vote and attend their municipal meetings. They have the opportunity
to meet several people working in various levels of government. (See all of the speakers in the picture to the left.) They all spoke about their positions and what their tasks include and how they affect the student’s lives. Vice Chairman JP Kelly, Supervisor Sheri Perkins
and Jr. Supervisor Kelly Daudert, and I attended also. We spoke to the students about our rolls in local government and how and why we got involved in serving on the Board. It was a day of learning and fun.
If you have any interest in serving on one of our boards or commissions, please contact us and let us know what interests you may have, when positions become available we will let you know. Our
Township is fortunate to have great volunteers—not only the ones who serve on the boards and commissions, but the ones who help at all of our events. Join our family of volunteers, it will be a rewarding experience. Please join us at the Annual Outdoor meeting at the Thornbury Park Pavillion on June 1st at 7pm. Participants will walk at
least a mile around the
fields of Thornbury Park
for an hour to an hour and
a half. Children must be accompanied
by an adult. This is your opportunity
to get an introduction to the hobby of
birding. Receive pointers on correctly
using binoculars, learn the basics of bird
identification, and bird calls from a local
expert. Bring your own binoculars if you
have them. Our feathered friends move
quickly and binoculars are set to each
person’s eyes. The walk will be led by John
Mercer, a Thornbury Township resident.
John leads bird walks for West Chester
Bird Club, Longwood Gardens and The
Friends of Exton Park. John is a frequent
birder on the Luckenback Trail and at
Squire Cheyney Farm Park. Join us for
some outdoor fun with friends and family.
Joins us and help maintain our beautiful

more and learn about the great trail
system in Thornbury Township.

We are changing the format of the Thornbury Township Golf League.
We will no longer be taking reservations for tee times via the sign
ups on line. Glen Mills Golf Course has agreed to allow golfers
the discounted price of $30 for nine holes and a cart for Township
residents on Wednesdays this summer (ends August 31). For
“Thornbury Township Golf Nights (TTGN)” you can contact the Golf
Course at Glen Mills at (610) 558-2142 and reserve your tee time for
any tee time after 5:00 on the designated nights. All Glen Mills Golf

Residents are invited to attend Planning Commission meetings held on the 2nd Wednesday of the month at 7pm.
Subdivision and Land Development:
Mettimano Land Development Plan, 19 Skyline Dr.: This plan proposed a large shed. The plan was discussed and recommended for approval, with conditions, at the April 13, 2016 meeting.
Polnerow Land Development Plan, 26 Westtown Rd.: This plan proposes a large shed. Discussion was scheduled for the April 13, 2016 meeting, but was tabled to the May meeting.
Black Bell Farm, Preliminary Subdivision & Land Development Plan, 594 Cheyney Rd.: The plan proposed a 15 lot residential subdivision on 23.69 acres, adjacent to Thornbury Park. Discussion began at the January, 2016 meeting. On March 9th the members recommended the plan for approval, with conditions.
VDMT Partnership, Sketch Plan, 282 Dilworthtown Rd.: The plan proposed to extend an already permitted use (adding about 180 parking spaces) to the rear portion of the site for additional parking and vehicle inventory for the Piazza Car Dealership on Rte. 202. Discussion began at the December, 2015 meeting and was recommended for denial at the February, 2016 meeting due to numerous deficiencies.
Daniels Subdivision, Preliminary Plan, 425 Thornton Rd.: The plan proposes a 2-lot subdivision on a five acre property. Discussion began at the July, 2015 meeting. Preliminary plans were submitted in October, 2015. Frontage, lot-width
requirements, and right-of-ways were discussed at the December, 2015 meeting. Obtaining a variance, public water/sewer, and trees were discussed at the January, 2016 meeting. Discussion will continue once the applicant provides updated information and submits a revised plan.
Crane Tract, Preliminary Plan, Major Subdivision, 105 Stoney Bank Rd.: The plan proposes to subdivide 55 acres into 29 lots (23 lots to the east of Stoney Bank Rd. and four lots to the west of Stoney Bank Rd.), 27 being residential with two serving as open space. Discussion began May, 2013: The proposed common driveway, emergency access, steep slopes, landscape buffer, and the stormwater basin were discussed at the February, 2016 meeting. Discussion will continue once revised plans are received.
Ordinances:
Pipeline Regulations Ordinance Amendments: This item was first discussed in February, 2015. At the Sept. 2015 meeting Sunoco’s Mariner East Pipeline Project was discussed and how it affected Thornbury Twp. At the February, 2016 meeting, a Common Pleas court case was discussed, as well as setbacks, tree replacement, and buffers. More information is expected to be received and discussed at the May, 2016 meeting.
Sign Ordinance Update: At the January 2016 meeting, the Supreme Court Decision on new federal sign ordinance requirements were briefly highlighted. Prohibited signs were discussed at the February, 2016 meeting. On April 13, 2016, the members recommended adoption of the draft ordinance.
Planning Commission
Inspiration, Education, Preservation, Civic, Duty, Honor, National Pride… What do those words mean to you? The Freedoms Foundation at Valley Forge World War II just ended and the lessons learned inspired this 1949 birthed non-denominational, non-political, non-profit idea. The 72 acre campus, intentionally situated next to historic Valley Forge National Park, epitomizes this article’s title words. Filled with monuments of National symbolism, the public is encouraged to visit. Of special interest, the Medal of Honor Grove, a tangible representation of responsible citizenship, reverently occupies 52 acres. A living memorial to honor the 3,497 recipients of our nation’s highest military decoration, the Grove is nestled in natural woodlands with comfortable walking paths and rest areas. The greatest threat to our nation today is apathy. The freedoms and rights we enjoy as Americans only exist if its citizens assume the responsibilities that come with Freedom. From inception, through its residential education programs for teachers and students, the Foundation has pursued its mission to inspire responsible citizenship by educating about rights and responsibilities, honoring acts of civic virtue and challenging all citizens to reject apathy and get involved. Freedoms statistics are telling. Since 1949 over two million students have been inspired and impacted by Freedoms citizenship programs. More than 76% of their students volunteer in their community (national average is 22%). More than 85% of their students register to vote (national average is 50%) and annually more than 4,000 participate in Freedoms History encounters, educational tours and their programs and activities. SEWER COMMITTEEINFORMATION
The change in season is always a great
time to perform maintenance and
inspections of your sewer and septic
systems. Septic and grinder pump systems
need to be monitored to ensure that they
work properly throughout their service
lives. When these systems are properly
maintained, they effectively reduce
or eliminate most human health or
environmental threats posed by pollutants
in household wastewater. When they
fail, they can contaminate surface waters
and ground water with disease-causing
pathogens and nitrates. Avoid allowing
strong chemicals, oils, diapers, plastics
etc. from entering your onsite and pump
systems. Before an issue arises, it may
be best to contact your service providers
about any recommended preventative
maintenance or back-up devices that may
be available. It is important to note that
foul odor is not always the first sign of a
malfunctioning septic system. You should
call a septic professional if you notice any
of the following: wastewater backing up
into the household drains, bright green
and spongy grass in the drainfield—even
after dry weather, pooling water or
muddy soil around your septic system
or in your basement, and a strong odor
around the septic tank and drainfield.

(800) 295-8853. The Sewer Committee
invites residents to attend our meetings if
they are interested in public sewer for their
homes or if they have any inquiries.
Zoning Permit: Submit your application
with two copies of a plot plan showing all
dimensions. Our Township Manager, Jeff
Seagraves is also the zoning officer. He is very
helpful to residents who need a little assistance
with this application. The zoning permit takes
approximately two weeks.
Building Permit: Once your zoning permit is
approved, you can now apply for a building
permit. That application should be submitted
with two sets of plans and that permit is
usually processed within a week.
Inspections: Once approved, building can begin
and inspections are necessary. A deck
for example requires a footing, framing and
final inspection. All applications can be found at
www.thornbury.org. Please call should you have
