Euston Rural Pastimes Event Sunday 10th June 2012 - 10am – 6pm - IP24 2QH Come and join us for very special Country Fair, at Euston Park our Rural Pastimes Event which showcases quality crafts and country skills. 2012 is our 21st show year. With three large show rings there is something happening throughout the day, from Royal Mail coach, working dogs obedience skills, horses and hounds. Vintage tractors, steam engines and stationary engines, Classic and Veteran cars and motor bicycles. Heavy horses and foals, showing and judging. Morris Dancers and a variety of music through the day. The 2012 Flower Festival in St Genevieve’s Church has the Diamond Jubilee theme - The Decades of the Queen’s Reign. This is open with free entry on Saturday 9th June and Sunday. New for 2011 was the children’s arena with a variety of animals and activities especially for our smaller visitors plus the Sheep Show - as seen on U tube. 2012 brings the world famous Imps Motorcycle Display Team showing their incredible and breath taking driving skills. Treat your self to a two course lunch with wine and coffee/tea @ £10 per head in the Old Kitchens tel: 01842 763660 all bookings in advance for lunch. Entry to the show is £8 per adult, £2 for children 5 to 12 years, under 5s are free. Fuller information is on our regularly updated website www.eustonruralpastimes.org.uk. We are grateful to Duke Harry and the Duchess of Grafton for their endless support and allowing use of the grounds at Euston Hall for this superb one day charity fund raising event. April 3rd - The rain just after 1.30pm kept some regulars at home, which was a pity, because they missed a most interesting talk by Cedric Hanson on the early history of the locality. He showed how this area was inhabited in the Stone Age with aerial photographs, which archaeologists had identified as being stone and wood circles in fields alongside Mildenhall Road and Pigeon Lane, dating from BC 2000. Also on show were flints that could have been used for cutting and scraping which came from fields in Ingham. So Stone Age man liked living in the Fornham area like most of us. After tea break we played two games of bingo with prizes, then a draw for Easter chocolates. May 1st - Our pub lunch at The Weeping Willow in Barrow was well attended with almost a full complement of members present. Our thanks to our Chairman who organised the transport and Brenda, our treasurer, who booked the venue and recorded the individual members requirements from the menu. Thanks also to members with cars who provided the transport. Forthcoming events

FSM CHURCH NEWS

Our last Book Sale, Coffee and Cakes went very well on Saturday 5th May in the Church. A steady number of visitors and book worms enjoyed browsing through the 1000+ books on sale, and then had a coffee and delicious home made cake. It was nice to see some new faces, from the village and Bury, who ‘dropped in’ and got to know a few more people, as well as having a look around the Church and its long history. The recent rain, particularly heavy one night, has found a leak in the Church roof which has needed urgent repairs. This has now been carried out, and the £225 raised at the Book Sale will help to pay for this. The next one will be in September. We have taken the opportunity to have all the lead flashings on the roof identification marked with ‘smartwater’, so it is uniquely registered in case of theft, together with all our internal fixtures, fittings and brasses. Planning for the annual Fornhams Fete, at Fornham All Saints this year on Saturday 14th July, are well advanced. The Flyers asking for donations of goods, produce, tins, the family silver etc, will go out to all houses the week before, so if you can donate something we can sell on the book, bric a brac and nearly new stalls that would be greatly appreciated. There will be plenty of other stalls and games, hoopla, bowl a pig for the children. Don’t forget to buy your Prize Draw tickets, for the £50 first prize, a 4-guest voucher for Center Parcs (worth £120) meal vouchers at local pubs and many more prizes. Do come along and enjoy a traditional village fete. The Christian Aid collection is now complete and money raised to date is £955 (including £95 gift aid tax) returning a very creditable and worthwhile amount. Grateful thanks to everyone who supported this, especially the 16 collectors. The United Service was held this year at Southgate Church, by kind permission of Reverend Peter Gibson who led the service. Over 100+ attended from the Churches in and around Bury.

A short film was shown of Christian Aid’s work in Sierra Leone, still recovering from the disastrous civil war. The local partner organisation is the local Methodist Church. Three visitors from London, Wales and the North East, showing how people from the UK can get on well too! went to see how the local people, in Village Development Groups, were organising themselves and their communities. Tools and seed are provided so they can start again cultivating the land that has been abandoned for the last few years, to support themselves. They are also lobbying the local government to provide and expand schools so their children can be educated and learn how to improve their lives in the future. Despite all their tribulations its amazing how happy they all looked, full of community spirit! ‘’Thriving not just Surviving’’ is their very appropriate theme. The service concluded with that rousing modern hymn ‘Shine Jesus Shine’

Tribute to Ethel Fordham

Ethel was an outstanding caretaker of the hall and her husband worked with her until his death. She could be a bit fierce with us all but it was always justified. The high usage of the Hall was almost entirely due to her connections and persuasion. I had great respect for her talents and her son’s moving tribute at her funeral shed more light on her busy life. Her daughter Tracy was a great support. A collection at her funeral has provided a seat in the King George playing field. The sum of £360 has been given to the Village Hall to provide a fitting memorial to Ethel and this will be given serious thought very soon. The village has lost a great character. FORNHAM GARDEN CLUB

The Club’s AGM was held on April 10th and following a review of the 2011/2012 programme, presentation of the accounts, election of a new Vice Chairman, members were informed of the programme for 2012/2013. On conclusion of the formal events we welcomed Jason Salisbury to tell us about the family run business Suffolk Farmhouse Cheeses, established by him and his wife Katherine in 2004 after Jason was made redundant. With Jason’s 20 plus years experience of the dairy industry and his wife’s career as a qualified veterinary surgeon, they took a giant leap into the unknown and decided to make specialist luxury cheese. They did not achieve overnight success, but through sheer hard work, long hours and absolute determination, they now produce three cheeses, Suffolk Gold, Suffolk Blue and Suffolk Brie. After generous tastings of the Gold and Blue a steady stream of customers showed how delicious the cheeses are. Many made a mental note to visit Whitegate Farm on their Open Day on June 17th. At the end of the month a superb five day holiday was spent in Yorkshire, based at a hotel in Knaresborough. The rain did not dampen our spirits even if it spoilt our views of the gardens we visited and the surrounding countryside and forced some to seek the shelter of the Coach at the Harrogate Flower Show! In addition to the show we had visits to five individual gardens, the RHS garden at Harlow Carr and an open top bus tour of York, with the odd quiz thrown in for good measure, plus a 5am fire alarm, (false thank goodness), it turned out to be the most enjoyable few days away. Mike and Dot Clark’s time and effort in putting everything together proved another winner and our grateful thanks were expressed. On May 8th Norman Kelly gave us his talk and digital slide show on Growing Tea in Kenya, detailing the ten years he spent as a Tea Planter. The tea plant is from the Camellia family discovered in the Yunnan province of China and we saw the techniques of plucking the leaves by hand before onward transmission to the processing plant, in order that the tea leaf can be packed within 24 hours.

The Garden Club meets on the second Tuesday of the month at 7:30 pm in Fornham St Martin Village Hall. Membership; is £12 per year with visitors paying £2.50 per visit. For further information please telephone the programme secretary Frances Harpley on 01284 755876

Tea contains polyphenols which give the taste, stimulant, stress relief and health benefits with both green and black tea being beneficial, although there are some differences in the processing. The tea companies provided employment to many, care for their staff and employees by building educational facilities and health centres with doctors, hospitals, clean water and much more. Extensive indigenous tree planting and the use of hydro electricity reduces the impact on the environment, bearing in mind in Kenya alone some 20,000 acres is put down to growing tea. Having proved to be such an interesting speaker, eliciting many questions from an attentive audience. The Club was pleased to make a generous donation, by way of a fee, to the school Mr Kelly helped to establish while he was in Kenya and continues to support.

FORNHAM ST MARTIN CUM ST GENEVIEVE PARISH COUNCIL A meeting of the Parish Council was held on 19th April 2012 in the Village Hall, Fornham St Martin. MINUTES

APOLOGIES FOR ABSENCE Councillor P Butler, Councillor M Youngs 2. MINUTES OF THE MEETING HELD ON 15TH MARCH 2012 The minutes were signed as a true record, although the Clerk said he had omitted Councillor's approval of Mr Bird's quotation for cutting the playing field in the sum of £551.14. The Council adjourned for:- 3. POLICE REPORT PCSO Ken Ruston had sent a report in which he mentioned a theft from a motor vehicle parked at the Anglian Water Treatment plant. He asked people to be vigilant as the issue of telephone cables being stolen and domestic fuel oil was a real problem.

4. BOROUGH/COUNTY COUNCILLOR'S REPORT Councillor Hopfensperger said she had spoken to Guy Smith who had agreed to reimburse the Parish Council for the path clearing carried out by M & T J's. The Clerk would email a copy of the account to Mr Smith. Councillor Hopfensperger said plans were being drawn up for the widening of the footpath from the Village to the bottom of Barton Hill. In respect of the flashing signs, she said that SCC were currently looking at the possibility of two signs, one in the Street and the other along Barton Hill. Councillor Hopfensperger had no further news on the HGV issue. The illegal signs are being removed. Councillor Hopfensperger said Mr Guy Smith was personally looking at the light at the top of Old Hall Lane as there had been some confusion as to who was responsible for its repair. SCC are looking into savings of street lighting costs; they may be dimmed or set to go off at midnight and on at 5-00am. On the A boards, she said the landlord has been told to move them back further. Councillor Hopfensperger was unaware of the email from Chris Foyle which is mentioned under Matters Arising, therefore the Clerk would forward her a copy. The Chairman thanked Councillor Hopfensperger for her report and for her valuable assistance in getting issues moving. 5. AGENDA ITEMS OF INTEREST TO THE PUBLIC From the floor, Mr Yates said he was interested in the floodlighting of the Church. Councillors had been given a copy of Mr Cornell's quotation which was in the sum of £787.00. After much debate, it was decided that the Clerk should obtain two further quotations. The figure did seem rather high, particularly since it was envisaged the lights would only be on for approximately 4 days. Mr Yates was asked if he thought they could be used at other times in the year. His personal opinion was Christmas could be one of those times. He said he would

bring the issue before the next PCC meeting and to see if they would make a financial contribution. The other matter Mr Yates was interested in was the Village Fête which this year was being held at All Saints on 14th July. Councillors debated this matter at length and unanimously felt that this was not something the Parish Council should become involved with. It was agreed that they could have a free advertisement in the Bugle. Two Councillors are already involved and anyone else on the Council can also assist. The Council reconvened 6. DECLARATION OF INTEREST - None 7. MATTERS ARISING a. Reduction of speed limit/traffic calming/flashing signs

These issues were fully covered under Borough/County Councillor's report.

b. Jubilee Celebrations

Councillor Mrs Hubbard said she had attended the Jubilee meeting and reported on the progress made. She also reported on the outcome of herself and the Clerk's efforts in obtaining prizes from local businesses. Whilst there had been a mixed response, several promises had been forthcoming. On the issue of the bunting, the organisers were still unsure of how much they required but it was agreed that we should provide 80 metres, which after the celebrations, would be given to the Church. The issue of delivering flyers to households was discussed. All Councillors said they would help and it was agreed that the Chairman would formulate a list. Councillor Mrs Hubbard said volunteers were required for marshalling and it was agreed that the Clerk would print these.

c. Floodlighting the Church

This had been fully covered under Item 5.

d. Widening the footpath from the Village to the bottom of Barton Hill

This had been covered under Item 4. e. A Boards the Woolpack

The email from Chris Foyle had been circulated to Councillors in which he was questioning the issue of the parked cars which also obstructed the path. The Chairman said that he frequently walked along this part of the Village and he felt that the boards, having been moved off the hatched area, did not obstruct the view of drivers exiting Old Hall Lane or the Woolpack and wondered if it was time to draw the matter to an end. Councillors agreed to do this. The Chairman said he would speak to the landlord and appraise him of the Council's position and to make sure the boards are kept off the hatched area.

f. Street Light – top of Old Hall Lane

This matter was covered under Item 4. 8. RURAL VISION 2031 Councillors had been asked by the Chairman to give this matter some thought. Councillor Mrs Buxton said she had concerns regarding the need for mega housing developments. The rat run via Waitrose, the dangerous pedestrian crossing at the bottom of Station Hill and other logistical issues. 11. COMMITTEE REPORTS SALC The Clerk had today received an email communication informing parish councils that the Government had now repealed the Power of Well Being and is replacing it with The General Power of Competence. This has implications both for councillors and clerks. Councillors will be circulated with the paperwork and the subject will be placed on the May 21st Agenda. Village Hall Councillor Hubbard said there was nothing to report. Tree Warden The Chairman said they did not think the two fallen trees on the footpath running alongside the A143 had been removed. He would take a look and let the Clerk know the outcome. Playing Field Councillors noted that the bench in memory of the late Ethel Fordham had been installed. The Clerk had received an email from Mr Gibbs asking if next season the football pitch could be used for an under 10 youth side. Councillors were in agreement but the club would have to cut the pitch and keep it in a tidy condition. Rights of Way The Clerk said he had received a phone call from Mr Michael Jones drawing attention to the lorry which is now parked at the entrance to the old Thetford Road. The Borough Council will not take action as it is not causing a nuisance or obstruction to the highway. Councillors felt that the vehicle did not obstruct the right of way of walkers and was well off the highway. Both the Chairman and the Clerk had received telephone complaints from two residents of Manner's Road regarding cars being parked on the green and indeed being driven over it. One also complained about dogs fouling the green.

The Clerk had spoken to Damien Parker (The Borough) about the car issue and he has promised to visit the site and see what can be done to alleviate the situation. His first thoughts were to erect bollards or to raise the kerbs. On the dog fouling matter, there are by-laws but it is a matter of identifying the dog owner and being prepared to give evidence against that person. The Manner's Road sign has been demolished and the Borough have promised to replace it within the next few days. Planning Consent had been given for the felling of four poplars and one hornbeam at 4 South Lodge Drive. SE/12/0420/EXTEND. Mr M Stennett, Park Farm, Culford Road. Outline Planning. Extension to time limit for an additional three years for the commencement of development authorised by outline planning permission SE/09/0189 for (1) erection of an agricultural building (2) construction of a new vehicular access onto existing track and associated hard-standing. As the Parish Council did not object to the original application, they had NO OBJECTION. 12. CORRESPONDENCE Councillors had been circulated with details of a meeting being held on 26th April regarding issue around the Rural Vision 2031. The Clerk would be attending. The flyer “is there a business in you?” had been handed out to Councillors. An email had been received regarding the Old School House and whether the piece in the Village Guide is incorrect in stating that the extension was paid for by Sir William Ord and not as the writer thinks, by Sir William Gilstrap. The Clerk would ask Mr Cedric Hanson if he can throw any light on this.

The Clerk had received a telephone call from Barbara Hill saying that she would be giving up the organisation of the Bugle distribution. Councillor Forster said he would volunteer to do this and he would contact Barbara Hill for full details of what is entailed. Pat and Su Brooklyn wish to give up the management of the website and feel it is time for someone local, who is proactive and interested in the Village to take it on. The Clerk would advertise this in the next issue of the Bugle. (see page 45) From the floor, Mr Yates asked for the date of the judging for the Best Kept Village Competition, the Clerk said he would find out and let him know. 13. ACCOUNTS AND FINANCIAL MATTERS Section 137 Payments The Clerk had written to the usual groups and had received three replies. The Gardening Club thanked the Parish Council for the offer of a grant but they had sufficient funds. The Toddler Group said that they were in deficit. It was unanimously agreed to grant them £50 (same as last year). The Church had replied. Their grass cutting costs would be £1,350 for the coming season, tree pruning £635.00, sycamore been tested for fungus £216 and annual hedge trimming £330.00. The accounts would follow after their Annual meeting which was held on15th April. Councillors were unanimous in granting £1,500, being the same as last year. Receipts and Payments The Clerk had circulated the Receipts and Payments schedule together with notes on variances for the year ended 31st March 2012 which showed an accumulated balance carried forward of £17,130.

PCSO Ruston said he was the dedicated officer for the Village and he hoped that in future he would be able to patrol more often. He drew attention to the fact that the police still have significant problems with lead, BT cable and metal theft and asks everyone to be vigilant and to report anything suspicious, using the 101 number. Councillors thought that this number and the way in which it could be used was not universally known. It was therefore agreed to highlight this in the Bugle. Councillor Mrs Buxton, supported by other Councillors said they were concerned about the motorcyclists who race up and down the dual carriageway, particularly when the Snetterton races are taking place. PCSO Ruston said that they were aware of this but anyone having concerns, especially in the late evening/early morning, should call 101 to report the matter. PCSO Ruston said he wished to thank Councillors for their interest and support. The Chairman thanked him for attending and for his yearly report. 6. BOROUGH/COUNTY COUNCILLOR'S REPORT **(see page 27) Councillor Hopfensperger had emailed her report to the Clerk and as this had not arrived in time for the actual meeting, the Clerk would circulate it to Councillors and it was agreed that it should form part of these minutes.

Councillor Hopfensperger said she hoped by next week to have the details of the proposed traffic measures and the proposals for widening the path from the Street to the bottom of Barton Hill. On HGV's she said that Culford were arranging a date for a meeting to discuss the issues. Councillor Mrs C Buxton said the street light at the top of Old Hall Lane was still out. Councillors felt that if it was such a problem to repair, why cannot a new light be erected. Councillor Forster said the light on Barton Hill had been repaired but it still goes off intermittently and seems to respond to a kick. This is obviously unsatisfactory. Councillor Hopfensperger said she would pursue this as a matter of urgency. The Chairman thanked Councillor Hopfensperger for her valuable help and assistance throughout the year and her continued support. 7. PARISH COUNCIL ACCOUNTS The Clerk reported upon the fact that the accounts had been signed off by the internal auditor. The Chairman signed the accounts and also signed the Annual Return in respect of the external audit. Taking into account receipts and payments, the positive balance carried forward to 2012/2013 was £17,130. 8. VILLAGE HALL ACCOUNTS These were not to hand. Playing Field Councillor Forster said he had spoken to Mr Hoggett regarding the trim trail and in particular the “chin up apparatus” as it was in need of repair. DATE OF 2013 ANNUAL PARISH MEETING 9th MAY 2013 at 7pm There being no further business, the Chairman thanked everyone for their attendance and closed the meeting. **Borough / County Councillors Report It gives me great pleasure to be representing the Parish as their County Councillor for another year and also now as their Borough Councillor as well. It has been a difficult and eventful year for both councils with the reduction of government grants and budgetary constraints coming into force. A summary of the year follows this introduction. Budget Both councils have had to make some tough decisions again this year due to the current economic climate and the reduction of grants from the government, together with ongoing increases in the demand on our services, and the costs of providing them. SCC have had to make budget savings of £26million this year which is part of a plan to save over £50million over the next two years. The savings will be achieved by reducing management and back office cost, cutting bureaucracy and working in new, innovative and more efficient ways. The budget proposals were developed alongside a budget consultation, where the people of Suffolk were asked for their views and their priorities. We listened, and delivered a budget that reflects those priorities - protecting our valued frontline services. However we did manage to freeze our council tax for a second consecutive year. Broadband SCC committed £10million towards a bid for broadband funding and a similar amount was committed by the government. The money will be used to work towards delivering comprehensive high speed broadband across Suffolk. A procurement process will be taking place to select the company that will do the work. The firm aim will be to get the areas with . . . .

. . . the poorest coverage up to the average. By the middle of 2013 the aim will be for all areas to be up to a minimum standard with the scope to go much further. By being in the first wave of counties implementing high speed broadband, Suffolk can gain a significant competitive edge which will help attract businesses and generate economic growth and new jobs. Libraries The council moved the management of the library network to a new operating model through establishing an Industrial and Provident Society (IPS). This will enable us to retain our library network, working in partner-ship with local communities, while reducing the budget by around 30% over three years, from approximately £9m to £6m. Social Services The last year we introduced a new way of delivering children’s social care across Suffolk. Amongst the benefits of the new operating model are: • Uniform provision across the county with the ending of three separately managed (north/west/south) areas • Every new case including over 10,000 police referrals per year, handled by a central multi discipline access team • A reduction in management and non front line staff • The integration of Suffolk PCT’s Children’s Community Health Services (i.e. health visitors, school nurses etc.) into SCC care. Meanwhile, OFSTED inspections of Suffolk’s adoption service have been rated as excellent. Two of our children’s homes have been assessed as ‘Excellent’, with the remainder good. Vision 2031 The consultation for the Rural, Bury St Edmunds and Haverhill Vision 2031 documents finished on the 30th April. The consultation gave the opportunity for residents to give their views on the way St Edmundsbury could look in the future. The next stage will be to collate all the responses and feed them into the Vision documents with a view of putting out further more detailed plans in the autumn. Review of council owned property The new office building that will be shared by the County Council and Police – Landmark House – is due to have staff moving in this July. The project is part of our move to cut down on office accommodation across Suffolk and work more closely with other public sector organisations – saving money and improving the way we work. The Landmark House project is set to save the County Council and Police a total of £500,000 a year.

This is only one piece in the project; known as the Single Public Sector Estate. In all, there are around 2,500 public sector buildings in Suffolk and, over the next few years, we will be working with our colleagues across the public sector to reduce this number, to work more closely together and make savings for the Suffolk tax payers. Speeding through the village Speeding through the village continues to be a concern, I have arranged for repeater roundels to be placed on Barton Hill. I am also currently in process of obtaining some costings for vehicle activated flashing signs to be placed in the village. I am hoping that this will help with the problem of speeding. Path from the Street – Bury St Edmunds The pathway which runs from the Street past Barton Hill into Bury St Edmunds has been criticised for a long time for being to narrow. I am currently in the process of obtaining a quote for the widening of the pathway, it is envisaged that as it will be quite a long and costly job. Therefore I am proposing that we do it a section at a time with the first section being the pathway which runs up to the grassed area. HGV There has been a review of HGV’s using the B1106 and I am awaiting results and a report on what possible measures can be taken to help reduce the level of traffic. Funding I would like to remind everyone that I have a locality fund which can be used to fund community projects and assist groups. If anyone knows of any good causes please do not hesitate in contacting me. I also has a limited budget called the Quality of Life Budget which as the title suggests is for schemes which are perceived to enhance the quality of life of residents for example highway crossings, traffic studies etc. Rebecca Hopfensperger

CRIME STATISTICS for period 10.05.11 to 10.05.12 for the parish of Fornham St Martin cum St Genevieve. 39 reported crimes of which 14 (36%) were detected (compared to 40 crimes and 13 (32%) detections during previous 12 months). The total number of reported crime has remained relatively stable over the last 12 months when compared to the previous year. However, when you look at the more serious crimes the numbers have dropped in the last 12 months crimes have included 5 burglary other building, 6 theft other, 2 theft from motor vehicle and 4 incidents of criminal damage. In the previous 12 months there were 2 burglary dwellings, 2 burglary other, 12 theft other, 4 theft from motor vehicle 5 incidents of criminal damage. The majority of other offences have been crimes against a person, thefts of lead and other. I would like to bring to your attention the ongoing issues across the county within the rural communities’ theft o metals / building materials and power tools from, garages and outbuilding; together with continuing theft of metals and BT cables. Your continued vigilance for all suspect vehicles and persons in your parish is requested. Fornham St Martin - cum - St Genevieve Parish Council - Chairman’s Report for year ending 2012 The Parish Council We conducted fourteen general and planning meet-ings in this last year. We enjoyed good attendance from Councillors and our Borough / County Councillor Rebecca Hopfensperger. I would like to thank everyone including our clerk Nigel Pitcher for their time and commitment to Parish Council business. Parish Council Business This has been the first full year with the village website up and running and it is already receiving a number of hits. I would like to take this opportunity to thank Su and Pat Brooklyn for all their efforts and hard work in setting up and maintaining the site and furthermore for the work they do editing our Parish magazine. The footpath from Barton Hill to Bleak House was cleared which has made it wider and this was clearly well received by residents. The good news is that the Parish Council with the support of our Borough/ County Councillor is making good progress in convincing Suffolk County Council that work needs to be done to keep the path permanently clear and therefore wider. This may be done in segments over time due to the substantial cost but never the less is great news.

More good news for the speeding issues in the village. The Suffolk County Council are drawing up strategic plans to put flashing 30 MPH signs at appropriate sites in the village. This work should be completed this year. New Councillors I would like to congratulate our two new councillors Paul Butler and Jayne Hubbard for completing their first full year on the Parish Council. We were delighted to welcome them after their selection and I value their refreshing input to the Parish Council. As ever I would like to recognise all the valuable work and effort put into the amenities of the village by all the volunteers who are too numerous to mention. Their roles in delivering The Bugle, managing the clubs and societies and keeping our streets clear of rubbish are essential and we are grateful to everyone who gives us so much of their free time. Looking Forward The governments Locality Bill is still slowly taking shape. Many of the ideas and new legislation are still not clarified at Parish Council level, however we are ready to take on board any challenges and innovations that come our way in due course. b. Jubilee Celebrations Councillor Mrs Hubbard said that she would be attending a meeting on Monday and would email Councillors with an up-date. She produced details of types of bunting and Councillors were of the opinion that the fabric ones would be preferable to plastic and they went for the ones with a Union Jack. They would however ask Mr Yates for his opinion when he arrived. The Clerk would chase up sponsors who had not sent their donations/prizes. He would also contact Mr Hoggett to see if he could help with clearing up on the Tuesday following the event. Councillors confirmed that practically all the flyers had been delivered.

c. Floodlighting the Church for the Queen's Jubilee

It had already been decided not to go ahead with this project but to revisit it in October in time to see if it might be practical to floodlight the Church over the Christmas period.

d. Widening the footpath from the Street to the bottom of Barton Hill

Details were being awaited from Councillor Hopfensperger. The Chairman said the path was becoming overgrown with cow parsley and grass and it was agreed to ask M & T J's to strim the bank and also to cut the lower branches of the trees near the Old Vicarage which overhang the path. It was also agreed to ask them to cut the area of grass in the front of Flint Cottages and to do this on a regular basis.

e. Street Light (top of Old Hall Lane)

Councillor Mrs Buxton said the light was still unlit. Councillor Hopfensperger did say that this was being looked into.

f. Clearing paths of soil and debris

This matter would be kept on the agenda.

g. Bugle distribution Councillor Forster said he would be meeting with Mrs Barbara Hill to carry out the hand over. Mrs Hill would be arranging the next issue.

h. Website Management

There would be a piece in the next issue of the Bugle, asking if anyone in the Village would like to take this on.

i. Car parking receipts

There seemed to be some confusion as to who now looked after this. The Clerk would endeavour to find out.

8. ISSUES ARISING FROM THE 2012 ANNUAL PARISH MEETING None. 9. COMMITTEE REPORTS It was agreed to continue with the current representatives. SALC Councillors had been given copies of The General Power of Competence (now in place of The Power of Well Being) The Clerk had checked with SALC and they said that there was no need to take action until after 2015. Also Councillors had been given copies of the Local Precept Data. The Council adjourned: As Mr Yates arrived the Chairman asked him which items were of interest. 1. The Jubilee celebration. Councillor Mrs Hubbard showed him details of the bunting and he felt the ones selected by Councillors would be appropriate. 2. Floodlighting the Church. The Chairman up-dated Mr Yates of the Council's thinking on the matter.

Mr Yates gave details of the Church fête. The Clerk would make copies for Councillors. The Chairman thanked Mr Yates for his input. The Council reconvened Village Hall Councillor Hubbard said a new treasurer had been appointed and the Village Hall Committee had four new members. The intended refurbishments would go ahead and funding was being sought. Mrs Barbara Hill would be standing down as chairman next year. The accounts were not completed. The next Village Hall Committee meeting would be in July. Playing Field The under 10's football youth side had confirmed that they would be commencing using the field and they would endeavour to avoid playing when Church services were taking place. The Clerk would speak to Mr Hoggett about repairing the “chin up apparatus” on the trim trail. Councillor Mrs Buxton thought we should know who had keys to the playing field. The Clerk would find out. Councillor Mrs Buxton said she had seen someone who had not picked up their dog mess and she had spoken to that person's mother. She had also spoken to two ladies who told her that, since the notice on the gate and in the Bugle, whilst not being perfect, there had been an improvement. The Clerk would put something in the Bugle about this. Rights of Way The Clerk would update Mrs Borrett on the Manner's Road problem with cars crossing and parking on the amenity area. Councillor Mrs Hopfensperger is on the case. The Chairman said there was a problem with moles on the grassed area beyond the roundabout towards Park Avenue. The Clerk would 'phone the mole catcher.

CORRESPONDENCE The email from Mr M Jones regarding the issue relating to the parked lorry at the entrance to the old Thetford Road was discussed. It was agreed to respond by saying that since the lorry is not now parked there and the driver has a smaller van which he parks where he lives, the matter would appear to have been resolved. An email had been received on behalf of the Over 60's Club who wish to plant two trees on the green at the rear of Oak Close (where the phone box used to be), in memory of the late Ethel Fordham. The Chairman said he thought trees may be available later in the year from the Borough. The Clerk would find out and let the Over 60's have all the relevant information. Councillor Mrs Buxton reported on the Parish Conference which she and the Chairman attended. There was a talk on libraries, broadband and the Localism Act which was not defunct. FORNHAM LADIES CLUB

Our speaker at our April Meeting was Mrs. Maralyn Bambridge, co-founder of “Engalynx", a registered charity working solely in Rwanda. Engalynx was founded in 1998 to help thousands of children orphaned by the horrifying genocide of 1994 which resulted in one million people killed by machete or burnt in a massacre of 100 days and nights. The charity's work is centred in Gitarama. In orphaned families the oldest child had to leave school to look after the younger siblings. When asked nine out of ten of these children wanted a goat. So the Goat Project - a kid for a kid was started. Goats are sourced from the area as these animals survive on the sparse and course grass of the region. On her first visit Maralyn took a container load of equipment for young children and on her second visit a container load of hospital equipment. Engalynx set up training schemes for the skills people wanted. Groups were trained in welding, tailoring, craft making, hairdressing, fruit and veg marketing. Maralyn visits Gitarama at least once a year and the policy of Engalynx is to listen to what the people want rather than to tell them want they need. People had to walk 40 miles to the nearest medical centre, so for 2011-12 the new project is a Health Centre. They have the land for the site and local people are clearing the area ready for building. Engalynx want to include maternity and paediatric units within the Centre as well as a family planning clinic. Maralyn had a range of craft items displayed, some lovely wood carvings and woven bags and bowls, and a lot of members were delighted with their purchases!

Paying us a second visit for our May meeting we welcomed Joyce Kimber. She had spoken to us in April 2011 when her subject was "Codes, Ciphers & Enigma" - a very informative and interesting talk. This month her subject was very different - "Life Upon the Wicked Stage" - the opening line from "Showboat". As Joyce Blane and at the age of six, she made her stage debut on holiday at Bacton singing "Paddy McGinty's Goat" for which she was paid 6d. As a teenager she joined a church drama group and a local drama group. In the course of time she went to the Royal Academy of Music where she studied singing and conducting. She formed her own drama group of four men and four women, known as "The Crackpots" and they appeared in London and the South East of England. She auditioned with Vic Oliver and joined his radio series of Variety Playhouse. She also appeared in Opportunity Knocks. She had a season in opera, chorus parts in Carmen and La Traviata. She had a spell as conductor of an operatic society at one of their venues was Berlin. From 1984 to 1986 she appeared in minor roles in Hello Dolly, Hi-De-Hi, Carousel, June is Busting Out All Over, and Half a Sixpence. She appeared in Annie Get Your Gun in Chichester and then in the West End when it transferred to London. She was the Fairy Godmother in Cinderella. She entertained us with a performance of "No-one loves a fairy when she's old", a very professional performance and a wonderful singing voice. In 1986 she joined the cast of "Me and My Girl" in London in a minor role and as understudy to the Duchess, the female lead. She was there for its seven year run and had to play the part of the Duchess over 200 times. A special moment for her was when Bob Hope came to see the show and

shook her hand afterwards! After its London run the show toured the provinces and Joyce was offered and accepted the leading role. She also has an Open University degree in Maths, Computing and Psychology. When she was in "Me and My Girl" in London, Joyce and her husband lived in Norfolk and she used to make gooseberry jam from the fruit in her garden and give pots of it to the cast. Patrick Cargill, playing the lead male role at the time, asked if she could make jam with damsons and brought her two large bags full of them and so the cast enjoyed damson jam! A most entertaining and fascinating talk from a very talented lady. Thank you Margaret Ade for these reports.

VILLAGE WEBSITE VOLUNTEER

Your help is needed to keep the village website up to

date. If you can volunteer a few hours per month to

keep the current information up-to-date and to post any

new items as and when needed.

You need to be methodical and have good PC skills;

though training and support will be available.

The website has been setup via One Suffolk and at

present is not used to its full potential. Like the Bugle it’s

only as good as the information it receives.

Some villages make more use of their website i.e. post a

monthly What’s On etc. The Parish Council feel that this

would be an ideal opportunity to have someone from

Fornham St Martin or Fornham St Genevieve to take on

the challenge.
