This Order establishes a program to recognize river systemsconservedthrough diverse stakeholder partnerships that u s e a comprehensive watershed approach to resource stewardship. River systemsdesignated a s a National Blueway shall collectively constitute a National Blueways System. T h e National Blueways System will provide a n e w national emphasis o n th uniquevalue a nd significance of a headwaters to mouth” approach to river management a n d create a mechanism to encouragestakeholders to integrate their land an d water stewardship efforts b y adopting a watershed approach. This Orderalso establishes anintra- agency National BluewaysCommittee to provide leadership, direction, and coordination to th e National Blueways System. I t further directs t h e bureaus of t h e Department of the Interior Interior) to collaborate in supporting th e National Blueways System, to th e extent permitted b y l a w and consistent with their missions a n d resources. Background ec. 2 . Rivers play a vital role in connecting Americans with t he lands a n d waters that economic, ecreational, social, cu ltural, and ecologicalvalue to their communities. Healthy riversare integral to t h e quality of life fo r all Americans a n d their communities. Resilient rivers a nd watersheds a re essentialsources of clean water supplies fo r rural, agricultural, an d urban communities alike. Rivers provideimportant habitat fo r fish a n d wildlife species a n d ac t a s corridors fo r their migration a n d dispersal, providing ecosystem connectivity that supports resilience to environmentalchange. Riverssupport ou r recreation andtourism economy b y providing opportunities fo r boating, ishing, hiking, camping, swimming, an d numerous other activities. Rivers offer a focal point fo r environmental education an d outreach that helps communities understand a nd connect with t e greatoutdoors. Across theNation, communities of stakeholders have formed partnerships focused o n stewardship a n d sustainability of rivers n d their watersheds. When thesepartnerships work successfully acrossFederal agencies, with state, ocal, a n d tribal governments, an d with non- profit organizations, private landowners, a n d businesses they a r e able to accomplish their shared stewardship a n d conservation objectives. National recognition a n d Federalagency coordination in support of river systems will inspire andhelp stakeholders to planand manage fo r th e resiliency a n d connectivity of their rivers, to seekcooperation an d collaborationamong communities a n d across jurisdictions, a n d to strive fo r a n integrative, adaptiveapproach fo r sustaining the whole river system. National Blueways will b e nationally and regionally significant riversand their watersheds that a r e highly valued recreational, social, economic, cultural, a nd ecological assets fo r th e communities that depend on them. NationalBluewaysCommitteeec. 5 . ThisOrderestablishesa NationalBluewaysCommit teeCommittee),to bechairedb yth eSecretaryor h isor h erdesignee.

a. Membership.Membersof th eCommitteewill includea representatived e s i g n a t e db yth eDirectorsof th eBureauof LandManagement,NationalParkService,Fishan dWildlifeService,U.S. GeologicalSurvey,an dth eBureauof IndianAffairs;h eCommissionerofReclamation;anda representativedesignatedb yth eAssistantSecretary –Policy,ManagementandBudget.Th eCommitteemayalsoincluderepresentativesof otherFederalagencies,whoserepresentativesshal lparticipatethroughappropriateagreements.

b. Responsibilities.Th eCommitteewill:

i Overseeth eprocessof NationalBluewayscriteriadevelopment,a s s e s s m e n tan ddesignation;

a. Nomination.An yestablishedstakeholderpartnershipmay, n collaborationwitha sponsoringFederalor stateagency,nominatea r iveran dits associatedwatershedas a p r o p o s e dNationalBluewayb ysubmittinganapplicationaccordingto th enominationprocessan da s s e s s m e n tcriteria.

b. Assessment.Th ea s s e s s m e n tcriteriawill evaluateth eintrinsicvaluesa riverandits watershedp o s s e s sandth einterestedcommunities’recordof commitmentto landandwatermanagementpracticesthatprovideor maintainoutstandingrecreational,social,and/or ecologicalbenefits.

c. Designation.Followingconsiderationof recommendationsmadeb yth eCommittee,h eSecretarym aydesignatetheriveran dits associatedwatershedas a NationalBluewaythatwill becomepar tof th eNationalBluewaysSystem.

d. Alignment .BureauswithinInterior,to th eextentpermittedb ylawan dconsistentwiththe i rmissions,policies,an dresources,shallendeavorto alignth eexecutionof agencyp l a n sandimplementationof agencyprogramsto protect,estore,an de n h a n c eth enatural,cultural,and/or recreationalresourcesassociatedwithdesignatedNationalBlueways.

e. Coordination.Bureauswill coordinatewithinInterioran dwithotherparticipatingFederal,state, ocal,andtribalagenciesan dpartnersto supportdesignatedNationalBlueways.

f. Partnerships.Bureausareencouraged,to th eextentpermittedb ylaw,to developpartnershipswithotherfederal,state, ocal,andtribalgovernments,wateran dpowerauthorities,andcommuni tyandn o n -governmentalorganizationsin supportof designatedNationalBlueways.Bureauswill beresponsiveto th ediverseneedsof differentkindsof communitiesf rom,h ecoreof ou rcitiesto th eremoteruralareas,an dshallseekto ensurethatth eroleplayedb yth eFederalGovernmentis complementaryto th eplansan dw o r kbeingcarriedo u t b yotherFederal,state, ocal,andtribalgovernments.To th eextentpracticable,Federalresourceswill bestrategicallydirectedto complementresourcesbeingspentb ythesepartnerentities.
