Houston PetSet is a 501(c)(3) organization dedicated to ending the homelessness and suffering of companion animals and elevating their status in society. Houston PetSet works to achieve its mission by focusing its efforts in six key impact areas including spay & neuter, transport & rescue, community service & education, cruelty prevention, research, and advocacy. In addition, Houston PetSet provides annual grants to animal welfare-related organizations in the Greater Houston area. By providing critical funds and collaborating with strategic partners, Houston PetSet seeks to end the crisis of animal homelessness in our community. Animal Welfare

1. To what extent have you been involved with any animal welfare issues, including rescue, spay & neuter, foster, transport programming, legislation, and anti-cruelty?

Answer: I have used my vote on City council to support BARC and programs that spay and neuter. I have fount against animal cruelty and oppose chaining of animals to a tree or post for hours and even days. This is no life for an animal.

2. Do you have a plan to address underserved areas that need low cost spay & neuter programming and other veterinary services?

Answer: I will continue to support Emancipet working in Houston.

3. Do you have, or have you ever had in the past, a companion animal? If so, was it a rescue animal?

Answer: Over the past 50 years I have had many pets. Cats, dogs, & birds. Just

typing this makes me think of Mitzi (cat), Lassie (my Collie), So many to name. All the animals I had for many years were rescue animals. Strays that I got attached to and fed. The memories bring tears and makes me sad and happy. Great Memories.

Quality of Life/Public Safety/Public Health

4. What impact, and how will reducing the stray animal population improve the quality of life of all Houstonians, if any?

Answer: Safety becomes a critical issue when a senior Citizen was mauled to death in District I the first couple of months that I was in office (2014). We must do better to protect our citizens while providing healthy alternatives to dog owners.

The numbers of total strays of cats and dogs are alarming. Citizens need to be aware of the alternatives to provide a better home and safety for pets and people.

5. How do you plan to work with communities that have historically reported high rates of stray animals? Please describe below.

Community leaders to educate the public. City Council must support programs that provide homes and care for animals in our city.

6. How do you plan to address animal homelessness and the stray population citywide?

Answer: Foster is one of the best solutions to Strays. Remembering my history will taking in animals and feeding and caring for them that were dropped off in our neighborhood. Dad & Mom loved animals and were always supportive of us boys when we brought a stray or injured animal home.

We need to lower the cost of adoption and encourage adoption.

increase, but I know that there are concerned citizens in our community that love animals and we need to encourage more Public – Private cooperation to reduce the Stray population and put an end to chaining dogs up in the back yards.

8. Should BARC (City of Houston animal shelter) receive additional funding based on budget comparisons to national standards and peer cities? If so, how much and how would you increase the department’s overall budget?

Additional Comment: This must be considered a PUBLIC SAFETY ISSUE. The City and the County need to work together in this area. Remembering that animals do no recognize City of Houston or Harris County Boundaries. It is discouraging to call for help from the Animal control only to be delayed, delayed, delayed. These calls should take priority when it concerns PUBLIC SAFETY.

9. Will you commit to expanding intake hours for animal surrenders at the city shelter?

Additional Comment: The hours should be more in line with the needs of the citizens. A limited time does not benefit the public when many of these issued occur in the Early morning hours or late afternoon or evening.

This need to be studied and review the times of calls that are reported.

10.Will you commit to funding additional Animal Control Officers to respond to 311 and BARC calls?

Additional Comment: Once again there needs to be a quick and adequate response to the needs of the public concerning stray and abandoned animals. Animal Control should be made available and times that are needed by the public.

11.What is your plan to address animal abuse, including dog fighting (and cock fighting) in the City of Houston and how would you involve the community to assist in this effort?

Answer: This matter should be of great concern to all Houstonians. This is

animal abuse and actually encourages gambling and other types of Criminal Activities. We are certainly in need of more police, so the public that is aware of this should report this activity.

12.There are a number of duplicative services (ex. animal control services, investigative/enforcement, wellness services, etc.) that are offered between the City and County. Do you believe in the existing model, based on geography OR would you explore other options? If you would explore other options, what specific options do you have in mind?

Additional Comment: I have already commented on the need for City and County coordination. Animals do not recognize City or County Lines. Setting up a joint committee of City and County leaders for the discussion of coordination would be of great value.

Additional Comment: Animal Rescue groups and individuals are on the Cutting Edge and need to be encouraged to educate City and County Officials of the needs in our City and county.

City of Houston Ordinance/Advocacy

15.Would you support a local ordinance that prohibits apartments or home owners’ associations from banning specific dog breeds?

Additional Comment: There was a time when I might have considered this a good idea, but until someone can show me otherwise, I will not support a Prohibition.

16.Will you support the creation of a local ordinance that better defines and creates a higher standard of shelter for animals?

17.Will you support a local ordinance that bans the sale of dogs from breeders and puppy mills in retail locations within the City of Houston?

Additional Comment: I do not say how I would vote on an ordinance that I have not read, however, I would support the review of a DRAFT ordinance that does not violate the rights of Breeders. I believe that PUPPY MILLS increase the stray population and would consider a review.

18.Would you support mandatory microchipping for dogs and cats in the City of Houston?

Additional Comment: I support microchipping for dogs and cats in the City of Houston. Making it mandatory might be violation of the owner’s rights. I would need to see the draft ordinance.
