1. Introduction

1.1 Background It is understood that a development application is to be lodged with Blacktown Council for a residential development on land located at 52 Luxford Road, Mount Druitt.

The proposal includes 66 residential apartments allocated across 6 storeys. A basement car park is proposed, with capacity for 66 vehicles, including 7 disabled spaces and 10 visitor spaces where one visitor space is also a disabled space. Vehicular access would be provided via Luxford Avenue approximately 35m east of the Carlisle Avenue intersection.

Yardhouse engaged GTA Consultants in April 2016 to complete a transport impact assessment of the proposed development.

1.2 Purpose of this Report This report sets out an assessment of the anticipated transport implications of the proposed development, including consideration of the following:

i existing traffic and parking conditions surrounding the site ii suitability of the proposed parking in terms of supply and layout iii service vehicle requirements iv pedestrian and bicycle requirements v the traffic generating characteristics of the proposed development vi suitability of the proposed access arrangements for the site vii the transport impact of the development proposal on the surrounding road network.

2. Existing Conditions

2.1 Site Description The subject site is located at 52 Luxford Road, Mount Druitt. The site of 2,868sq.m has a 28m frontage to Luxford Road and 58m frontage to Carlisle Avenue.

The site is currently vacant and has a land use classification as R4 – High Density Residential. Access to the site will be via Luxford Road. The surrounding properties predominantly include both medium and high density residential developments.

Figure 2.1 shows the locality of the subject site and Figure 2.2 shows an aerial view of the site.

2.2 Road Network Luxford Road Luxford Road is classified as a Regional Road according to the RMS Schedule of Classified Roads and State & Regional Roads versions 2011/1. It generally runs in an east-west direction, and is the major route providing access to the Rooty Hill commercial and industrial precinct. Luxford Road is a four-lane divided road with a sign posted speed limit of 60km/hr. Kerbside parking is not permitted within the vicinity of the site.

Carlisle Avenue Carlisle Avenue is classified as an RMS State Road according to the RMS Schedule of Classified Roads and State & Regional Roads versions 2011/1. It generally runs in a north-south direction, and is the major route providing access to the M5 and M7. Carlisle Avenue is a four-lane divided road with a sign posted speed limit of 60km/hr. Kerbside parking is not permitted within the vicinity of the site.

2.3 Public Transport Bus A review of the public transport available in the vicinity of the site is summarised in Table 2.1. Table 2.1 presents a summary of the various bus services operating in the vicinity of the subject together with their frequency during weekday morning and afternoon peak periods.

Rail The site is located approximately 800m from Mount Druitt station with that distance reduced to 650m when accessing the station via Westfield Mount Druitt. The station is well served by trains departing to the city once every 10 - 20 minutes throughout all times of the day.

3. Development Proposal

3.1 Proposed Development The proposed development seeks to construct a 6 storey residential apartment building, with a basement car park.

The proposal would accommodate a total of 66 apartments with the proposed mix comprising:

8 one-bedroom units 53 two-bedroom units 5 three-bedroom units.

The proposed development would have 66 car parking spaces in one basement level.

Appendix A contains the architectural plans of the proposal.

3.2 Proposed Vehicle Access Arrangements Vehicle access to the site is proposed via Luxford Road approximately 35m east of the Carlisle Avenue intersection. Access to the basement level is through a driveway connected to this arrangement.

Discussions with RMS confirmed that they would not permit access from Carlisle Street (a primary road) when a suitable alternative is available on Luxford Road.

Details regarding the proposed vehicle access and car park layout are included within Section 5.2 of this report.

3.3 Proposed Service Vehicles and Loading Areas As required by Blacktown Council for developments of this size, the garbage will take place off street. The proposed layout shows that this will be achieved at Ground level on the Luxford Road frontage,

Notwithstanding, it is noted that other residential complexes in vicinity of the site (refer to street view image below), have their garbage collected from the kerbside of Luxford Road.

4. Car Parking

4.1 Car Parking Provision On-site parking requirements for the proposed development have been assessed against the Blacktown City Council Development Control Plan 2015.

The DCP stipulates parking rates for various types of development. Table 4.1 presents the assessment of car parking requirements for the proposed development.

Applying Council’s parking rates; the proposed development would require 67 car parking spaces to be provided.

To gain a better understanding of the parking requirements of the site, the RMS Guide to Traffic Generating Developments has also been referenced. Table 4.2 provides an assessment of parking requirements using parking provisions for residents and visitors set out in the guide for medium density development.

From Table 4.2, it can be seen that the RMS guidelines require a minimum of 56 car parking spaces to be provided. The local prescribed parking requirement (Blacktown DCP 2015) was determined to be 67 car parking spaces (see Table 4.1).

It is noted that the recent Apartment Design Guide states that a development application cannot be refused on car parking grounds "if the car parking for the building will be equal to or greater than, the recommended minimum amount of car parking specified in Part 3J of the Apartment Design Guide".

It also says that “For development in the following locations:

on sites that are within 800 metres of a railway station or light rail stop in the Sydney Metropolitan Area; or

on land zoned, and sites within 400 metres of land zoned, B3 Commercial Core, B4 Mixed Use or equivalent in a nominated regional centre.

The minimum car parking requirement for residents and visitors is set out in the Guide to Traffic Generating Developments, or the car parking requirement prescribed by the relevant council, whichever is less.”

The proposed development will supply a total of 66 parking spaces to satisfy the RMS and DCP criteria.

4.2 Parking Layout The proposed on-site parking of 66 car parking spaces is to be located in one basement level which would be accessed directly off Luxford Road via a driveway.

The car parking spaces have been design in accordance with the design requirements of Class 1A parking facilities with typical dimensions being 2.4m wide by 5.4m long. Where minimum aisle widths of 5.8m is not achieved it is noted that turning area has been designated for vehicle manoeuvres.

Minimum height clearance of 2.2m will be available within the car park.

On site servicing for the development will occur at the designated service area on the ground level. Details of swept path assessment demonstrating satisfactory provision in this regard are provided in Appendix B.

It is assessed that the proposed carparking arrangements will be generally consistent with design requirements set out in the Australian Standard, namely AS2890.1:2004.

The accessible car parking spaces and the associated shared area have been assessed as being acceptable by the Access Consultant.

5. Traffic Impact Assessment

5.1 Traffic Generation The proposed development is for 66 residential units.

Traffic generation estimates for the proposed development have been sourced from the Guide to Traffic Generating Developments (RMS, 2002). The guide suggests a traffic generation rate of 0.4 – 0.5 movements per peak hour per unit for medium density residential developments. Applying this rate, the proposed development would generate approximately 27 - 33 vehicle trips per hour during the peak periods. This equates to approximately one vehicle every two minutes,

Due to the left in left out access arrangement, all trips generated by the site would travel in an eastbound direction along Luxford Road. Inbound trips would be required to enter west of the site whilst outbound trips would be required to travel east of the site.

As such and compared against the existing traffic volumes in the vicinity of the site, the additional traffic generated by the proposed development would not be expected to compromise the safety or function of the surrounding road network.

6. Conclusion

This report examines the traffic and parking implications of the proposed development at 52 Luxford Road. The salient findings of this report are presented below:

It is proposed to construct a new residential apartment building to accommodate 66 residential apartments.

Vehicular access to the site would be provided via a left in left out arrangement from Luxford Road.

The net additional development traffic generated by the subject proposed development would be approximately 27 – 33 vehicle trips per hour during the peak periods. This equates to approximately one vehicle every two minutes,

The relatively low volume of additional traffic is not expected to create any noticeable adverse traffic effects on the surrounding local road network.

According to the Council’s Parking DCP, the proposed development would require approximately 67 car parking spaces.

According to the RMS Guide to Traffic Generating Developments Car Parking Requirements, the proposed development would require approximately 56 car parking spaces.

It is proposed to provide 66 car parking spaces which will satisfy the RMS and DCP requirements.

The site is well serviced by public transport with frequent bus and rail services within walking distance.

The carpark layout will be generally consistent with the design criteria set out in AS2890.1:2004

Overall, it is concluded that the traffic and parking aspects of the proposed development would be satisfactory.
