The Owego Apalachin Board of Education held a Regular Meeting at Owego Free Academy, 1 Sheldon Guile Boulevard, Owego, NY, on Thursday, July 23, 2015.

I. CALL TO ORDER

President Barton called the meeting to order at 7:05 PM.

II. IV. CONSIDERATION FOR THE NEED OF EXECUTIVE SESSION

President Barton stated that there is not a need for an executive session.

V. PUBLIC FORUM

Mr. Joe Chartrand, Owego Mr. Chartrand – Acknowledged that Mr. Pryor filled his foil request. He also questioned that if the financials that were in tonight’s packet were the final budget numbers for the 14-15 SY? No, they are not – This is the June treasurer’s report and the final numbers will not be available until after the audit.

A motion was made by Mrs. Stacey Riegel and seconded by Mrs. Becky Goodrich that the Board of Education adopts the following consent agenda.

RESOLVED, that the minutes of the July 9, 2015 Regular Board meeting and Reorganizational Meeting be approved as presented; AND BE IT FURTHER RESOLVED that the Resignations, Appointments, and Change in Salary be approved according to Schedule A; that the June Treasurer’s Report be approved according to Schedule B; that the Budget Transfer be approved according to Schedule C; that the IT Department Recycling List be approved according to Schedule D; that the Athletic Department Equipment Disposal be approved according to Schedule E; that the Service Providers & Contracts be approved according to Schedule F

VIII. SUPERINTENDENT’S REPORT

2015 Regents Exam Results – Mr. Farrell presented OA’s 2015 Regents exam results. There still is/will be a lot of digging to get through this information. Rebuilding OACSD – Dr. Russell gave a brief update on the rapidly progressing rebuild. The turn over should be early December for the elementary school. Fahs construction is working at a very good pace on the administration building and forming for the foundation will start next week. The maintenance building bids will be opened on August 13th.

IX. DISTRICT BUSINESS Bus Bond Resolution A motion was made by Mr. Gene Cvik and seconded by Mrs. Stacey Riegel that the Board of Education approve the Bus Bond Purchase Resolution as presented.

Bus 230 2005 Thomas 160,454 4UZAWDC25C04587 SW 9 - Has severe sub frame damage due to rust. The severe rust damage affects the structural integrity of the vehicle. This vehicle will not pass NYS inspection and would be too costly to repair. It is our recommendation that this vehicle be taken to Ben Weitsman’s for disposal. Bus 230 - In April 2015, in a report of the fleet, it was stated that bus 210, a 2001 Thomas wheelchair bus with 142,156 miles, was going to be offered to maintenance or sold at auction in the 15-16 school year. When we started to do rust repairs on bus 230, a 2005 Thomas wheelchair bus with 160,454 miles, so it could be kept and used as an auxiliary bus, we found that bus 230 had severe structural issues that were going to cost over three times the value of the vehicle to fix. So we are recommending that bus 230 be sent to maintenance or sold at auction and Bus 210 continue to be our auxiliary wheelchair bus. Prices are based on the Keystone Purchasing Network (KPN). KPN is a buying co-op that provides predetermined preferential pricing by approved vendors. This pricing is typically more aggressive than an owner would find in the open bid market. As the product has already been bid at the national level, individual municipalities do not need to duplicate the formal bid process. Per IFB #201203-01. Proposal TOTAL Furnish all Materials, labor and insurance to install the Action Pave Acrylic Color System to 7 tennis courts. The total area comprises of 5,243 square yards. Install one coat Action Pave acrylic resurfacer fortified with 60 mesh angular sand to

entire area. Install two coats Action Pave Acrylic color fortified with 80 mesh rounded sand to

entire area. Layout, tape and hand paint 7 sets of tennis lines with Action Pave acrylic white line

paint.

Utilizing the Cyclone pressure washer thoroughly clean entire surface using a rotating high pressure washing head capable of producing heated water and utilizing a water reclamation and filtration system to conserve water and reduce water runoff. Water will be filtered through filtration bags and solid waste will be properly disposed. Facility owner to provide water.

Thoroughly clean existing cracks 765 LF, fill to refusal with acrylic crack and leveling

binder patch. Multiple applications may be required . (Crack filling is a temporary remedy, which is not guaranteed)

Install the RiteWay Crack Repair System to 765 lineal feet. (The Crack Repair

System will not be installed on any concrete footers). This product prevents the cracks from reflecting through only where it is installed. It does not prevent cracking from occurring in other areas of the court or if existing cracks grow beyond the repair area.

Core Cut / Grind 3 older patches and remove all loose surfacing material. Shim areas

with acrylic crack and leveling binder patch.

SCHOOL-WIDE PRE-REFERRAL APPROACHES AND INTERVENTIONS

The Board of Education recognizes that the provision of academic and behavioral supports and targeted interventions for students who are not making academic progress at expected levels in the general curriculum may improve a student’s performance, and help avert the need for referral for possible classification as a student with a disability. Therefore, the district will implement on a school-wide basis practices appropriate to enable all of the district’s students to succeed in the general education environment.

The Superintendent will identify and take steps to implement a variety of practices

appropriate to comply with this policy. Consistent with applicable law and regulation, those practices may include, for example: 1. Providing instruction that supplements the general curriculum instruction and assists in

meeting the learning standards, and/or student support services which may include guidance, counseling, attendance, improvements services, and studies skills needed to support improved academic performance. This may also include professional development that enables teachers and other staff to deliver scientifically based academic instruction and behavioral interventions, such as scientifically based literacy instruction and, where appropriate, instruction on the use of adaptive and instructional software. It also may include educational and behavioral evaluations, services and supports.

2. Implementation of a response to intervention (RTI) program that includes the minimum requirements established by commissioner’s regulations, and allows teachers and other staff to determine whether a student responds to scientific, research-based instruction or requires interventions beyond those provided to all students in the general education classroom.

3. Implementation of positive behavioral interventions that reduces school and classroom behavioral problems, and creates and maintains a safe and positive learning environment by promoting positive behavior in all students.

District implementation of any of the above practices will not impede or delay the appropriate evaluation of a student suspected of having a disability, and the student’s right to a free appropriate public education.
