PREAMBLE

These orders are promulgated in order to define the aspects of the unit organization, regulations and terms

of reference that do not change frequently and promote the efficient operation of the Squadron. As it is

acknowledged that not every possible scenario can be covered by these orders, the discretion of the

Commanding Officer shall be the final authority in all cases. These orders are not meant to replace

common sense, all personnel and cadets of 767 RCACS are expected to use their common sense at

all times.

100 General

101. Aim

1. These Standing Orders are produced to provide clear guidelines to the staff and cadets of 767

Dearman Squadron regarding proper procedures, expected standards of behavior and discipline,

organization of, and operation of the squadron.

102. Authority

1. These Standing Orders are issued by the Commanding Officer of 767 RCACS under the authority

of QR&O 4.20.

103. Composition

1. These Standing Orders are composed of 9 Chapters and 8 Annexes, as defined in the Table of

Contents.

104. Conflict

1. In the case of conflict between these Standing Orders and National/Regional Orders (CATOs,

PRCIs, etc), the National/Regional Orders shall prevail.

2. In the case of conflict between these Standing Orders and those of the Commanding Officer, those

of the Commanding Officer shall prevail.

105. Applicability

1. These Standing Orders apply to all members of 767 RCACS. Members include Cadet Instructor

Cadre officers, Cadet Organizations Administration and Training Service, Civilian Instructors,

Civilian Volunteers, Sponsoring Committee and Cadets. These Orders come into effect at all

squadron activities unless, as directed by the Commanding Officer, they are superseded by Orders

of another Unit.

106. Abbreviations and Definitions

1. The following common abbreviations may be used throughout these Standing Orders:

i. CF – Canadian Force

ii. DND – Department of National Defense

iii. CCO – Canadian Cadet Organizations

iv. CIC – Cadet Instructors Cadre

v. COATS – Cadet Organizations Administration and Training Service

vi. CI – Civilian Instructor

vii. CV – Civilian Volunteer

viii. SSC – Squadron Sponsoring Committee

ix. OIC – Officer In Charge

2. The following definitions apply to the Standing Orders:

i. STAFF – Any CIC Officer, COATS Personnel, CIs, or CVs.

ii. MEMBER – Any CIC Officer, COATS Personnel, CIs, CVs or Cadets.

iii. Sr. NCO – Any Cadet who holds the rank of Sergeant or higher.

iv. MAY, SHOULD, COULD, MIGHT and CAN are to be read as optional.

v. MUST, WILL and SHALL are to be read as compulsory.

107. Responsibility

1. It is the responsibility of all members of 767 RCACS to read, and be familiar with, the

contents of the Standing Orders. Ignorance of these orders is not acceptable and will not be

tolerated as all members are aware of their existence. A copy of these orders will be made

available to any member of the squadron, at any time, for their reference.

2. The Administration Officer will distribute the Standing Orders and Amendments as required,

as per the Distribution List on Page 1.

108. Effective Date

1. These Standing Orders and any Amendments are effective as per the dates on Page 1 and 2.

109. Amendments

1. Amendments to these Standing Orders will be made at the discretion of the Commanding

Officer. Suggestions for amendments can be made in writing to the Commanding Officer for

consideration.

2. All amendments will be listed in the table at the beginning of these orders.

200 Squadron Organization and Personnel

201. General

1. Organizational orders are the means of delegating authority and responsibility, and

coordinating the functions of the staff and cadets within the Squadron. Organizational orders,

when issued separately as a part of the Monthly Routine Orders (MROs), shall be added into

the Standing Orders as an amendment.

202. Squadron Purpose

1. The purpose of 767 RCACS is to train its cadet members in accordance with the Aims of the

Air Cadet Movement (CATO 54-01). Any activity that in not in support of the Aims of the

Air Cadet Movement is not authorized as a Squadron activity.

203. Duties and Responsibilities

1. The Commanding Officer (CO) is directly responsible to the Commander, Pacific Region

through the Zone Training Officer and Area OIC.

2. The CO of 767 RCACS is responsible for the command, control, and administration of all 767

RCACS functions and activities whether he/she is present or not. The CO will from time to

time delegate command, control, and administrative responsibilities to other officers who will,

in return, be responsible to the CO for their actions.

3. A subordinate officer may be delegated by the CO to be Second in Command (2IC) of 767

RCACS when necessary. This officer will be responsible for the operation of the Squadron in

the absence of the CO. This officer will be directly responsible to the CO for his/her actions

and decisions.

4. All Staff and Cadets are personally responsible for the execution of duties assigned to them by

higher authority. Officers holding supervisory positions, in turn, are responsible for assigning

and supervising the duties of their subordinates.

5. All Staff are expected to be on duty on mandatory training nights from 1815 - 2145 hr. If

unable to be present on a parade night or other scheduled activity the CO must be informed as

far in advance as possible. Staff who are unable to attend on mandatory training nights on a

regular basis are to submit a proposal in writing to the CO, outlining how their participation

will be beneficial to the squadron.

6. All Staff are expected to be present at Mandatory Support and Optional Training activities as

required, and as individual schedules permit. These activities include, but are not restricted to:

field training exercises, citizenship tours, parades, community support activities and

competitions.

204. Command and Control

1. The CO shall be the only person to directly contact the Regional Cadet Support Unit RCSU

(Pac) concerning Squadron affairs. Other personnel may contact the RCSU (Pac) as directed

by the CO and must CC the CO on all emails.

2. Contact with the Air Cadet League concerning Squadron affairs shall be made through the

CO. Other personnel must obtain prior permission from the CO before contacting the Air

Cadet League in regards to Squadron affairs.

3. Business with the Squadron Sponsoring Committee (SSC) shall be brought to the attention of

the CO. The CO in turn, will address the matter with the SSC or authorize the staff member

to address the SSC. Staff are not to directly approach the SSC without prior approval from

the CO.

4. The CO has a right to expect the support of all personnel under his/her command. Personnel

are to conduct themselves in a manner that is not detrimental to the unit’s efficiency or in a

manner that would bring discredit to the unit and/or the CF.

5. In any decision-making process, the CO may seek suggestions from others and consider those

suggestions if the situation warrants. However, it must always be the CO who makes the final

decision and bears responsibility for it.

205. Chain of Command

1. Staff Chain of Command can be found at Annex A.

2. Cadet Chain of Command can be found at Annex B.

206. Staff Appointments

1. Staff appointments will be made by the CO and will be promulgated in the Squadron MROs.

2. The appointment of Commanding Officer, Training Officer and Supply Officer must be held

by a CIC Officer, preferably Second Lieutenant or higher.

3. Terms of Reference for all Staff Appointments can be found at Annex C.

207. Cadet Appointments

1. Cadet appointments will be made by the CO and will be promulgated in the Squadron MROs.

2. The appointment of cadets will be made by the CO, following an evaluation of all senior

cadets (usually the NCO Standards Weekend).

3. Terms of Reference for all Cadet Appointments can be found at Annex D.

4. Band members are eligible for all parade positions however, circumstances may require their

participation in the band. At this time, they would turn command over to their second in

command.

5. Cadets who are not satisfied with their standings with regards to appointments, may submit a

written grievance to the CO no more than 14 days after the announcement. The CO will

schedule a meeting to address the grievance.

208. Cadet Rank Establishment

1. CATO 13-02 establishes maximum rank quotas for each rank. When promotions are

restricted by quotas, the CO will select promotions based on merit IAW section 209.

209. Cadet Rank Promotions

1. National requirements for cadet promotions can be found in CATO 13-02.

2. Local standards are in place for the ranks of Flight Corporal (FCpl) and higher. Cadets must

meet both national and local standards to be promoted.

3. Promotions may happen on any CO’s Parade however, promotions most commonly happen at

the June awards night. The CO may promote a cadet at any time if deemed necessary by the

CO.

4. The SSC Chairman and Cadet Squadron Commander may be invited by the CO, to attend

promotion meetings which take place the Tuesday prior to CO’s Parade during opening

parade.

5. The local standards for the promotion to FCpl and higher, are:

a) Attendance above 70%.

b) Acceptable Cadet Points as outlined in Annex E.

c) Mandatory event attendance 100% unless excused by the CO.

d) Less than 2 written warnings.

e) Acceptable Drill, Dress and Deportment.

f) Recommended by Level Officer.

g) Recommended by Flight Officer.

6. The following local standards that may be applied to Sgt and higher, are:

a) Participation in Citizenship Activities.

b) Participation in Optional Training.

c) Leadership and Instructional ability.

d) Initiative, Reliability and Dedication.

7. Cadets must be present on the day of promotion. Cadets who are not present, will not receive

their promotion until the next time it is offered.

8. Cadets who are not satisfied with their standings with regards to promotions, may submit a

written grievance to the CO no more than 14 days after the announcement. The CO will

schedule a meeting to address the grievance.

210. Communications

1. All communication with Squadron Staff shall be through the Cadets. Cadet will be

responsible for relaying all relevant information to their parents/guardians. Staff will not

discuss cadet business with parents directly.

2. The primary method of communication is via the Squadron Website (www.767dearman.com)

and during announcements made on closing parade.

3. The following methods of communication are approved for use:

a) Telephone

b) Voice Mail

c) Email

d) SMS (Text Message)

e) Facebook

f) Smartphone Application

4. Urgent communications must be made via telephone. Cadets and Staff will be notified

through the chain of command as per Annex A and B.

5. Unless permission is granted by the CO, no member shall communicate in writing,

electronically, verbally or by any other means on any Squadron matter with:

a) Any member of the media, including but not limited to: newspapers, magazines,

television, radio, internet, etc.

b) Schools, clubs, organizations, associations or businesses.

211. Staff Meetings

1. Weekly staff meeting will occur from 1830-1850 on all Tuesday nights with the exception of

CO’s Parades, sports nights and any night that is not conducted at the LHQ.

2. Extra staff meetings may be scheduled by the CO as required. The time and location will be

decided by the CO. These meetings will normally occur for startup and close out of the

training year, ACR coordination, FTX O Groups, etc.

3. All staff are expected to attend the staff meetings. SSC Chair and the Cadet Squadron

Commander may be invited to attend at the COs discretion.

4. The AdminO may be asked to take meeting minuets and distribute them to the staff.

212. NCO Meetings

1. The Cadet Squadron Commander will be assigned a time for weekly meetings with the CO.

2. Senior NCOs are to conduct meeting as required to ensure that the squadron standards are

met, to plan cadet activities, make suggestions and distribute information.

213. Committees

1. From time to time, special committees will be set up to organize Squadron functions or special

events. Committees may be requested by either NCOs or Staff, but must be approved by the CO.

2. All Squadron committees shall either elect or appoint personnel to the following positions:

a. Chairperson

b. Vice Chairperson

c. Recording Secretary

d. Staff or Sponsoring Committee supervisor

3. Minutes shall be recorded at all committee meetings and a final copy of the minutes shall be

forwarded to the CO no later than one week following a meeting.

4. All decisions and recommendations made by a committee must be approved and/or authorized by

the CO.

5. Any request for funds from a committee must be forwarded through the CO to the Sponsoring

Committee.

300 Administration

301. Monthly Routine Orders

1. Monthly Routine Orders (MROs) will be prepared by the Administration Officer and draft are to

be distributed no later than the 20th of the month prior. Staff members will have until 1700 on the

last Tuesday of the month to submit revisions to the AdminO. Normally the CO will approve the

MROs the same night so staff and cadets will have access to the approved MROs before closing

parade.

2. All cadet activities must be listed on the MROs. Ongoing activities (i.e. Team practices) and

Additional Training Dates (Single Events or Additional Team Practices) must be approved by the

CO and added to the MROs. If the MROs have been approved, the AdminO must publish an

amended MRO. If an activity has not been published on the MROs, it shall be cancelled

immediately or have an amendment published by the AdminO prior to the activity.

3. The MROs will be created in a format approved by the CO.

4. All members are responsible for reading the MROs.

5. All staff members are required to read the Pacific Region Routine Orders. Once read, they must

sign a copy that will be posted inside the Administration Office to acknowledge they have read the

ROs. This must be completed by 2000 on the second Tuesday of the month.

302. Duty Personnel / Operations

1. All Squadron Officers and CIs, with the exception of the CO, will perform the duties of the Duty

Officer (DutyO).

2. The Operations NCOs are responsible to the Duty Officer and Administration Officer. Terms of

Reference for the Chief Operations NCO and Operations NCOs are located in Annex D.

3. The Duty/Operations Personnel are directly responsible for the efficient operation of the

Squadron. The Duty Personnel are to ensure that the Training is carried out in accordance to the

published Parade Schedule. The DutyO is the COs direct representative and will report directly to

the CO.

4. The AdminO will maintain a roster for Duty Personnel rotation and promulgate it in Squadron

Monthly Routine Orders (MROs). Changes to the roster must be reported to the AdminO as soon

as possible. If any of the Duty Personnel cannot appear for their duty assignment, the next person

on the rotation as promulgated in the MROs will assume the duties.

5. The DutyO and Chief Operations NCO are to report for duty by 1800 hrs. on the day of their duty

and to remain until the last Cadet departs for home.

6. The Operations NCOs will report to the DutyO by 1815 hrs. and will assist the DutyO in

conducting his/her duties.

7. The tour of duty shall be from 1800 on Tuesday to 1800 on the following Tuesday.

303. Visitors

1. All visitors must check in with the Duty Desk.

2. Visitors are not required to sign in during opening parade, closing parade or during CO’s Parade.

All other times, visitors must sign in and wear a visitor badge when approved by a squadron staff.

3. Visitors shall be escorted by Duty Desk personnel during their visit unless otherwise directed by

the CO.

304. Attendance

1. In the event that a cadet is unable to attend a parade or activity as scheduled, the Administration

Officer is to be notified as soon as possible prior to the absence through squadron website by

1900. If the AdminO is not notified in advance of the missed parade, an unexcused absence will be

recorded on the cadet’s record.

2. All attendance from cadet activities must be entered in Fortress and will be recorded as

Present – physically present for entire parade

Excused – cadet provides official contact NLT 3 hours prior to start time

Absent – cadet is who is absent without notification or excuse

No Uniform – cadet is present but out of uniform (tracked via StdsO)

LOA – cadet has been granted a leave of absence by the CO

Late – cadet was present but arrived late

Excused Late – cadet arrived late but was excused

Left Early – cadet was present but left early

3. Team Officers are responsible for entering their team’s attendance. Officers In Charge (OICs) are

responsible for entering their activities attendance. Mandatory Training Nights will be entered by

the AdminO.

4. The AdminO must ensure all events have be created and have attendance entered in Fortress.

5. It is the Flight Officers and Team Officers responsibility to track poor attendance and follow up

with the cadets. Chronic offenders shall be reported to the AdminO and DCO.

6. Cadet who have an attendance percentage less than 50% or have 45 days of consecutive absences,

will be Stricken Off Strength. The AdminO will send out warning emails as required.

7. If a Cadet must miss 3 or more Mandatory Training Nights, they should apply for an Authorized

Leave of Absence with the AdminO and have it approved by the CO at least 2 weeks before the

proposed start of the LOA.

305. Enrollment

1. Cadet enrollment will occur in September and January only. Specific dates will be published on

the Squadron Website. New Recruits will not be accepted at any other time.

2. In addition to the requirements set out in CATO 13-01, New Recruits must attend a New Recruit

Weekend before being allowed commence training. If a New Recruit is not available to attend,

they must wait until the next recruiting session. New Recruits that do not attend the New Recruit

Weekend, will be Stricken Off Strength. Successful new recruits will be assigned to a flight.

3. Enrolment for Officer, Civilian Instructor and Civilian Volunteer positions is through the CO.

After an interview, candidates will be contacted as to how to proceed if successful.

306. Recruiting

1. Cadet, Officer, CI, and CV recruiting is the sole responsibility of the SSC. At the discretion on

the CO, Staff may assist as time and duties permit.

307. Cadet Point System

1. The Cadet Point System will be used to track Cadet participation in Squadron activities and used

to track Cadets dress and deportment.

2. The Cadet Point System shall be used to determine promotions, squadron appointments, summer

camp assignments, special activity participation and special training opportunities.

3. Annex E outlines how the Cadet Points will be allocated.

308. Restricted Areas

1. Only authorized personnel are permitted inside a restricted area and all authorized personnel shall

have keys for these areas.

2. The following areas are restricted:

a. Offices – CO, Administration, Supply, Training

b. Personnel Files

c. Storage – Band Room, Sports Storage, Squadron Storage Locker

d. Weapons Lockup

309. Access to Cadet Building

1. Keys will be issued by the CO. A key register shall be maintained and keys will be signed in and

out as required. Key holders shall not share their keys or alarm code with any other person.

2. Cadets shall not be allowed inside the building without an officer or CI present.

310. Security

1. Security is the responsibility of all members. All members must ensure the security of all DND

and Squadron, equipment and property. Breaches are to be reported to the CO immediately.

2. Access to restricted areas will be granted by the CO and keys will be issued on a temporary or

permanent basis as deemed appropriate by the CO.

3. All doors inside the Cadet Building shall be locked when not occupied. The security alarm shall

be activated and outside doors locked when the building is not occupied.

4. It is the Responsibility of the DO or the OIC to secure the building at the conclusion of a Cadet

activity.

5. Access to the Upper Legion Hall shall be through the rear doors. The front door shall only be

used when first accessing the building and when securing the building, except for during SSC

meetings.

311. Computers and Network

1. The Squadron Network, CCO Computers and Squadron Computers shall only be used for official

purposes by authorized personnel.

2. All wireless connectivity should be kept to a minimum and hard lines shall be used where

possible.

3. Cadets shall not connect to the wireless or be given the passkey to the wireless.

4. Cadets completing tasks in support of OJT or officer tasks, will be permitted to use computers

under the supervision of staff.

5. All staff are required to check their CCO Net email a minimum of once per day. All official

Squadron correspondence shall be sent by CCO Net email. Personal email addresses should be

used as a CC (Carbon Copy) only.

312. Website, Social Media and Bulletin Boards

1. It is the Staff and Senior NCOs responsibility to keep the Squadron Website, Squadron social

media and bulletin boards up to date with current information.

2. Staff and senior NCOs may be granted access/permission to update certain sections of the website

or social media. All posts shall be professional and shall not reflect poorly on the Squadron or

Cadet Movement.

3. All obsolete information shall be updated or deleted. It is the OICs responsibility to ensure the

correct information is post regarding their activities.

313. Photocopier

1. Department codes will be issued for every department to track usage. Photocopier use is restricted

to official Squadron use only.

2. Members are reminded about our commitment to environmental protection. Items that can be

published electronically should not be photocopied. Classroom hand outs are an example of this.

314. Mail

1. The AdminO will retrieve all mail from the Post Office Box. The AdminO is authorized to open

any mail addressed to 767 RCACS. If mail is addressed to an individual, it must be delivered to

them unopened.

2. All official Squadron correspondence shall be mailed by the AdminO. The AdminO will complete

a Document Transit and Receipt to log all outgoing mail. Outgoing mail shall be submitted to the

AdminO no later than 2000 on Tuesdays.

315. Telephones

1. No long distance or any other charges will be charged to the Squadron unless approved by the CO

in advance.

316. Use of PMV / Travel

1. Cadets may drive their PMV to and from Cadet activities. Cadets may provide rides to their

family members only, as their license permits.

2. Cadets may give rides to other cadets providing the parents of both the driver and the passenger

consent in writing. This consent must be kept on file in Administration.

3. Staff may not give rides to cadets. Cadet may only be transported by staff via DND rentals or

CFRs.

4. Cadets may not use their PMV during an activity. Once a cadet arrives at a cadet function,

whether it is the final destination or not, the PMV shall not be used again until the conclusion of

the activity.

5. Members will not be reimbursed PMV expenses unless approved in advance by the CO.

317. Use of Public Transportation

1. Cadets may use Public Transportation should their parent/guardians give permission. A letter

must be placed on the cadet’s file.

2. Cadets should not travel in uniform on Public Transportation. Cadets should travel in civilian

clothing and change at their destination.

318. Medical Emergencies

1. All precautions shall be taken to advert emergency situations.

2. If a medical emergency occurs, staff present will take immediate action to prevent further or

additional injury.

3. The CO is to be notified immediately of any medical emergencies.

4. The OIC or First Aid Officer is responsible for completing the appropriate paperwork and

collecting witness statements.

319. Medications

1. The following order outline to security and administration of all prescription and non-prescription

medications while on Cadet activities.

2. Inhalers and EPI Pens shall remain with the member they are prescribed. No member shall

remove these items.

3. Parents / Guardians shall:

a. Only sent the required amount of medication required for the activity. Remove

excess and store in an alternate container at home.

b. Ensure medications are sent in the original container with the original labels

clearly affixed with instructions.

c. Place all medications in a waterproof bag (Zip Lock) with the Cadet’s name, and

list of medications clearly written on the bag.

d. Ensure all unused medications are collected when retrieving your Cadet.

4. The OIC shall:

a. Appoint a staff member to collect medications upon Cadets arrival.

b. Appoint a staff member to be custodian of the medications

c. Provide a means to secure the medications.

5. The medication custodian shall:

a. Ensure the security of the medication.

b. Ensure medication is taken at the prescribed times, following the instructions.

c. Return unused medications after the activity.

320. Suicide Policy

1. Teen suicide is a very real issue and staff members must be cognizant of this and watch for signs

of potential suicidal thoughts.

2. Cadets who display signs of suicidal thoughts shall be placed under the direct supervision of a

staff member and direction shall be sought from the CO immediately.

3. Should the CO not be available, staff members shall contact the parent/guardian and have the

cadet Returned to Unit.

321. Awards and Honours

1. Cadets who are eligible for the Air Cadet Service Medal, shall complete the order form and submit

it to the Administration Officer. Forms can be found on the BC Air Cadet League website.

2. Cadet who wish to apply for the Lord Strathcona Medal of Royal Canadian Legion Medal of

Excellence, shall ensure they fully meet all requirements set out in CATO 13-16. If all

requirements are met, cadets shall submit a Cadet resume and cover letter to the Administration

Officer no later than 1 March.

3. Cadet who wish to apply for other national honours, shall ensure they fully meet all requirements

set out in CATO 13-16. If all requirements are met, cadets shall submit a Cadet resume and cover

letter to the Administration Officer no later than 15 October.

4. Requirements for 767 Awards are as per Annex H. The OPI of 767 Awards will designate a time

in which Cadets will be able to vote for Cadet nominated awards.

322. Access to LDS Church

1. Only authorized personnel are permitted access to the LDS church outside of mandatory training

hours. If access is required outside of mandatory training, the CO must be consulted prior to

gaining access.

2. The following areas are restricted:

a. Bishops and clerk offices

b. South Washrooms

c. Library

d. Any rooms utilized by church user groups

3 Keys will be issued by the CO following approval by the LDS Church Bishop. LDS Church key

holders shall not share or loan their keys to the LDS Church at any time.

323. Squadron Cellular Phone

1. The Squadron Cellular Phone is to be present at the LDS Church and available for use by the

AdminO and Operations NCOs. The Duty Officer will take possession of the phone from the

closing parade and will return it to the AdminO the following Tuesday when their tour of duty

ends.

2. The Duty Officer is responsible for answering any time sensitive calls, text messages or voice

messages. All other messages shall be brought to the attention of the AdminO when the cell

phone is returned.

3. The Squadron Cellular Phone has a minimal data plan. Personnel are not authorized to use data

without the consent of the CO. In emergency situations, the OIC of an exercise may authorize the

use of data, but it must be justified and reported to the CO immediately.

324. Squadron DSLR

1. The Squadron DSLR is for official squadron use only. Personal use of the camera is prohibited

without the direct approval of the CO.

2. Personnel are to track the transfer of the DSLR with a DND 728 Document Transit and Receipt

using the following procedure:

a. To: Supply Officer.

b. The Camera, Lens, Band and Accessories are to be itemized in the main section.

c. The from section is to be completed by the member losing possession.

d. The receiver is the member gaining possession.

e. Both members must sign to acknowledge the transfer.

f. Both members keep a copy for their records and the original is given to the SupO

400 Training

401. Training Safety

1. All members are responsible to ensure that all training is carried out in a safe manner. The OIC is

at all times responsible for all aspects of safety during their activity.

2. It is the OICs responsibility to supervise cadets from the time that they arrive to the time they

depart. If a parent or guardian has not arrived at the conclusion of an activity, the OIC must

supervise the cadet until the parent or guardian arrives and report the incident to the CO.

402. Mandatory Training Schedule

1. The following schedule will be adhered to for all Mandatory Training Nights (Regular Parade

Nights):

1800 – Duty Officer Arrives

1815 – All Staff and Cadets Arrive

1815 – 1830 – Cadets Sign In. Sr. NCO Meeting as Required.

1830 – 1850 – Opening Parade

1850 – 1900 – Setup for Classes

1900 – 1935 – Period #1

1935 – 1940 – Break

1940 – 2015 – Period #2

2015 – 2020 – Break

2020 – 2055 – Period #3

2. Opening Parade for Mandatory Training Nights will be executed without officers present on

parade.

3. Closing Parade for Mandatory Training Nights will be executed with the Duty Officer ONLY. All

other staff shall give their announcements to their NCO in charge of their events and have them

address the squadron. If there is no NCO in charge, or an announcement is of particular

importance, the officer may make the announcement from off the parade square.

403. CO’s Parade Training Schedule

1. The following schedule will be adhered to for all Mandatory Training Nights (Regular Parade

Nights):

1800 – Duty Officer Arrives

1815 – All Staff and Cadets Arrive – No Later Than

1815 – 1830 – Cadets Sign In. Sr. NCO Meeting as Required.

2. CO’s Parades will happen the first Tuesday of the following months: October, December,

February and April.

3. All training for CO’S Parades will take place at the LHQ in order to ensure maximum attendance.

404. Mandatory Training

1. Mandatory Training shall take place as per the schedule in section 401 and 402 and every Tuesday

Night throughout the school year.

2. Cadets who miss Mandatory Training are to report to their Level Staff and inquire as to how to

make up for the missed classes.

3. If cadets fail to complete 4 or more classes, they will not complete their level and have to repeat.

Cadets who fail to complete 3 or less classes may receive a waiver to the next level. It is the

cadet’s responsibility to make up for any waived classes.

4. Any changes to the Mandatory Training Schedule must be submitted in writing to the Training

Officer and CO for approval at least 2 weeks in advance.

405. Mandatory Support

1. Mandatory Support is an activity that is not held on a Mandatory Training Night, however it is

required by the Mandatory Training Program. Examples are Field Training, Gliding, Range Level

Training and Community Service.

2. It is the cadet’s responsibility to ensure they attend the required Mandatory Support to complete

their Level Training.

406. Optional Training

1. Optional Training activities are offered by the Squadron to compliment the Mandatory Training.

Optional Training shall never take priority over Mandatory Training or Mandatory Support,

however, specific variances may be approved by the CO.

2. The following is a list of Optional Activities currently approved by the CO:

Band – Competition Band, Trip Band and Drum Line

Biathlon

Drill Team

Effective Speaking

First Aid Team

Ground School

Marksmanship

Sports – Basketball, Dodge Ball, Ultimate, etc.

3. Activity dates and times are subject to change and shall be promulgated in the MROs.

4. Once the yearly schedule has been published, changes must be approved by the CO. Any date or

time conflict due to a change shall also be approved by the original activity OIC.

407. Supervision

1. The minimum supervision requirements will conform to the current standards set in CATO 13-12.

408. Environmental Protection

1. All cadet training must be conducted as to have the lowest possible impact on the environment.

The CO or OIC is personally responsible for all environmental consideration and violations.

2. Incidences such as spills or other violations shall be reported to the CO and shall be reported to the

appropriate authorities (ASU Chilliwack, etc).

3. Recycling is mandatory at all activities no matter how large the burden. Spill kits and basins are

required at all POL sites and where chemicals are being used.

409. First Aid Training and Requirements

1. All staff must hold a minimum Standard First Aid qualification. Staff who do not hold this

qualification or have an expired qualification are to advise the CO immediately.

2. Cadets will be afforded the opportunity to receive first aid qualifications. As time and finances

allow, there may be courses available for cadet sign up each year. Cadets will be selected using

Cadet Points and special consideration may be given to First Aid Team members.

3. A First Aid Officer will be appointed and a BC Level 2 first aid kit must be available for the

following:

a. Where there is 30 or more members at an activity.

b. Where the activity location is 20 minutes or more away from a hospital.

c. At all Sports, Field Training Exercises and Range activities.

d. Where the serious injury can occur or the risk of injury is high.

4. Oxygen therapy equipment requires Occupational First Aid Level 2, 3 or a separate endorsement.

Under no circumstances are lower first aid levels allowed to use oxygen.

5. The First Aid Officer always has the final authority on any medical decisions including but not

limited to treatment, RTU and transportation to medical aid.

6. Cadets with allergies or other medical conditions shall wear a medical alert bracelet.

410. Physical Fitness Training / Sports Nights

1. Physical Fitness Training and Sports Nights will be conducted to maintain an appropriate level of

fitness that is in accordance with the level training standards. These nights are mandatory and

cadets are expected to attend. Cadets with medical conditions are to speak directly to the Training

Staff regarding any potential limitations.

2. Cadets must participate in the Air Cadet Fitness Assessment at least once per year.

3. Staff members and a first aider must be present at all times during any physical fitness training.

4. Warm up and cool down periods are required.

5. Where cadets are moving on a road, high visibility vest must be visible from the front and rear of

the group. The group must exercise extreme caution and be supervised effectively by staff

members.

411. Gliding / Familiarization Flying

1. Cadets shall not fly if they have knowledge that they may not be fit for such flights (illness,

medical condition, phobia, etc).

2. Cadets shall wear appropriate civilian clothes. No uniform parts may be worn.

3. Cadets must conduct themselves in a mature manner on the gliding field/airport and must adhere

to all direction given by the flight staff.

4. Cadets who No Show to any flying activity may not be allowed to participate in future flying

activities.

412. Summer Training

1. Cadets wishing to attend Summer Training shall complete an initial application with the AdminO,

identifying their top 3 selections for Summer Training.

2. After the Squadron’s allotment has been received, the selection board will nominate cadets for the

courses. Cadets will be given priority over the course they applied for using Cadet Points and

Attendance. Cadets with Written Warnings or who have cancelled from previous Summer

Training may be disqualified from consideration.

3. Once a cadet is nominated, they will receive a form indicating the dates of the Summer Training

that they have been nominated for. If a cadet returns a form that indicated they are available for

the Summer Training, they are expected to attend. No other cadet can receive their position if they

cancel at a later date.

4. Once a cadet is confirmed by Pacific Region, an Offer of Participation will be distributed for

completion. The cadet will also receive trip itineraries for their transportation closer to the

training start date.

5. Cadets are to submit the requested documentation by the due dates to avoid forfeiting their

position.

6. The CO will remain the final authority for the nomination of Summer Training, Employment and

National Scholarship Training. Cadets who are not satisfied with their standings with regards to

Summer Training Selections, may submit a written grievance to the CO no more than 14 days

after the announcement. The CO will schedule a meeting to address the grievance.

413. Classrooms / Training Areas / Offices

1. Classrooms, Training Areas and Offices shall be maintained in an orderly state at all times.

2. Every instructor, senior cadets and staff shall ensure they leave the training area, classroom or

office clean and free of garbage, personal effects and training aids. If in an outdoors setting, the

surrounding shall be returned to their original state. Fixtures such as chairs, tables, movable

boards, etc shall be arranged in an orderly manner and white/chalk boards shall be erased.

3. When the Upper Legion Hall is being used for classrooms only, the front door shall remain locked

and the back stairs shall be utilized for accessing the building. The front door may remain

unlocked during Parents Meetings only.

414. Command

1. Authority over a Cadet activity lies with the Commanding Officer or OIC. The CO shall always

have the final authority.

2. Activities that require an Operations Order, may have a modified Chain of Command as per the

Command and Signals section of the approved Operations Order.

3. Parents and SSC members do not have authority or command over any members, unless

specifically designated by the CO or OIC.

415. Activity Planning

1. All Cadet activities shall be thoroughly planned by the staff in charge of the activity.

2. A minimum of 4 weeks advance notice is required for any mandatory activity, and 2 weeks is

required for all others.

3. Events requiring the support of the SSC, shall have the request submitted to the CO and SSC no

later than 3 weeks prior to the event.

4. All overnight activities, activities requiring coordination and any other activities as deemed

appropriate by the CO shall have an Operations Order prepared by the OIC. This Op Order shall

be submitted in draft to the CO no later than 4 weeks prior to the activity. Op Orders must be

approved 3 weeks prior to the activity to allow sufficient time for distributions and coordination.

5. Activities required a Corps Squadron Activity Request (CSAR), shall be submitted no later than

60 days prior to the activity. Once a CSAR is ready for approval, the CO shall be notified.

416. After Action Report

1. An After-Action report is required following all activities that require an Op Order or CSAR.

2. Incidents shall be reported to the CO. Training results, shall be provided to the Training Officer or

Level Officer.

417. Storage Areas / Training Equipment

1. Following use, all Training Equipment shall be stored in a manner that will not cause damage or

premature failure. All members are responsible to protect all assets to ensure no additional

financial burden to the Squadron.

2. Storage areas shall be left in an orderly manner following the conclusion of an activity. Items

which cannot be stored immediately following an activity due to paragraph 1 above (e.g. Hanging

of tarps), shall be stored within 1 week of the activity.

418. Band Optional Training

1. All members who wish to join band optional training activities (i.e. Drum Line, Honour Band,

RDA Bands, etc), must be regular members in the band must have an attendance record acceptable

to the BandO.

419. Fresh Rations

1. A member or person with Food Safe must be present during the preparation of fresh rations. If no

member or person with the qualification are present, then meals must be purchased from a caterer

or the activity must be cancelled.

420. Staff Training/Qualifications

1. All staff members shall maintain the following qualifications:

a. 404 (If in possession of a Class 5 License)

b. RSO-Air Rifle

c. Standard First Aid

421. Vehicles on Exercise

1. All vehicles on exercise shall be ready to be utilized in case of emergency. All vehicles shall:

a. have keys in a readily accessible location

b. not be used for sleeping

c. be free of items that will inhibit the vehicles use

2. No Recreational Vehicles shall be permitted at any time.

500 Discipline

501. General

1. QR(Cadets) 5.40 states:

“(1) Every cadet instructor, civilian instructor, and cadet shall:

(a) become acquainted with and obey all regulations, orders and instructions

necessary for the performance of his or her duties; and

(b) conform to the established customs of the cadet organization with which he

or she is associated.

(2) A civilian instructor or a cadet is not subject to the Code of Service Discipline,

but shall not be permitted to participate in any cadet training activities unless he

or she conforms to the regulations, orders and instructions issued by competent

authorities.”

502. Cadet Deportment

1. Cadets are expected to conform to the rules and regulations set out by these Orders and by the

lawful command of their superiors, both staff and NCOs. Failure to comply with these orders or

lawful commands shall lead to disciplinary actions.

2. All discipline will be in accordance with CATO 15-22.

3. It is mandatory for Cadets to report all infractions using an Incident Report – ANNEX F -

Appendix 5, and submit it through the chain of command. Officers must report infractions using a

Cautionary Notice or Written Warning. Officers who receive an Incident Report, must complete a

Cautionary Notice or Written Warning and attach the Incident Report. All Incident Reports,

Cautionary Notices or Written Warning are to be submitted to the DCO or CO within 7 days of the

infraction.

4. Staff and NCOs may submit a positive Incident Report to recognize a cadet. These shall be

submitted to the DCO or CO.

5. All disciplinary actions must be approved by the appropriate member: Cadet Squadron

Commander, Deputy Squadron Commander, DCO or CO, as dictated in CATO 15-22.

503. Command by Cadets

1. No Cadet has any power of command over any Officer or Non-Commissioned Member of the

Canadian Forces, Civilian Instructor or Civilian Volunteer.

504. Compliments

1. All members shall conform with the instructions on the technique of paying compliments as

detailed in A-PD-201-000/PT-000, the Canadian Forces Manual of Drill and Ceremonial.

2. The following areas are saluting zones at 767:

a. Any outdoor area

b. Parade Square

c. All Entrances to Offices

3. The following areas are non-saluting zones at 767:

a. Stairs

b. Classrooms

c. Inside doorways

d. Corridors

4. Saluting zones and non-saluting zones will be established by the CO or OIC at training areas

outside of the 767 LHQ.

5. Proper reporting procedures shall be utilized when addressing a higher rank and when entering or

exiting an office.

6. When members are addressing the same rank, they shall still follow the same procedures as if the

other member is a higher rank.

505. Smoking

1. The squadron smoking policy is as per CATO 13-22.

2. Staff and Parents shall abstain from smoking in the presence of the cadets under any

circumstances. If staff and parents cannot smoke outside the vision of the cadets, they must

abstain from smoking.

505. Alcohol

1. The squadron alcohol policy is as per CATO 13-23.

2. Members, regardless of age, are prohibited from the purchase, consumption and possession while

at Cadet activities and shall not consume alcohol 8 hours prior to Cadet activities.

3. Cadets shall not be in the presence of anyone under the legal age who is consuming alcohol.

4. Violation of this policy will result in immediate suspension. Staff members will be reported

through the chain of command. Cadets are subject to CATO 15-22.

506. Drugs

1. The squadron drug policy is as per CANCDTGEN 013/18, CANFORGEN 151/18, CATO 13-23

and PRCI 222. The squadron has a ZERO TOLERANCE policy.

2. Cadets shall not be in the presence of anyone who is administering or under the influence of drugs.

3. All adults shall comply with CANFORGEN 151/18 and CANCDTGEN 013/18.

4. Violation of this policy will result in immediate suspension. Staff members will be reported

through the chain of command. Cadets are subject to CATO 15-22.

507. Harassment

1. The squadron harassment policy is as per CATO 13-24. The squadron has a ZERO

TOLERANCE policy.

2. Violation of this policy will result in immediate suspension. Cadets are subject to CATO 15-22

508. Fraternization

1. A staff member shall not carry on a relationship with a cadet beyond a normal working

relationship at or outside of cadet activities.

2. Cadets shall not carry on a personal relationship beyond a normal working relationship while

attending cadet activities.

600 Dress and Deportment

601. Personal Appearance

1. The dress and deportment of any Cadet or staff members will at all time be above reproach and

reflect positively upon the Canadian Cadet Organizations and the Squadron.

602. Uniforms

1. Cadets and Officers shall wear their uniforms as per their dress instructions. CATO 55-04 for

cadets and A-AD-265-000/AG-001 for Officers. The Commanding Officer may designate civilian

clothing for Cadet activities. Dress for cadet activities is set in these orders and in the Monthly

Routine Orders.

2. Uniforms shall be worn in transit to and from, and during Cadet activities only. No stops are

authorized with in transit to or leaving a Cadet activity while in Uniform. Cadets traveling via

public transit are authorized to not wear uniforms on public transit and change at the Cadet

activity.

3. No part of the Cadet uniform can be worn outside of Cadet activities without the approval of the

Commanding Officer.

4. Cadets shall not wear uniform parts with civilian clothing. The only exception is Cadets may wear

an appropriate civilian jacket with their uniform should they not possess the Cadet parka.

5. Combat clothing may be worn by Cadets, CIs and CVs when approved by the Commanding

Officer. Combat clothing is optional and is to be purchased at the Cadet, CIs, CVs expense. Rank

Slip Ons can only be worn with Olive Drab Combats.

6. Cadet uniforms are the property on the Squadron and must be returned upon request. It is the

Cadet’s responsibility to care for the uniform and to maintain it to the required standards.

603. Civilian Dress

1. Members shall be permitted to wear civilian clothing as deemed appropriate by the CO or OIC of

a cadet activity.

2. The following restrictions are for all types of Civilian Dress:

a. Male hair and facial hair will conform to CATO 55-04

b. Clothing must be conservative and in good repair

c. Under garments are not to be visible

d. Clothing with inappropriate messages, words, images, etc shall not be worn

e. Revealing low cut shirts and shorts will not be acceptable

3. The following restrictions are for Civilian Dress - Casual:

a. Cadets shall dress for the weather

b. Female hair must be tied back

c. Shirts must have sleeves

d. No open toe footwear

e. Jewelry, Makeup and Perfumes must be kept to a minimum

4. The following restrictions are for Civilian Dress – Semi-Casual:

a. Cadets shall dress for the weather

b. Female hair must be tied back

607. Deportment

1. All members of 767 RCACS are to conform to military orders and regulations regarding personal

deportment as detailed in QR (Cadets), A-CR-CCP-950/PT-001.

2. Deportment during Cadet activities is to reflect a high degree of pride in the Cadet movement and

in our Squadron. Any actions that detract from a professional appearance shall not be tolerated

while at any Cadet activity, in any location, while in or out of uniform.

3. “Chewing gum, slouching, sauntering, hands in pockets, smoking, walking arm in arm, and similar

deportment which detracts from a military appearance is unacceptable for cadets / staff in

uniform” – CF Dress Instructions Article 2.15.

4. These orders are not all inclusive. Members are expected to use common sense in determining

their personal deportment before, during and after Cadet activities.

608. Beards

1. All members of 767 RCACS are permitted to grow and wear a beard as per the details in

CANFORGEN 158/18.

2. Beards shall:

a. Be worn with a moustache

b. Be neatly trimmed, especially on the lower neck and cheekbones

c. Not exceed 2cm of bulk

d. Be full, without patches

e. Be removed on order of the CO

3. Personnel wishing to grow a beard must submit a memo inwriting for approval. Upon approval, 4

weeks will be given for growth of the beard, at which time it will be inspected to ensure it meets

the standards. If it does not meet the standards, personnel must remove the beard.

700 Finance

701. Budget

1. An Annual Budget will be prepared and submitted to the SSC from the CO. This budget will

include all forecasted expenditures from the staff.

2. Staff members are to submit budget requests to the CO for their teams, activities and/or training to

the CO no later the last day in June. Late submission may not be entertained.

3. Once the CO received the approved budget from the SSC, it will be distributed to the staff.

702. Purchases

1. Purchases made by any member that require reimbursement shall be pre-approved by the CO via a

Purchase Order – ANNEX F, Appendix 1. The purchase order approves the expenditure and will

entitle the member to reimbursement.

2. Once a purchase has been made, an Expense Claim Form – ANNEX F, Appendix 2, must be

completed to initiate reimbursement and allow the SSC treasurer to issue a cheque. Receipts must

be attached.

3. Pre-paying, requires a Purchase Order and Expense Claim. Members must attach an invoice or

any relevant correspondence to justify the expense. A receipt must be turned over to the SSC

treasures after the expenditure.

4. Failure to comply with these orders will result in non-payment from the SSC.

703. Assessment Fee

1. The SSC may charge an Assessment Fee. This fee is NOT a requirement for Cadet membership in

the Mandatory Training Program.

2. The SSC will contact all families who have not paid. Families unable to pay due to hardship, see

Section 704.

704. Financial Hardship

1. From time to time, families of Cadets may experience financial hardships that will mean they may

not be able to afford the Assessment Fees or other fees associated with the Squadron.

2. No Cadet will be precluded from participating in and Squadron activity solely on the basis of their

economic status.

3. Families experiencing financial hardship should apply to the chairperson of the SSC or to the CO

to request a payment extension, payment plan or waiver of the fees. Each circumstance will be

judged on a case by case basis.

705. Fundraising

1. Participation in TAG days is mandatory for all members. The CO in consultation with the SSC

will determine what amount of participation is required.

2. Squadron staff shall always remain supervisors of the Cadets. Any direction from the SSC should

be relayed through the squadron staff.

3. Squadron fundraising efforts are organized by the SSC. Any members wishing to assist with

fundraising efforts must be approved to do so by the CO and SSC.

706. Cadet Canteen / Pop Machine

1. The Squadron may operate a cadet canteen at the direction of the Commanding Officer to have

weekly canteen during Mandatory Training Nights and any other events deemed necessary by the

CO.

2. The cadet canteen shall be operated by the SSC in conjunction with cadet volunteers as required.

3. All funds and financial transactions for the canteen and pop machine shall be carried out through

the designated procedures established by the SSC and CO.

707. Financial Responsibility

1. Parents/Guardians of cadets are financially responsible for any uniform, clothing or equipment

that has been issued and acknowledged as received by their cadet. This includes but is not limited

to:

a. Uniform Parts

b. Sports Uniforms

c. Sports Equipment

d. Band Instruments

e. Band Equipment (Lyres, Flip Folders)

f. Publications (Books, Work Books, Sheet Music)

2. Items returned in an unsatisfactory condition, will be repaired or replaced at the parent/guardian’s

expense.

3. All costs associated with the loaned items are the parent/guardian’s expense. This includes any

annual maintenance costs or costs arising from wear and tear, physical damage, lack of proper

maintenance or neglect.

4. Parent/Guardians and Cadets must return Annex F - Appendix 9, to the AdminO annually in

September. Cadets who fail to return Annex F - Appendix 9, will not be permitted to loan any

items and will be excluded from activities that may require the equipment or uniforms.

800 Emergency Procedure

801. General

1. These orders and instructions (ANNEX G) are to guide the safe evacuation of the 767 RCACS

Local Headquarters (LHQ) in case of emergency, fire, earthquake, etc. It is of the utmost

importance that all members of 767 RCACS read and be familiar with their role in the evacuation

of the building in case of emergency.

2. No Cadet shall ever remain in the buildings during an evacuation or return to the buildings after

having been evacuated. It is the sole responsibility of the staff members present to ensure the

buildings are clear and to take any necessary risks associated with the evacuation.

3. The safeguarding of human life will take precedence over any and all materials, files, and property

when evacuating the buildings. Materials that are protected shall take precedence over all other

materials.

802. Responsibility

1. It is the responsibility of all members of 767 RCACS to strive to maintain a safe environment for

all Cadet activities.

803. Drills

1. Evacuation drills will be held a minimum of twice per training year. The type of drill may vary

and shall be unannounced to ensure authenticity. All members shall execute the instructions as per

ANNEX G, with exception of the following:

a. Do not activate the Fire Alarm

b. Do not call 911

c. Staff may give the ALL CLEAR instead of the Fire Marshal.

900 Range Standing Orders

901. General

1. These orders are published in order to familiarize all persons, members and non-members with the

safe and efficient operation of the Squadron Range.

2. These orders apply to all persons, members or non-members on the range during any range

activity.

902. Definitions

1. RSO – Range Safety Officer – An Officer of CI who has been qualified through RCIS and is

approved by the CO of RCSU Pac to supervise the safe operation of the range type they have been

qualified and approved.

Chief RSO – The RSO who has been appointed by the CO to coordinate range activities and

ensure RSO’s qualifications remain current. The Chief RSO will ensure there are qualified RSOs

available for every range activity.

Coach – Any staff who instructs marksmanship or Biathlon who may not be an RSO and has been

approved by the CO to work in such a capacity.

Firing Line – The safety line in which the muzzles of the rifles must be at when firing.

903. Location

1. Air Rifle activities can be held at the LHQ or at an approved location within a DND Training Site.

Small bore activities can be held at Volkes Range, Abbotsford Fish and Game Club or the Port

Coquitlam and District Hunting and Fishing Club.

904. Range Control

1. All range activities will be conducted under the authority of the CO 767 RCACS.

2. All range activities and approved RSOs shall be promulgated in the 767 RCACS MROs prior to

the range activity.

3. The RSO shall complete the Ammo Register for all .22 CAL activities. The RSO shall ensure .22

CAL ammo is written off following the completion of a range activity.

4. The RSO shall complete the Rifle Register Log when removing rifles from the LHQ.

5. The front door or vestibule door at the 767 LHQ must remain locked when the red lights are lit.

No personnel may unlock the doors without the RSOs direct permission.

905. Range Safety

1. No personnel shall enter or leave the range without the authorization of the RSO.

2. Unless authorized by the RSO, eating and drinking are prohibited on the range at all times.

3. No relay shall consist of more than 6 members in the 767 LHQ.

4. No persons, members or non-members shall be forward of the firing line unless given direct

permission from the RSO.

5. All shooters must complete a rifle handling test prior to the range activity.

6. Any personnel on the range can call Cease Fire.

7. Hearing and eye protect is required for .22 CAL marksmanship. Air Rifles only require eye

protection.

8. Personnel are to remain behind the firing line whenever:

a. Shooting is in progress

b. The red light is lit or red flag is up.

c. Personnel are at the firing line.

d. They have not received direct permission from the RSO to do otherwise.

9. Only the RSO may give the command to change lights/flags to green.

10. All personnel are to follow the direction given by the RSO. Failure to do so will result in

discharge from the range and will result in disciplinary actions.

906. Authorized Firearms and Ammunition

1. The only authorized firearms are those listed on the Squadrons SCA.

2. Only ammunition provided by DND shall be used. Ammunition cannot be locally purchased.

3. It is the RSOs responsibility to ensure the firearms are stored to prevent damage. Cleaning shall

be done after range activities.

4. Only authorized personnel may perform maintenance on 767 RCACS rifles.

ANNEX C – STAFF TERMS OF REFERENCE

Appendix 1 - Commanding Officer (CO)

1. The Commanding Officer (CO) of a Cadet Squadron is responsible to the Commanding Officer of

Regional Cadet Support Unit Pacific for all Cadet matters pertaining to the Cadet Squadron and

for the training and administration of officers of the Cadet Instructors Cadre, Civilian Instructors,

Civilian Volunteers, and Cadets serving within the Squadron.

2. The Commanding Officer of a Cadet Squadron is the Commanding Officer of the Cadets and the

immediate supervising officer of the cadet Squadron staff. The CO of RCSU PAC is the

designated Commanding Officer of all personnel assigned to Cadet duties in Pacific Region. The

Commanding Officer of a Cadet Squadron is not a designated Commanding Officer in accordance

with the provisions on QR&O 1.02 and cannot exercise disciplinary powers of a Commanding

Officer over subordinate members of the Canadian Forces as per QR&O chapter 101.

3. The CO of an Air Cadet unit shall:

a. Ensuring that safety is incorporated in all aspects of the Squadron and that he/she

supports the region general safety program;

b. Ensuring that environmental stewardship is incorporated in all aspects of the Squadron

and that he/she supports the region environmental policy;

c. Ensuring that a harassment free Squadron is maintained and that he/she she supports the

department harassment policy;

d. Ensuring that ethical behavior is incorporated in all aspects of the Squadron and that

he/she supports the department ethics policy;

e. Ensuring that all activities for which he/she is responsible are conducted efficiently,

effectively, economically and ethically;

f. Leading assigned officers, civilian instructors, volunteers and cadets and managing

allocated resources in the most efficient, effective, economical and ethical manner that

will optimize the direct or indirect benefit that cadets receive from the cadet program;

g. Complying with the regulations and orders as issued by the Minister of National Defence

and the Canadian Forces;

h. Keeping officers, civilian instructors and cadets fully acquainted with the regulations and

instructions issued by higher authority;

i. Being responsible for the professional development of all Squadron CIC officers

including himself/ herself and ensuring they receive the training required by their

appointments and terms of service;

j. Directing and supervising all duties of personnel under his/her control;

k. Appointing qualified officers to the following duties, ensuring deputies are provided

during prolonged absence:

i. Administration Officer (AdminO);

ii. Supply Officer (SupO);

iii. Training Officer (TrgO)

l. Appointing cadets to cadet duties and responsibilities within the Squadron;

m. Ensuring that proper supply, administration, financial and training orders and procedures

are carried out;

n. Bringing to the notice of the CO RCSU (Pac) of any CIC officers or civilian instructors

who:

i. Are distinguished for proficiency in their duties, from incapacity or apathy, are

deficient in the knowledge or execution of their duties;

ii. Do not afford him/her the support which he/she has a right to expect; and

iii. Conduct themselves in a manner detrimental to the corps’/squadron’s efficiency

or in a manner that would bring discredit to the Squadron and/or the Canadian

Forces;

o. Ensuring another officer on the Squadron’s staff is familiar with all Squadron procedures

q. Fostering and maintaining good public relations for the Squadron and the CCO by:

i. Encouraging involvement of the Squadron in local community activities to

enhance its image in the eyes of the public;

ii. Having good relations with parents or guardians with respect to training,

progress of cadets and activities of the Squadron and CCO; and

iii. Ensuring that the dress, deportment and behaviour of both staff and cadets are

always a credit to the CCO;

r. Working cooperatively with the sponsoring committee to achieve the maximum

advantage to the cadets by encouraging the efforts of the sponsoring committee;

s. Recommending enrolment, appointment, promotion, posting, transfer and release of

officers of the cadet Squadron;

t. Recommending and documenting the appointment and relinquishment of civilian

instructors in accordance with current policies;

u. Maintaining the following documents in accordance with current directives:

i. Personnel records showing the strength of the cadet Squadron; -

ii. Personnel records for officers and civilian instructors on strength with the

Squadron;

iii. Personnel records showing the name, age, date of enrolment and departure of

each cadet;

iv. Records of attendance of the instruction and the training progress of current

cadets;

v. And such other personnel information as is required to enable periodic returns to

be completed.

v. Ensuring that cadets are medically and physically fit to undertake the activities and

training which they are expected to perform during local HQ or summer training;

w. Immediately reporting the death of an officer, civilian instructor or cadet of his/her

Squadron to the CO RCSU (Pac) and advising the sponsoring committee and/or affiliated

unit;

x. Immediately documenting and reporting to the appropriate elemental office and the

sponsoring committee and/or affiliated unit any injury incurred during Squadron training

that required medical treatment, that resulted in absence from duty for 48 hours or more,

that may result in permanent disability and any other injury except a minor injury such as

a superficial cut or bruise;

y. Reporting any significant incident/occurrence that may cause public interest or inquiries

to the Regional Cadet Support Unit (Pacific);

z. Ensuring that material provided by DND, the affiliated unit or other assisting agency and

any monies provided by the sponsoring committee or affiliated unit or raised by the

Squadron is properly used for the benefit of the cadets and the Squadron, accounted for,

cared for and returned, as applicable, in accordance with terms established by the

providing organization;

aa. Ensuring that reports and returns are made regularly and promptly;

bb. Being appointed the Squadron’s Account Owner;

cc. Ensuring that:

i. Clothing and equipment are not demanded in excess of needs or applicable

entitlement scales;

ii. Clothing equipment and documents are properly safeguarded;

iii. Officers, civilian instructors and cadets return all issued DND clothing and

equipment once their active participation in a cadet organization has ceased at

the Squadron;

ANNEX E – Cadet Point System

1. General

1. The Cadet Point System will be used to track Cadet participation in Squadron activities and used

to track Cadets dress and deportment.

2. The Cadet Point System shall be used to determine promotions, squadron appointments, summer

camp assignments, special activity participation and special training opportunities.

2. Point Allocation

1. Mandatory Training Nights (Tuesday Nights).

11. Bonus Points will be determined by the CO for multiple TAG/Poppy shifts, community service

events, etc.

12. Any event that does not fit into the above categories, shall be determined by the CO.

3. Promotions

1. The minimum point allocation for promotions to the rank of FCpl and Sgt is 30.

2. The minimum point allocation for promotions to the rank of FSgt and WOII is 50.

4. Summer Training / Staff

1. The current year’s Cadet Point System will be added to the total of the previous year for Summer

Training.

2. Cadets will follow the procedures outlined in section 412. Cadets with the highest point allocation

will be offered their first, second or third choice respectively based on squadron allotment.

5. Reward Trips / Other

1. The Cadet Point System will be used to fill vacancies on reward trips and other activities/training.

Cadets with the highest point allocations will be offered positions until all positions are filled.

ANNEX G – EMERGENCY PROCEDURES

1. General

1. Emergency situations can occur at any time. All members shall be familiar with these orders

2. The following emergency situations are covered in these orders: Fire, Earthquake, Hazardous

Materials Spill, Gas Leak, Power Outage and Imminent Threat.

2. Evacuation

1. These orders shall be followed when evacuating during mandatory training.

a. Instructors

i. Announce that the class is to stand;

ii. Indicate the exit by which the class will leave the building;

iii. Meet at the Muster Point – West side of the west parking lot;

iv. Fall the cadets in their flights and prepare for roll call.

b. Operations NCOs

i. Bring the paper copy of the attendance outside and give to the Flight Commanders;

ii. Assist with organizing cadets into their flights;

iii. Take attendance if the Flight Commanders are not present.

c. Flight Commanders

i. Take attendance of the Cadets in your flight;

ii. Report missing Cadets to the staff ASAP.

d. Staff

i. All staff to clear all rooms. Lock doors as rooms are cleared (if applicable).

2. No cadets are to return to the building unless directed by the CO.

3. Only the CO or Fire Marshal can give the All Clear to return.

4. Activity OICs shall determine the evacuation procedures for their activity and all Cadets shall be

briefed on these procedures at the beginning of the activity.

3. Fire

1. Personnel discovering a fire shall yell “Fire, Fire, Fire” and activate the closest Fire Alarm.

2. Personnel shall evacuate the building as per Paragraph 2.

3. The CO or OIC shall call 911.

4. Earthquake

1. All personnel shall protect themselves from injury by way of standing in doorways and crawling

under furniture.

2. Personnel shall evacuate the building as per Paragraph 2 when directed by staff.

5. Hazardous Materials

1. All personnel shall protect themselves from injury and exposure by avoiding the spill area.

2. Personnel shall evacuate the building as per Paragraph 2 when directed by staff. If the spill is

located at the Main Muster Point, Cadets shall form up in the east parking lot.

6. Gas Leak

1. Personnel shall evacuate the building as per Paragraph 2.

2. The CO or OIC shall call 911 or Fortis Gas.

7. Power Outage

1. Personnel shall evacuate the building as per Paragraph 2.

2. Buildings shall not be occupied 30 minutes following an outage as life safety systems may not

operate (Emergency Lighting, Fire Alarms).

8. Imminent Threat

1. The following shall apply to Code Red situations:

a. Exterior doors shall be locked by staff.

b. Personnel outside shall move inside.

c. Instructors will have their class move into offices or away from outside view.

d. Staff will secure all doors, windows and turn all lights off.

e. Cell phones are to be turned off and all personnel shall remain quiet.

f. Only the CO or RCMP can give the All Clear

2. The following shall apply to Code Yellow situations:

a. Exterior doors shall be locked by staff.

b. Personnel located outside shall move inside the buildings.

c. Instructors shall continue with classes.

d. Personnel shall not communicate with persons outside of the code yellow.

e. Only the CO or RCMP can give the All Clear

• Cpl or FCpl

• A Junior NCO who have given the best service to their squadron within the training year and has demonstrated leadership above their peers with excellent followership, professionalism, standards and

• Sgt, FSgt or Warrant Officer

• A Senior NCO who have given the best service to their squadron within the training year and has demonstrated an excellent attitude, leadership, followership, participation and duty

5 The Jim Sorfleet Award for Top Drill Team Member

A current training year drill team member who also participated in the competition and voted by their peers (Drill Team Commander excluded)

6 Top Marksman Top rifle team member, air or small-bore who have maintained the highest average marksmanship score over the training year

7 Top Shot Top overall score throughout the training as determined by the Marksmanship Team Coach or Range Safety Officer

8 Most Improved Band Member A current training year band member who has shown the most improvement both in music, attitude, uniform, drill, and attendance as selected by the Band Officer and Director of Music

9 Top Band Member A current training year band member who has also participated in the competition and voted by their peers (Drum Major excluded)

10 The Steven Colledge Medal of Allegiance Award for The Most Dedication

• Any individual cadet from the squadron

• A cadet who has shown the most dedication, long term growth and enthusiasm above and beyond others over the course of the training year

11 The Major Brian Norris Award for The Most Demonstrated Initiative

• Any individual cadet from the squadron

• A cadet who has shown the most initiative, enthusiasm, passion and excellent attitude throughout the training year

12 Top Dress and Deportment • Any individual cadet from the squadron

• A cadet who consistently shown the best dress in uniform and deportment throughout the training year

13 Top Instructor • Top overall Cadet Instructor who educates and motivates their

Cadets through interesting classes

• Uses an assortment of learning aids and training aids

14 The Colin Newlands Award for The Most Enthusiastic

The best cadet that has shown the most Ësprit de Corps, participation, squadron representation overall, as voted by their peers

15 Top Flight or Team The best flight or team displaying the best attendance, training standard, uniform, participation and positive attitude

16 The Jacqueline Dearman Award for The Best All Round Cadet

The best cadet that has exhibited proficiency in all aspects of the Air Cadet Program, including leadership, dress, drill, deportment, academics, attendance and participation in the majority of training activities
