BSC Exchange Properties

Base Station Controller (BSC) exchange properties control the functional behaviour of the exchange. The value of a property defines the choice of functional alternatives.

The main BSC exchange properties affecting the radio network are described in this document.

The handling of the BSC exchange properties depends on the type of the parameter which can be mandatory or optional. If the type is mandatory the application dependent value of the parameter will be set with the change command before it can be used. If the type is optional the default value given in the Application Information is used as a preset value. However, a new value in the frames of the value range can be set with the change command. The value is decimal if not otherwise described.

Parameter Description

BADQDL Bad quality downlink

This parameter indicates the threshold value in dtqu for bad quality downlink. Filtered quality measurements on the downlink are compared to BADQDL when evaluating urgency conditions.

Property type: optional Numeral 0 ~ 100 Default value: 55

This parameter is owned by the block RQUPD .

BADQUL Bad quality uplink

This parameter indicates the threshold value in dtqu for bad quality uplink. Filtered quality measurements on the uplink are compared to BADQDL when evaluating urgency conditions.

Property type: optional Numeral 0 ~ 100 Default value: 55

This parameter is owned by the block RQUPD .

LOWSSUL Signal strength uplink

This parameter indicates the threshold values in dBm for attenuation of signal strength uplink.

Filtered uplink signal strength values are compared with parameter LOWSSDL when analyzing urgency conditions.

MAXLOAD Maximum Transceiver Handler (TRH) load This parameter indicates in percent the maximum allowed TRH load. Property type: optional Numeral 50 ~ 100 Default value: 80 This parameter is owned by the block RHLH .

PAGLIMIT Paging limit

The parameter defines the maximum number of paging orders the Central Processor (CP) is allowed to send to the TRH per seconds.

Parameter Description

ALPHA Power control

This is a power control parameter included in Packet System Information Type 1 and in System Information Type 13.

Property type: optional Numeral 0 ~ 10 Default value: 0

This parameter is owned by the block RGRLC .

AMRSUPPORT Adaptive Multirate Support

This parameter indicates if the BSC supports Adaptive Multirate. If AMRSUPPORT is on, TCH/F SPV3 and TCH/H SPV3 may be selected at channel allocation.

Property type: optional

0 OFF 1 ON

Default value: 0

This parameter is owned by the block RNLCT.

CHALLOC Channel allocation preference

This parameter determines if a non-hopping Traffic Channel (TCH) on the Broadcast Control Channel (BCCH) frequency should be selected first, last or if there is no preference at channel allocation.

Property type: optional

0 No selection preference 1 Select the TCH first preference

Select the TCH last preference Default value: 0

This parameter is owned by the block RNTCH.

CHCODING Coding scheme parameter

This parameter will set the Channel coding Scheme (CS) for General Packet Radio Service (GPRS).

Property type: optional

1 CS-1 2 CS-2

Default value: 2

This parameter is owned by the block RGRLC.

CLSTIMEINTERVAL Initiate check of idle trafic channels

This parameter indicates a time interval in milliseconds specified by the operator. When expired it initiates the checking of the level of idle traffic channels for cells active for cell load sharing. Time interval values will be given in multiples of 100 milliseconds.

Property type: optional Numeral 100 ~ 1000 Default value: 100

This parameter is owned by the block RCLS .

COEXUMTS Coexistence of GSM and UMTS

This parameter indicates the possibility to perform cell reselection from GSM to Universal Mobile Telecommunications System (UMTS).

0 OFF 1 ON

Default value: 0

This parameter is owned by the block RCCD.

COEXUMTSTINT A time interval specified by the operator to control how often the traffic

DCAHANDOVER Differential channel allocation at Intra BSC Inter Cell Handover

When the parameter is ON, differentiation according to the stored priority level for the connection is applied.

When the parameter is OFF, differentiation is not applied. The parameter is not valid at handover during assignment.

Default value: 0

This parameter is owned by the block RMCHO.

EBANDINCLUDED Extended band

This parameter decides if channels in the P - GSM 900 band only or all channels in available GSM 900 bands are to be considered for handling the GSM radio features:

• Half rate Packing • Cell Load Sharing • Subcell Load Distribution • Adaptive Configuration of Logical Channels • Dynamic HR Allocation • GSM - UMTS Cell Reselection and Handover

When the parameter is OFF, only channels in the P - GSM 900 band are considered, otherwise all channels in all available GSM 900 bands are considered.

In GSM 1800 cells and GSM 1900 cells the parameter will not be valid. Property type: optional

GPRSNWMODE NETWORK_OPERATION_MODE indicator

The parameter sets the parameter NETWORK_OPERATION_MODE in the messages System Information type 13 and Packet System Information type 1. It also control the creation of master channels.

Property type: optional

0 Network Mode of Operation I, no master PDCH exists. 1 Network Mode of Operation I, master PDCH can exist. 2 Network Mode of Operation I, no master PDCH can exist. 3 Network Mode of Operation III, master PDCH can exist.

Default value: 2

This parameter is owned by the block RGSI and RGRLC.

GPRSPRIO GPRS priority

The parameter has two purposes. The first is to control whether on-demand PDCH's will be treated as idle or busy for Dynamic HR allocation, Cell Load Sharing, Subcell Load Distribution, HR Packing and GSM - UMTS Cell Reselection and Handover. The second purpose is to control which on-demand PDCHs that may be pre-empt to be used for circuit switched calls.

The variable consists of 16 bits, four bits, B0-B3 and B5, specifies the priority between GPRS and the CS network for the three load regulation functions. Two bits are used to control pre-emption of on-demand PDCHs. In total six bits are used and the remaining ten bits will always be 0. The default value for all bits are 0.

B0 Dynamic HR allocation and HR packing priority

B0 = 0: Allocated on-demand PDCH will be counted as idle Traffic CHannel Full rate (TCH/F) when traffic load is calculated in the cell

B0 = 1: Allocated on-demand PDCH will be counted as busy TCH/F when traffic load is calculated in the cell.

B1 Cell Load Sharing priority.

B1 = 0: Allocated on-demand PDCH will be counted as idle TCH/F when traffic load is calculated in the cell.

B1 = 1: Allocated on-demand PDCH will be counted as busy TCH/F when traffic load is calculated in the cell.

B2 Subcell Load Distribution priority

B2 = 0: Allocated on-demand PDCH will be counted as idle TCH/F when traffic load is calculated in the cell.

B2 = 1: Allocated on-demand PDCH will be counted as busy TCH/F when traffic load is calculated in the cell.

Default value: 0 for all bits

B3/B4 Pre-emption rules to be applied

If pre-emption is restricted by these bits, it is recommended to set B0, B1 and B2 equal to 1 to achieve a better result from the corresponding load regulation functions.

B3 = 0 and B4 = 0: All on-demand PDCHs are possible to pre-empt.

B3 = 1 and B4 = 0: Only non essential on-demand PDCHs are possible to pre-empt. No TBF will be disconnected due to the pre-emption, but one or more TBFs might be downgraded.

B3 = 0 or 1 and B4 = 1: Only idle on-demand PDCHs are possible to pre-empt.

B5 GSM - UMTS Cell Reselection and Handover

B3 = 0: Allocated on-demand PDCH will be counted as idle TCH/F when traffic load is calculated in the cell.

B3 = 1: Allocated on-demand PDCH will be counted as busy TCH/F when traffic load is calculated in the cell.

Default value: 0 for all bits

HALFRATESUPP Half rate channel supported

This parameter indicates if the BSC supports half rate channels. If the parameter value is changed, the channels will only be affected if they are created or when they are re-configured at a restart.

If channels exist in a cell and the exchange property is changed the cell must be halted if new channels are added in the cell.

Property type: optional

0 Half rate channels supported by the BSC. 1 Half rate channels not supported by the BSC.

Default value: 0

This parameter is owned by the block RXCBM.

HSCSDUPGTIMER Time interval for multislot configuration connections

This parameter indicates the time interval in seconds for which a queue, containing multislot configuration connections, will be checked. A multislot configuration connection not having fulfilled the wanted total radio interface data rate, is supervised in order to try to allocate enough resources later during the connection. The multislot configuration connection is inserted in a queue belonging to the cell where the connection is established.

Property type: optional Numeral 1 ~ 20 Default value: 5

INITTCH Initial number of TCHs

This parameter indicates the maximum number of TCHs to configure in channel group 0 during the initial configuration phase. Initial configuration phase is made to set up signalling channels and a determined number of TCHs in channel group 0 in all cells first and then expand the cells with more TCHs later.

ONDEMANDGPHDEV On demand GPRS Packet Handler (GPH) devices

This parameter will set the number of reserved GPH devices in an Regional Processor (RPP) that can be used for on-demand PDCH only.

Property type : optional Numeral 1 ~ 256 Default value = 20 The parameter is owned by the block RGRLC.

PHHSCSD Pre-emtion handling for High Speed Circuit Switched Data (HSCSD)

This parameter indicates if downgrading due to pre-emption is to be initiated for a HSCSD call if congestion occurs at channel allocation.

Property type: optional

0 OFF 1 ON

Default value: 1 This parameter is owned by the block RMPH.

PILTIMER Packet idle list timer This parameter sets the packet idle list timer.

When an on-demand PDCH becomes idle it is placed in idle list for the packet switched domain and parameter PILTIMER is started. When the parameter PILTIMER expires for a PDCH the channel is returned to circuit switched domain. The value will be given in multiples of 1 seconds.

Property type: optional Numeral 1 ~ 3600 Default value: 20

This parameter is owned by the block RGRLC .

SCLDTIMEINT Subcell Load Distribution time interval

This parameter indicates a time interval specified by the operator. When expired it initiates the checking of the level of underlaid subcell idle traffic channels in cells active for Subcell Load Distribution. Time interval values will be given in multiples of 100 milliseconds.

SPEQINDCOLLECT Indicate Speech Quality Supervision

This parameter specifies whether the function Speech Quality Supervision (SQS) is activated or not.

Property type: optional

0 SQS is not active 1 SQS is active

This parameter is owned by the block RQUPD.

STEPLIMDL Power step-size limit

This parameter limits the step-size to 2 dB when a new power order requests a power level decrease.

0 OFF 1 ON

Default value = 0

This parameter is owned by the block RQUPD.

TBFDLLIMIT Temporary Block Flow downlink limit

This parameter sets the Temporary Block Flow (TBF) downlink limit. The number of simultaneous TBFs for each PDCH is used as TBF downlink limit. The PDCH reservations should be avoided over that number unless it is not possible to do the PDCH reservations somewhere else.

Property type: optional Numeral 1 ~ 8 Default value = 2

This parameter sets the TBF uplink limit. The number of simultaneous TBFs for each PDCH is used as TBF uplink limit. The PDCH reservations should be avoided over that number unless it is not possible to do the PDCH reservations somewhere else.

TIMER3105 Timer T3105

The T3105 timer indicates the time between repetition of physical information messages during the handover procedure. The value is given in tenth of milliseconds.
