A guideline to receive a “student” status of residence

If you do not have a status of residence, you or your representative who lives in Japan is required to apply for the issuance

of a Certificate of Eligibility (CoE) at a regional immigration bureau. After receiving the certificate, you are required to

apply for a student status of residence at the Japanese embassy or consulate in your home country. It takes approximately

1.5-2 months after applying to receive a Certificate of Eligibility issued by the Immigration Bureau of Japan if it is

approved, so please plan and apply accordingly. Please note that the Certificate of Eligibility is valid for 3 months after it

has been issued.

<Application procedure before you arrive in Japan>

Please send all the required documents for representative request listed in the following table to the International Center

in each campus via EMS or any international delivery service, such as FedEx, DHL, UPS, etc. which has a package tracking

service (①). Please be aware that it may take time to have the Certificate of Eligibility issued if there is inadequate

documentation. Moreover, the Immigration Bureau of Japan may see fit to request additional documents.

Required documents for applying for

“Certificate of Eligibility Representative Request” form (for enrollees) <Notes>

1. If you only have the original documents to submit and would like to have the documents returned, please enclose the

Application for the Return of an Original Copy of a Certificate form (証明書原本返却願届) together with the documents,

otherwise the documents will not be returned.

2. If you should make a mistake, draw a double line over the error, and then place your Inkan (or signature) over the

mistake (correction fluid or tape may not be used).

3. If your documents are in any language besides Japanese or English a translation into Japanese is necessary. Please have

the item translated and have the following information noted ①the translation date ②the translator’s name ③the

translator’s address ④the translator’s telephone number ⑤the translator’s signature, on a blank space of the document.

The applicant themselves may translate the documents.

to do it with through excel. Print out the document and circle your answers with

a black pen.

*For 26 (3) ④Annual income, fill out the exchange rate and the amount in Japan

Yen.

*If the supporter for the expenses has no occupation and has no annual income,

revise with a double line over Annual income and write “Savings amount” and fill

out the exchange rate and the savings amount in Japan Yen.

8 International Reply Coupon

Stamp coupons can be purchased at post offices in each country. Please send the

required amount of coupons depending on where to send documents from AGU.

Asia: 11 coupons

Other countries: 13 coupons

Please enclose a memorandum if you are in a country which does not sell coupons.

If you wish us to send within Japan, please enclose postal stamps for JPY1,400.

<Notes>

(1) All the photocopies listed above are required to be clear, single-sided, and of A4 size.

(2) If you only have the original documents to submit and would like to have the documents returned, please enclose the

Application for the Return of an Original Copy of a Certificate form (証明書原本返却願届) together with the

documents, otherwise the documents will not be returned. The Application for the Return of an Original Copy of a

Certificate can be downloaded from International Center’s International Students website (for enrollees).

(3) The immigration bureau may require you to submit additional documents besides those listed above.

(4) If you have studied in Japan in the past, please be sure to submit your certificate of attendance and transcript.

If your attendance rate is less than 80%, submit a statement noting the reasons together with evidence (objective

documents).

(5) For 5 on the table above, be sure to submit all the required documents according to the applicable criteria in 5-A/5-

B/5-C.

(8) All certificates are required to include issuer’s title and full name / issuing authority’s location, telephone number and

fax number.

(9) Documents issued are valid only for a certain time period. It may take several days after AGU receives your documents

to submit them to the immigration bureau, so please be sure to check when your documents were issued.

For documents issued within Japan – they are valid for up to 3 months from the issue date.

For documents issued outside of Japan – they are valid for up to 6 months from the issue date.

Application for the Return of an Original Copy of a Certificate

高等学校や大学の卒業証明書(または卒業見込証明書)、学業成績証明書、事業登録証等の原本を同封し、返却を

希望する場合は、書類名と返却先住所を明記のうえ、その他留学ビザの申請に必要な提出書類と一緒に提出してくださ

い。

『証明書原本返却願届』の提出がない場合、原本は返却しません。

国際センターが在留資格認定証明書申請等のため入国管理局に書類の原本を提出した場合、返却してもらうことはでき

ません。国際センターに書類を送る際には、原本の返却が必要かどうか、よく確認してから送ってください。

If you enclosed original documents such as: graduation certificates (or certificates of expected graduation); academic

transcripts from high school; business registration certificates, and you would like the certificate to be returned, write the

name of the document(s) and the return address clearly on this form and submit it with the other application documents.

We will not return the original copies of certificates unless you submit the Application for the Return of an Original Copy

of a Certificate form.

The Immigration Bureau of Japan will not return the original copies of the certificates unless you submit the Application

for the Return of an Original Copy of a Certificate form.
