SUPPLY OF LT POWER CABLE: -1100V RATED

GENERAL TERMS:

12. Inspection Cable shall be offered for inspection at works before dispatch. All the routine and acceptance tests as per the relevant IS are to be conducted. Also type test reports to be submitted for verification

Termination of LT Power cable (Sl no. 6, 12, 21 and 34 of Table-I)

1 End termination of LT cables:- Providing end terminations for following sizes, 3/4/5/3.5 /Core X 1.1 KV grade XLPE/PVC insulated armoured / unarmoured/shielded, copper / Aluminium conductor cables including supply of flange type cable gland/PVC cable gland, copper heavy duty , long barrel lugs, neoprene bushes and other materials and tools required for completing the terminal connections, earthing of gland as required and as directed by EIC. Type of gland will be selected by the Engineer-in-charge.

Annexure-2(A) POWER CONTROL CENTRE – SCES#10, SCES#11and SCES11 UPS INPUT PANEL Sl no.7,8,9,15, 17 and 22 of Table-I.

1. Instructions

1. GA drawing of the PCC panel to be furnished with super imposed SLD and bus bar configuration and dimension of the offered panel to be furnished.

2. Make for all the items in BOM shall be furnished. Also the make shall be one among the approved brands enclosed

2. Scope of work

1. Design, manufacture, testing, supply, installation & commissioning of the PCC as per the SLD considering applicable mechanical & electrical safety standards.

2. Panel fabrication and integration of switchgears shall be as per the approved General Assembly drawing.

3. Routine test of the panels at works prior to dispatch as per IS. 4. Input & output switchgears is also included in the scope of the Vendor as

per the details mentioned in the BOM 5. Panel shall be suitable for indoor applications.

3. General requirements

1. Make

a. Anyone make of switchgear among specified in bill of material only to be selected and used in the panel.

b. Make of switchgear should be same, i.e., make of SDFUs, ACB, Fuses etc of all ratings should be same

c. Any left out or additional requirements of switchgears, spares and control accessories shall be included.

2. Calibration

a. Protective devices, Relays & Current Transformers calibration to be carried out by NABL accredited party other than manufacturer

4. Technical specifications

1. Designs standards complies to

a. National Electrical Code (NEC)/IS b. Latest IE rules.

5. Electrical requirements

1. Rating: 400 KVA, Bus bar continuous current carrying capacity shall be 120% of the rated kVA at 380 VAC.

2. Input: 360 to 440VAC at 50 Hz, 3-phase, four-wire-plus-ground. 3. Output: 415 / 230 VAC 3-phase, four-wire-plus-ground, wye

configuration. 4. Operating PF: From 0.5 lead to 0.5 lagging. 5. Short time rating: Short time withstand current more than 36 kA RMS for

1 sec.

6. Environmental requirements

1. Storage temperature range shall be 0° to + 60°C 2. Operating temperature range shall be 0° to 50°C 3. Operation shall be reliable in an environment with 0% to 95% non-

condensing RH.

7. Fabrication

1. Panel design

a. Free standing, floor mounting and suitable for indoor installation. b. Profile should have holes of standard size punched at standard pitch

throughout the length. c. All the external face of the panels and doors shall be made of minimum

2mm thick MS sheet . Inside partitions shall be with minimum1.6mm thick d. Mounting plate’s -Mild steel, 2 mm, epoxy polyester powder coated. e. The panel shall have easily removable and interchangeable sections. f. Horizontal busbars are to be located at the top of the panel. g. High tensile strength fasteners shall be used for panel, consisting of

hexagonal bolt –1 no, flat washers –2 nos, spring washers –1 no and hexagonal nut –1 no) shall be provided for each termination point.

h. The length of the hexagonal bolt shall be adequate for insertion of 3 lugs of requisite rating.

i. Required service clearances shall be provided to carry out preventive and remedial maintenance from front and rear side.

j. The panel shall be naturally convection-cooled & shall allow continuous full-load operation, maintaining the temperatures within tolerance level of components.

k. Each bus bar compartment should have a barrier with 1.6 mm (or more)thick.

l. All other external covers/ doors/ all the six sides etc shall be with 2mm thick.

m. Proper fixing arrangement shall be made for mounting metering & protection current transformers.

n. The degree of protection for the panel shall be IP 31. o. ISMC 100 base channel to be provided on all the four sides.

2. Panel dimension

Width : As per design requirement. Depth : Shall not be more than 900 mm Height : Shall not be more than 2200 mm (including plinth) Plinth : Shall be 100 mm height with ISMC100 MS channel

a. Ground clearance: Minimum ground clearance for switchgear mounting shall be 350 mm including plinth.

b. Switchgears operation: Switchgears are to be mounted in such a way its handle operation shall confirm to per IS 4237 a. ON Closing –Clockwise i.e., Vertically upward b. OFF Opening –Anti-clockwise i.e., Vertically down ward

c. Plinth: The panel shall be supplied along with base plinth of 100 mm height for each transportable modular section and shall be made of C –

channel forming sectional ‘Box’.

3. Door

a. Doors shall be with concealed hinges and flush type locks. b. Doors that are bolted for busbar chambers should be flush in design

such that the bolt head and the door surface are in one level. c. High quality door gasket should be used for dust and vermin proof. d. Each bolt shall have plastic washers on the inner side of the door such

that the bolt will remain with the door on removal of the door. e. The switch handle shall be interlocked such that the door of enclosure

cannot be opened unless the switch is in OFF position, however, mechanical interlock defeat mechanism has to be provided.

f. All rear doors shall be of hinged type with locking arrangement at three places (top, middle and bottom) and with 2mm thick sheet

g. All horizontal and vertical bus bars chamber covers shall be of bolted type.

h. Hinged doors shall be provided for all switchgear compartments. i. Stiffeners are to be provided for all rear doors for mechanical strength.

4. Cable compartment

a. Cable entry gland plates shall be provided at the bottom. b. Each gland plate shall be of GI with 3mm thickness & adequately

supported. c. Independent, detachable gland plates for each cable considering 2 cables

/ outlet shall be provided at the cable compartments & terminal chamber.

d. Liberal space shall be provided in the cable compartment as well as switch compartment to facilitate termination of cables.

e. Provision shall be made for proper clamping of the cables above the glands and cable clamps to avoid weight of cables acting directly on the termination.

f. Wide cable alley shall be provided for easy bending and termination of cables. Space shall be sufficient for minimum three runs of 3.5C X 300sqmm ,Aluminium conductor, XLPE insulated armoured cable.

g. All the incoming and outgoing bus bars are to be brought up to the cable chamber for easy termination. Also for the lesser rated output switches(<63A rated) , output cables are to be brought up to cable chamber and terminated in the suitable rated/size screw less type TB’s.

5. Painting

a. Surface treatment: Seven tank process to be done as per standards. b. Type: Epoxy polyester powder coated c. External Finish: Mat or Gloss d. Color: Outer surface of the panel –Siemens gray. (color code IS: 952) e. Plinth –Black

a. Material: High-purity electrolytic Aluminium complying to IS 5082-1981, 63401-WP

b. Electrical Conductivity shall be 100% c. Main bus bar rating shall be 120 % of 400 kVA, continuous current

rating d. Distribution bus bar rating shall be 120 % of the switchgear rating

connected e. N –busbar rating shall be 50% of the phase busbar rating f. Busbar system shall be TPN-E g. Phase sequence arrangement shall be N-R-Y-B from rear to front. h. Should not raise 400C above ambient temperature as per IS 4237 i. Bus duct for Main PCC of SCES#10 and 11 ( Sl no. 7 & 8 of BOM)

External Bus ducts with TPN aluminium bus bars are to be provided for connecting Q3 to Q2 / Q6 and Q7 to Q6. PCC to be split in to two sections for connecting feeder 1 and feeder2 input power supply and connected through two nos. of bus ducts as mentioned above. As per as possible, size of the two sections are to be matched. Two sections are planned to install in “L” shape or as per requirement.

7. Bus bars supporting insulators

a. Material shall be self-extinguishing moulded fiberglass reinforced thermosetting plastic or equivalent.

b. Higher mechanical strength, High dielectric strength, High temperature with stand capability, Nonflammable, Non hygroscopic & Ribbed construction to prevent tracking

8. Bus bars protection

a. Horizontal and vertical bus bar should be enclosed in a separate chamber.

b. Horizontal bus bars, vertical bus bars, switchgear input bus bars and switchgears output bus bar are to be totally sleeved with color coded heat shrunk PVC to protect against accidental contact and tracking caused by dust, humidity and vermin.

9. Cabling / Bus bar extension

a. Separate chamber for the cabling shall be at the rear side of the panel. b. It should be separated from the bus bar zone and switchgear

compartment. c. The control cables and terminals are to be mounted in a separate

compartment. d. All the outgoing bus bars are to be brought up to cable chamber for

proper terminations. Also for smaller size switchgear, out goings terminals are to be extended by using suitable single core copper cable and terminated in the screw less type TB’s

10. Safety interlock

a. The door cannot be opened unless the breaker is in ‘Isolated position’.

b. The door cannot be opened unless MCCB / SDFU is in OFF position. c. Defeat facility shall be provided to facilitate testing / inspection for all

switchgears. d. Also interlock between Q1,Q2and Q3 and Q5,Q6 and Q7 are to be

provided (Only for main PCC under sl No.7 and 8 of the BOM)

11. Wiring

a. Cable shall be FRLS, single core multi strand electrolyte grade, annealed copper cable, confirming to IS: 694 / 1990

b. Size & Rating shall be 1.5 sq-mm, 1.1 kV grade for all control / interlock wiring & 2.5 sq-mm, for all CT related wiring.

c. Power cable of suitable size for SDFUs / MCBs of rating up to 63 A. d. Color of the cable shall be Gray for control wiring. e. Cage clamp type din rail mounting, cage clamp terminal connectors

shall be used for all control and power wiring up to 63A. f. Standard ferruling concept shall be followed for clear identification of

control circuit. wiring as per IS 375

12. Name plates / stickers

a. Nameplates for each incomer and outgoing feeder outlets shall be provided.

b. Each nameplate shall contain feeder no, switchgear rating and nomenclature.

c. Nameplates size, design, and color combination and nomenclature for each output feeder will be furnished during approval of drawing.

d. The approved SLD of the panel shall be screen-printed / computerized print over an A3 size 2 mm thick aluminum sheet or foam board. It shall be fixed at top-center of the panel.

e. Laminated stickers of suitable size with good quality adhesive shall be fixed at each terminal blocks, meters, relays on the inner side for clear identification.

f. Panel specification plate shall have the specification plate as per the IS reference standard 2675

13. Grounding / Earthing

a. Two-point ground in accordance with the recommendations of IEEE Standard and the requirements of the NEC.

b. Panel earth bus of high-purity electrolyte copper of size 50x6 mm should be run all along the width of the panel at front or rear bottom surface.

c. All ACBs and switchgears body shall be earthed by 25x3 mm copper strip.

d. Panel doors shall be earthed, if electrical equipment (meters / relays / lamps) mounted by a yellow green 2.5 Sq. mm wire lugged at both ends.

e. All meters / relays shall be earthed to the profile by a yellow green 2.5 Sq. mm wire lugged at both ends.

14. Inspection / Testing

a. First stage inspection Mechanical -structural fabrication after approval of GA drawing. Verification of components as per PO bill of material. Minor modifications in mechanical / electrical changes pointed out by MCF inspecting officer shall be carried out, if necessary, without additional cost.

b. Final inspection & testing After integration of switchgears and wiring. Inspection and testing as per checklist. Calibrated testing & measuring instruments are to be used for routine

test. Any deviations from the specifications or in testing shall be attended & offered for re-inspection.

15. Documentation shall comprise

a. Party to submit the PDR document for approval within 15 days after receiving the purchase order.

b. PDR document shall contain –SLD, GA drawing with superimposed busbar configuration, Structural details of PCC, Make and Catalogue number of switchgears & accessories, Control circuit drawing and Delivery schedule.

c. As built GA, SLD, Control drawing &busbar layout configuration in A3 size.

d. Meters / Protective Relays operating manuals, test & calibration certificates.

e. Metering / Protection CT’s calibration certificates f. Bill of actual material used with make, catalog no and quantity. g. Routine / Acceptance test results as per standard. h. Specific instructions for installation and operation / maintenance

procedures. i. Document shall be supplied in duplicate with hardbound cover having

printed title. j. The entire document is to be copied & supplied in CD.

16. General requirements.

a. Control power supply to Meters, Relays, interposing relays & shall be taken through modular fuse holder with HRC fuse links.

b. Change over contacts, aux. contacts wiring of shall be terminated to separate terminal blocks with cage clamp TBs no for clear identification.

c. Each terminal connector to be numbered and their input & output details to be provided.

d. All auxiliary contacts of Switchgears Relays, ACBs and CT outputs shall be brought to cage clamp type TBs.

e. Emergency Power OFF (EPO) switch shall shut down the unit by activating the shunt trip of the ACBs in local & remote operation.

f. Potential free contacts for ON and OFF positions of all the incoming switches with necessary contacts based on switch position are to be provided (NO & NC contacts). Also Close and open (ON and OFF) remote command (From SCADA) interface provision to be provided (Required only for incoming ACB/SDFU/MCCB).

Functional requirements

1. The make of the switchgears shall be any one among the MCF approved / specified makes in the bill of material. Make, model number and photocopy highlighting suitable catalogue number of the offered make should be provided.

2. Any left out or additional requirements of switchgears / enclosures accessories shall be included in the BOM with proper justification to meet the specification. No additional accessories are allowed after the order because of financial implications.

1 Fabrication

1.1 Vendor to consider Schneider Electric, /Rittal enclosure or equivalent enclosure and accessories for floor mounted power distribution boards. Vendor to provide the make, model no and photocopy of catalog highlighting the item for compliance.

1.2 Power distribution boards shall be of floor mounting with mounting MS channels and brackets and suitable for indoor installation

1.3 The panel shall be naturally convection-cooled & should allow continuous full-load operation, maintaining the temperatures within tolerance level of components.

1.4 Panel shall be suitable for indoor application.

1.5 Contact hazard protection covers of standard cut out size shall be used to cover switchgears and terminal connector areas.

1.6 Provision shall be made to clamp / tie / fix the cables before connecting them to the cage clamp terminal blocks.

1.7 Cable entry provision shall be at the bottom.

1.8 Sheet steel cable entry plates shall be provided at the bottom for cable entry as per the requirement

2 Panel dimension

2.1 To be designed as per the input and output switch gears/ BOM. Also it shall be of floor mounting type and minimum depth of the enclosure shall be 600mm to mount the STS and other accessories.

4 Painting

5 Wiring

5.1 FRLS, single core multi strand electrolytic grade, annealed copper cable confirming to: IS: 694 / 1990 shall be used.

5.2 Power cable of suitable size shall be used as per RCBO & MCBs current rating. Proper ferruling shall be provided for each cable at termination point for clear identification.

5.3 Cage clamp terminal connectors shall be used for all input and output power terminations.

6 Name plates / stickers

6.1 Standard identification labels shall be used for each output feeder.

6.2 Panel specification plate should be per the IS reference standard 2675.

6.3 Type of panel, Rated voltage AC or DC, Hz, Total number of outgoing ways / feeders, rated current of each outgoing feeders, Number of poles, Manufacturer name / Trade mark / Address, Customer PO reference and date, Year of manufacturing.

7 Grounding / Earthing

7.1 Two-point ground in accordance with recommendations of IEEE Standard and the requirements of the NEC shall be provided.

7.2 Panel earth bus of pure electrolyte Copper bus bar of suitable size shall be used.

8 Inspection / Testing

8.1 Panel shall be offered for inspection at factory after completion of all works and same shall be dispatched only after issue of dispatch clearance by MCF engineer.

8.2 Verification of switchgear components as per purchase order bill of material.

8.3 Minor modifications in mechanical / electrical changes pointed out by MCF inspecting officer shall be carried out, if necessary, without any additional cost

8.4 Routine inspection and testing as per the norms / checklist will be carried out.

8.5 Calibrated testing & measuring instruments are to be used for routine test.

8.6 Any deviations from the specifications or in testing shall be attended & offered for re-inspection if required.

Annexure-9A (Sl no.37 of Table-I)

SUPPLY AND FIXING OF STEEL WIRE MESH CABLE TRAY

Cable tray manufactured from steel wires, welded together and bent into final shape prior to surface treatment Hot dipped Galvanized to EN ISO 1461(formally BS 729 since 1999). Cable Tray dimensions are all internal. Steel wire Cable Tray will be produced from lateral and longitudinal sidewall steel wires, with minimum diameters of 4 mm for trays of width up to 100 mm, 4.5 mm for trays of width of 300mm, 6.0 mm for trays of widths of 400mm, 450mm, 500mm, and 600 mm. Trays will be manufactured with a longitudinal ‘T – Welded ‘safety edge along the top wire of the sidewall (excluding 30X50). Trays will be constructed with a 50mm x 100 mm mesh configuration. All tray fittings (e.g. changes in direction, level and size) shall be constructed on site, to the manufactures instruction, using side action bolt croppers and fastened using 25 mm and 30mm counters clamps with M6 bolts and nuts, all surface treated as the tray. Trays will be coupled together using either a fast spring coupler or a 25mm/30mm counter clamp combination with supporting lateral splice plate on trays over 300mm width. The coupling will have the same surface finish as the tray. Trays are to be supplied with cover and suitable cover clips. Trays shell be supported at maximum span of 2.5mm by the trapeze ,wall ,floor or channel mounting methods and will not exceed maximum loads as specified by the manufacturer. The fixture of the cable trays to the supported system shall be fast fixing type bolt free system. Traditional nuts and bolts shall not be used in coupling and fixture of cable baskets to the support systems. Fire test certification should be submitted in accordance with the E30/E90 standard. Loading and deflection characteristic of the tray should be tested and the results published in accordance with the European standard IEC 615357. All the fixtures like supporting structures, bends, tees etc are to be supplied along with the cable tray. Cable tray shall have the covers on the top with proper fixing arrangement.

GENERAL NOTE TO TENDER:-

1. Quantity for some of the items/ equipment’s are mentioned in the Table -1. Items /equipment’s which needs detailed specifications are enclosed above along with technical annexure /specifications. Also relevant drawings mentioned in the Table-1 are to be referred for more clarity.

2. All the works are to be carried out as per applicable IS/IEC standards.

3. Any of the items /specifications not mentioned in the BOM /technical annexures, but they are required to complete the work are to be considered adequately and mentioned in the detailed BOM in the technical bid. Also cost of additional items are to be considered while submitting price bid. Additional items requirement after the technical bid are not considered for any extra payment.

4. Payment for all the items or equipment’s mentioned in the table-1 will be

made as per the quantity utilization at site.

5. Only Department (ISRO) approved make of items will be accepted (List of approved make is enclosed as Annexure-A)

6. Warranty for the whole system as per tender specifications is compulsory.

7. Compliance for the points and all the systems as per Annexure-B are to be

provided along with the technical bid

8. All the installation and commissioning works are to be done as per the relevant IE rules.

9. All the panels are to be fabricated by the panel fabricators approved by the

ISRO (As per annexure-D)
