On Friday, April 17th, the City of Joliet approved an agreement to advance the Northpoint Industrial Development project to our west. Joliet voted 6 to 3 in favor of approving the Northpoint project. Unfortunately, our boundary agreement with Joliet legally prevented us from contesting what Joliet approved.* This is the same boundary agreement that also prohibits Joliet from controlling an additional 1200 unincorporated acres on Manhattan’s side of the boundary line until the agreement expires in 2026. In 2026 when the boundary agreement expires, Joliet will have the ability to approve the property currently owned by the developer on the Manhattan side of the line. Now that Joliet has approved an agreement toadvance the Northpoint Industrial Developmentproject, what are the next steps?

ABOUT THE NORTHPOINT DEVELOPMENT

the property owner

decides which town it

seeks approval from.

FACT: Northpoint

owns 975 of the 1240

acres in Manhattan’s

boundary area.

FACT: Northpoint’s

property is just outside

of our current village

limits. Manhattan

cannot control the

development’s impact

on Manhattan unless

unincorporated

acreage is annexed

into Manhattan’s

village limits.

The landowner decides which community they seek approval from to movethe project forward. Therefore, the developer will decide whether torequest approval from Manhattan for the land they own on our side of theboundary agreement.

If the developer chooses to pursue the project with Manhattan, whatwill the village do?The only way to protect Manhattan is to be a part of the process. Byparticipating in discussions with the developer, the Village can negotiateitems to mitigate the overall impact of the project on our community.Through discussions and negotiations, we can ensure Joliet does notdetermine what is in the best interest of Manhattan residents.

It would be in the Village’s best interest to negotiate with the developer assoon as possible to protect our community’s way of life. Through negotiations, the Village can require measures to:

When would discussions begin?

Restrict trucks related to this project from traveling throughManhattan;Keep non-truck traffic from overtaxing our roads and clogging ourintersections;Have the developer pay 100% of the costs associated with theinfrastructure needed such as roads, sewers, and water;Have the developer pay 100% of their property taxes and local taxes currentlyestimated at over $14 million per year; andNot provide local incentives to the developer.

Will the village be hosting meetings for the public to attend?Currently, due to the Coronavirus stay at home order, we will not behosting public meetings. Once the order has been lifted or amended, itis the intention of the village government to host a community meetingfor the purpose of providing up-to-date information on the key facts ofthe project.*
