A Project of the California Community Economic Development Association
Public-Private Partnerships for Economic Recovery
People & Places 2015 Community ConferenceMarch 4, 2015
CCEDA has served California since 1986. Its membership is comprised of organizations actively engaged in revitalizing California’s neighborhoods,
including resident driven community development corporations, local governments, community action agencies and faith based institutions.
CCEDA members produce results through a full range of community building strategies including real estate development—housing, retail
and commercial—business assistance and lending, social services, and job training and creation.
CCEDA provides its members a clearinghouse for information and action that advances the field of community economic development through
training and continuing education, technical assistance, and advocacy on public policy.
CCEDA MISSION

1. Leverages community strengths2. Leverages organizational strengths
• Proven track record• Board representation

Community Economic Development
Community Economic Development – Our Bias
1. Strategies should lead to projects2. Projects must leverage new streams of capital from the public
and private sector3. Projects must ultimately generate income to minimally cover
expenses (while building an asset base)4. Programs and services that require ongoing subsidy, should
only be considered if they support and enhance CED projects

Case Study 2Recycle Force
Community Economic Development
Astronomical growth in prison populations: between 1982-2007 the growth was 374% in the US, with 6 states over 40%. Indiana is at 41%.
In Indiana, 1 in 35 adults is under criminal justice supervision, 1 in 26 under some correctional control.
Workforce, Inc., is in a county where the rate is 1 in 16 (1 in 7 for adult males). The county’s incarceration rate is nearly double that of the state.
The county has the highest recidivism rates and is growing (highest due to Technical Rules Violations).
Social Enterprises: RecycleForce
There is as much gold in a ton of electronic waste as in 55 tons of ore.
Copper, aluminum, plastic and steel is mined
Our material will be recycled and reused in industry. The steel we recycle supports dozens of Hoosier jobs.
Social Enterprises: RecycleForce
• 40 million computers are discarded annually.
• 1.2 million computers are discarded by Hoosiers annually.
• 2 million TVs will be disposed of in Indiana in 2011
• TVs and computer monitors contain at least 4 pounds of lead.
• Electronic devices contain toxic materials but also gold, silver, palladium.
Social Enterprises: RecycleForce
Organization initiated as a prisoner re-entry program and the electronic recycling business was a product of a structure that provides life and working skills, dramatically decreasing recidivism rates in Indianapolis.
Great business niche, how can they best grow?
Issue: Balancing business operations and management with social service programmatic goals and objectives.
Separate entity? Business run by business management, services run by programmatic staff??

February 2011 Revisited
Management team capable of managing both business and service programs under certain parameters. The integration of business and services should remain.
Must recognize key business (cash-flow) variables:• Tonnage taken in• Sales per pound of processed materials• Expenses
Someone must be responsible!!!!
