• Innovation has been identified as one of the key

challenges in the ERA

• Concrete way to integrate innovation is the link between

the Joint Programming Initiatives (JPIs) and the

European Innovation Partnerships (EIPs)

ERA Stakeholder Platform (EARTO, CESAER and EC)

• Possibility to become an ERA stakeholder is welcomed

but rather difficult, because EUREKA is representing the

Member States

• EUREKA needs to prove added value to the platform

Conclusions of meeting with Fabienne Gautier:

• The ERA WG should reflect on the potential involvement of

EUREKA in the ERA and identify EUREKA added value

• ERA WG should have in mind to avoid overlaps with other

existing initiatives

• Another meeting to follow up on the different suggestions


Cross-border cooperation

Smart synergies with existing instruments (EC, EEN)

• EEN is flexible if clear ideas are set up

• Eurostars projects will not have direct access to SME

Instrument 3rd phase

• However, EEN and ESE could design together a service

package for Eurostars projects (access to finance, access

to market, innovative manager training, etc.) – 100% paid by

EASME

• Sector groups: EEN has 17 sectors of economic activities

that cover our EUREKA Clusters. They offered us the

possibility to meet chair people of all 17 sectors.

• Second meeting will be organised between ESE and EEN


Cross-border cooperation

• EUREKA could join the ERA Learn Platform 2020 (EC)

• Have a common programme with Research and

Technology Organisations (RTOs) (EARTO)

International dimension

• Internationalisation is very important for ERA and EUREKA

could have a role here (CESAER, EC)

• Idea of an international ERA-Net (a mix of Eurostars and the

ERA-nets) (CESAER)

• EC not in favour because internationalisation has become a

cross-cutting issue

• EUREKA should envisage a closer cooperation with SFIC

(EC, SFIC)

• EEN has active cooperation with India, Japan, BRIC

countries, USA, Canada, New Zealand, Australia

Difficulties: EEN is not paying them, they are far away, market

access is the problem


Other ERA-related priorities

• International Peer Review System seems to be the key (EC)

• Eurostars could serve as an ERA-Mark Label for programmes/

funders (label recognising best practice in cross-border

research operations) (EC)

Milestones and deliverables of WG

• WG on reflecting the position of EUREKA in ERA and to

develop a strategy for EUREKA

Focus on three main points:

1. Strategic reflection on what EUREKA wants to achieve in

the ERA

2. Propose concrete actions for smart synergies with the

ERA

3. Draft a 'EUREKA strategy within ERA‘

• Final version of strategy in spring/summer 2015


• How should EUREKA position itself in the ERA?

• WG to propose concrete actions towards more

cooperation, more visibility and more

engagement


Next steps

• Finalize draft strategy until 11th February 2015

• One week consultation between WG members

• Send draft to Swiss Chair (23rd February)
