across India. Through Dogma Soft's platform these agents will be able to make
online reservation of railway berths and generate tickets for passengers.

IRCTC web verifies the identity of the authorized travel agent and only allows
genuine agents to book tickets.
No one can book tickets with your login details due to required digital
certificate authentication.
Use of digital signatures and electronic documents helps make your online
transactions more secure.

*AMC is subjected to change as per the revisions in the cost of IRCTC ID & Digital
Signature at the time of renewal.
OTC & AMC is exclusive of all Service Taxes (GST).
Agent Enrolment charges are one time and non-refundable.
Security deposit is refundable only after 3 months of ID deactivation and will not
refund in case agent got blacklisted by IRCTC or involves in any kind of unlawful
activities as per IRCTC terms & conditions from time to time.
If IRCTC is denied the application with the reason “agent is already blacklisted” or
any other reason then there will no refund for the OTC paid by the agent (Once order
placed amount will not refundable.).
Digital Signature once issued cant claim for any refund even if not using.
Digital Signature & IRCTC ID are subjected to approval from the authorized channels
and Dogma Soft’s don’t have any control on the approval process.
Activation of IRCTC ID may take 10-20 working days
Agents are not supposed to collect any extra charges than mentioned above from the
end customers towards the booking.
If we found any extra charges are collected from the end customers then the Agent ID
will be deactivated immediately and shall impose penalty as per the terms and
conditions of IRCTC , Spice Digital & Dogma Soft Partner Agreement.
Agents are not suppose to collect service charge based on number of passengers as
service charges are allowed to collect only per ticket basis.
Agents are not suppose to collect any other extra amount from the end customers for
cancelling a ticket / Filing TDR requests.
In case a ticket need to be cancelled then agents are not suppose to impose any extra
penalty /cancellation charges and exact refund amount from the IRCTC should be
returned back to the end customer wit Cancellation Receipt.
Agents must provide Booking Invoice, Cancellation Receipt, Printout of ERS
(Electronic Reservation Slip) to the end customers on completion of the transaction.
Send Soft Copy of IRCTC & Digital Signature Application form along with all documents required
as mentioned above.

On receiving approval from Digital Signature provider we will submit the IRCTC application form
to IRCTC for creating agent ID
On receiving approval from IRCTC agent will get an OTP in their registered mobile from IRCTC on
verifying of the OTP agent will get Username, Merchant Code, Password & Transactions password
from IRCTC either as email or SMS, with these credentials agent can login to the IRCTC ticket
booking platform.
We will send the Digital Signature USB, Agent Certificate, Terms & Conditions need to printed in
the outlet/shop, Format of Reservation Slip need to be maintained at agent end, Important
Instruction & Training Manuals
Once agent receives the hard copy of the above documents then agents have to upload the Image +
Video of your outlet/office/shop as per the instructions given in the required documents or
training manuals.
Once we reviewed the above Video & Images we will give agent “Wallet” access to the IRCTC
Website and agent can start booking tickets.

Please note:
1. Entire process can be completed in 10-20 working days, Activation of IRCTC Booking
service is subject to approval from IRCTC.
2. Agents have the option to real time track their application status through the Dogma
Partner Panel Platform.
3. If hard copy/ soft copy documents will be not completed then reprocess again and
500/- rupees charges applicable for re-processing fee.
Should have a team to do training / monthly verification and providing general
support to the agents
Should have smartphone to take photo & record video of agent shop, location,
signage, self-deceleration etc.
MDSO/ DSO is responsible for overcharging, fraudulent activities done by their
downline retailer/agents/distributor/resellers

Should have a scanner ( or smart phone ), printer, courier facility, computer,
internet etc
Please Note : This product is not a white labeled solution, Spice digital name will
appear in the Application Form, Authorization Certificate and ERS
Primary responsibility is to provide support & training before and after enrolment of agent
with IRCTC.
Field & Document verification, which includes gathering, vetting, sorting and uploading
the documents through email.
Background verification of agent to ensure agent is not earlier blacklisted with IRCTC and
not involved with any unlawful activities.
Always ensure agents are not overcharging from the end customers, in case if any cases
found then the same should be immediately report to us.
Cross verification to ensure agents are maintaining Reservation Slip, Cancellation Slip,
Photo ID document of the primary Passenger, Display of the Terms & Conditions, Display
of IRCTC allowed service charges, display of the authorization certificate etc
Helping agents to record self-deceleration video for digital signature purpose.
Agent Onsite verification and uploading the required photos & videos for the final “Wallet”
access to the IRCTC.
One time Charge & AMC amount is exclusive of all Taxes
MDSO/ DSO can share PG charges according to their business plan but not suppose to offer
higher than what they are getting.
GST Calculation is based on the current rate 18% and subjected to change from time to
time.
Strictly no overcharging from the end customers for booking, cancelation, amendment,
TDR filing etc, if found then leads to heavy penalty and immediate deactivation of the
IRCTC ID.
Agents/ MDSO/ DSO should charge exactly the same amount printed in the ERS / Ticket ,
Any editing / tampering of the ERS / Ticket will leads to heavy penalty and permanent
deactivation of the IRCTC ID
If any of the MDSO/ DSO downline agents got blacklisted / suspended / penalised then we
will deduct the same amount from the distributors/resellers security deposit
Need to arrange all required documents by Agents.

Once fully completed filled document received from MDSO/ DSO/ Agent to
Dogma team, below is the further process to activate IRCTC ID and expected time for
activation if IRCTC id is 15-20 days approx, subjected to if all things go smooth.
Working Day 1-2
Documents are received and verified/ In case of incomplete docs process will not move further/ Agents contacted again for Doc completion leading to delay
Payments received and sent to finance team for verification
Working Day 3-4
Finance verification received for processing. Documents are sent to (n)Code for processing for Digital Certification
Working Day 5-9
(n)Code connects with Agent on registered mob no for Video verification and Mobile verification
(n)Code generates CER file on successful verification and loads the same on dongle for shipping to agent. When Agent receives it, he has to get that installed by calling DSC team (Dogma) on customer care no. 9587898125,Email id – [email protected]
(n)Code mails the CER file to Backend team for further processing.
Working Day 10-11
Backend team adds CER to agent applicant to send to IRCTC Department for approvals
Working Day 12
On receipt of IRCTC approval agent is registered and activated on IRCTC portal
Working Day 13-15
On activation, agent is called by backend team, so that he can complete the Aadhaar verification process
To complete Aadhaar verification agent has to follow the following steps :

Step 2 – Enter the IRCTC Migration ID and password.Step 3 – Click on the first option “UPDATE PROFILE OF SUBAGENTS”
Aadhaar based KYC.Step 4 – Enter the Aadhaar number and Name as mentioned in the
Aadhaar Card.Step 5 – After entering the Aadhaar number, you will get an OTP on your
mobile and registered Email ID which is registered with your Aadhaar Number.
Step 6 – Enter OTP in the text-box provided.Step 7 – Congratulations! You have successfully updated your Aadhaar
Number.
