actively involved in the preservation of his culture and traditions and is a

fluent Anishnaabemwin (Ojibwa) speaker. He has worked with Aboriginal

people struggling with the justice system and has worked inside Community

Corrections facilities. Richard had endured many difficult life situations and he

openly shares these experiences, his acquired knowledge and his wisdom

through his personal story of spiritual development. Although Richard is

Re: National Non-Insured Health Benefits Review

Your Voice Matters!

The Assembly of First Nations (AFN), working in

partnership with Health Canada – First Nations Inuit

Health Branch (FNIHB) is undertaking a review of

the Non-Insured Health Benefits (NIHB) program

across nine regions, and would like to request partic-

ipation of community members in the review. The

national review will be conducted on six benefit are-

as:

Medical Transportation (also known as Patient

Travel)

Dental

Vision

Pharmacy

Medical Supplies & Equipment.

Short Term Crisis Mental Health Benefits.

Kāhui Tautoko Consulting Ltd (KTCL) has been

contracted by the AFN to undertake this review.

KTCL is a consultancy based in Vancouver, BC,

specializing in First Nations health and community

development projects and has undertaken NIHB re-

views previously.

The objectives of this review are to:

Determine what processes are used to access

these benefits and how effective these processes/

procedures are;

What challenges or barriers there are when ac-

cessing these benefit areas including awareness

of what is available;

Is the NIHB program meeting privacy and cul-

tural needs; and,

What are the strengths and opportunities for im-

provement of the NIHB Program?

Your participation in this review is being requested!

Have you had difficulties obtaining benefits in any

of the above areas? Can you suggest improvements

in any area? Also, of note are client reimburse-

ments. Have you had difficulty obtaining a reim-

bursement for any of the above areas? Please pro-

vide your input. The more information received, the

better! I encourage you to check out the AFN Web-

site to make your voice heard at www.afn.ca under

Policy Area, Health. You will find a survey there

that you can do or, you may wish to submit a writ-

ten document of your concerns, etc.

Effective June 1, 2016, NIHB ex-

panded options for pharmacists to initiate

treatments for NIHB clients. These will

allow easier access to many eligible

products and medications. NIHB will

accept prescriptions or written recom-

mendations from pharmacists for claims

that do not require prior approval, for the

following types of benefits:

Also on the AFN Website, is a timeline of what

benefit area they are currently reviewing with a

closing date for participation. Right now they are

currently reviewing vision. If you have concerns

and/or comments to make regarding any vision

benefit, please go there now to make your voice

heard. The closing date to comment in that area is

July 15, 2016.

Please watch the AFN Website for more infor-

mation on other review areas and closing dates.

Other NIHB Updates…

PHARMACY BENEFIT INFORMATION

Change in the Listing Status of Bisphosphonates

Bisphosphonates are drugs that help strengthen

bones, and are used in the treatment and prevention

of osteoporosis and Paget disease. On March 10,

2016, oral bisphosphonate medications covered by

the NIHB Program became open benefits. Claims

for open benefits are processed automatically and

do not require prior approval.

New Treatments Initiated by

Pharmacists

CHIPPEWA TRIBE-UNE - June 30, 2016 27

Prenatal vitamins

Medications for the prevention and treatment of

nausea and vomiting in pregnancy

Emergency contraception (The ‘morning after

pill’)

Vaginal yeast infection treatments

Smoking cessation aids

Lice treatments

Allergy medications

Constipation treatments

Naloxone

This means that, you can present your Status Card to

the Pharmacist and ask for coverage of these prod-

ucts be put through the NIHB Program. There

would be no need to see your physician first to ob-

tain a prescription and you will not have to pay out

of pocket for them. Please remember though that

each province and territory has different regulations

for health care providers, so you should talk to your

local pharmacist to find out whether they can rec-

ommend or prescribe these treatments for you.

Coverage for Naloxone

Naloxone is an injectable medication that can re-

verse the effects of an overdose from opioid drugs

(e.g. heroin, morphine, fentanyl). To improve access

to this life-saving medication, NIHB has added na-

loxone as an open benefit on the Drug Benefit List.

If you or someone close to you may be at risk of an

opioid overdose, it is recommended that you have a

naloxone kit on hand, and be trained to use it. Public

health programs in some provinces and territories

now provide naloxone kits and training, so before

claiming it through NIHB, you should check with

your pharmacist to see if it is available through local

health services.

Reminder - Change in Coverage of Medications

to Treat Constipation

Docusate is a stool softener that may be prescribed

for constipation. However, recent medical studies

have found that docusate is not an effective medica-

tion to prevent or relieve constipation. Effective

September 13, 2016, docusate products will not be

covered by NIHB.

I’m taking stool softeners – now what do I do?

There are many different ways to treat constipa-

tion. Changes to your diet and how much physical

activity you are getting may help, but sometimes

medication is needed. NIHB covers many other

medications for constipation that are effective.

Some of these work by making your stool bulkier

and easier to pass. Others work by stimulating

your bowels to move. Some draw water into you

bowel making it easier to pass stools. Still others

lubricate your bowel so that stool moves more

easily through them. These medications come in

many different forms: pills, liquids, powders, sup-

positories (that are inserted into the rectum), and

enemas (fluid inserted through the rectum). NIHB

will pay for alternate treatments when prescribed

or recommended by your pharmacist, nurse practi-

tioner, physician, or other prescriber. Together

with your healthcare provider, you can choose a

treatment covered by NIHB that is right for you.

Where can I find more information?

For more information about coverage of other

medications for constipation, consult the NIHB

Drug Benefit List [www.health.gc.ca/dbl]. You

can review the evidence on stool softeners and

other treatments for constipation by visiting the

Canadian Agency for Drugs and Technologies in

Health (CADTH) web page [www.cadth.ca/

search?keywords=stool+softeners].

Dental Benefit Information

NIHB Welcomes Dental Hygienists as Inde-

pendent Service Providers

Effective June 1st, 2016, dental hygienists are able

to submit claims to the Program as independent

service providers, within their professional scope

of practice. This applies in all regions except Que-

bec, Prince Edward Island, and the Territories,

where professional regulations do not currently

allow dental hygienists to practice independently.

NIHB welcomes dental hygienists to the Program,

and is pleased to notify clients of this change that

increases access to preventive oral health care for

First Nations and Inuit.

Hi, my name is Nick Nahmabin and I’m a post-secondary student. I’m going to be working with the Environment Department as part of the Aam-jiwnaang Summer Student program. I will be attending Lambton College in the fall and I look forward to the challenges and experiences that post-secondary education has to offer. As for what I’ll be taking in college, I plan on doing Gen-eral Arts & Science until I find a course or study that interests me. I look forward to another great summer of work and I encourage any students who may have thought about applying to do so, as you don’t want to be stuck sitting around do-ing nothing all summer. I’d also like to thank the program coordinators for allowing us as students, to have this opportunity.

SOLIDARITY DAY 2016

Solidary Day was a huge success. It started off

with Council cooking breakfast, followed by a fry

bread contest—winner was Dolly Oliver, there

was tie dying t-shirts, 3-legged races, tattoos, tug

of war and balloon toss while some just played in

the splash pad. In the evening they had a pot luck

style dinner/barbeque then live music at the ball

diamonds and ending with fireworks!
