BACKGROUND / DISCUSSION

Dakota State University has submitted the following program modification proposals

provided in Attachment I. These are under review by the Interim System Vice President

for Academic Affairs. These requests are also available on the Institutional Substantive

Program Modification Requests Webpage.

Existing Program: Substantive Program Modification

Computer Information Systems (BS) – request to change total credits required

within the discipline, total credits of elective coursework, and existing

specialization

Physical Science (BS) – request to change total credits required within the

discipline, total credits of supportive course work, total credits of elective

coursework, and the program name

7. Explanation of the Change: Based on input from advisory board members, it was decided to add some advanced software

applications and a networking course to the core for the IS degree. This reduced the general electives from 12 to 6 credits. Additional courses were added to the choices for the program electives to allow for students to utilize related coursework from other specializations and/or from a different computer major. Also based on input from advisory board members, it was decided to make object-oriented design a required course in the specialization and move discrete math to a choice in the major electives. The name of this specialization was changed to Application Development.

Students wanting to prepare for graduate or professional school, or for bachelors-level research-focused career paths, or those simply desiring more intensive independent research experiences, may take an additional 3 credits of Undergraduate Research/Scholarship electives in CHEM, PHYS, BIOL, CIS, CSC, or MATH. 7. Explanation of the Change: Dakota State University recognizes that our strength in computation and technology offers a unique opportunity to leverage the development of a similar program in the physical sciences. Given the dizzying pace of evolution in both technologies and research methodologies, graduates with strong skill sets in both data sciences/analytics and the physical and life sciences will be in a unique position to enable advancements across multiple disciplines and workforce sectors. Development of such interdisciplinary skill sets will be a key outcome of this program. In support of the proposed change, the U.S. National Science Foundation (NSF) has included data-intensive scientific research as a core component of its new“10 Big Ideas” funding initiatives for the coming decade (Harnessing the Data Revolution; https://tinyurl.com/yaagcuyc). NSF’s commitment to allocating significant funding to data-intensive scientific research proposals is further demonstrated in a recent call for participation in their “Innovation Labs” workshops designed to bring together data scientists and physical scientists to forge new collaborative frontiers at the intersections of the data and physical sciences (https://tinyurl.com/ycwnjyfl). Such initiatives at the largest basic science funding agency provides ample justification for an Analytical Science degree program at Dakota State. Additional rationale for the change is provided in a recent report by the U.S. National Academies of Sciences, Engineering, and Medicine (https://tinyurl.com/y9lxdjtx). Therein it is recommended that more undergraduate data/analytical science programs be created to keep pace with rapidly growing demand for data scientists with physical science competencies who can work effectively across multiple data- and science-intensive disciplines in all sectors of the U.S. economy. Still more justification is provided in a recent assessment by the United Kingdom’s Engineering and Physical Sciences Research Council (EPSRC) – a collaborative funding partner with the U.S. NSF and Departments of Defense (DOD) and Energy (DOE) – in which they report a critical shortage of analytical science expertise in the UK workforce. Their summary report concluded: “The critical value of Analytical Sciences lies in its ability to enable scientific advances across multiple disciplines. Analytical sciences research is relevant to a very broad range of disciplines, creating research outputs that will be relevant to multiple areas. The

7. Explanation of the Change:

A small online study was conducted of open positions in Health Information Management departments with responsibilities for release of information to identify the common titles being utilized in the market. This change will align the title of the certificate program with position titles for release of information commonly found in the study. HIM 170 Legal Aspects of Health Information Management is being separated into two courses, HIM 169 and HIM 170. Both will be required for this certificate program. The content included in HIM 225 is not an essential requirement for performing the duties envisioned in the specialist certificate since electronic health records are introduced in HIM 150-Introduction to Health Information Management.

The healthcare coding certificate program was designed to be completed in one year. DSU’s requirement for biology prevents completion of the certificate program within one year. Eliminating content in HIM 170 that is not essential for coders will allow full time students to complete the coding certificate program in one year, as originally planned. Three existing courses will be added to the summer rotation to complete the change. The coding certificate program will be marketed and offered as a full time online option. Students interested in completing coding on a part time basis will be advised to complete the Associate of Science degree in Health Information Technology concurrently with the coding certificate program. The requirements for HIM 225 are being removed from the certificate program as the content is not required and will help in meeting the goal of offering this certificate program in one year.
