He has served in various leadership positions including being a senior political officer at the British Embassy, a senior legal consultant, a Dean of a law faculty, a public affairs specialist at the United States Embassy, a policy advisor for an international organiza-tion and an Associate Dean of a college of social sciences. He has published articles in var-ious peer-reviewed journals on decentralization, public administration and climate change. He has also authored many opinion pieces on Phnom Penh Post on constitutional law, administrative law, international economic law and competition. He is a frequent speaker and acts as a legal expert at numerous conferences and workshops and teaches at the Royal Academy for Judicial Professions. He received his law degree in 2000, a Master of Law in 2003 from Nagoya University (Japan) and a Ph.D. in international development in 2006, also from Nagoya University.
