Funding

• The intent of the Ed Jobs bill is to save or

create education jobs for the 2010-11 school year.

• Funds remaining after the 2010-11 year may be carried forward into the 2011-12 school year.

Funding

• To comply with the intent of the Act and to provide educational opportunities for students during both years, it is the WVDE’s position that county boards cannot carry-over their entire allocations into 2011-12.

• Funds have to be expended relatively proportional during the two years.

Funding

• Funds were allocated to county boards based on the state aid funding formula.

• The state has reserved two percent of the funds for administrative expense.

• WVDE to receive a portion of the two percent to monitor and evaluate ACHIEVE21.

Funding

• County boards must expend the funds only for compensation and benefits.

• May be used to retain current employees, rehire former employees, or hire new employees.

• May be used to retain employees hired with ARRA funds.

Funding

• Funds not needed for these purposes may be used for employees who provide after-school and extended learning opportunities – ACHIEVE21.

• The six take-over county boards must use the funds for ACHIEVE21.

• Any exceptions must have prior WVDE approval.

Funding

• For the county boards that have indicated they cannot implement ACHIEVE21 because the Ed Jobs funds are needed for the employment of personnel should review their unreserved fund balances at June 30, 2010 for possible use in employing needed personnel.

Funding

• Compensation and benefits include:– Salaries– Supplemental salaries– Health (including dental and optical)

retirement, and other benefit costs – Tuition reimbursement– Other benefits for employees

• Must be for payments that boards have statutory authority to pay.

• Employees must be those who provide school-level educational and related services.

• Can include: teachers, principals, assistant principals, academic coaches, counselors, nurses, librarians, speech language pathologists, information technology personnel, aides, bus operators, secretaries, custodians

• Can include personnel located at the central office who provide school-level services, such as permanent substitute teachers, school nurses, etc.

• Funds cannot be used for contracted services provided by individuals who are NOT employees of a county board.

• Cannot be used for personnel employed by the RESAs.

• The education reform assurances applicable to the State Fiscal Stabilization Fund (SFSF) program apply to the Ed Jobs program.

• LEAs provided assurance that they will work with the State to advance the education reform areas identified in the State SFSF application.

Goals and Objectives

Goal: To provide individualized instruction through extended time (before or after school) by certified teachers for PK-12 students who are not currently performing at a level reflective of mastery of the identified content standards and objectives or career or college readiness.

1. One-on-one extended learning instruction for PK-2 students exhibiting difficulty with:– Phonemic awareness;– Phonics;– Fluency;– Comprehension;– Vocabulary; and/or– Number sense.

2. One-on-one extended learning instruction for grade 3-12 students demonstrating partial mastery of critical skills in any content assessed by WESTEST2.3. One-on-one extended learning instruction for students in grades 8-12 not scoring at or above the ACT EXPLORE or PLAN Benchmarks for college or career readiness.

4. One-on-one extended learning instruction for high school students exhibiting deficiencies in their performance on formative classroom assessments designed to target critical course objectives in any credit-bearing course—general, honors, CTE, Advanced Placement, International Baccalaureate.

Invitation to Teachers

• We invite teachers across West Virginia to become ACHIEVE21 teachers.

• It is critical that districts be able to match student need with teacher expertise.

• To do this, schools/districts need a collective group of teachers with a wide range of skills and expertise.

• Flexibility of design will allow us to meet the needs if students and families.

• Separate program being developed which will allow view of all students assigned to ACHIEVE21 teachers and identification of evaluation criteria.

• Identification of students in WVEIS will allow for evaluation of effectiveness of the ACHIEVE21 initiative.

Teacher Expectations• Work with the SAT to identify up to 5 students who are

eligible for extra instructional support through ACHIEVE21.

• Develop a Learning Plan for each student via WVEIS on the Web to include intervention plan.

• Submit a Progress Report at least once per semester detailing # of hours actually provided. Teachers may use template will help to track services provided throughout semester.

• Comply with reasonable requests for evaluation data about the program (e.g., Surveys).

Administrator Expectations

• Supervise enrollment of ACHIEVE21 teachers and the assignment of students to teachers.

• Ensure ACHIEVE21 teachers completed a Learning Plan for each student and complete at least one Progress Report per semester for each student.

• Comply with reasonable requests for evaluation data about the program (e.g., Surveys).

Parent and Student Expectations

• Students are expected to arrive for tutoring sessions on time and ready to participate.

• Students are expected to be well-behaved, attentive

and engaged during tutoring sessions.

• Failure to abide by these expectations may result in the removal of students from ACHIEVE21 teachers’ rosters so that additional students can receive the benefit of this program.

Funding

• WVDE recommends that ACHIEVE21 teachers be paid $30 / hour for a maximum of 200 hours ($6,000).

• County boards may use other rates.

• County boards may pay the employer share of employee benefit costs with Ed Jobs funding.

Funding

• Funds should be allocated in such a manner as to ensure the equitable treatment of all students who are identified eligible for the program.

• If funds are not sufficient to provide services to all eligible students, reduce school allocations proportionally.

• Due to program assessment, do not reduce hours of tutoring services for funding purposes.

• Teachers may tutor:– One student at a time for a maximum of

40 hours per student (5 students), - OR -

– Up to five students at a time for a maximum of 40 hours per student (25 students).

- OR -– Combination of the two.
