General Information and Workshop Descriptions

In recognition of the expanding and multi-dimensional role of today’s foreign language educators, the workshop offeringsof the ACTFL Professional Programs are organized around six Strands:

Strand A: AssessmentStrand B: Standards-based InstructionStrand C: Curriculum Design Strand D: The Second Language LearnerStrand E: TechnologyStrand F: National Council for the Accreditation of Teacher Education (NCATE)

ACTFL Workshops are led by nationally recognized experts who specialize in the specific content areas.

All of the workshops described below can be scheduled by individual institutions and/or school districts. They can be

offered On-Site at a time that is determined by the host institution. For more information about arranging for an

on-site workshop and fees, please refer to Page 13.

Several workshops described below are also offered as ACTFL Sponsored Workshops . For more information

about the dates, locations, and registration fees for the 2003-2004 ACTFL Sponsored Workshop offerings, please refer

to Page 16.

STRAND A: ASSESSMENT A-1: The Full Oral Proficiency Interview (OPI) Tester Training Workshop (4 days)Prerequisite: Affiliation with an academic institution as defined by ACTFL, undergraduate degree in a related field, mini-mal proficiency level of Advanced in the language of training.

The Full OPI Workshop is an intensive four-day introduction to the techniques of administering and rating the Oral ProficiencyInterview. The rating scale and techniques for eliciting a ratable sample are highlighted in daily plenary sessions and then rein-forced in language-specific break-out sessions. Participants have the opportunity to observe live demonstration interviews con-ducted by their trainer. Under the trainer’s supervision, they then conduct their own practice interviews with volunteer candi-dates. The group critiques and discusses both these practice interviews and their ratings. Following the workshop, participantsmay apply to become ACTFL OPI Testers. For more information on OPI Tester Training and Tester Certification, see pages 21.For more information on applying for graduate credit through Manhattanville College for this workshop, see page 16.

A-2: The Modified Oral Proficiency Interview (MOPI) Tester Training Workshop (2 or 3 days)Prerequisite: Affiliation with an academic institution as defined by ACTFL, undergraduate degree in a related field, mini-mal proficiency level of Intermediate High in the language of training.

The Modified OPI Workshop is an intensive two or three-day introduction to the techniques of administering and rating theOral Proficiency Interview at the Novice and Intermediate levels. A-3: The Oral Proficiency Interview (OPI) Refresher Workshop (1 day)Prerequisite: Previous ACTFL OPI Tester Training and/or Tester Certification.

The one-day OPI Refresher Workshop is intended for currently certified or previously certified ACTFL Oral ProficiencyInterview (OPI) testers who are preparing to recertify. Also eligible are those individuals who have already participated in thefour-day OPI Tester Training Workshop and wish to update their knowledge of the developments in oral proficiency testingand review the concepts and techniques of OPI Testing.

A-4: The Oral Proficiency Interview (OPI) Familiarization Workshop (1 day)Intended as an introduction to the ACTFL Proficiency Guidelines, the ACTFL Rating Scale, and the ACTFL Oral Pro-ficiency Interview, this workshop includes live demonstration interviews conducted by the trainer in English or the commonlanguage of the group. Participants discuss the implications of the ACTFL Proficiency Scale and the Oral ProficiencyInterview for establishing program goals, and for planning curriculum, instruction, and assessment.

A-5: Performance Assessment Workshop (suggested 2-3 days)This workshop helps teachers to integrate their knowledge of the National Standards and the ACTFL Performance Guidelinesfor K-12 Learners in order to reexamine their assessment practices. Teachers look at the limitations of traditional assessments,and explore the benefits of performance-based assessment tasks. During the extended workshop, teachers develop their ownperformance-based tasks and assessments.

A-6: Prochievement Testing Workshop (1 day)The fusion of proficiency and achievement testing, “prochievement” testing is a more holistic way of assessing how well spe-cific learned tasks are performed than the customary discrete-item test. Participants will learn how to tailor the OPI to aprochievement format, design authentic writing tasks for a prochievement test, and explore procedures for testing listeningand reading using authentic materials.

A-7: Integrated Performance Assessment (IPA) Familiarization Workshop (1 day)In this workshop, participants are presented with an overview of the ACTFL Integrated Performance Assessment at theNovice, Intermediate, and Pre-Advanced levels. The three modes of communication (Interpretive, Interpersonal,Presentational) and the ACTFL Performance Guidelines for K-12 Learners are reviewed as they apply to IntegratedPerformance Assessment. After examining the tasks and rubrics, participants rate samples of student performance.

A-8: Designing Integrated Performance Assessments (IPA) Workshop (2-3 days)In this workshop, participants will view the National Standards, the ACTFL K-12 Performance Guidelines, and their instruc-tional practices through the lens of assessment. Beginning with a review of the three modes of communication (Interpretive,Interpersonal, Presentational), participants are introduced to the construct of ACTFL Integrated Performance Assessment.Tasks and rubrics for each performance level (Novice, Intermediate, Pre-Advanced) are presented. Using the rubrics, partici-pants examine and rate samples of student performance at each level. Participants then design standards-based integrated per-formance assessment tasks for use in their own classrooms using teacher-tested templates. (The development of the ACTFLIPA was supported by a 3-year grant from the Department of Education International Research and Studies Program.)

A-9 The ACTFL Writing Proficiency Guidelines Familiarization Workshop (1 day)Intended as an introduction to the ACTFL Proficiency Guidelines – Writing (Revised 2001), this workshop introduces par-ticipants to the major and minor level descriptors and the criteria for assigning a global writing proficiency rating. Participantsexplore a variety of writing tasks across levels of proficiency, evaluate language samples based on the criteria as described inthe Guidelines, and design appropriate writing activities and writing assessment prompts at the four major levels. Participantsdiscuss the implications of the ACTFL Proficiency Scale for establishing program goals, and for planning curriculum, instruc-tion, and assessment.

STRAND B: STANDARDS-BASED INSTRUCTIONB-1: Familiarization with the Standards for Foreign Language Instruction (1 day)This workshop introduces language educators at all levels to Standards for Foreign Language Learning and their vital impli-cations for what happens in the classroom. Participants will gain a basic understanding of this new framework. Tools forapplying the National Standards in the classroom will be explored and demonstrated.

B-2: Communication Workshop (1 day)This workshop provides an introduction to the three Communicative Modes (Interpersonal, Interpretive and Presentational).Participants will reflect on how this definition differs from current practice. Classroom activities on the management of inter-personal communication (negotiation of meaning), interpretive communication (strategies for the teaching of listening andreading), and presentational communication (speaking and writing) will be demonstrated. Participants will identify a per-sonal plan of action for integrating the Communication Standards into their instructional program.

B-3: Connections Workshop (1 day)The role of the Connections Standards will be discussed. Ideas and strategies for making connections with other disciplinesand acquiring new information will be generated. Participants will develop short- and long-range plans for the implementa-tion of the Connections Standards for classroom instruction and formulate strategies for their inclusion in the foreign lan-guage curriculum.

B-4: Cultures and Comparisons Workshop (1 day)The framework on which the culture standards is based and analysis of the three elements of culture—perspectives, practicesand products are discussed. There is an in-depth examination of how perspectives, practices and products of culture relate toeach other and how they can be incorporated into the foreign language classroom. Hands-on practice in planning for theinclusion of Cultures and Comparisons in classroom practice is provided. The role of the Cultures and Comparisons stan-dards within the “Five C’s” of Foreign Language Education is reviewed.

B-5: Measuring Up to Standards: Practical Applications of the ACTFL Performance Guidelines forK-12 Learners (1 day)Focusing on higher student performance, this workshop will look at long-range and short-range planning strategies, lessondesign, classroom practices, and assessment tools within the framework of the communication modes (Interpersonal,Interpretive, and Presentational) of National Standards. The implications of the ACTFL Performance Guidelines for K-12Learners will be discussed, and participants will develop practical applications for use in teaching and assessing foreign lan-guage learners in the 21st Century.

B-6: Preparing for National Board Certification (NBC) (1 day)This interactive workshop provides participants with the most current information about the National Board for ProfessionalTeaching Standards (NBPTS), National Board Certification, and the World Languages Other Than English Standards(WLOE) for Teachers of Students Ages 3-18+ for Accomplished Teachers. Included in the workshop activities are: an overviewof the requirements for the NBC assessment process; familiarization with The Five Core Propositions, the WLOE Standards,four Portfolio Entries including the NBC writing style plus the NBC video-taping requirements, and six Assessment CenterExercises. This workshop can be customized to meet particular needs of the participants.

STRAND C: CURRICULUM DESIGNC-1: Teaching Speaking: Interpersonal and Presentational Modes (1 day)Participants review the principles of proficiency in terms of the development of speaking skills, identifying functions and top-ics, elements of context, and aspects of culture involved in particular speaking tasks, so they can develop activities and strate-gies that will promote maximum student involvement in oral communication.

C-2: Teaching Writing: Interpersonal and Presentational Modes (1 day)Participants are acquainted with a developmental sequence of writing tasks based on the descriptions contained in the ACTFLProficiency Guidelines – Writing (Revised, 2001). Participants learn to develop writing activities and assessments that takeinto account the topics, purposes, intended readers, and functions of the message.

C-3: Teaching Listening: Interpersonal and Interpretive Modes (1 day)This workshop focuses on listening as a real-world skill, investigates factors influencing listening comprehension, and exam-ines the role of pre-listening tasks as well as the difference between general and detailed understanding of an aural text; par-ticipants then develop post-listening activities and assessment tools.

C-4: Teaching Reading: Interpersonal and Interpretive Modes (1 day)Participants discuss the principles of proficiency in terms of the development of reading skills and the use of authentic texts.They develop reading activities, with attention to the selection of texts and pre- and post-reading activities and strategies, aswell as materials for testing reading comprehension.

C-5: Block-Scheduling Workshop (1 day)Block-scheduling need not exert a negative impact on language learning. This workshop will address the myths and fears sur-rounding this issue and will emphasize the need for long-range planning and for structured lessons that provide a variety ofactivities to increase students’ retention of information. Strategies and activities that motivate students for this longer timeperiod will be developed.

C-6: Authentic Materials Workshop (1 day)Participants are introduced to the use of authentic materials (print, audio and visual) with their students. Sources of thesematerials and criteria for their selection and use are identified and reviewed. Participants are guided in the development andintegration of these materials in the curriculum and daily lesson plans.

C-7: Languages Across the Curriculum Workshop (1 day)The twenty-first century brings both a growing awareness that our students will be living in a “global village” and a challengeto prepare them to prosper in that competitive environment. Connecting language study with other subject areas helps pre-pare learners to interact effectively across the world’s many linguistic and cultural boundaries. This workshop introducesLanguages Across the Curriculum (LAC), a curricular initiative that links languages and other subjects and proposes strate-gies for effectively integrating language learning with other disciplines at all levels of education. Topics will include: princi-ples of LAC, making connections with other disciplines, course design, and instructional materials and activities.

C-8: Curricular Designs for K-6 Foreign Language Programs (1 day)This workshop addresses planning for, designing, and implementing a K-6 foreign language program. It presents a variety ofcurricular models, including immersion and partial immersion, for teaching languages other than English to younger learn-ers. Curriculum planning, program objectives, and age-appropriate materials and assessments are explored and developed.

C-11 : Second Language Acquisition Research and the Implications for the Classroom (1 day)This workshop familiarizes teachers with the broad themes of second and foreign language acquisition theories and research.Participants will have the opportunity to investigate how theory and research relate to local decisions for organizing and plan-ning for instruction in the K-16 second language continuum. A related theme of the workshop will be that theory and researchfindings are not prescriptions for practice but rather concepts that need to be (re)viewed and evaluated in light of specificteaching contexts. To this end, participants will also explore how teacher action research can be used as a tool to investigateone's own teaching situation, build professional knowledge, and create a community of practice.

C-12: Articulation within the K-16 Language Continuum (1 day)This workshop explores the meaning and importance of articulation within levels, level to level, school to school, and disci-pline to discipline and prepares teachers to develop a plan for articulation. Participants examine and share their own classroomand assessment goals and practices, and discover the practices of colleagues in order to develop bridges leading to a more effec-tive and seamless foreign language sequence for their students within the framework of the National Standards.

C-13: Developing Oral Proficiency: Crossing Major Borders (1 day)This workshop provides an overview of the ACTFL Oral Proficiency Rating Scale and a description of the functions, con-texts/content areas, discourse type and accuracy features appropriate to each level. They will learn how to have institutions prepare the state report and how toprepare program reviewers to work within their state. This workshop will be tailored to the NCATE/State partnership as appli-cable to the state.

F-4: Building Strength Through Effective Teacher Education Programs: ACTFL/NCATE ProgramReviewer TrainingThis two-day workshop trains prospective program reviewers for the ACTFL/NCATE Program Standards for the Preparationof Foreign Language Teachers. Participants become familiar with the Standards and will learn how to evaluate institutionalprogram reports for evidence that the Standards have been achieved. They will engage in hands-on work in analyzing candi-date performance evidence, required program components, and the program assessment system, as well as use program review-er rubrics, in order to make program approval decisions and prepare the program reviewer report for submission to ACTFLand NCATE.N.B. This workshop is open only to those who have applied or plan to apply to be ACTFL/NCATE Program Reviewers. Theapplication for program reviewers can be accessed at www.actfl.org. Testing for Proficiency: The ACTFL Oral Proficiency InterviewAbout the ACTFL OPIThe ACTFL Oral Proficiency Interview, or ACTFL OPI as it is often called, is a standardized procedure for the global assess-ment of functional speaking ability. The OPI is a face-to-face or telephonic interview between a certified ACTFL tester andan examinee that determines how well a person speaks a language by comparing his or her performance of specific commu-nication tasks with the criteria for each of ten proficiency levels described in the ACTFL Proficiency Guidelines-Speaking(Revised 1999). The interview is interactive and continuously adapts to the speakingability of the individual being tested. The topics that are discussed during the interview are based on the interests and expe-riences of the test candidate.

Through a series of personalized questions, the interviewer elicits from the test candidate examples of his or her abilityto handle the communication tasks specified for each level of proficiency in order to establish a clear “floor” and “ceiling” ofconsistent functional ability. Often candidates are asked to take part in a role-play. This task provides the opportunity for lin-guistic functions not easily elicited through the conversational format.

Uses of the OPIThe ACTFL OPI is currently used worldwide by academic institutions, government agencies, and private corporations forpurposes such as: academic placement, student assessment, program evaluation, professional certification, hiring and promo-tional qualification. More than 10,000 OPIs in 38 different languages are conducted yearly through the ACTFL TestingProgram. OPI testing is currently available in the following languages:

Summary of ACE Credit Recommendations for Official ACTFL OPI Ratings

OPI Testing and Rating ProcedureACTFL OPIs are conducted and rated by ACTFL certified proficiency testers. Each interview is tape recorded and rated byone or more certified testers. Advisory OPI ratings are assigned to those OPIs conducted within a tester’s own academic insti-tution for internal purposes. Official ACTFL OPI ratings are assigned to those OPIs conducted under the supervision of theACTFL Testing Office. Each official OPI is blindly rated by a second certified tester. When a final rating is assigned, anACTFL OPI Certificate is issued. The terms “ACTFL OPI”, “Official ACTFL OPI”, and the ACTFL Oral ProficiencyInterview protocol are the property of the American Council on the Teaching of Foreign Languages and their use is restrict-ed to those purposes intended by ACTFL.

The ACTFL Writing Proficiency Test (WPT)About the ACTFL WPTThe ACTFL Writing Proficiency Test (WPT) is a proctored 90-minute test that measures an individual’s ability to write effec-tively and appropriately for real-life writing purposes. The writer is presented with tasks and contexts that represent the rangeof proficiency levels from Novice to Superior as described in the ACTFL Proficiency Guidelines—Writing (Revised 2001).The prompts are written in English; all responses are open-ended and written in the target language. The WPT is currentlyavailable for testing written French, German, Italian, and Spanish. In Spanish only, the WPT is available on the Internet.

The written sample is compared to the criteria stated in the ACTFL Proficiency Guidelines—Writing (Revised 2001).One of ten possible ratings (Novice Low through Superior) is assigned by an ACTFL certified rater. Each official WPT sam-ple is independently rated by a second certified rater. When a final rating is assigned, an ACTFL WPT certificate is issued bythe ACTFL testing office, Language Testing International.

Uses of ACTFL Writing TestsACTFL writing tests are currently being used for a variety of purposes in academic, commercial, and government communi-ties. Teacher certification boards in some states require evidence of written language competency as demonstrated throughofficial ratings. ACTFL ratings are used in the business world and in government for purposes of hiring and promotion inmultilingual positions.

Training for Proficiency: Oral Proficiency Interview WorkshopsSince 1982 ACTFL has conducted Oral Proficiency Interview Workshops for teachers of Arabic, Chinese, Dutch, English,French, German, Hebrew, Hindi, Italian, Japanese, Korean, Polish, Portuguese, Russian, Spanish, Ukrainian, Vietnamese andothers. More than 5,000 language professionals have participated in these workshops. The benefits of participation in OPI Workshops are many. As a result of these professional development experiences educa-tors are better able to:

• apply key principles of teaching and testing for proficiency to curriculum, instruction, and assessment practices• establish program goals in terms of performance outcomes • determine student placement, progress, and performance• articulate within and across language programs

OPI Tester Certification

ACTFL Certified OPI TestersACTFL Certified Testers are specialized language professionals who have completed a rigorous training process and have metthe established criteria for certification by ACTFL. They represent a critical resource to their academic institutions and to theforeign language profession in general. ACTFL OPI Tester Certification is a highly valued professional credential that is rec-ognized nationally and internationally.

The awarding of Certification as an ACTFL OPI Tester is validation of one’s understanding of the principles and concepts oforal proficiency testing and of one’s ability to apply theory to practice. Certification as an ACTFL OPI Tester acknowledgesa tester’s ability to elicit and rate oral proficiency interviews with a high degree of reliability.

ACTFL offers two levels of tester Certification. ACTFL Testers with Full Certification are authorized to conduct and rateOPIs across all proficiency levels. Testers with Limited Certification are authorized to conduct and rate OPIs only at theNovice and Intermediate levels.

The Tester Certification ProcessFollowing attendance at an ACTFL OPI or MOPI Tester Training Workshop, a participant may apply for ACTFL TesterCertification. There is an additional fee to apply for OPI Tester Certification. The certification process involves:

• preparation and submission of a practice set of OPIs• detailed feedback from a trainer on interview structure, elicitation, and rating• preparation and submission of a certification set of OPIs• evidence of trainee’s own language proficiency as demonstrated through an official OPI:
