Project Title WHITE COTTAGE DITCH IMPROVEMENT

Description of issues, needs and/or initiatives

The Project aims are to undertake surface water drainage improvement in line with the Parish Council’s surface water management plans.

White Cottage Ditch has been designated as a Parish Arterial Ditch. It carries the surface water runoff from a significant portion of the Chidham peninsula into the Catchpond, Chidham Lane. At low tides, surface water flows from the Catchpond under Chidham Lane and Chidham Lane Tidebank into Chichester Harbour.

WSCC recognised the importance of the Catchpond in the Parish drainage system by first commissioning an hydrological survey by Opus, an international consultant company, and then funding the design and installation of two large culverts between the Catchpond and the Harbour.

White Cottage Ditch runs west to east from White Cottage, Chidham Lane, alongside Public Footpath 225 on its south flank and has steep sides. The land to both north and south of the ditch is in private ownership so that along much of the length of the ditch the only access for ditch maintenance generally available is along the Public Footpath.

A few years ago, the southern landowner permitted the Parish Council to use her land to maintain the ditch. Access was gained by removing and reinstating a simple post and wire fence. Along the eastern section of the ditch, a pipe was laid with gravel above and below in order to deal with bank instability.

The southern landowner has given the Parish Council permission for a limited period of time to apply a similar process to the remainder of the length of the ditch that would otherwise suffer very limited access.

It is important that this ditch improvement work is done while access is available. The outcome will be a ditch/culvert system that will not require

access beyond that provided by the Public Footpath for many years to come.

The details of the Project have been developed in close conjunction with Paul Cann and Tom Callaway, both of Arun District Council, and Kevin MackNay of WSCC. Their help is gratefully acknowledged by the Parish Council.

An Ordinary Watercourse Drainage Consent application to Arun District Council has been made.

Chidham & Hambrook Parish Council and County Councillor Sandra James are united in stressing the importance of a Grant being awarded speedily so that this important work may be done before the winter rains.

Brief Specification of proposed works or activity

1. WHITE COTTAGE DITCH 2. SEE PLAN OF EXISTING DITCH AND ASSOCIATED CULVERT 3. ALL WORK TO BE COMPLETED IN CONFORMANCE WITH PLAN OF PROPOSED WORKS, THIS SPECIFICATION, MANHOLE DETAILS DRAWING AND HEADWALL DETAILS DRAWING. 4. All existing post and wire fencing and timber panelling fencing on south flank to be removed from the site and disposed of appropriately. 5. The existing 600 mm diameter Twinwall pipe and shingle in the Ditch to be either reused or disposed of, as appropriate. This aspect to be specifically addressed in the quotation. 6. A 227 metre length of White Cottage Ditch to be regraded to required levels. This length to start at the upstream end of the Ditch at The Square and run eastwards, then northwards, then eastwards a few metres to the farm crossing between fields – and includes the 80 metre length where the culvert is to be installed (see below). 7. NB Only the length of the existing ditch from the entrance of Cox’s Alpha Nursery to the downstream sharp bend B will be culverted. 8. 80 metres of 600 mm diameter Twinwall pipe to be supplied and laid. The Ditch to be excavated to suit proposed formation level in order to accommodate pipe and bedding. 9. A new Headwall to be installed at the upstream (western) end of the new 600mm diameter pipe. 10. A new Sump Manhole to be installed at the point where the new 600 mm diameter culvert is joined by an existing 150 mm diameter drain. 11. The 150 mm diameter drain is to be re-laid to an appropriate shallower gradient, so as to raise its level of connection, and connected to the new Sump. 12. All 600 mm diam pipework to have a stone bed and surround, as shown in the Plan. All joints to be surrounded in 150mm thick ST4 concrete in order to prevent future root intrusion. 13. A new Headwall to be constructed at the downstream (east) end of the 600 mm diameter pipe, just before the sharp bend B. 14. Pinned concrete bagwork is to be installed at the sharp bend B to provide bed scour protection and bank stabilisation. 15. Upstream of White Cottage Ditch the existing connecting culvert under the driveway access to White Cottage and the Nursery to be removed and replaced with a 450 mm diameter concrete pipe (class 120) at revised gradient and with a 150mm ST4 concrete bed and surround. Driveway to be reinstated as per original. 16. Pinned concrete bagwork to be installed at the new Headwall at the downstream end of the new 450mm dia culvert and extended to provide scour protection on far bank. 17. Existing Sump/Catchpit at upstream end of the new 450 mm diameter pipe to be excavated. Concrete base to be installed beneath, and pinned

concrete bagwork to be installed to form the Sump/Catchpit. All as per note on plan. 18. All Fencing removed at commencement of work to be replaced with new equivalent Fencing, as follows: 9.9 metres run of 1.8 metres high post and wire fencing, starting adjacent to the Nursery gateway; 11.7 metres run of 1.5 metres high timber post and panel fencing; 64.5 metres run of 1.4 metres high timber post and wire fencing. 19. All Spoil to be removed from site and disposed of appropriately. 20. Contract area to be left in a clean and tidy condition. +++++++++++++++++++++++++++++++++++++++++++++++++

The Parish Council has undertaken many significant surface water drainage maintenance projects over many years and will continue to do so.

The Parish Council recognises that one of its roles is to bring to residents’ attention the fact that riparian owners have the responsibility to maintain their ditches.

Description of issues, needs and/or initiatives

1. Overflowing gullies at the north end of the village leading to risk of flooding to the highway and to14 roadside residential properties within the conservation area.

2. Surface water drainage from Arundel Road currently diverts naturally across the carriageway at thejunction of Arundel Road and France Lane. Additionally, spring water from adjacent properties drainsacross the carriageway. Overflowing gullies at the south end of the village lead to risk of flooding tothe higlrway and specifically ice risk during cold weather conditions at junction of Arundel Road andFrance Lane. Further to this request, Phase 2 provides an additional gully to further improvedrainage.

The proposed works are supportive of the Parish Council's ongoing activities in encouraging landownersto take responsibiiity for the clearance of roadside ditches within the parish" The Parish Council havehistorically reported drainage issues to WSCC Highways where appropriate - this request is to resolveissues previously reported to WSCC Highways which have not been solved due to budgetary issues.

Additionally the Parish Council encourages and supports community action, in particularly action fronrparishioners to ensure that gullies leading to roadside ditches are properly maintained adjacent to theirown properties but also more significantly in spaces between the built up areas of the Parish along TheStreet and France Lane.

This rnodest project provides flood rnitigation to both the rnain and southern parts of thevillage. The southenn part ("France") is sornewhat isolated from the village centre andconsequently there is decreased engagement from the residents. The proposed works willimprove engagement by demonstrating to both central afid "France" residents that theParish Council works on behalf of the whole village and Parish.

The proposed Operation Watershed works at the Arundel Road / France Lane junction inPhase 1 and Phase 2 (separate application) address a longstanding issue which the Parish

Council is unable to address from its own resources Eiven the minirnal Parlsh precept. It is

arguable that this is really a l-lighways issue due to the resultant significant risk of black ice

at the Arundel Road / France l-ane junction - however it is understandable that the lowtraffic volumes result in spending being prioritised elsewhere. This does not however reducethe risk to parish residents, and it is therefore important that action is taken before aserious accident occurs.

This request for funding support for jetting and surveying gullies in the north of the village isintended as preventative action and risk mitigation. The subject gullies are known to floqdand overflow in heavy rain, and creating a risk of ongoing flooding to some 14 roadsideproperties within the conservation area. The reasons for this are not known. This thereforeis the first step in identifoing what further action is required to prevent flooding through thecentre of the conservation area/ and is likely to be followed by a request for further fundingsupport for reparation work in due course.

The proposed works are supportive of the Parish Councii's ongoinE activities in encouraginglandowners to take responsibility for the clearance of roadside ditches within the parish. The scope of the proposed work is specific to highways improvement in that it is intended to prevent

flooding and risk of black ice to a heavily used road junction and property entrances to two properties,

Community Group Willowbrook Flood Defence Group / MoS Parish Council

Project Title Flood Alleviation Project to the Willowbrook area – extended scope

Description of issues, needs and/or initiatives

As a result of the flooding in Lodge Close, Ancton Lodge Lane and to all the Willowbrook Estate and surrounding areas in June 2012 WSCC commissioned OPUS to conduct a full report.

This OPUS report made recommendations for short term strategy/ quick fix and this application relates to recommendation 5.2.3 and associated works.

These proposed works are in accordance with the recommendations within that report and have been followed by quotation consultations with WSCC and ADC.

In addition to the recommendations of 5.2.3 it later became apparent that the culvert under the old caravan ( now removed) had collapsed, and therefore the flow capacity of this culvert is now seriously reduced and is in urgent need of repair.

Recent investigations by ADC of the low level pipe under Ancton Lodge Lane has shown that the flow is reduced or inadequate and the proposed work will rectify the severely restricted flow under the road as recommendation 5.2.3.

These works when complete will substantially improve the ability of elderly residents to carry out regular maintenance to private assets all in accordance with OPUS recommendation 5.2.5 item 2

Brief description of proposed works or activity

The changes to the specification have resulted in us being left with an open sump ditch approximately 2.5 metres deep that requires fencing off and securing with a galvanised metal gate and lock, for public safety purposes, along Ancton Lodge Lane.

We therefore kindly request that the committee considers our application through Operation Watershed of an additional sum of £2,901 exc. VAT to enable us to complete this project.

Please note: Willowbrook residents have already contributed £2,000 towards this particular phase of the flood defence project and Mr Turner at 20 North Avenue South has contributed £1,000. In addition to the above, Willowbrook residents have also contributed funds to the extensive flood alleviation works which took place in the holding pond during 2016 in conjunction with WSCC & ADC.

The majority of the residents in this location are senior citizens, many of whom have disabilities. Those persons experienced high levels of stress and upheaval when they had to leave their homes in June 2012 due to the flooding in this location. These works will substantially reduce the potential of future flooding in the area whilst notably alleviating further anxiety for the local residents.

Willow Brook residents have maintained the Litten ditch and its surrounding areas for the past 15 years which has entailed cutting back plant roots, shrubs, and other associated vegetation to keep the water course clear.

Once the proposed works have been carried out the Willow Brook residents pledge to continue with their ongoing maintenance programme working closely with Engineers at ADC and Flood Risk Management at WSCC who both support this application.

The completion of these works will ultimately improve the wellbeing of the community giving them the peace of mind that the recommendations within the OPUS report have been adhered to and that everything within our powers has been done to avoid a repeat of the June 2012 floodings!

Community Group Littlehampton Flood Action Group

Project Title South Terrace Twitten

Description of issues, needs and/or initiatives

June 2012 saw properties along South Terrace no 82 to 91 experiencing extreme flooding from the large amount of rain fall and surface water running from Beach Road down into the Twitten behind the properties and then into the properties.

Brief description of proposed works or activity

Raise the footway 100mm at the entrance to the Twitten from Beach Road.

Saw cur and excavate 5m2 of footway to a maximum depth of 100mm.

Excavate up to 100mm depth in soft/loose material in the alleyway for 10lin meters, at 1.5 meters wide.

Raise existing BT chamber and gas cover in the footway to a maximum of 100mm.

Lay and compact type 1 sub base on geotextile to form rise in footway, with a gradual fall into the Twitten to the 10lin meters excavated boundary.

Lay and compact 50mm of AC10mm to regulate footway with 40mm AC6mm close surface course

Whilst undertaking this work there was a need to make necessary changes to the work at an additional cost of £846.60.

This work is the final part of flood reduction measures that have been delivered in partnership with the DEFRA Pathfinder Project to protect the terrace properties from experiencing flooding in the future.

Additional measures included Flood Gates for each of the 18 properties.

The Flood Action Group have been working with the local residents around raising awareness of how to mitigate flooding to their properties and have also included this location in their Flood Emergency Plan.
