1. Activities and Achievements of the Department

A. Procurement

Department procures food/coarse grains with a view to ensure that

farmers get remunerative prices for their produce and do not have to resort to

distress sale. Procurement also strengthens food security of the nation. During

Kharif Marketing Season 2013-14 procurement agencies in Haryana procured

35.75 LMT of leviable paddy on Minimum Support Price (MSP). During Rabi

families is another important activity of the Department. During 2012-13, 5.06

LMT of wheat was distributed to targeted beneficiaries. Upto the 3rd quarter (from

October to December, 2013) of 2013-14, 85,993 MT of wheat has already been

distributed to beneficiaries. The number of beneficiaries being covered under

TPDS.

The Government of Haryana has launched the National Food

Security Act, 2013 from August 20th 2013. The Act classifies the eligible

households into two categories i.e. Antodaya Anna Yojana (AAY) families and

Priority Households (PHs). Antodaya Anna Yojana families will continue to get 35

kg of foodgrains in the case of Haryana, per month at highly subsidized rates of

Rs. 2.00 per kg. Each member of priority household will get 5 kg of wheat at the

same rate. The National Food Security Act is a bold initiative to provide Food

Security thereby reducing chronic malnutrition in a substantial manner. The State

of Haryana has already launched full implementation of the NFSA, 2013 w.e.f.

January, 2014.

Under Dal Roti Scheme, the State Government will also provide 2.5

kg pulses per household per month at subsidized rate of Rs. 20 per kg to AAY

and Below Poverty Line (BPL) families to meet their nutritional and proteins

needs. The protein contents of the pulse will also provide nutritional security. The

distribution of pulses has been started from August, 2013.

C. Storage

The State is conscious of the fact that the national foodgrains scenario has

undergone major quantitative changes in the last 3-4 years. Some of the States;

viz Madhya Pradesh, Rajasthan, Uttar Pardesh, which were earlier deficit States,

have now started contributing significantly to the central pool, and is ever

increasing. The State of Haryana is aware of the fact that due to change scenario

of procurement & movement in the country, its Procurement Agencies would now

have to store foodgrains for a longer period. Hence, efforts have been made to

increase covered storage capacity in a big way. As on 31.01.2014, the State of

Haryana has a covered storage capacity of 70.75 LMT which includes 21.63 LMT

capacity added during the last 3 years. Further, storage capacity to the tune of

12.67 LMT is likely to be added during the current year i.e. 2013-14. It is further

intimated that the procurement agencies of the State have been directed by

Hon’ble Chief Minister to add another 22 lakh MT storage capacity as owned

capacity for which necessary action is being taken by the concerned agencies.

Out of 22 LMT, 1.29 LMT capacity has already been created. This would

significantly increase the covered storage capacity in the State and it will lead to

minimize the storage losses of food grains.

D. Consumer Protection Act, 1986

Enforcement of the Provisions of the Consumer Protection Act, 1986

and creation of awareness among consumers are other important activities of the

Department. In this regard quarterly return regarding complaints/appeals

received, cases disposed of and cases pending is as under:-

In the State of Haryana District Fora have been established in all the 21

Districts. Free of cost land has been provided for the construction of building of

District Fora Jhajjar, Hisar, Narnaul, Bhiwani, Jind, Kurukshetra, Sirsa and

Yamuna Nagar by the State Government. The buildings of these eight District

Fora have been constructed at the cost of Rs.5.60 crore. Out of which Rs.2.40

crore have been provided by the Government of India and remaining amount of

Rs.3.20 crore has been provided by the State Government. The buildings of the

District Forum, Jhajjar Hisar , Narnaul, Jind, Kurukshetra, Sirsa and Yamuna

Nagar have been completed and these District Fora are functioning in own

buildings. The building of District Forum, Bhiwani is near completion. The State

Government has also provided land measuring 1.77 acre for construction of

District Consumer Forum building, Kaithal.

Setting up of Consumer Helpline

A Consumer Helpline in the State of Haryana has been established

in the Directorate of Food and Supplies, Haryana and its toll free number is

1800-180-2087. The helpline was made functional w.e.f. 12.08.2013 and was

formally inaugurated by Hon’ble FSM on 27th September, 2013 State Consumer

Helpline is helping consumers by giving guidelines/advice to sort out their

complaints in every sphere in State of Haryana. Since its inception (12.08.2013)

approximately 3096 complaints have been received, upto 10.02.2014.

E. Legal Metrology

The Legal Metrology Act, 2009 was formulated by the Govt. of India

to establish and enforce Standards of Weights and Measures, to regulate trade

and commerce in weights, measures and other goods which are sold or

distributed by weights, measures or number in the interest of consumers by

ensuring correct Weights and Measures in various transactions. Under the

provisions of the Act, the Government of Haryana has made the Legal Metrology

(Enforcement) Rules, 2011.

F. Brick-kilns

The Haryana Control of Bricks Supplies Order, 1972’ was made

under the provisions of section 3 of the East Punjab Control of Bricks Supplies

Act, 1949. As on 31.01.2014 there are 2959 Brick Kilns licenses in the State. To

ensure availability of bricks for general public and for govt. development works

there is complete ban on the movement of bricks outside the State. This control

order has been substantially liberalized by the Haryana Government by de-

notifying the provisions like fixations of price of bricks, permit system for bricks,

maintenance of production and selling of bricks and monthly statements etc.

2. Projects and Programmes

A. Smart Card Based PDS Project.

The Smart Card based PDS pilot project is being implemented in 4

pilot blocks namely Ambala-I, Gharaunda, Sonepat and Sirsa of 4 different

districts in Haryana by replacing paper based Ration cards by Smart Ration

Cards. 6,46,435 residents have been enrolled during pilot phase. 1,47,883

families have been issued smart ration cards as per their category like APL, BPL

& AAY. The Smart Cards have different color strips for different categories of

families (Pink for AAY, Yellow for BPL, Green for APL). Wheat, sugar & kerosene

oil are being distributed to BPL and AAY beneficiaries through smart card since

July, 2012. Finger prints of 03 authorized members of a family are stored in the

chip of the card to ensure that transaction happens only in the presence of

beneficiary. In addition, the name, UID number and other details of each member

of family and the monthly entitlements of commodities will be stored in the chip of

card.

In these four pilot blocks, each Fair Price Shop Owner (FPSO) has

been provided with a security Smart Card, which has monthly entitlements of

each family linked with said FPS. The FPSO is provided with a Point of Sale

(PoS) Smart Transaction Terminal which serves as a single integrated device to

perform sales transactions. The device is capable to authenticate the card and

finger print of the beneficiary. All the transactions at the FPS (Fair Price Shop)

are performed only on the production of the card by one of the 03 authorized

members of the family & matching of his/her finger prints. At the end of month,

the FPSO gets his transactions uploaded to Central database at Haryana State

Data Centre through service window at AFSO and also get his next month

allocations loaded on his security smart card in offline mode. In online mode

transactions will be directly uploaded on central server from FPS locations.

The aim of the project is to increase accountability, efficiency and

transparency in the Public Distribution System. The benefits from successful

implementation of the project in these four blocks include containment of

spurious and duplicate ration cards and complete track of the ownership of stock

in the Supply Chain. Depot owner are able to issue commodities after biometric

matching. This is a significant improvement in Citizen-Service.

Smart Card based PDS project has now been subsumed in planned

scheme “End-to-end computerization of TPDS operations”. Under component-I of

planned scheme, Digitization of Ration Card data, computerization of supply

chain management, setting up of PDS Portal, toll free help and online system for

grievances redressal is under implementation.

In the 5th meeting of empowered committee for end to end

computerization of TPDS operations held on 17.5.2013 at Krishi Bhawan, New

Delhi, it was decided that the State Government would complete and restrict the

implementation of the scheme in the 4 pilot blocks and would not pursue the

Smart Card pilot scheme roll out in rest of the State. It was also decided to

expedite the digitization of ration card data as part of Component-I of End-to-End

computerization of TPDS Operations.

Citizen Centric Services

Since August, 2011, seven services concerning Ration Cards like

issuance of new ration card, duplicate ration card, surrender certificate,

inclusion/exclusion of family member, change of address and change of fair price

shop etc. have been given fixed timeframe (as shown below) for facilitating quick

services to the public. The process for all these services has been simplified by

recasting of application forms.

New simplified forms for all above services have been made

available in all field offices/PR Centers. Till November, 2013, field offices of Food

and Supplies Department received more than 5.30 lacs applications in this

regard and services concerning these applications were rendered within

stipulated timelines. Details and timelines of services have been displayed

prominently in all the field offices of the Department.

D. Result Frame Work Document (RFD)

The RFD document of Food and Supplies Department has been

prepared got approved and circulated to all concerned for implementation.
