At a meet and greet in a cityhotel where all the MahindraBlues artists slated to per-

form at the festival converged, there was one thing in common. Allthe artists are bringing in their ownbreed of the Blues, from variousparts of the US.Lil’Ed’s (and The Imperials)

name fits him perfectly, for he’s theshortest of the five musicians. He isactually Lil Ed Williams but prefers

being referred to as Lil’ Ed. A slideguitarist, singer and songwriter, Lil’Ed is happy to be in a different set-ting and play the blues. “I havebeen all over the world and haveheard Indian music at concerts andfestivals, but have always wanted tosee the country. I am happy to be incountry that has always fascinatedme.” Lil’Ed took to the blues whenhis uncle Hutto pegged him on toit. The giant among all is Missis-

sippi born and bred Zac Harmon

who brings his town’s style of pas-sionate and soulful renditions. Anactor and also one who has donemany commercials, performinglive is what gives Zac a kick. “I amfrom Mississippi and I’d like to tellyou that that is the place where theblues originated in America. Youbreathe the blues there and it’s ourculture,” says Zac who has seenIndia only on American television.“I hope to see a tiger and an ele-phant. (Laughs) Yesterday I wentout to the market and bought my-

self a small drum. My culture is allabout drums. A lot of the modern R& B and hip hop culture is based onIndian rhythms. Music is medicineand I feel I am a doctor. I feel I havesomething to say and I feel I havean audience here to listen to me”.Texan Jimmy Vaughn, who

couldn’t make it last year due to amild heart attack, is happy to be atthe festival and bring his style ofthe blues that has jazz and bluesrock influences. Beginning at theage of 12, he ran away from hometo see the world and lucky for himtoday the legend has won fourGrammy for his work. Vaughn haslistened to Indian music, particu-larly Bollywood films though hehas not seen or met any Indianartist. “I like the style of the melodythat these songs have, it’s very simi-lar to a far style of the blues if you lis-ten to a particular song” says the62-year-old Vaughan. Excited to behere for the first time, Vaughanhopes to look around and take a fewmemories back home. “It’s like com-ing to a different planet, this is some-thing I have never seen before.”Lastly Derek Trucks and Susan

Tedeschi who will perform the finalact on Sunday, bring their pureblues to Indian audiences. “We arenew to India and hope to find a fewfans who will love our rock bluessound” signs off Derek Trucks.

LIKE the rest of the world, wewonder why bad things happen togood people seemingly morefrequently than they happen to badpeople.Take Sarmistha Ray for instance,

aka Rumi. Unfailingly cheerfulwhenever we have met her over thepast 15 years, coming and goingfrom Mumbai, marching to the beatof her opwn mysterious drum, painting, drawing, selling art, suffering.Currently based in Panjim in Goa,

a recent exhibition of hers at theKala Academy elicited thedeclaration that she was “one ofIndia’s top artists” and a “wellknown painter”. She has been aprofessional from 1997, afterleaving a well-paying corporate jobto do what she loved, andM.F.Husain, Manjit Bawa and AnjoliEla Menon have applauded herwork and encouraged her to paintmore. Manjit Bawa in fact calledher “an extremely painterlypainter”.Without any formal training in

art, Rumi held her first exhibition in

Bombay in 1998. Her paintings, she says, were first discovered byPheroza Godrej of Cymroza ArtGallery. Since then, Rumi has hadshows in New Dehi, Mumbai,Himachal Pradesh, Goa and Israel.Over the years she traveled and

thought about peace, incorporatingit into a programme called “A Voicein the Wilderness”. In 2002, sheconducted workshops for peace inIsrael and Palestine. There isnothing that cannot be solvedthrough art, she believes, evenbitterness lasting for a thousandyears! Some of her workshops havebeen attended by the families ofsuicide bombers. Perhaps shehelped there, but who knows. It is

difficult to quantify such efforts, and we should not try.More important, Rumi’s

collectors include the PrimeMinister’s Residence, Air India, theAmerican Consulate (Mumbai),andcorporate houses including Camlin,Godfrey Phillips, Mahindra &Mahindra, the National Centre forthe Performing Arts, BombayHouse (Tata Sons), Merrill Lynch,Mark Peterson (USA) and Yaron inIsrael.Today she faces a major

challenge in her life. Not only is shebattling a terminal illness (kidneyfailure) but she has also beencheated of her life’s savings by aMumbai-based financial servicescompany. And so it is back to thedrawing board (in her case, theeasel) to try and pick up the piecesagain. After her exhibition in Goa,she will open in Mumbai at ArtGate in Churchgate on February 18till 23.She agrees life can be grim and

hers could be better now. But whileshe has Goa and the sea at herback and an easel in front, she can

still summon up a sunny smile andurge people to come, look andhopefully, buy.

Valentine’s DayTO think that this day used tocause so much brouhaha a coupleof years back and now, except onSMS and Whatsapp, one hardlyremembers what day it is. Not eventhe Rama Sene which covereditself in such glory in Bangalore, trying to get youngsters to stopgiving each other chocolate androses and soppy greeting cards.Sorry, but for oneself,

Valentine’s Day will always mean

the massacre in 1929 of sevenmobsters, associates as part ofa Prohibition-era conflict betweentwo powerful criminal gangsin Chicago: the SouthSide Italian gang led by AlCapone and the NorthSide Irish gang led by Bugs MoranIt will mean the Behmai

massacre in 1981, when 21 uppercaste men of the village were shotin cold blood by dacoit PhoolanDevi and her gang. Later shebecame an MP and was herselfassassinated, but thinking aboutthe state of things in Parliament onThursday, with pepper spray flyingaround and the Speaker fleeing, she would have felt right at home. Here are a couple of other big

ticket events from the past coupleof years – in 2013, bankruptAmerican Airlines and US Airwaysmerged to form the world’s largestairline. Okay, that’s romantic! Not so romantic is that on this

day in 2012, Pyongang unveiled anew statue of (who else) Kim-ilJong.

Well-suited bedfellowsWE are all well-versed with thesaying that politics makes strangebedfellows to the extent that if

politicians of various hues don’tbecome strange bedfellows, wewonder what’s wrong with them.Maybe that is why even AAP

member Anjali Damania’srevelation last year that the BJP’sNitin Gadkari had told her that hehad business dealings with theNCP strong man Sharad Pawarraised very few eyebrows. In this case, however, it is

surprising, for the toll issue seemsto tap into huge reservoirs ofbitterness and anger, and the MNSis making hay while the sun shineson the issue. The truth is, peoplein Maharashtra are tired of payingup at toll after toll naka to use thestate’s roads, especially when theyfeel their taxes should have paidfor them anyway. When we payroad taxes and wheel taxes, andthe money is (or should be) used tobuild roads, why should be keeppaying for half a century or more touse them? That is why the MNS has public

support, that is also why, we think, the MNS has toned down itsagitation and kept the violence to aminimum. But the public thoughtThackeray was ready to readChavan the riot act (figuratively onThursday morning at his residence. No such thing, says a journalist

who was there. They came out and

everyone was positively beamingand happy. And what wasdecided? The state would buy back 22 toll

nakas that cost less than Rs 10crore each from the contractors. Anew toll policy will shortly beannounced. There is, as yet, notimeline to stop toll collection.

And Thackeray says don’t payand if the contractors insist, tell us,we will go to their houses andcreate havoc. Now, Chavan mighthave had reason to smile, and asan ally, Pawar as well. The others –not so much.

Sena takes potshotsat MNS’ anti-toll stir

By Prashant Hamine

The Shiv Sena took pot-shots at the Maharash-tra Navnirman Sena's

(MNS) anti-toll agitation, byterming MNS chief RajThackeray as 'new' (naya haiwaha). Referring to the re-lease of Sena workers whowere detained for stalling theperformance of a Pakistaniband last week, the Senamouthpiece 'Saamana' re-marked that the party wasproud of its party workers. The editorial states that anyagitation should not be re-duced to a drama and fizzleout because people will boy-cott such dramas and moveon. In a sarcastic tone it said,

'Excuse them. What to do?He is new'.Taking cue from a current

Marathi play 'Timepass'which has the dialogue 'nayahai waha', it adds that themanner inwhich the anti-tollstir collapsed, has evoked thesarcastic remark from thepublic. It said that a section of

the media did try to create aimpression that on the day ofthe stir, all the streets wouldbe deserted and public lifewould be paralysed. Insteadthe police were seen trying tofigure ourwhere the agitationwas taking place. At places, the police were even foundwaiting for the agitatingMNSworkers to turn up.The party, however, has

supported the demand for anaudit of the toll tax policy ar-guing that the toll plazas inthe state have become densof corruption. It adds that, asper policy, the distance be-tween two toll plazas shouldbe 80 kms. However, today, inthe state, the norm is a tollplaza on every other road.

Thackeray's agitation againsttoll levy seems to haveboomeranged on the leaderas the Government RailwayPolice (GRP) has moved theSessions Court in Kalyanseeking cancellation of bailgranted toThackeray after hisarrest duringMNS violent ag-itation against North Indiansin 2008.Thackeray had surren-

dered after the Bombay HighCourt had then cancelled theinterim bail granted by theKalyan court in the case withregard to an FIR registeredagainst him in connectionwith the violent protests byMNS activists targetingNorthIndian candidates who wereto appear for the Railway Re-

cruitment Board exams onOctober 19, 2008.The then Sessions Judge

K.V.More had orderedThack-eray's release on a cash bail ofRs.1 lakh but not before ask-ing him to refrain from mak-ing provocative speeches orwritings that promoted en-mity between communities. However, the railway police

claimed that the recent van-dalism and agitation by MNSagainst toll collection was inviolation of the bail conditionlaid by the court, while re-leasing Thackeray.“The MNS workers, how-

ever, violated this bail condi-tion, by resorting to violenceand vandalism after Thack-eray told his workers not topay the toll. This amounts tobreach of the bail condition”,the applicationmoved by theGRP stated.

Ruckus broke out at theBMC-run KEM Hospital

on Fridaymorning after wardboy Suryakant Surve was al-legedly beaten up by a con-stable named Sachin JagtapfromBhoiwada police stationon the basis of suspicion oftheft from a doctor's room inthe hospital premises.Staff at the hospital said

that on Friday morning, Dr.Manoj Bachau from the plas-tic surgery department ofKEM Hospital found his wal-let containing money andcredit cards missing from hisroom in the college campusand so he went to register acomplaint at the Bhoiwadapolice station.A constable then accompa-

nied Dr. Bachau to the hospi-tal and asked about the lastperson exiting his room. Dr.Bachau pointed to Survewhowas right there. The consta-ble then took Surve to the po-

lice station and allegedly beathim up. It is also being saidthat Surve was threatened bythe constable to accept thecrime which he apparentlyhadn't committed. When his fellow workers

alongwith some unionmem-bers went to the police sta-tion, they saw that Surve wasreleased and was waiting forthem to arrive. When theworkers learnt of this inci-dent, all of them gatheredoutside the dean's office anddemanded an explanation forwhat had happened. Theydemanded punitive actionagainst the doctor whomadea complaint against Surveand also wanted action to beinitiated against the consta-ble.“The doctor had not

named Surve in his com-plaint. It was only when hewas asked about the incident, that Surve's name was men-tioned. Does this prove that itwas Survewho had stolen the

wallet? Merely on the basis ofsuspicion, how can the con-stable beat someone up?Thisis not right. Attempts werealso made to make Surveadmit to a crime that he hadnot committed. Also, whenno official complaint hasbeen registered against himand that hewas released afterbeing beaten up makes it

look like the police had takenhim away simply for haathsafai”, said MadhuvantiChauhan, Assistant Secretary,Municipal Mazdoor Union.Workers were of the opin-

ion that till action against thedoctor and the constable isnot taken, they should notclean any of the doctors'rooms. But an assurance ofappropriate action from thedean and an official from theBhoiwada police stationcalmed them.“The doctor should have

approached the hospital se-curity before going to the po-lice. This was not the rightthing to do. We will take thenecessary action against thedoctor. Also, we have writtento the senior officials at Bhoi-wada police station to initiateaction against the constablewho beat Surve”, said Dr.Shubhangi Parkar, ActingDean, KEMHospital.

Something I taught both my daughters wasto be a man in a men’s world!Sounds strange doesn’t it? Unfortunately

for us, the world, more so in our country, isstill one were men feel they reign supreme! Sothere is a need, I told my daughters to be menin a men’s world.

So often I find women with tremendousleadership qualities, suddenly using the emo-tional card when they get driven to a corner:The solitary tear, soon joined by another andanother till waves wash face!

Tears are a great way of bringing men totheir knees!

“What’s happened to madam boss? Hercabin is closed?”

“I think she’s weeping!”“About what?”“We failed to deliver!”“Let’s go to her cabin and console her! Poor

thing!”And they all troop into her office and con-

sole the’ poor thing!’ But forever will she re-

main a ‘poor thing’ in their minds.I remember the time when one of India’s

cricket captains was accused of match fixing. He was banned and I think, still banned fromplaying cricket. What did he do? Instead of re-futing his accusations, instead of trying to

prove his innocence, which the world knewthere was nothing to prove, he pulled out hisminority card. “I am being victimized be-cause I belong to the minority community!”he shouted to all and sundry.

It was the most unfair thing anyone couldhave done. He was being accused of matchfixing and not because he belonged to a par-

ticular community. The same with you women, never use your

‘women’ card when you are doing a profes-sional job.Your tears will get the sympathy re-quired, but you will lose the opportunity to bea leader of those same men and women.

I see a sea change in the world today;women reaching higher posts, women be-coming bosses, and to think that hardly hun-dred years ago they couldn’t even vote insome of the advanced countries of the world!

Giant steps are being taken by womankind, and giant opportunities are being made avail-able for them, but remember even as you ofthe fairer sex march purposefully onward:Win! But win by being strong women in aman’s world. Even as tears well up, force themto go away, and handle the situation firmly. There’s always a husband, a boyfriend, a fa-ther or mother who will wipe them away later, with admiration for you in their eyes. Till thenbe a man in a man’s world. .!

AJUGGLER in a circus plays with threeballs or rings at a time. His skill and con-centration and perfection makes hun-

dreds of spectators sit on the edge of theirchairs all the time. As he finishes one item, be-fore the thunder of clap is over, he is already inanother act. While doing the acts, there is al-ways amild smile onhis face, only to show thathe is at ease all the while; actually it is not so.Maharashtra's political heavy-weight, SharadPawar often acts like the juggler. At a time, hehandles many political parties, their leadersand keeps the people ofMaharashtrawonder-struck all the time. Like the trained juggler inthe ring, you cannot predict, his next trick.Thedifference between the two, however, is thatthe objects that the juggler handles are notlikely to react adversely. In the gameof politics,Pawar needs to be prepared for any unex-pected reaction. Despite that risk, Pawar con-tinues to play, day after day; year after year.

NCP chief ’s playing a new gameThe man, who was the youngest Chief Minis-ter of Maharashtra in late 80s, took oath of thehighest political office of Maharashtra recordfour times and later moved to Delhi to be-come a Union minister. During his stay inDelhi he engineered a coup against the all-powerful Sonia Gandhi and launched his ownpolitical outfit at the national level. Despitebeing a proven rebel, he managed to remainin the union cabinet for ten years of UPA-Iand II in a senior position. And now as the2014 Lok Sabha elections are round the cor-ner, Pawar is in his new game again. Now hehas managed to keep his UPA partners guess-ing whether he is with them or not. On theother hand, the opposition NDA constituentsare also feeling uncomfortable with his moveas they know that if he comes in the opposi-tion camp, before or after the elections or ifhe joins the upcomingThird Front, he has thecapacity to spoil their happiness.

Asheavypre-electionpolitics at thenationallevel was about to go in to the top gear, a storyleaked; Pawar had a secret meeting with BJP'sprime ministerial nominee, Narendra Modi.Though nobody knows how the news wasleaked, there is enough room to believe that itwas leakeddeliberately by Pawar himself. Sen-ior journalists believe that his close confidantPraful Patel managed to leak it selectively. As itspread like a wild fire in both print and elec-tronicmedia as expected, speculations started. Is he leaving UPA? Is he joining NDA? Is he ontheway toThirdFront andwhatnot?Curiouslya couple of days before this leak Patel hadmade a statement praising Modi as he was al-ready acquitted by the Court of Law of thecharges of rioting in Gujarat in 1984. Close onthe heels of Patel's statement, Pawar himselfspoke about Modi's administrative qualities. These were enough hints for journalists todraw conclusions, at least for kite-flying.

Pawar, the shrewd politician that he is, im-

mediately denied having any meeting withModi in the last one year. But soon it was cor-rected by him that it could be an 'official'meeting in his capacity of Union Agricultureminister. However, later he admitted that hehad met Modi but refused to give details. Inshort, Pawar managed to stir hornet's nest inthe political corridors. Now Pawar has kept ameaningful silence about the discussions andgossips about his meeting.

Now a serious question is whether Pawar isserious about leaving the Congress stable? And more importantly, is Modi and his BJPready to accept him as a constituent of theNDA in the pre-election scenario? The an-swers are difficult.

There is every reason for Pawar to contem-plate to desert the sinking ship of UPA, partic-ularly because the relations of his NationalistCongress Party have been strained with theCongress in Maharashtra, though they arepartners in the state power. None of themleave any opportunity to pull the other downfor even a minor reason. State leaders of bothparties freely make public statements and al-legations against each other regularly. Theyseem to be together only because of the glue

of the power. Considering that now Congressis facing an uphill task of retaining its man-date in the ensuing Lok Sabha polls, Pawardoes not want to tag his fate with Congress.Instead, he and his lieutenants sincerely feelthat the NCP would do better on its own inMaharashtra instead of going along with theweak Congress. In that case the choice beforePawar is to break away from Congress andcontest the elections on his own strength. Butthis option is not easy as the division of voteswithin Congress-NCP vote bank could proveto be fatal for both and the NDA could emergewinner. To avoid this eventuality, Pawar mustbe contemplating to enter the NDA camp andobtain prime position in Maharashtra.

However, this would disturb the politicalequations between Shiv Sena-BJP alliance, which has remained intact for the lastthree decades with Congress-NCP astheir enemy no. 1.Will Shiv Sena leaders allowNCP to be their partner on the eve of the elec-tions?Theanswermostprobablywouldbeneg-

ative as Sena has been firing salvos against theNCP and its leaders all these years. Moreover, the new partners in the alliance, the Swabhi-mani Shetkari Sanghatana, ledbyRajuShetty, abreakaway faction of Shetkari Sanghatana, hasan axe to grind against Pawar and co. to estab-lish their sway over the sugarcane producingsouthern districts of Maharashtra, that is con-sidered tobe thechiefbastionofPawar'sNCP. Itwouldbedifficult forBJP also to accommodateNCP in the alliance as so far the party has usedtheNCPand its leaders as apunchingbag, par-ticularly after Prithviraj Chavan of Congresstook over as the Chief Minister three years ago. This isbecauseChavan, havingaclean face, theBJPcouldnotmakeanypersonal attackagainsthim, while the NCP leaders are more vulnera-ble having many scandals in their cupboards.

What strategy will he adopt now?Not that Pawar is not aware of this eventuality. However, he is sending confusing signals tothe alliance on one hand and the Congress onthe other. The strategy of the seasoned politi-cians seems to be of applying pressure tactic. If Pawar shows his preparedness to breakaway from the alliance with Congress in Delhiand in Maharashtra, the already weakenedCongress camp will be in a distress. By bring-ing the Congress to its knees, Pawar would de-mand his pound of flesh, not in the Lok Sabhaelections but in the State Assembly electionsscheduled to be held in October. Now that theCongress and NCP have forged a seat sharingdeal of 26-22 for Lok Sabha, Pawar's sight isset on Assembly elections. He would demandand get bigger share in the Assembly electionsto ensure that the NCP emerges no. 1 partyand thus claim for the chief ministership.

On the other hand, he would also weakenthe Sena-BJP alliance campaign as manysecond rank leaders and workers at therural level would remain confused on whois their enemy no 1, Congress or NCP?This confusion would help Pawar's mento fire their salvo when the actual campaigntakes off. To remain in the forefront innational politics and to be a force toreckon with after the Lok Sabha verdict,Pawar wants to ensure at least a dozen MPson his side in Lok Sabha. In 2009, he couldwin only 9 seats, 8 of them from Maharashtra. Now that P.A. Sangma of Meghalaya is notwith him, Pawar would have to win all hisseats from Maharashtra only. This is an uphilltask as many opinion polls have given himnot more than 4 seats.

In such a situation, Pawar needs to followthe guerilla warfare formula and take on theenemy on his own battlefield. Pawar mas-tered this strategy and successfully imple-mented it in the past. That is called 'Pawar(Power) politics' in Maharashtra corridors.

Will he be able to do it again? The futurecourse of Maharashtra politics and Pawar'sown political future lies there.

The ‘Pawar (Power) politics’

AAP collapse:the expectedhas happened

The AAP government in Delhi has col-lapsed: chief minister Arvind Kejriwal has

resigned. He has sent his resignation to theDelhi Lt. Governor. He had no go but to stepdown. Earlier, yesterday his attempt to passthe Jan Lokpal failed. That was a big setbackto him. The Congress MLAs – eight of them –refused to support the move which was re-garded as unconstitutional.

When he took over, a couple of people-friendly welfare measures were supported bythe Congress MLAs – water, power. After-wards, he began attacking establishing insti-tutions and began to find fault with them. It isquite surprising that the Congress thought itcould do what it wanted.

The collapse of the government had to hap-pen. It was not a surprise. The Congress hadgiven him a long rope and was silently watch-ing what he was doing. And when he wenthaywire, they said enough was enough anddid not support his Lokpal bill. That madeArvind Kejriwal to resign.

The BJP managed 42 votes against the Lok-pal move. It is evident that some of the Con-gress MLAs voted with the BJP. There appearsto have been a new understanding betweenthe BJP and the Congress. If they came to-gether, the BJP can form the government inDelhi. Both the BJP and the Congress now re-gard the AAP as their common enemy. If how-ever they do not continue to support eachother they have strong reservations in this re-gard – the only way out is for the president totake over. That is what is going to happen inDelhi. The Congress and the BJP are tradi-tional enemies. They may join when a com-mon enemy challenges them, but they areindifferent in their political perceptions.

Delhi folks could have done without the 48days of drama. What have they got from theAAP? Nothing – not even a kg of onion at a fairprice.

Prime Minister in waitingUS ambassador Nancy Powellmeeting NarendraModi in Gandhi-nagar does not come as a surpriseas even the United States now be-lieves that he will be the next PrimeMinister of India. Modi's role in the2002 Gujarat riots has not beenproved and this is reason enoughfor the US to lift the ban on him.Modi is CM of the most developedstate of our country and there is noreasonwhy he can't repeat that suc-cess for our nation if he is given thePM's chair in the coming election.US-India relations have been cardi-nal over the years and the US' deci-sion to get closer to Modi clearlyindicates that other countries arenow factoring the Modi wave andwooing the man who in all proba-bility will be the next PM of ourcountry.Modi certainly cannot per-form worse than the present UPArule and most people today believethat he deserves at least one chanceto transform our nation.

AC local at lastAPROPOS 'Air conditioned local?Really' (adc, feb 13), the adc diarypiece very rightly indicates the gen-eral apprehension of Mumbaikarsthat commute daily for their liveli-hood by local trains, in respect ofthe AC locals which have been longawaited. It is good to learn that in acouple of months we will be able tocommute by an AC local in Mum-bai. However, certain factors like thesafety of these trainsneeds to be looked intoseriously, so that deathson the tracks are stopped once forall. No where in the world have Iheard that during a daily commutetowork, at least ten commuters per-ish. The Indian Railways needs toconsider this aspect seriously andensure that each passenger returnshome in one piece.

Kejriwal's missionARVIND Kejriwal has categoricallystated that themanifold increase inthe prices of gas and petroleumproducts is mainly due to a nexusbetween Ambanis and others likehim, and the ministers, while as-serting that Ambani is now used tofixing the prices of oil and gas at un-fairly high rates, thus reeciving awindfall in the bargain. It is also re-ported that Kejriwal has orderedthose concerned to file an FIRagainst Ambani, Veerappa MoilyandMurli Deora as these three indi-viduals are mainly responsible forthe wilful conspiracy leading to in-flation in oil and gas prices. The Di-rector General of Hydro Carbonsshould be entrusted with ensuringthat the prices of oil and gas are au-thentic and reasonable, which willgo a long way in benefiting people.People want proper action by thegovernment and are fed upwith themere mouthing of jargon and high-sounding language by 'economists'

who seem to have lost their credi-bility.

— T.M. Uday Shankar, Mumbai

Kejriwal's stand unjustifiedTHEDelhi CMmust be aware of thefact that the NCR is not a full-fledged state like Gujarat,West Ben-gal, Haryana or Kerala. In addition, being the capital of the country, itenjoys special status. The city stateis headed by a Lieutenant Governor, unlike other states in India. There-fore, any enactment proposed by itsAssembly has to be first ratified bytheMHA of the Union Governmentbefore it becomes a law. Hence, Ke-jriwal’s adamant stand on the JanLokpal Bill is not justified and it canverywell lead to a constitutional cri-sis.

Troublesome marketI want to highlight the issue of theweeklymarket at New Panvel Node.

Every Friday evening there is amarket near Sector 1,2 and 3 of NewPanvel, which is proving to be a bighassle for commuters and pedestri-ans because of the traffic conges-tion that it causes. The illegal hawkers who set up

shop on the footpath and on theroad cause great inconvenience tothe public. This market was earlierheld near the Amba Mata TempleRoad, but it has now spread to thecorners of Sectors 2 and 3. This hasleft local residents infuriated as theyhave to jostle for space while walk-ing, and have to also deal withhawkers who set up shop in front ofa society compound, which is agreat security concern to the society.Civic authorities should find an

alternative and provide hawkerswith space to do their business

peacefully without disturbing thepublic.

Congress-BJP feud harmfulIT is sad that the BJP and Congresshave fallen from grace and are cen-suring each other using unparlia-mentary language. Our politciansshould understand that votersshould be left to decidewhich partyis better. The Congress should notdigress from national issues andblame the opposition for its failure. It should not forget that it is respon-sible for the ensuing chaos in thenation today. It is not wrong toclaim that the history of Indiawould have beenmuch better if Sar-dar Patel was made the first PM.

'TELANGANA bill causeschaos'(February 14) is a gross un-derstatement – the parliament wasturned into a pub of sorts, where'customers' in high spirits indulgein such brawls. The temple ofdemocracy has lost its sanctity be-cause of the highly condemnablebehaviour of a few people's repre-sentatives including, regrettably, some from the Congress. The UPAgovernment has quite clearly failedto assess the consequences of cre-ating Telangana in its eagerness tobag the new state's votes in thepolls. If such unprecedented pep-per sprays and dagger displays canhappen even when the proposedbill was being introduced in thehouse, one shudders to think whatwill happen if Telangana reallycomes into being – uncontrollableriots are certain to spread far andwide. Under the circumstances, itwill be best to drop the bill and re-quest the President to dissolve theparliament which has got only acouple ofmonths to go.The unrulymembers deserve a lot more thanmere suspension for showing theparliament in very poor light be-fore the world.

— Dr.V. Subramanyan, Thane

DESPITE having tested methods,to pass a bill in Parliament and

have it cleared in the Rajya Sabhais a set procedure. The Congress isnowpaying the price for its incom-petence and poor governance. Eversince the then Home Minister ex-pressed his wish to separate Tel-egana, the move gatheredmomentum and has now resultedin chaos in Parliament. All along, the Congress was blaming the BJPfor disrupting the parliament

through agitations andwalk outs inkey issues. Now members of theCongress themselves fought on thefloor of the house over theTeleganaissue. The speaker was helpless atthe happenings and the disruptionled a Congressmember to use pep-per spray to show his strength. AnMP also brandished a knife in a fitof anger, thus killing the idea ofParliamentary democracy. What a

sad state of vote bank politics inIndia three months before theGeneral Elections.— Calicut Krishnan Subramaniam, Sanpada

THE clash among theMPs over thetabling of theTelangana Bill result-ing in the use of a knife and pepperspray, is disgraceful. TheseMPs be-haved like goons when theysnatched the speaker's mic andtore bill copies. I consider this to bea blot on democracy which has de-graded the image of the countryand the parliamentary system.Theneed of the hour is that the speakerdisqualify those MPs who are re-sponsible for this horrible act andban them for the rest of the Parlia-ment session. It is high time all po-litical parties co-operate with thegovernment to pass pending bills, rather than create arguments andcontroversy.

— Bhagwan Thadani, Mumbai

ALL hell broke loose inside the LokSabha when an expelled CongressMP from Andhra Pradesh usedpepper spray to disrupt the pro-ceedings in the house, soon afterthe Telangana Bill was tabled. Assoon as the bill was introduced inthe Lok Sabha by Home MinisterSushil Kumar Shinde, two sets ofMPs - for and against Telangana -rushed to theWell of the House. Assoon as the housemet at noon, La-gadapati Rajagopal of the Congress

released the pepper spray at fellowmembers. Amidst the chaos, theSpeaker adjourned the house. Thespace near the Speaker's podiumresembled a battleground asmem-bers favouring and opposingTelangana shouted slogans anddisplayed placards. Now the Con-gress is tasting its own medicineand cannot blame the BJP for theparalysis of the parliament, as ithas done in the past.

— Abhisheck Ramaswamy,Vashi

WHAT are the lessons that otherstatesmust learn from the ongoingTelengana snafu? The crux of thetussle is Hyderabad. Seemandhrais bristling because they pouredmoney into Hyderabad – far morethan the people of Telengana. Andnow they do not want their invest-ment to be snatched. The questionarises as to why the people of See-mandhra not invest in their ownarea and create anotherHyderabadwith their own money? And that isthe lesson for all states – do notconcentrate development in onecorner of the state – itmay go away.Ensure that development is evenlyspread. It may take a little moretime, but it will be worth it andyour investment stays with you. Itis not necessary to make the capi-tal the biggest city. States whosecapital is separate from businesshave done better – an outstandingexample – Gujarat.

— T.R. Ramaswami, Kandivali

Telangana creates chaos in Parliament

THE rasta roko called by MNSChief Raj Thackeray in regard tothe levy of toll was unjustified, unwarranted and groundless.Rasta rokos and bandhs obviouslycreate an impact on the commonman as they end in damage toproperty. Though Raj ensured

that it would be a peaceful rastaroko, there were minor incidentsthat put commuters throughtrouble. The Government mustput on end to unjustified and un-warranted bandhs and rastarokos and let peace prevail.

— K.V. Raman, Malad

Unjustified Rasta Roko

UNNECESSARY TROUBLE: Though Raj Thackeray ensured that his would be apeaceful rasta roko, there were minor incidents that put commuters through trouble.

SHAMEFUL BEHAVIOUR: If such unprecedented pepper sprays and daggerdisplays can happen even when the proposed bill was being introduced in the house, one shudders to think what will happen if Telangana really comes into being.

MAKING PEACE? US-India relationshave been cardinal over the years and theUS' decision to get closer to Modi clearlyindicates that other countries are nowfactoring the Modi wave and wooing theman who in all probability will be the nextPM of our country.

Leaders of most politicalparties, in a recently heldmeeting, opposed the instal-lation of Reliance 4G towersin the city on Thursday, stat-ing that the city is alreadydealing with a number of ra-diation-related problems. The issue was raised bySamajwadi Party leaderRayiz Sheikh who said, “Be-fore giving permission to Re-liance to install their towerswhy can't the BMC take theview from IIT experts and ex-amine the problems in ad-vance?” If permission isgranted to Reliance, theywill

install 3,000 towers acrossthe city with a height of 70feet and high radiation pow-ers. Vinod Shelar, a BJPcouncillor added, “The issueof not permitting companiesto install mobile towers hasbeen raised by me a numberof times but every time theauthorities do not revert tomy questions”. HerAt: Cinemax and other cinemasDirected by Spike JonzeCast: Joaquin Phoenix, Amy Adams,Rooney Mara, Olivia Wilde, ScarlettJohansson (Voice) and othersRating: ½

He lives in a dream apartmentin a gorgeous futuristic city, has an interesting job writ-

ing personalised letters for people, but is troubled by his impending di-vorce and feeling lonely.Spike Jonze’s ‘Her’ takes up a

weird but scarily plausible story of aman falling in lovewith a new oper-ating system (OS) enhanced withartificial intelligence. In this wiredworld where people have more on-line contacts than real ones, theymay be losing the ability to connectwith real emotions. In the film, notjust the protagonist, Theodore(Joaquin Phoenix) but everyonearound him looks like they are talk-ing to themselves, because they arechatting on their smartphones.Theodore has friendly colleagues

and nice neighbours, yet he spendshis leisure hours with his gamingconsole. So when his new OS,

Samantha (Scarlett Johnson’s voice)talks to himhe finds he can open upto her. She can access his computerand phone, so knows more abouthim then he cares to remember. His one attempt at a real date

with the jittery and needy woman(Olivia Wilde) throws him into thesafety of this strange relationshipwith a voice that understands hismoods and needs. The skinny plotis made to work with brisk editingand small bursts of informationabout Theodore. The problemwith the characteri-

sation ofTheodore—he doesn’t looklike the pathetic loner or loser whocan’t get a life. In spite of the un-

happiness over his divorce (thewifeplayed by lovely Rooney Mara), hedoesn’t seem like he has given up onromance. He is chatty with his neighbour

Amy (Amy Adams) and her hus-band, and with colleagues. The ‘af-fair’ with Samantha is just used as asatire on a probable future whenhumanswill be alienated from soci-ety as we know it today, and ma-chines will have the sameemotional core and need for love. Ifan OS can provide care, empathyand companionship—and alsosearch for a real character to be asubstitute for her lack of a body andmatch her with Theodore’s require-ments, what more could a manwant? In Jonze’s imagined dystopia, this may be all there is to aspire toin the name of love. On Valentine’sDay, it a depressing thought.

POOR AVERAGE GOOD VERY GOOD EXCELLENT

GundayAt: Cinemax and other cinemasDirected by Ali Abbas ZafarCast: Ranveer Singh, Arjun Kapoor,Priyanka Chopra, Irrfan and othersRating:

To those who missed the seven-ties and eighties, the Salim-

Javed style scripts highon masala and low on logic, AliAbbas Zafar’s Gunday will probablybe an introduction to what thosefilms used to be like—entertain-ment that unravelledwhen thoughtwas applied to it. The point being, don’t think, just watch.Zafar adds some pseudo historic

realism to the story of Gunday, butreferring to the Indo-Pak war of

1971 and the formation ofBangladesh. The two protagonistsof the film, are orphaned duringthat cataclysm, and forced into a lifeof crime, for want of any options. They escape to Calcutta and startwith petty coal pilfering. By thetime, Bikram (Ranveer Singh) andBala (Arjun Kapoor) grow up, theyare themost notorious gundas in allof Calcutta, but also the most gen-erous, in the old RobinHood/Nayakan tradition. That theyare healthy young man with sleekmuscular bodies easily endearsthem to today’s young audiences. One suspects the film is set in the

seventies and eighties so that theabsurd plot could be justified—those were days of relative inno-cence when it was possible for twoyoung men— even those of crimi-nal bent of mind—to go throughtheir youth without close interac-tions with women, and fall heavilyfor the first young woman whospeaks to them. A lot of plot con-veniences are also passed off, be-cause in the pre-mobile phonedays, lack of instant communica-tion could foster needless misun-derstanding.BikramandBala’s bromance is in-

terrupted when they both flip forcabaret dancer Nandita (PriyankaChopra), and even though they tryto be fair and leave the choice toher, it drives a wedge between

them, which the cop tries to exploit. While there is a flamboyance to

Zafar’s filmmaking—scenes shotduring the inevitable Kolkata DurgaPujamayhem, and action set piecesin coalmines—there is also the glo-rification of crime by blaming thesystem. Satyajit says at one pointthat if everyone with a grievanceagainst the system turns to crimethat would be the end of society, adding that turning gundas into he-roes would influence weak-mindedpeople.But that’s as far as the director’s

conscience goes—he is on the sideof his gunday he wants the audi-ence to root for them, not for thepoor cops who are killed by themwhile doing their duty. There is theidea for a sequel built in—the twocould escape to Bombay and beright in time for the rise of themafia.Ranveer Singh and Arjun Kapoor

have to try hard atmachismowhichcame effortlessly to the real stars ofthe period—Amitabh Bachchan,Dharmendra, Vinod Khanna, Sha-trughan Sinha. The plot is ratherclose to the old RajKhosla Dostana. Priyanka Chopra’scostumes may be self-consciouslysexy, but she manages the huskyslinkiness of Zeenat Aman. How-ever, Irrfan just steals every scenehe is in—it really is a ‘special’appearance.

By Sandeep Hattangadi

In ‘Fandry’, Jabya (SomnathAvghade) is a low caste teenaged

boy with a strict father (KishoreKadam)who is always after him butJabya is in lovewith Shalu, an uppercaste young girl and is the source ofamusement for others. The rarest ofrare Black Sparrow he is told, is thecure to his problem. Her ashes arebelieved to cast a hypnotic spell on

the one you are in love with. Com-pletely away from themagical worldof Jabya exists the callous reality ofhis parents who are working at themost oppressed level of the classesand assume him to do the samework which they have done all theirlife. The protagonist has to now strug-

gle between his quest to find themagical sparrow and his parents'expectations. Will Jabya be success-

ful in his pursuit of the Black Spar-row? Will the magnetic power sur-pass the class differences betweenJabya and Shalu created by cen-turies of customs? Will Jabya breakthe fences and pass onto the otherside? Or Jabya will unearth some-thing totally unexpected in his jour-ney?The film has been brilliantly shot

by DOP Vikram Amladi who hasfilmed the village contours in a

mesmerising way and the musiccomposed by Ajay Atul is alsoclassy. The director, National Awardwinner Nagraj Manjule has won ac-claim at many festivals and does agood job though he goes overboardin the hog catching sequences. Theactors playing Jabya and Shalu arefirst timers but have done a goodjob, especially Jabya.Kishore Kadam excels as always.

The director himself has an impor-tant part. Jyoti Subhash supportswell. All in all a film worth a 'dekho'just for its different subject andpresentation.

NOW INVESTING BECOMESEASIER FOR NRISHow does an NRI invest in property inIndia? Earlier, it was governed by a per-son’s citizenship. Is an NRI treated onpar with non-resident foreign citizens ofIndian origin?

- Vendy Thomas

Until some ago, investing in immovableproperties for NRI’s was quite an uphilltask. In the days of the Foreign ExchangeRegulation Act, the buying or selling ofimmovable property was governed bythe citizenship of a person. At present, the term Non-Resident

Indian means a person residing outsideIndia who is either a citizen of India or isa person of Indian Origin who is nolonger a citizen of India. An Indian citi-zen who stays abroad for the purpose ofemployment, business or to pursue anykind of vocation outside India or undercircumstances indicating an intentionfor an uncertain duration of stay abroadis a non-resident Indian. In addition,non-resident foreign citizens of Indianorigin are treated on par with Indian NRIcitizens for the purpose of many invest-ment related facilities. To avail of a number of facilities in

India such as opening and maintenanceof bank accounts or investment in sharesand securities in India, the term ‘Personof Indian Origin’ means a citizen of any

other country other than Pakistan orBangladesh who,(a) at any time has held an Indian pass-

port;(b) he or either of his parents or any of

his grandparents was a citizen of India byvirtue of the constitution of India or theCitizenship Act, 1955 (57 of 1995);(c) is a spouse of an Indian citizen. For investments in immovable proper-

ty, a Person of Indian Origin covers thesame criteria. But it also debars citizensfrom neighbouring countries such asPakistan, Bangladesh, Afghanistan,Bhutan, Sri Lanka, China, Iran or Nepalto be called a ‘Person of Indian Origin’. Allpersons whether residing in India or out-side India who are citizens of the abovesaid countries require prior permissionof the Reserve Bank of India for acquiringor transferring any immovable propertyin India.A person of Indian origin residing out-

side India does not require permission toacquire any immovable property in Indiaother than agricultural land, farmhouseor a plantation property by way of giftfrom a person who is a resident of Indiaor a person who resides outside India butis a citizen of India or from another per-son who is of Indian origin but residesoutside India. The same holds true in thecase of inheritance too. Thismeans that aperson of Indian origin residing outsideIndia does not require permission toacquire any immovable property in Indiathrough inheritance from another per-son residing outside India who hadacquired such property in accordancewith the provisions of the foreignexchange law in force at the time ofacquisition.Non-resident Indians and persons of

Indian origin can also freely rent outtheir immovable property in India with-out seeking any permission from theReserve Bank. The rental income being acurrent account transaction is freelyreportable outside India.

TetraVex is a challenging brain teaser. The object of the game is to fillthe grid with the tiles so that the patterns on the adjacent edges ofeach tile match, much like aligning domino tiles. The object of thegame is to place all the tiles in the grid so that the figures on the ad-jacent edges of each tile match. You can place any tile anywhere in

the grid, but you cannot place a tile in the grid if its edges do notmatch all of its neigh-bors. Find a digit that occurs only once on a given puzzle. You know that this digitmust lie along the outer edge of the grid, since there are no other tiles that canmatchit. You can simplify solving by cutting out the nine squares and juggling them in thegrid.

WELLINGTON: IshantSharmaexploited theseaming conditions

brilliantly to return with a ca-reer-best six for 51 as Indiatook early control of the sec-ond and final cricket Test byskittlingoutNewZealand for apaltry 192 in the first innings.Sharma (6/51) justified cap-

tain MS Dhoni's decision tobowl first on a greentop as thelankypacer kept thehost bats-men on their toes with histesting line and length. Rising

pacer Mohammad Shami(4/70) also contributed inIndia's dominating perform-ance show on day one as hepicked up keywickets of KaneWilliamson (47) and debutantJamesNeesham (33) at crucialjunctures.Opener Shikhar Dhawan

then hit an attacking un-beaten half-century as Indiareached 100 for two at close, still trailing by 92 runs at theBasin Reserve. Dhawan (71)and night-watchman Sharma(3) were at the crease after thevisitors lost the wickets of

opener Murali Vijay (2) andCheteshwar Pujara (19).

Sharma continued with hissplendid show from the firstTest as he claimed his secondfive-wicket haul of the seriesand fifth verall in his 55thTest.Sharma took three wickets inthe first four overs of hismorning spell and that laid thefoundation for India's hugely

successful day when they arehoping to level the series. While experienced speed-

ster Zaheer Khan hit probinglengths immediately, Shamiwas still in the same mode asat Eden Park, bowling a tadshort and looking for bouncefrom the wicket than move-

ment in the air. However, hewas negotiated easily by thebatsmen as the Kiwi openerstook 14 runs off his first threeovers. It meant that Sharma was

introduced into the attack asearly as the eighth over andthereon, went on to bowl un-changed for nine overs, turn-ing the morning sessionIndia’s way. Hamish Ruther-ford (12) was unable to keepdown a well-aimed short ballandwas caughtbyVijay at firstslip. Two overs later, Sharmabowled an inswinger that hitPeter Fulton (13) on his padsand was trapped LBW, result-ing in another poor start forthe Kiwis. In his third over ofthe morning then, the bowlercontinued his good work andmade debutant Tom Latham’sday a badone, dismissing himfor a duck in his first Test in-nings.Brief Scores: New Zealand 19252.5 overs [Ishant Sharma 6/51,Mohammed Shami 4/70] lead India100/2 in 28 overs [Shikhar 71batting] by 92 runs.

Pre-World Cup tournament is a must: BaanNEWDELHI: AIFF techni-

cal director Robert Bannhas stressed on the need toorganise a pre World Cuptournament in 2016 involvingcountries from Asia, Africa,Europe and South America aspart of preparation for host-ing the U-17 FIFAWorld Cupin 2017.This is part of Baan's pres-

entation on how India shouldbest prepare for its maidenstint in the U-17 FIFA WorldCup. Similarly, theWorld Cupteam should also travel to dif-ferent parts of the World forexposure trips. "Players needto adapt to different cultures, different playing styles. Alsoyou need International Tour-naments every year leading

up to a Pre World Cup tour-nament in the country in-volving all the top nations,"Baan said. The views were expressed

in the two-day FICCI GOAL2014 Indian Football Summitwhich ended here today.Baan also laid stress on hav-ing more and more competi-tions for the U-17World Cupteam."Good Coach Education

and training is not sufficient. You need to have regularCompetitions at that age-group which is preparing forthe World Cup. That is veryimportant."The former Australia and

The Netherlands technicaldirector pointed out that suc-

cess at the youth spectacle inthree years time is relative fora country like India. "Successcan be a semifinal or a finalfinish. Success can also be agroup stage exit. It dependswho you are. For India, 2-1defeats in the Group stageswould be a decent perform-ance. A 6-0 humbling wouldbe disastrous at the sametime," Baan said.According to him, there

should ideally be 40 matchesper year for the Boys, twoAcademies with 30 playerseach (26+4 goalkeepers), andTournaments like a NationalSchool Tournament, a Na-tional Sate Tournament andalso a National AcademyTournament.

WWEELLLLIINNGGTTOONN: After taking hiscareer-best haul in Tests,Indian medium-pacer IshantSharma said that he has beenbowling well consistently forsome time but hisperformance was beingnoticed only now because heis among wickets these days.Ishant took 6-51 on the first

day of the second Test againstNew Zealand, his secondconsecutive six-wicket haul inthis series, after taking 6-134in the first innings at Auckland. He went on to take ninewickets in that match, whichIndia lost by 40 runs."I am the same bowler who

bowled against (Ricky) Pontingin 2007-08 and the samebowler who was man-of-the-series in 2011. I am the samebowler. This pitch is the sameas last match. I don't analyzemy bowling a lot, because at

this stage, ahead of the gameit is only about mentalthinking," said Ishant, after hissuperb bowling effort. When asked, if playing 70-

odd ODIs and 55 Tests hadhelped make him a betterbowler, he replied, "You onlylearn from experience. I haveseen enough ups and downsin my life. Whenever there isan important tour, I getdropped. Whenever there is aneasy tour, I am in the team. It'sa really hard thing for me." "Ihave been bowling well sinceSouth Africa. It is just thatpeople are recognizing morenow, because I am takingmore wickets. I didn't doanything different. Just lookedto bowl in the right areas, infact we all did, we all bowledvery well. Only (Mohammad)Shami and I got the rewards.Zaheer (Khan) was very

unlucky to not take anywickets," he added.

DHONI AIMS TO EMULATEWINDIES, AUSTRALIA'SWORLD CUP GLORYCaptain Mahendra SinghDhoni said that India wouldaim to be the only third side inhistory to clinch back-to-backCricket World Cup titles bywinning the tournament whichwill be held in Australia-NewZealand next year.Dhoni said his side was
