RP021-14 On-Call Water and Wastewater Tank Cleaning on an Annual Contract

This addendum is being issued to provide clarification and answer questions received. CLARIFICATIONS

C1. C2. Page 47, Section 01 11 11, PROJECT REQUIREMENTS, PART 1 – GENERAL, 1-2 RESPONSE TIME - ADD the following to the specifications:

After free water is drained off, the volume of liquid and residuals in the bottom is 50,000 gallons”.

C5. Fee Schedule, Item 4 – Frac Truck (25k gal): Frac Truck will include Frac Tank and/or

Frac Tank on Trailer and or Frac Truck – by definition vehicle and/or tank to be used to temporarily store liquids prior to disposal.

C6. Table GI – 1; page 3, DELETE – Shoal Creek Raw Water Pump Station – Intake Tunnel

– silt, sand. QUESTIONS

Q1. Is the intent to award to one or multiple vendors?

A1. Page 2, STATEMENT OF WORK – DELETE first sentence “The County intends to award a contract to one (1) independent contractor and their subcontractors for the Annual Contract for the On-Call Water and Wastewater Tank Cleaning” REPLACE with “The County intends to award a contract to one (1) or more independent contractor(s) and their subcontractors for the Annual Contract for the On-Call Water and Wastewater Tank Cleaning”.

Q2: Over the last several years, how often have you called on emergency contractors to perform work?

I. Please list the number of incidents. II. What did it entail?

A2: Over the last three years DWR has expended approximately $35,000 in 2012, $142,000 in 2013 and $170,000 in 2014 to-date for work considered “emergency”. The number of incidents each year were 10 in 2012, 13 in 2013 and 9 in 2014 to-date. Each of these incidents are believed to be standard solids/grease removal from various wastewater treatment processes across the DWR facilities.

Q3: What about pricing for hazardous items that would not be included under the fee

schedule? . A3: This Annual Contract will be used for typical Tank Cleaning. In the instance that

hazardous materials are discovered during cleaning, DWR will immediately stop work, the Annual Contract contractor will be paid for services to-date and the “Hazardous” Tank Cleaning will typically be advertised and bid independently.

Q4: Is there a line item for dry material on the fee schedule?

A4: Disposal of materials is paid through Items 20 and 21 on the Fee Schedule. The

amount of moisture will change weight which will be paid in tons or gallons as noted.

Q5: Number of questions were asked concerning what is included in the specific Items on the

Fee Schedule. Please clarify how these will be paid. A5: See Item Notes on Page 10 of the Fee Schedule for clarifications on what is included

in each unit price offered on the Fee Schedule. Any additional items or materials not specifically called for on the Fee Schedule, shall be subject to the "COST PLUS RATE SCHEDULE” as indicated on Page 10. Bidders should also refer to explanations of measurement for tank contents removed and percent solids expressed in terms of gallons and/or wet tons. This Section also includes measurement and weigh procedure for off-site hauling using weigh tickets.

Q6: What does “high volume” mean for the “Engine driven high volume recirculation pump”

on the Fee Schedule? A6: Add the following Item Note to Page 10: “Item 10 Note: Engine driven high volume recirculation pump includes a portable heavy

duty engine driven, self-priming centrifugal pump suitable for wastewater biological solids and/or grit circulation or suspension rated for approximately 1,000 gpm.”
