ADMINISTRATIVE LAW JUDGE’S RULING SETTING FINAL ORAL ARGUMENT BEFORE THE COMMISSION
In response to timely requests submitted by Aglet Consumer Alliance
(Aglet) and the Greenlining Institute (Greenlining) pursuant to Rule 13.13(b), this
Ruling sets a final oral argument before a quorum of the Commission. The time
and place for the final oral argument are as follows:

The parties’ time allocations include any time that may be necessary for
responding to Commissioners’ questions during their presentations. Parties
should plan accordingly. Additional time is reserved at the end of the oral
argument for questions from Commissioners. The additional time at the end
might also be allocated to presentations made earlier in the oral argument by
parties not listed above.
Parties desiring expedited or daily transcripts should advise the Chief
Hearing Reporter by telephone ((415) 702-2288) no later than three days prior to
the scheduled argument.

B. Handouts and Briefing Boards Parties may distribute handouts or use briefing boards1 at the oral
argument, subject to the following conditions:
• Parties using a briefing board shall provide copies of the briefing board in reduced “handout size” to the Commissioners and others attending the oral argument;
• Parties must distribute copies of handouts and briefing boards prior to the start of the oral argument;
• Parties shall bring enough copies of handouts and briefing boards for all attending the oral argument;
• Handouts or briefing boards must include citations to record evidence clearly supporting any factual assertions;
• All pages and points should be numbered for ease of reference and to facilitate an understanding of the resulting transcript; and
• Handouts and briefing boards will not be received as exhibits.
Therefore, IT IS RULED that:
1. The Commission shall hold a final oral argument in this proceeding on
Friday, March 2, 2007, from 2:00 p.m. to 3:30 p.m., Commission Courtroom,
State Office Building, 505 Van Ness Avenue, San Francisco, California.
