Component 'Preparation Activities'
A well managed project reaching its objectives, without serious conflict between the partners, without irregularities and with smooth reporting to the programme
To communicate the results to key stakeholders, including the press, with conferences and seminars open to the public in different EU regions. Also communication will occur with newsletters targeted at Europe-wide regions.
Exchange of experiences dedicated to the identification and analysis of good practices
The objective of this component will be to build a network between the partner regions and to ensure optimum collaboration, mutual learning and exchange of best practice.

Until 2006: MEDA, TACIS, now ENPI as main source of funding for 17 partner countries (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco, Palestine, Russia, Syria, Tunisia, Ukraine)
Around 90% of ENPI funds used for bilateral actions, i.e. country-specific initiatives and for regional actions involving two or more partner countries. The remaining 10% are reserved for specific new areas of joint activity, such as cross-border co-operation (CBC).
Twinning and TAIEX instruments : cooperation tools between a public administration in a partner country and the equivalent institution in an EU Member State.

ENPI CBC – Black Sea
“The Black Sea Programme” ( for Moldova, Georgia, Armenia, Azerbaijan, parts of Romania, Bulgaria, Greece, Turkey, Russia, Ukraine) with a budget of €17,6 million
Priorities: Economic and social development, Working together to address common challenges (Environmental protection and conservation), Promoting local people-to-people cooperation (Cultural and education activities)

ENPI CBC – Black Sea
Eligible applicants
• National, regional and local authorities, NGO’s, representative associations and organizations, universities, research institutes, cultural institutes, public agencies etc. located in the eligible regions
Partnership
• Must involve partners from one or several EU Member States and from one or several partner countries (3-10 partners)
Funding: 90% of total eligible costs of the project
