W ith several crucial acquisitions planned for India’s defence forces, the defence budget for 2012-13 has been given a robust hike of 17.6 per cent with the maximum amount of modernisation funds allocated for induction of new aircraft and weapon systems for the Air Force and the other air arms. Of the Rs 193,407 crore ($ 38.68 billion) defence budget, close to 41 per cent or Rs 79, 579 crore ($ 15.92 billion) has been earmarked for capital acquisitions. e Air Force will get over Rs 29,853 crore ($ 5.97 billion) for modernisation in the new FY. Navy will get over Rs 23,865 crore ($ 4.77 billion). e largest capital head is for the acquisition of new aircraft for the IAF at Rs 23,701 crore ($4.74 billion). [Contd on page 3] India’s Defence Budget increased by 17.6% Armed Forces Long-Term Integrated Perspective Plan V ice Admiral Sekhar Sinha, CIDS has said that “the role of the private sector is slated to grow in the Defence sector according to the Armed Forces Long-term Integrated Perspective Planthat will soon be made public by the Union Government”. e Admiral stated that the 15-year Perspective Plan would also specify new requirements such as EW (electronic warfare) Additional Mi-17V5s for the IAF and Security Forces D efence Minister AK Anthony formally handed over the first batch of Mi-17V5 medium-lift helicopters to the Indian Air Force on 17 February 2012. e Government of India had signed an agreement with Russia in 2008 for the procurement of 80 Mi-17V5 helicopters for “high altitude air maintenance operations, humanitarian assistance, disaster relief missions and general air transportation.” e Mi-17V5s are being airlifted from Russia to India (Chandigarh) in Antonov An-124s, every aircraft carrying three helicopters in CKD condition which are then assembled and test flown at No.3 BRD. e last of these Mi-17V5s would be received by March 2014, with a total of six helicopter units to be equipped with the type, these being Nos. 154, 155, 156, 157, 158 and 159 HUs. Our quest for self-reliance in defence underlines the growing importance of private sector participation on the one hand and revitalising the traditional lamp. e Indian Navy band played the National Anthem to lend solemnity to the event which was attended by large number of foreign guests, senior officers of the Army, Navy and the Air Force, Ministry of Defence and CEOs of the Indian and foreign companies participating in the exhibition. In his inaugural address Mr AK Antony said that at the politico-security level, “India has always been recognised as a responsible power and stabilising factor in this region in the face of various security challenges originating from different sources around us. India has traditionally been a peace-loving nation. However, we have to be ready to meet any challenge to our territorial integrity and sovereignty. Our armed forces need to have access to the latest defence technologies, with the state- of-the-art platforms, equipment and systems to meet any threat. e Government’s efforts are directed towards modernisation of the Armed Forces.” the public sector on the other. At 21.3m in length and with a payload of 8 tonnes, it can reach speeds of 45 knots and is powered by two Iveco diesel engines”. Saab and Pipavav to form CSEG S aab and Pipavav will jointly form the Combat System Engineering Group (CSEG) in India. This group will analyse Combat System design and architecture, and work closely with the design group of Pipavav to undertake modeling and simulation and prepare system integration requirements for naval ships constructed by Pipavav, starting with the NOPV, Naval Offshore Platform Mahindra MoU with Rafael Advanced Defence Systems M ahindra and Mahindra and Rafael Advanced Defence Systems signed a Memorandum of Understanding at Defexpo on 30 March 2012, leading to the formation of a JV in Eurocopter EC725 offered to the Indian Coast Guard E urocopter has offered the Indian Coast Guard its twin-engine EC725 helicopter to fulfil the maritime patrol and search & rescue (SAR) tasks. Officials from Eurocopter believe that “with its all-weather capability, range, heavy-lift capacity and complete systems package, the EC725 delivers the combat search and rescue (CSAR) performance just as required by India and also has full in-country product support from Eurocopter’s Indian subsidiary”. e twin-engine EC725/ EC225 rotary-wing aircraft family is in the 10-11 tonne weight category and features “high-performance navigation and mission systems including a unique digital four-axis autopilot that enables helicopters to land and take off safely especially in brown-out or white-out combat situations resulting in pilots having no visual reference”. e EC725 is also “great for tactical transport” as it has a large cabin with seating for 25 persons. Till date, around 240 EC225s and EC725s have been ordered and Eurocopter is looking to increase the EC225/EC725 annual production rate by 60 percent over the next two years to meet market demand. India to develop and manufacture products such as Anti Torpedo Defence Systems, Electronic Warfare Systems, Advanced Armouring Solutions and remotely operated weapon stations for Futuristic Infantry Combat Vehicles (FICV). Importantly, the Foreign Investment Promotion Board (FIPB) has been approached for the creation of a 74:26 company. Organised by the Defence Exhibition Organisation of the MoD and FICCI, the Defexpo India 2012, seventh in

the series of biennial Land, Naval and Internal Security Systems Exhibition, is being held at Pragati Maidan,

New Delhi from 29 March to 1 April, 2012. “Defexpo India is clearly steering the path of steady growth

and has been receiving overwhelming and unprecedented international response with each edition”.

With several crucial acquisitions planned for India’s defence

forces, the defence budget for 2012-13 has been given

a robust hike of 17.6 per cent with the maximum amount of

modernisation funds allocated for induction of new aircraft and

weapon systems for the Air Force and the other air arms.

Of the Rs 193,407 crore ($ 38.68 billion) defence budget,

close to 41 per cent or Rs 79, 579 crore ($ 15.92 billion) has been

Additional Mi-17V5s for the

IAF and Security Forces

Defence Minister AK Anthony formally handed over the first

batch of Mi-17V5 medium-lift helicopters to the Indian

Air Force on 17 February 2012. The Government of India had

signed an agreement with Russia in 2008 for the procurement

of 80 Mi-17V5 helicopters for “high altitude air maintenance

operations, humanitarian assistance, disaster relief missions and

general air transportation.”

The Mi-17V5s are being airlifted from Russia to India

(Chandigarh) in Antonov An-124s, every aircraft carrying three

helicopters in CKD condition which are then assembled and

test flown at No.3 BRD. The last of these Mi-17V5s would be

received by March 2014, with a total of six helicopter units to

be equipped with the type, these being Nos. 154, 155, 156, 157,

New Griffon 8000TD Hovercraft for ICG delivered on 31 March

Following a £34million contract to supply the Indian Coast Guard with twelve 8000TD hovercraft, the first of these is

being delivered to the Indian Coast Guard in Mumbai on 31 March 2012, third day of the Defexpo 2012.

This contract is the largest order ever for UK hovercraft and provides some 3 years of work for the company, including extensive training both in the UK and India, where their product support distributor MSC Mumbai will deliver a full spares/maintenance programme.
