Training on Social Gerontology
Ageing Nepal
Kathmandu, November 30, 2018
International Institute on Aging (INIA), United Nations-Malta, Nepalese Army
Institute of Health Sciences (NAIHS), National Senior Citizens Federation (NSCF),
Nepal and Department of Health Services (DoHS), Nepal jointly organized an In
Situ International Training in "Social Gerontology" from November 20 to
November 23, 2018. The training aims to identify and share common agendas,
promote mutual learning and enhance the skill in facilitating the different
programmes for betterment of senior citizens.
A total of 36 national and international participants including social workers,
academicians, health professionals, medical doctors and professors participated
in the training. Mr. Krishna M. Gautam, Chairperson of Ageing Nepal presented a
paper on “Elder Abuse” during the programme.

Older Activist Training Workshop
Ageing Nepal
Kathmandu, November 30, 2018
The Global Alliance for the Rights of Older people (GAROP) with support from
HelpAge International organized an `Older Activist Training Workshop’ in Kigali,
Rwanda from 26th-30th November 2018. Older activists of ten countries
participated in the training. Ms. Ishwori Swar, Founder Chairperson of Senior
Citizen Welfare Association Nepal and Mr. Prabhat Kiran Pradhan, Founder
Executive Treasurer of Alzheimer and Related Dementia Society (ADRS) Nepal
joined the training from Nepal.
The training was focused on older people’s human rights, the UN Open-Ended
Working Group on Ageing (OEWG) process, Campaign and advocacy planning, and
leadership skills.

Interaction Programme in OAH

National Human Rights Commission (NHRC) organized an interaction programme
in Sarwadaya Sewa Ashram (Old Age Home) of Lamjung district. The programme
was organized to finalize the national Report on survey of OAHs and day care
centers in Nepal. Hon’ble Member of NHRC, Mr. Prakash Wasti, ensured that the
recommendations given in the report will be implemented soon for the
betterment of older people.
Chairman of the OAH, Mr. Krishna Raj Oliya stated that we are ready to provide
services to needy elderly however; government should be more responsible for
promotion and protection of the rights of older people.

Anti-pneumonia Shots for Senior Citizens

In Nepal, health posts and hospitals are providing free vaccine to prevent
pneumonia among senior citizens. Dr. Ramesh Kadel, gerontologist said, “People
are more prone to pneumonia at old age. So, 65+ elderly have to take anti –
pneumonia shots and this is the right time as many older people suffer from it in
winter season”, he added.

National Senior Citizens Federation (NASCIF) inaugurated a campaign to establish
Emergency fund for the welfare of senior citizens. Chairperson of NASCIF, Mr.
Madan Das said, “The fund intends to support older people financially when they
are in need”. During the inauguration, Congress Parliamentarian, Mr. Divyamani
Rajbhandari donated Nrs. 100000.

Allowance at Doorsteps

Ward offices of Lalitpur district started to provide Old Age Allowance (OAA) at
their doorsteps of elderly. The step was taken after older people complaint about
the difficulties in collecting OAA from the banks. Laxmi Shova Bajracharya, 72, is
one of many elderly who is unable to walk properly therefore, visiting bank and

Chief Minister, Mr. Dor Mani Poudel inaugurated the 12th general assembly of
Om Old Age Home in Hetauda. Mr. Poudel stated that the government has been
preparing to provide NRs. 5,000 per month to senior citizens as an Old Age
Allowance (OAA). He further added, every child should be responsible towards
their old parents.

Nepal Government approved the Contribution-based Social Security Regulation
where it guarantees unemployment, maternity, health, accident, old-age and
disability benefits to employees working in formal and informal sectors. The
regulation, approved by the Cabinet is yet to be made public.

OAA Distributed from Ward Office

Ward 22 of Nepalgunj, Banke district started to provide OAA from ward office.
Earlier older people had to visit bank for the allowance and queue for hours.
Ward Chairman, Mr. Bidyaram Verma stated that the step is taken to ease elderly,
single women and disable people in receiving Social Security Allowance.

Hajrat Ali, 72, is one of many elderly who is very happy to receive allowance in
ward office. Altogether there are 131 elderly who are entitled to receive OAA in
the municipality.
Government Unveils Social Security Scheme

Hon’ble Prime Minister, Mr. KP Sharma Oli unveiled the contribution-based social
security scheme for formal sector in the capital city. The scheme allots 3.22 per
cent for medical treatment, health and maternity security, 4.52 per cent for
accident and disability security, 91.39 per cent for old age security and many
more. For this, private sector employees will have to mandatorily contribute 11 %
of their basic salary to the fund, while employers will have to contribute another
20 per cent of the employees’ basic salary from May 22, 2019.

10% of Children’s Income for Parents

A new law, mandating 10% of children’s income be given to their older parents is
set to be implemented by the government. Joint Secretary of Women Children
and Senior Citizen, Mr. Bir Bahadur Rai stated that children will have to deposit
10% of total income to their parent’s bank account every month. If they are
unable to deposit regularly, their parents can file a case against them. “This
initiative is started to make family member responsible to their older parents”, he
added.
