The Kings Square activation plan is completed and now in maintenance
with new movable furniture in place, new fixed furniture installed, green
wall installed, markets Wed- Sat, toilets have had a facelift, outdoor library
operational over summer months, chess storage and chair has been
installed. Activities in the square over summer months have been
programmed including film nights and yoga in square. Bollards painted.
Chess set now available on weekends.

The City made good progress towards stage two of the ICLEI water
conservation program.
The irrigation upgrade which includes watering efficiency improvements
for South Hilton oval was completed. The formal community consultation
for Fremantle Park started in November 2012 and further consultation was
carried out in early 2013. Following preparation of a draft concept plan
based on the community consultation, Council endorsed the concept plan

The Department of Transport is undertaking strategic network
investigations which include developing the Moving People Networks draft

participated in both of these studies and reviewing the localised impacts
on the transport corridors. The City made a submission on the draft WA
Bicycle Network Plan.

At the September 2012 Council meeting in principle support was given to
the now called Safe System Approach Option. This option is a refinement
of the previous Options 4 and 4A. Council has supported the Safe
Systems Approach. MRWA is reviewing the standard for the final design.
MRWA proposes to undertake community and stakeholder engagement
over the next few months.

To the end of June the Arts Centre's Artist In Residency program, with 10
studios at FAC and the Moores building, has provided space for 47 Artists
for a total of 5429 studio days.

The Moores apartment has provided 517 nights accommodation for 22

Implementation of Arthur Head management plan to increase spaces for
artists in this precinct has commenced . Advisory Committee has been
appointed and first meetings taken place, community engagement
workshop scheduled has been completed and EOI's are out for J shed
short term lease. Maintenance works for cottages has commenced,
cottage 10 and 11 has been completed. Toilets have been revamped and
limecrete path and lighting is in progress. Licence agreements have
commenced with one new tenant and others in progress.

In 2011 -12 the city undertook 53 community engagement processes,
involving 2 316 participants. In 2012-13 the city completed 54 processes
and engaged with 5 500 people.
A new community engagement register attracted 200 subscribers.
Community engagement promoted on the City’s website, facebook page,
direct email, letter and local newspapers.
Website updated with engagement outcomes and emails sent to
participants advising of updates and outcomes.
Various social media platforms investigated. Increased use of social
media trialled with a dedicated facebook page, twitter account and vimeo/
youtube channel created for the Fremantle 2029 community visioning
project.
City youth events face book utilised to promote the Esplanade Youth
Plaza consultation and freospace continued to be used by the precinct
groups.
A community engagement presentation was created for inclusion in the
new online corporate induction package
A champions group was established in December 2012 to improve
community engagement practice across all directorates at the City of
Fremantle.
12 staff from all directorates participated in training adapted from the IAP2
Certificate of Public Participation.
A suite of community engagement procedures and templates was
developed.

Esplanade Youth Plaza - Active engagement with a total of 456
participants.
Four holiday programs, 18 workshops with 180 participants (usually
capped at 10 young people per class). 3 other music/art events promoted
for spectators.

Partnership with Skateboarding Australia resulted in a further 14 clinics,
events and workshops attracting over 230 plus young people.
The 25 Under 25 art exhibition held. Entries tripled from 25 in 2012 to
over 85 submissions in 2013. Over 300 people attended the opening
launch.
Over 400 young people attended the free all ages national youth Week
Incubate event.
Six urban art programs - five collaborative with schools i.e. Fremantle
Fast Track, Seton Catholic College and Challenger Institute. Projects
included bus stops at Monument Hill, Fremantle Prison, and Seton entry,
two Dismantle containers and the Fremantle skate park.
Two intergenerational programs run in the Over 55’s Come and Try
program. This partnership with Christian Brothers College attracted 10
youth and 10 older participants each program.
Development of a youth page on the city website and a Fremantle Youth
Events facebook page launched. The page has a following of over 260
young people.
The library developed a new young adults section in its own zone.
