Subject: Prescription Drug Monitoring Program Renewal Agreement

The St. Louis County Prescription Drug Monitoring Program (PDMP) monitors the prescribing and dispensing of schedule II-IV controlled substances to assist in the identification and prevention of prescription drug misuse and abuse.

The program's goals are to:

• Improve controlled substance prescribing by providing critical informationregarding a patient’s-controlled substance prescription history;

• Inform clinical practice by identifying patients at high-risk who would benefit fromearly interventions;

• Reduce the number of people who misuse, abuse, or overdose while makingsure patients have access to safe, effective treatment.

Missouri remains the only state in the nation without a statewide database. In 2017, St. Louis County launched a PDMP in which more than 75 Missouri jurisdictions participate, covering about 85% of the state’s population

The City of Nevada joined in 2017 with the passage of Ordinance 8150. Participation will be voluntary as to prescribers but mandatory as to dispensers, and that all applicable federal, state and local laws and ordinances will be applied and adhered to responsibly protect the privacy rights of the citizens of this community.

The attached agreement renews our participation in the St. Louis County Prescription Drug Monitoring Program (PDMP) which expires October 28, 2021.

A SPECIAL ORDINANCE OF THE CITY OF NEVADA, MISSOURI APPROVING A RENEWAL AGREEMENT WITH ST. LOUIS COUNTY, MISSOURI FOR ADMINISTRATION OF A PRESCRIPTION DRUG MONITORING PROGRAM (PDMP).

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NEVADA, MISSOURI THAT:

Section 1. This renewal agreement attached hereto as “Exhibit A” is with St. Louis County to administer a Prescription Drug Monitoring Program through October 28, 2021.

Section 2. The City Manager is hereby authorized and directed to execute said agreement on behalf of the City of Nevada, Missouri.

RENEWAL-PDMP USER AGREEMENT

This renewal agreement (“Renewal”) is by and between City of Nevada (“Subscriber”) and St. Louis County, Missouri, a charter county organized under the laws of the State of Missouri, on behalf of its Department of Public Health, with an address at 6121 North Hanley Road, Berkeley, MO 63134 (“County”).

WHEREAS, Subscriber and County are parties to an agreement dated 4/6/2017, (“Agreement”); and

WHEREAS, the County has a contract with Appriss Inc. (“Appriss”) for operation of an application for a Prescription Drug Monitoring Program (“PDMP”); and

WHEREAS, County has adopted Ordinance 26,528 (2017) as amended by 27,656 (2019) authorizing the County Executive on behalf of St. Louis County to enter into contracts with the City of St. Louis and Missouri counties , municipalities, and local public health agencies for the purposes stated herein; and

WHEREAS, County and Subscriber desire to renew the Agreement;

WHEREAS, Subscriber is authorized to enter into this Renewal by Ordinance 8150; and

NOW, THEREFORE, in consideration of the premises and promises hereinafter, the parties agree as follows:

1. The term for this Renewal shall begin upon execution and continue through October 28,2021.

2. All other terms and conditions of the Agreement shall remain in full force and effect.
