MEMO

Our Glenbrook Stories segment on March 18 will feature GBN junior Allanah Elster,

who will share a view of the recent V-Show through her lens.

Elster auditioned for the V-Show just like everyone else - except she brought along a

video and projected her talent for the casting directors. “I thought some cinematic art

would help to put a little “variety” in the “V” show,” said Elster, who was cast and

featured prominently in the show “Warrior.”

The video, “Now that I am older,” features a woman who finds freedom in her older age

and features music from the rock band Wilderado. The band even reached out to Elster

directly, stating how much they enjoyed the video.

Elster is an aspiring filmmaker who also gained invaluable experience interning with

Apple last summer as part of its Chicago Summer Stories program. It was there that

Elster elevated her experience in the filmmaking process, from inception to the final

product. The documentary she and her team produced illustrated how generation Z is

innovating within their respective industries and it was screened at the Chicago Apple

Store for a live audience.

This story represents passion, innovation, and creativity, applied to a long-standing

V-show tradition in the Glenbrooks.

FOIA Response: Please see the attached email response. Responsive documents can be found online at http://il.glenbrook.schoolboard.net/board. (Responsive documents will not be attached to the all documents pdf, but can be found under the FOIA agenda item.) Background: The Freedom of Information Act (FOIA - 5 ILCS 140/1 et seq.) is a state statute that provides the public the right to access government documents and records. A person can ask a public body for a copy of its records on a specific subject and the public body must provide those records, unless there is an exemption in the statute that protects those records from disclosure (for example: records containing information concerning student records or personal privacy). A public body must respond to a FOIA request within 5 business days after the public body receives the request or 21 business days if the request is for commercial purpose. That time period may be extended for an additional 5 business days from the date of the original due date if: • The requested information is stored at a different location; • The request requires the collection of a substantial number of documents; • The request requires an extensive search; • The requested records have not been located and require additional effort to find; • The requested records need to be reviewed by staff who can determine whether they are exempt from FOIA; • The requested records cannot be produced without unduly burdening the public body or interfering with its operations; or • The request requires the public body to consult with another public body who has substantial interest in the subject matter of the request. If additional time is needed, the public body must notify the requester in writing within 5 business days after the receipt of the request of the statutory reasons for the extension and when the requested information will be produced.

Preschool Tuition Historically pre-school tuition fees have been calculated at a rate of $160.00 per day of enrollment in the program. Fees are assessed twice a year for each child. Children enrolled in Glenbrook’s program benefit from a 2-hour laboratory preschool experience supervised by a full-time instructional assistant, with the assistance and support of students enrolled in child development courses.

Financial Fees The Board of Education has historically approved two financial fees to be charged on an as-needed basis. Credit Card Convenience Fee The credit card convenience fee is assessed to all credit card transactions that are processed in-person or online. Beginning with the 2017-18 school year, the Board of Education determined that any credit card processing expenses would be passed-on to consumers choosing to use a credit card. This transition was communicated to parents prior to the start of the school year, and has resulted in a significant cost savings to the District. As a result of not incurring credit card processing expenses, we have been able to keep student fees as low as possible for our families. Non-Sufficient Funds (NSF) Check Fee The non-sufficient funds (NSF) check fee is assessed to a student account in the event that a check provided has been returned back our bank due to insufficient funds. Mr. Ryan Manly Date: Monday, March 18, 2019 Re: Class of 2023 Chromebook Purchase Recommendation It is recommended that the Board of Education approve the purchase of 1,400 Lenovo 500e Chromebooks with the Google Chrome Management License from Computer Drive at a cost of $413,000. Background For the past five years, the District has selected the Lenovo Chromebook for the 1:1 initiative. The first four years the District selected the most recent iteration of the Lenovo ThinkPad Yoga 11e Chromebook (11e) which performed extremely well with regard to durability and functionality. In June 2018 Lenovo was announced their intent to stop production of the 11e. In its place, they launched a new product, the Lenovo 500e Chromebook. Like the 11e, the 500e has been extremely durable and features spill-proof keyboards and touchpads, mechanically anchored keys, rubber bumpers around the LCD and base, Gorilla Glass, reinforced ports, corners and hinges. From a technical specification perspective, both devices include Intel Apollo Lake processors, 4GB of memory, 32GB of internal storage. The price last year for a 500e was $268.94 or approximately $71 less than the 11e. Three vendors submitted a quote for the purchase of 1,400 chromebooks and associated management licenses. Following is a summary of the results.

Balance in the self-insurance reserve is $106,556; of which approximately 60% is a result of the early Samsung devices when the district bought third party insurance coverage and, due to the high number and cost of claims, the insurance company paid the district to fix the devices in-house.

The Glenbrook North Varsity Softball Team has been invited to play in series of games in Gulf Shores, AL. The team will be competing in the Gulf Coast Classic Tournament. They will be playing from Monday, March 25, through Wednesday March 27, 2019. Five Varsity games and practice times have been scheduled.

To give families the option to save on expenses, the athletes will be traveling to the Gulf Shore Resort either with their family or as part of the team. At this time all 13 athletes are planning to travel with family members. All athletes will be expected to be onsite at 3:00 pm on Sunday March 24th for orientation. Following orientation, the athletes will be under the supervision of the coaches for the remainder of the week.

The first games will be played on Monday morning. The final game of the week will be completed by 6:00 pm on Wednesday, March 27th, all team members will be able to depart after 6:00 pm that day. Coaches, Bridget Matsunaga, Michael Nisi and Kristi Rymer will be coaching and chaperoning the trip.

The athletes will pay $705.00 covering the cost of hotels, food, tournament fees, ground transportation and the remainder of the expenses have been donated. I am requesting your approval for this trip and asking that you forward this for any additional approval. Thanks.

The softball coaches, in conjunction with Glenbrook North Athletic Director John Catalano, will enforce the expectations for appropriate behavior and conduct. The policies of Glenbrook North High School, including the Code of Conduct, will be in effect at all times. All measures taken on this trip are in place to reduce risks and increase safety. VIOLATION OF STANDARDS All Glenbrook North High School Softball players will be expected to adhere to all team standards at all times. A violation of these standards will result in a loss of privileges or punishments as deemed appropriate by the Head Varsity Softball Coach (Bridget Matsunaga). Attached is a request from Brenda Field to take yearbook students to the spring National High School Journalism Convention from April 25-28, 2019 in Anaheim, California, sponsored by the Journalism Education Association (JEA) and the National Scholastic Press Association (NSPA). At this conference, the prestigious Pacemaker Award is conferred. The National Scholastic Press Association Pacemaker Award has existed since 1927, is independent of publishing companies, and is considered by many to be student journalism's highest honor. The GBS yearbook has been named as a finalist every year since 2002, and GBS won the Pacemaker Award for yearbooks from 2002, 2003, 2004, 2008, 2011, 2012, 2014, 2015, 2016, and 2017.

We are proud that Glenbrook South is once again the only school nominated in Illinois. However, the main purpose of this trip is for students to attend conference learning sessions, workshops, onsite competitions, and journalistic career information sessions. This is a Student Trip covered under Board Policy 7230 (attached). This Trip is conducted by the district and partially funded by the district, and it requires approval from the principal, superintendent, and Board. I support this valuable experience.

Glenbrook High School District #225 BOARD POLICY: STUDENT TRIPS 7230 Page 1 of 3 pages Section A - Introduction The Board of Education believes that structured learning should not be limited to the classroom. Valuable experiences for Glenbrook students exist within and outside the boundaries of District #225. The Board also realizes that additional responsibilities arise whenever students are taken from the school premises. Staff, parents, and students should be aware of these responsibilities and the necessity for reasonable administrative procedures. The physical welfare of our students and staff must always be paramount in our considerations. It shall be the policy of this Board of Education to maintain insurance for the liability of the district, its board members, its employees, and authorized volunteers as a result of student injury, property loss and general liability coverage on student trips. It shall also be the Board's policy to encourage the maintenance of adequate personal automobile liability and medical insurance by our staff members. Section B B Definition of Student Trips A student trip shall be considered to be a school-sponsored activity away from the school premises usually falling within two major areas. 1. Instructional Field Trips and Extended Classroom:

Instructional field trips provide experiences out of the classroom that are normally carried on during regular class hours and are related to the planned curriculum. In some instances pre- and post-school hours may be utilized.

a. A field trip implements and/or augments group classroom instruction.

Transportation for field trips is restricted by The School Code to Illinois or adjacent states.

b. An "extended classroom" allows individual students to pursue their studies in

various work-related, volunteer, or observation activities outside the classroom.

Student activity trips are connected with regularly sponsored in school or post-school programs and may include but not be limited to the following:

a. An activity trip as part of an extracurricular activity

b. A contest (or practice for a contest) between students representing Glenbrook and

another secondary school, or between participants in intramural sports (contestants, cheerleaders, marching band, etc.)

c A performance or exhibition displaying special talent by an individual or group of

students (e.g., band, chorus, etc.)

d. A convention or workshop in which an individual or group of students representing Glenbrook participate (e.g., student council convention or workshop)

Section C B General Parameters

1. All student trips must be approved by and will be subject to the procedures set forth by

the school principal or the designated representative. 2. Recommendation of the principal and approval of the superintendent shall be required for

all overnight student trips. Recommendation of the principal and the superintendent and approval of the Board shall be required for all student trips conducted outside the State of Illinois or adjacent states.

3. Funding for student trips shall be in accordance with the guidelines adopted by the

Board.

4. No student shall be penalized for non-participation in a class field trip. No student shall be penalized for participation in a class field trip or student activity trip.

5. Reasonable administrative care should be taken to ensure safety and orderly behavior on

all student trips. Staff members shall accompany all field trips except Aextended classroom@ trips.

6. All Board and school policies, procedures and regulations regarding student conduct

apply for students on student trips.

7. Transportation on all student trips should be by district-owned vehicles or by commercial vehicles, whenever practical. Occasionally, because of a limited number of participating students, private transportation is permissible when approved by the principal or the designated representative. In these instances, travel may be by private automobile, if the driver is a Glenbrook staff member, parent, or student.

8. Students participating in student trips must travel to and from the trip=s destination in the

school-sponsored mode of transportation unless an exception for good cause is made by the trip=s sponsor for the student to be transported by the student, his/her parent or guardian.

9. The Parental Permission Slip and Field Trip Request Application, as specified in the

procedures to this policy, shall be used in complying with this policy.

Attached is the travel request for Rosie McManamon to take students to the Business

Professionals of America (BPA) National Leadership Conference. It will be held in Anaheim,

California from Wednesday, May 1 through Saturday, May 4, with students traveling

Tuesday evening, April 30 and returning Saturday evening, May 4. Fourteen GBS students

placed at the BPA state competition, which qualified them for this year’s national

competition.

This national travel follows the established guidelines, which include students being

responsible for 25% of their lodging and travel. This is a Student Trip covered under Board

Policy 7230, which is attached. The remaining costs of this trip will be covered by the GBS

budget.

Glenbrook High School District #225 BOARD POLICY: STUDENT TRIPS 7230 Page 1 of 3 pages Section A - Introduction The Board of Education believes that structured learning should not be limited to the classroom. Valuable experiences for Glenbrook students exist within and outside the boundaries of District #225. The Board also realizes that additional responsibilities arise whenever students are taken from the school premises. Staff, parents, and students should be aware of these responsibilities and the necessity for reasonable administrative procedures. The physical welfare of our students and staff must always be paramount in our considerations. It shall be the policy of this Board of Education to maintain insurance for the liability of the district, its board members, its employees, and authorized volunteers as a result of student injury, property loss and general liability coverage on student trips. It shall also be the Board's policy to encourage the maintenance of adequate personal automobile liability and medical insurance by our staff members. Section B B Definition of Student Trips A student trip shall be considered to be a school-sponsored activity away from the school premises usually falling within two major areas. 1. Instructional Field Trips and Extended Classroom:

Instructional field trips provide experiences out of the classroom that are normally carried on during regular class hours and are related to the planned curriculum. In some instances pre- and post-school hours may be utilized.

a. A field trip implements and/or augments group classroom instruction.

Transportation for field trips is restricted by The School Code to Illinois or adjacent states.

b. An "extended classroom" allows individual students to pursue their studies in

various work-related, volunteer, or observation activities outside the classroom.

Student activity trips are connected with regularly sponsored in school or post-school programs and may include but not be limited to the following:

a. An activity trip as part of an extracurricular activity

b. A contest (or practice for a contest) between students representing Glenbrook and

another secondary school, or between participants in intramural sports (contestants, cheerleaders, marching band, etc.)

c A performance or exhibition displaying special talent by an individual or group of

students (e.g., band, chorus, etc.)

d. A convention or workshop in which an individual or group of students representing Glenbrook participate (e.g., student council convention or workshop)

Section C B General Parameters

1. All student trips must be approved by and will be subject to the procedures set forth by

the school principal or the designated representative. 2. Recommendation of the principal and approval of the superintendent shall be required for

all overnight student trips. Recommendation of the principal and the superintendent and approval of the Board shall be required for all student trips conducted outside the State of Illinois or adjacent states.

3. Funding for student trips shall be in accordance with the guidelines adopted by the

Board.

4. No student shall be penalized for non-participation in a class field trip. No student shall be penalized for participation in a class field trip or student activity trip.

5. Reasonable administrative care should be taken to ensure safety and orderly behavior on

all student trips. Staff members shall accompany all field trips except Aextended classroom@ trips.

6. All Board and school policies, procedures and regulations regarding student conduct

apply for students on student trips.

7. Transportation on all student trips should be by district-owned vehicles or by commercial vehicles, whenever practical. Occasionally, because of a limited number of participating students, private transportation is permissible when approved by the principal or the designated representative. In these instances, travel may be by private automobile, if the driver is a Glenbrook staff member, parent, or student.

8. Students participating in student trips must travel to and from the trip=s destination in the

school-sponsored mode of transportation unless an exception for good cause is made by the trip=s sponsor for the student to be transported by the student, his/her parent or guardian.

9. The Parental Permission Slip and Field Trip Request Application, as specified in the

procedures to this policy, shall be used in complying with this policy.

For the 13th consecutive year, we are pleased to announce that students from Glenbrook North DECA

have qualified for the International DECA Competition (ICDC). This year the competition is held in

Orlando, Florida. As the trip requires out-of-state, overnight travel, we are requesting approval to

send these 22 students and 3 chaperones to Orlando, Florida, Saturday, April 27 through Wednesday,

May 1. Enclosed you will find the required approval documents: Field Trip Request for Overnight

Trips, Student and Chaperone List, Cost Allocation Worksheet for Overnight Trips, and the ICDC

Itinerary with Flight and Hotel Information

This year, Glenbrook North DECA comprised of over 100 members. 22 students qualified for the

international competition (ICDC) as a result of local and state competitions. 92 GBN students

competed at the local competition in January. 40 were selected to compete at the state competition

March 7-March 9. Of the 40 students, 22 students qualified for ICDC.

DECA’s competitive events develop life skills and real-world business skills through projects,

simulations, and case studies. In these events, students role-play, learn to conduct market research,

devise promotion plans, create start-up businesses, participate in internet challenges and simulations,

and encounter realistic workplace challenges and scenarios. Through a healthy relationship with the

Northbrook Chamber of Commerce and Northbrook Rotary, students interact with local business

members at meetings to learn from and practice their skills throughout the year to ready them for the

competitions.

Thank you for your time and consideration of this valuable experience for GBN DECA students.

● Accept a monetary donation from the Glenbrook South Booster Club to fund the purchase of additional fieldhouse curtains;

● Award a bid to Larson Equipment & Furniture Co. in the amount of $85,750 for the purchase of fieldhouse curtains for use at Glenbrook South.

Background Glenbrook South’s fieldhouse is scheduled every block of the day for physical education classes and is utilized during the majority of evenings and weekends for athletic practices and contests. The fieldhouse currently has curtains that descend from the ceiling, creating three separate courts or teaching/coaching stations. The existing separation curtains were part of the original design and construction of the fieldhouse and were replaced through an approved building capital project in the summer of 2011. In an effort to maximize the use of this facility space, the school identified enhancements to the curtain configuration that will enable the running track to be utilized simultaneously with the three divided courts. The new configuration will be accomplished by adding eight fold up panel curtains that will fully enclose the interior court areas. Through the ongoing fundraising efforts, the Glenbrook South Booster Club has generously offered to fund the purchase of the new curtains. An architectural schematic of the curtain configuration is shown below. Bid Results Bids were sent to five vendors, two of which replied. It is recommended that the organizational meeting of the Board be held on April 29, 2019 at the regularly scheduled Board meeting.

Background

Board Policy: Organization of the Board of Education Policy 2010 requires that each year, during a March meeting, that the organizational meeting of the Board be established. Consistent with state law, at this meeting the Board will elect officers and set a time and place for regular meetings.

Section A - Internal Organization

The Board of Education of District #225 shall consist of seven members selected under the provisions of the School Code of Illinois. Board officials shall consist of a president, vice president and a secretary. During a March meeting in each year, the Board of Education will establish a date for its organizational meeting to be held sometime during the months of April or May. On odd-numbered years, this meeting is to be held sometime after the election authority canvasses the vote, but within 28 days after the consolidated election. The president and vice president shall be elected from the members of the Board for a one-year term, and the secretary shall be appointed by the members of the Board for a one-year term, at the organizational meeting of the Board.

Section B - Duties of Officers and Members

1. The president of the Board of Education shall perform such duties and assume such responsibilities as are required by the School Code and as prescribed by action of the Board. These duties and responsibilities shall include, among others:

1) presiding at all meetings of the Board of Education

2) appointing or providing for the election of members to all Board committees

3) endorsing documents and directives issued by order of the Board, as required by law

4) encourage the orientation of all new board members through attendance at district and Illinois Association of School Boards (IASB) workshops

5) providing representation for the Board at various public functions, especially major school-related activities

6) approving travel plans for Board members desiring to travel outside the metropolitan area on Board related business.

2. The vice president of the Board of Education shall assume the following responsibilities and duties:

1) perform the duties of the president if there is a vacancy in the office of the president or in the case of the president's absence.

2) perform other duties as specified by the Board.

3. The secretary of the Board of Education shall assume the following responsibilities and duties:

1) sign all contracts on behalf of the Board of Education

2) arrange for and supervise election petitions

3) record and maintain all Board actions in the form of formal Board minutes

4) maintain all Board records

5) receive and process all Board communications

6) execute such other duties and responsibilities as are specified by the Board.

Section C – Organizing the New Board

Consistent with state law, the school board shall reorganize at the organizational meeting by seating new members, electing officers, and setting a time and place for regular meetings. The meeting shall be held, consistent with the provisions of Board Policy 2030, any time following the election but not before the election authority canvasses election returns and determines winners; except that the meeting for reorganization of the board may be held prior to the canvass of election returns if all candidates ran unopposed.

Before taking their respective seats on the board, each newly elected board member, and each re-elected board member shall sign a document prepared by the district, in the form presented below, and shall have it notarized under oath. This document shall be kept on file at the district office.

“I, (name of member), do solemnly swear (or affirm) that I will faithfully discharge the duties of the office of member of the Board of Education of Northfield Township High School District 225, in accordance with the Constitution of the United States, the Constitution of the State of Illinois, and the laws of the State of Illinois, to the best of my ability. I further swear (or affirm) that: I shall respect taxpayer interests by serving as a faithful protector of the school district’s assets; I shall encourage and respect the free expression of opinion by my fellow board members and others who seek a hearing before the board, while respecting the privacy of students and employees; I shall recognize that a board member has no legal authority as an individual and that decisions can be made only by a majority vote at a public board meeting; and, I shall abide by majority decisions of the board, while retaining the right to seek changes in such decisions through ethical and constructive channels.”

To begin the process of organizing the new school board, the Superintendent or designee shall serve as president pro tempore until the board elects a president. The president of the board, upon being elected shall immediately assume the duties of the chair to preside over the election of other officers.

Section D – New Member Orientation

The Board of Education shall be responsible for the proper orientation of newly elected Board members.

1. It shall be the responsibility of the Board president and the superintendent, to familiarize the newly elected Board members with their duties and responsibilities. Special emphasis shall be given to the legal and ethical responsibilities of members, the role of the Board as a policymaking body, and the chief functions of the superintendent and the superintendent's staff.

2. New members are encouraged to discuss educational concerns with the superintendent. Orientation meetings with the superintendent, administrative personnel, Assistant Superintendent for Education Services, and building principals shall be held not later than formal election to the Board as practicable. Orientation for all candidates appearing on the ballot for election to the Board may commence after the ballot has been set by the Cook County Clerk.

3. The Board shall direct its secretary to make available to new members full information on all school issues with which it deals except for closed-session matters which shall not be provided to newly-elected members until they commence their respective terms.

4. New members shall be provided with materials and documents as the President shall designate.

Section E - Board Member Development Opportunities

School board members are encouraged to attend workshops and other appropriate meetings of area, county, state and national school boards associations. They are expected to keep abreast of major educational concerns through studying both general and specific educational literature; by tapping the expertise of the district's professional staff; and by having prepared special reports on particular issues.

Section F - Memberships

All members of the Board are encouraged to actively participate in local, state and national school board associations and to utilize their services for the improvement of local board functions. The Board shall maintain membership in appropriate local, state and national school board associations, and such other organizations which provide services of value to the district.

Section G - Board Member Travel Plans

Board members who desire to travel on Board related business outside the metropolitan area shall inform the Board president of their plans. The president shall approve or disapprove the travel plans and shall inform all Board members of the travel plans and the president's decision. Should any Board member disagree with the president's decision, the Board member may, if the member wishes, place the president's decision on the agenda of the next Board meeting. If the Board president desires to travel, the president shall inform the Board's vice president who shall follow the same procedure.

Section H - Compensation and Reimbursement of Board Members

No member of the Board of Education shall receive compensation for the Board member's services. The Board secretary, if not a Board member, shall receive compensation for the secretary's services as determined by the Board. The members of the Board shall be reimbursed for expenses incurred in performance of Board functions.

Section I - Board Committees

All committees of the Board of Education shall be ad hoc, and shall be appointed by the president unless otherwise specified by action of the Board. Assignments shall be based on an equitable distribution of workload and member interests and expertise. The purpose of the committee structure is to:

1. foster positive communication and collaboration between the school board, administration, staff, parents, and the community.

2. provide a broad perspective of opinions and ideas on major issues.

3. keep the entire board informed of the progress on major issues that will come before them through regular reporting and dialog from board member committee representatives.

4. facilitate approval of major recommendations by ensuring board input during the planning and discussion process.

Section J - Attorney

District #225 shall employ an attorney or attorneys on a fee basis for the purpose of providing legal counsel for the Board and superintendent.
