Project Background
• The aim of Project R7096, AIR7000 Phase 2B Maritime Patrol Aircraft
Replacement (the project) is to provide new and upgraded facilities,
infrastructure and airfield works for the introduction of the Boeing P-8A Poseidon
to the Main Operating Base at RAAF Base Edinburgh (EDN).
• EDN is located 25km north of Adelaide in South Australia and will be the main
operating base for the P-8A Poseidon aircraft. Constructed in 1954, EDN was
originally utilised as a support base for a joint Australian and British government.
EDN is now the centre of the ADF’s intelligence, surveillance, reconnaissance
and electronic warfare capabilities. Its relatively central location enables a
response time of less than four hours to anywhere on the Australian coast.

Project Background
• 92 Wing (92WG) is Australia’s maritime patrol wing. 92WG has its headquarters
at EDN and commands operational and training squadrons, and a number of
operational support and development elements. 92WG headquarters supports
flying operations, maintenance, training and logistics and its facilities are
currently dispersed across EDN.
• Defence proposes to create a consolidated 92WG facility that will comprise Wing
and Squadron headquarters facilities, a hangar maintenance and operational
facility for conduct of aircraft maintenance, and an operational conversion facility
for training of aircrew and maintenance crews.

2. Download and Complete:
- AIR7000 Ph2B ITR & Prequalification Questionnaire
- AIR7000 Ph2B Invitation to Register Interest
3. Register your interest against the relevant package(s) on ICN and upload your
completed documentation listed above by 30th October 2015.
4. Lendlease will assess contractors ITR and shortlist for each package
5. Trades will be notified whether or not they have been shortlisted to tender.

ITR Submission Requirements
• Lendlease intends to procure to Subcontractor Works under the Defence Medium or
Major Works Subcontract using (MESC-12003 or MASC-1 2004). This Standard
form contract is available at www.defence.gov.au/estatemanagement
• Only subcontractors compliant with Building Code 2013 will be considered

Tender Process – Stage 2 Request for Tender
1. The confidentiality agreement must be signed before Tender package
documentation can be provided to each short listed trade Contractor.
2. Each Contractor will have to complete their tender and submit to the locked box.
NOTE: no electronic tenders will be accepted
3. Both Successful and Unsuccessful Tenderers will be advised.

Frequently Asked Questions Q1. Will local contractors be prioritised for any of the trade packages?
A1. No. All tenders will be assessed in accordance with Commonwealth Procurement Rules. Sub-contractors will be required to demonstrate
their availability and ability to resource the work. Note also that at this stage of the project, Lendlease has advertised an Invitation to
Register Interest only.
Q2. Does the tender evaluation process give any weighting for the consideration of local employment?
A2. No. The tender evaluation process will be assessed in accordance with Commonwealth Procurement Rules. The evaluation criteria used
in the assessment process are to provide overall value for money for the Commonwealth.
Q3. The ITR closes on Oct 30 - when will the successful tenders be selected?
A3. As noted earlier, the current Lendlease advertisement is an Invitation to Register Interest only, and that actual tenders for trade works
will be requested from early 2016. Selections of successful tenderers will then be made progressively.
Q4. When is construction commencing on site?
A4. Subject to Defence appointing Lendlease for the Delivery Phase of the project, Lendlease has advised Defence that works are expected
to begin in March 2016.
Q5. How do I Register Interest for multiple Trade Packages?
A5. Register for each Trade Package separately, by uploading you completed forms against each Package.
Q6. What if my companies field of work is not relevant to the Listed Trade packages?
A6. Register your Interest in the ‘Other’ category and state what product/services you are interested in offering.
